on cash and in-kind formalities for active duty soldiers and non-military pupils
The Ministry of Defence provides, pursuant to Article 11 of Act No. 480 / 1992 Coll., on the substantive security of soldiers and pupils of the armed forces schools and their liability for damage, as amended by Act No. 161 / 1995 Coll. (hereinafter referred to as the Act):
MONITORING OF MILITARY AND SCHOOLS
MONETARY AFFAIRS IN BASIC (REFERENCE) SERVICES AND ON THE BASIS AUTHORISED FOR VICTIMS
Financial requirements of soldiers in basic (replacement) service
Fair
(1) Soldiers in the basic (replacement) service (hereinafter referred to as "soldiers in the basic service") belong to the service according to the military ratings achieved (1) in the following monthly amounts:

(2) The services referred to in the preceding paragraph belong, from the date of embarkation, to the military service until the date of release from the basic service. It shall be paid on the 15th day of the current calendar month. If payment is made on a Saturday, Sunday or holiday, the nearest previous working day shall be paid.
(3) At the time of appointment or promotion (2), soldiers in primary service to a higher military rank shall be responsible for the new military rank on the date of appointment or promotion.
(4) The military service with which they have joined shall issue a cash certificate for payment of the service with the military service to which they have been relocated after boarding the essential (replacement) service. They shall be paid in advance by the military service serving in advance, at the latest on the day of departure or transfer, to the soldiers in the primary service removed or transferred before the specified payment deadline.
(5) Soldiers in primary service who have been removed from military rank or to whom the court has imposed a penalty for loss of military rank shall be served on the day of withdrawal of military rank or the day on which the judgment on the loss of military rank of authority has been obtained. Similarly, a reduction in rank shall be applied.
Representative
(1) Soldiers in the primary service who are temporarily assigned to and perform the vacant duties of professional or civil servants for more than four weeks shall be represented from the date of taking over to the date of termination of such duties in the following monthly amounts:
(a) 500 CZK for functions included in the 4th and lower grade,
b) 600 Kč for functions included in the 5th to 7th grade,
c) 700 CZK for functions classified in 8th and higher grade.
(2) If the performance of the functions referred to in the preceding paragraph is linked to the obligation to conclude an agreement on material liability pursuant to the Specific Regulations (3), the proxy shall be increased by CZK 400 per month from the date of conclusion of the agreement on material liability.
(3) The representative shall be paid for the preceding calendar month on regular payment of the service.
Additional charges
(1) Soldiers in the basic service who work in difficult and healthy working conditions are subject to a surcharge of CZK 150 per month for the work activities listed in the first group and CZK 400 per month for the work activities listed in the second group.
(2) The soldiers in the basic service are subject to a surcharge for difficult conditions
(a) in the course of service in the case of paratroopers or in the case of air carriers and air defence in the functions for which the expertise of the paratrooper or parachute expert is prescribed, subject to the simultaneous conduct of ground and air training in amounts of:
1. 300 CZK per month from the first day of the calendar month in which the training started,
2.500 CZK per month from the first day of the following month after the month in which five jumps were completed,
3. 600 CZK per month from the first day of the following month after the month in which ten jumps were completed,
(b) in training with explosives or under-water training, where it is necessary to use a diving device, at the rate of CZK 50 per hour;
(c) in the performance of air and air defence service in functions where they ensure continuous operation, combat and operation of aviation and anti-aircraft missile technology, including civil aviation safety and work, shall be carried out in areas where exposure to high-frequency energy exposure, laser radiation, imminent life or health risks in areas prior to propellers, entry channels, the effect of output gases or propellers and continuously come into contact with substances having an aggressive effect on the body, at a monthly amount of 600 CZK.
(3) The allowances referred to in paragraph 1 and paragraph 2 (c) shall be payable from the first day of the calendar month of the performance of those activities or services until the end of the calendar month of the performance of those activities or services, but not later than the date of release from the essential service (replacement service), including where the allowances are due only for the days of the performance of those activities or services.
(4) In the event of incapacity for service for sickness or accident, the surcharge referred to in paragraph 1 and paragraph 2 (a) shall apply. (c) by the end of the calendar month in which the incapacity for service occurred. On entering the service after the termination of the incapacity for the sick or accident service, a surcharge shall apply from the first day of the calendar month.
(5) The total duration of the activities referred to in paragraph 2 (b) shall be determined by the sum of each period per calendar month, the period exceeding 30 minutes being counted as the whole hour.
(6) The allowances shall be paid for the preceding calendar month on regular payment of the service.
(1) The cash requirements belong to the basic service during the period of performance. (4a)
(2) The conditions of entitlement to cash requirements are not met by a soldier in a basic (replacement) service for a period of time missed by defection or arbitrary separation. (b)
(3) The payment of the cash requirements shall not be refunded, even if the entitlement to it has ceased, in whole or in part, except where the conditions of entitlement to the formalities referred to in paragraph 2 are not fulfilled.
Cash requirements of soldiers in reserve called for exercise
(1) Troops in reserve called for training (5) (hereinafter referred to as "soldiers called from advance") in the category of men and non-officers shall be required to serve according to the military rank as set out in Paragraph 1 (1) of this Ordinance on the date of boarding of military active service with the military department.
(2) Soldiers called from advance in the categories of ensign, officer and general belong to the service according to the military rank in the following monthly amounts:

(3) Merely to soldiers called from an advance shall be paid:
(a) in the course of a military active service of up to 14 days in the course of the service, at the latest on the day of release;
(b) in the performance of military active service over 14 days:
1. On the 15th day of the current calendar month, if the service begins by the 10th day of the calendar month,
2. the last working day of the calendar month in other cases, at the latest on the day of release,
(c) no later than the date of removal or transfer, if they are removed or transferred from the military service after the entry into service.
(4) If a soldier did not carry out military active duty for a full calendar month, he shall have a proportion of the service.
(5) Paragraph 1 (3) of this Decree shall apply to the payment of a service when appointing or promoting soldiers called from an advance.
(6) The additional fees provided for in Article 3 of this Decree for the duration of the military service are payable to soldiers called from the advance.
(7) The provisions of Section 4 of this Decree shall apply mutatis mutandis to soldiers called from the advance.
MONITORING SUPPLIES OF MILITARY MIDDLE SCHOOLS, STUDENTS OF MILITARY HIGH SCHOOL AND MILITORS FROM THE PERIOD ORDERS TO THE STUDY IN FOREIGN
Financial requirements for students of military secondary schools and students of military universities who are not professional soldiers
Pocket
(1) Pupils of military secondary schools, 6) who are not soldiers in active service (hereinafter referred to as "pupils") are entitled to an allowance of CZK 250 per month. The Chief of Military High School will increase the allowance based on study results:
(a) up to CZK 350 per month for pupils who have achieved an overall assessment "benefited very well,"
b) up to an amount of 450 CZK per month for pupils who have achieved an overall assessment "served with honours."
(2) The increased allowance referred to in paragraph 1 (a) or (b) is granted on 1 February and 1 September of the calendar year and is rounded up to the whole of the ten crowns.
(3) Pupils are entitled to the basic service (replacement) from the date of taking up military secondary school until the day before the start of the service or until the end of the study.
Fair
(1) Students of military higher education (7) (hereinafter referred to as "students") and pupils during the period of performance of the basic (replacement) and other services8) belong to the service provided for in § 1 of this Decree according to the military rank achieved.
(2) The service referred to in paragraph 1 shall be increased by:
(a) as from the first day of the calendar month in which the flight preparation began, during the preparation for the performance of the duties of the executive flyers:
1. by 400 CZK per month in 1st and 2nd year,
2.500 CZK a month in higher years,
(b) for the duration of paratroop training:
1. 300 CZK per month from the first day of the calendar month in which the training started,
2. 500 CZK a month from the first day of the following month after the month in which five jumps were completed,
3. 600 CZK a month from the first day of the following month after the month in which ten jumps were completed,
(c) after completion of the basic (replacement) service:
1. 300 CZK a month in military secondary schools,
2.500 CZK per month in military universities,
(d) students and pupils in charge of the school staff from the first day of their duties, if the performance of their duties continues continuously for at least four weeks, by CZK 600 per month,
(e) in training with explosives or under-water training, where it is necessary to use a diving apparatus, at the rate of CZK 50 per hour; the total period shall be determined by the sum of each period per calendar month, the period exceeding 30 minutes being counted as an entire hour.
(1) Students in the next service8) are entitled to a study allowance after the end of the semester when the results are achieved:

from the first day of the calendar month in which the new semester begins, to the first day of the calendar month in which the next semester begins, and shall be paid together with other cash requirements. In the first semester, and if the student in the next service8) fails to fulfil the duties for the previous semester, he shall be entitled to the study allowance referred to in point (e) in the new semester until the end of the calendar month in which he completed the duties for the previous semester.
(2) Students in the next service (8) in the course of studies which, according to the Statute of Higher Education (8a), lasts more than five years shall receive the study allowance referred to in paragraph 1 for the previous semester.
(3) The study allowance is due to the day on which the soldier in the next service ceased to be a student (7) or to the day preceding the day of admission to the service of an occupational soldier or another service. 9)
The provisions of Section 4 of this Decree apply mutatis mutandis to students and pupils during the period of performance of the basic (replacement) and other services8.
Cash requirements of students who are professional soldiers
(1) Students of daily studies who have been on the duty of an occupational soldier for a period of less than six months prior to the commencement of studies shall have a rating supplement according to the military rank specified in the Special Regulation (10) and a study allowance of:
1,200 CZK per month in 1st year, 1,400 CZK per month in 2nd year, 1,600 CZK per month in 3rd year, 1,800 CZK per month in 4th and other years.
(2) Students of daily studies who have been on the duty of a professional soldier for at least six months prior to the start of their studies shall be entitled to an additional rating according to their military rank, laid down in a special regulation, (10) and a study allowance to be determined by the students of higher education (7) from the seventh grade salary tariff at the relevant grade according to the number of periods of professional practice. In the case of students who are counted on the starting date of study 9 or more years of professional experience, the eighth grade fee shall be determined at the relevant step. In the case of postgraduate student11), the ninth grade wage rate shall be determined at the relevant grade according to the calculation of the period of professional experience. A special additional fee of CZK 500 and an increase of 25% of the highest grade wage rate in the grade to which the professional soldier is assigned is included. The calculation of professional experience at the beginning of the study is crucial for determining the grade and degree for the entire period of study.
(3) The study allowance is due from the first day of the calendar month following the beginning of the study. If the study was initiated on the first day of the calendar month, it shall be valid from that date. The study allowance shall be due by the end of the calendar month when it was decided to amend it or by the day when it ceased to be a student.
(4) The study allowance shall be increased in accordance with paragraphs 1 and 2:
(a) as from the first day of the calendar month in which the flight preparation began, during the preparation for the performance of the duties of the executive flyers:
1. by 400 CZK per month in 1st and 2nd year,
2.500 CZK a month in higher years,
(b) for the duration of paratroop training:
1. 300 CZK per month from the first day of the calendar month in which the training started,
2. 500 CZK a month from the first day of the following month after the month in which five jumps were completed,
3. 600 CZK a month from the first day of the following month after the month in which ten jumps were completed,
(c) students in charge of a school platoon, 600 CZK a month from the first day of their duties, if the performance of the duties continues continuously for at least four weeks;
(d) in the course of training with explosives or under-water training in which it is necessary to use a diving device, 50 CZK per hour; the total period shall be determined by the sum of each period per calendar month, the period exceeding 30 minutes being counted as an entire hour.
(5) The study allowance referred to in paragraphs 1 and 2 shall be increased after the end of the semester when the study results are achieved:

from the first day of the calendar month in which the new semester begins, to the first day of the calendar month in which the next semester begins, and shall be paid together with other cash requirements. If the student fails to fulfil the duties for the previous semester, the new semester does not include an increase in the study allowance until the end of the calendar month in which he completed the duties for the previous semester.
(6) The study allowance referred to in paragraph 2 is increased by CZK 1,200 per month for students in postgraduate studies (11).
Financial formalities for professional soldiers sent to study abroad
(1) An occupational soldier who has been sent to school abroad for a daily period of study shall be entitled to an evaluation fee according to the military rank established by the special regulation, 10) and a study allowance, which shall be determined from the salary rate of the grade at the relevant grade according to the calculation of the period of professional experience at the start of the course. The fee shall include an increase of 25% of the salary of the highest grade in the grade of the professional soldier. The calculation of the period of professional experience at the beginning of the study is crucial for determining the grade for the entire period of study.
(2) The study allowance is due from the first day following the beginning of the study. If the study was initiated on the first day of the calendar month, it shall be valid from that date. The study allowance shall be due by the end of the calendar month in which the change was decided or by the date of completion of the study.
(3) The cash requirements referred to in paragraph 1 shall be divided into part crown and part value. The crown part consists of 60% of the sum of the value supplement and study allowance and is paid to professional soldiers in the Czech Republic. The Valute Part consists of 40% of the sum of the value supplement and the study supplement multiplied by the conversion rate for the country of study. The amount and method of determination of the conversion session are laid down in a separate regulation. 13) The Valute Part is paid to professional soldiers abroad.
(4 This increase does not belong to an occupational soldier
(a) for the duration of the stay of a spouse or spouse outside a country designated as a place of study abroad, exceeding 49 calendar days in the current year for European countries and 63 calendar days in the current year for non-European countries;
(b) if, during the course of work abroad, the spouse has income from dependent activities or as a self-employed person.
RULES FOR PAYMENT OF THE MILITARY PAYMENT OF ALLOWANCES
Salary on termination and termination of term of office in elected posts
The salary of the previous duties shall be paid to the professional soldier by the end of the calendar month in which the performance of that duties was terminated.
Salary on removal from office before provision to another post and on secondment to daily study
(1) An occupational soldier who is removed from his post before the provision for another post shall be maintained until the end of the calendar month following that in which he was appointed to another post at the latest; if it has been appointed to another function on the first day of the calendar month, it shall have the current salary until the end of the calendar month in which it was appointed to another function.
(2) An occupational soldier who is seconded to a daily study shall be maintained until the end of the month in which the daily study began. If the study was started on the first day of the calendar month, the professional soldier shall be entitled to the cash requirement in accordance with the provisions of Section 9 of this Order from that date.
Salary and cash requirements in the death of an occupational soldier
(1) In the event of the death of an occupational soldier, the surviving spouse shall be paid a proportion of the salary and cash requirements for which he was entitled for the calendar month in which he died. In addition, other cash requirements for the past period to which the professional soldier was entitled before the date of death and which were not paid to him shall be paid.
(2) The survivors referred to in paragraph 1 shall be deemed to be persons provided for by a special law. 14)
INDIVIDUAL MONEY ASSISTANCE AND CONTRIBUTION
Disposable monetary assistance
(1) An occupational soldier may be granted one-off non-refundable monetary assistance up to 40 000 CZK in a particularly difficult social situation, in particular in the event of a natural disaster or a long-lasting illness, which has caused him to be unguilty of significant financial distress.
(2) A reasoned request for one-off monetary assistance is submitted by an occupational soldier to the Defence Minister's service procedure.
Recruitment allowance
(1) An occupational soldier who has completed a non-military school may be awarded a recruitment allowance of CZK 15 000 and
(a) CZK 7000 for each completed school year of secondary education;
b) 10 000 CZK for each completed school year of university studies.
(2) The total amount of the recruitment allowance shall be determined according to the period set for the school concerned, up to a maximum of CZK 43 000 for secondary education and CZK 75 000 for higher education. The recruitment allowance may be granted only in accordance with paragraph 1 (a) or (b) and only on first admission to service.
(3) A soldier admitted to another services15) may be granted a proportion of the recruitment allowance referred to in paragraph 1, depending on the length of the military duty obligation. 10% of the contribution provided for in paragraphs 1 and 2 may be paid for each year of service.
(4) When extending the military active duty obligation to a soldier admitted to another service to whom a recruitment allowance has been paid in accordance with paragraph 3, a recruitment allowance of 10% of the total amount calculated in accordance with paragraphs 1 and 2 may be granted for each additional year of the obligation. However, the total amount of recruitment contributions paid may not exceed the amount referred to in paragraphs 1 and 2.
(5) The recruitment allowance referred to in paragraphs 1 and 2, reduced by the recruitment allowance paid to him when he was admitted to the service, may be awarded to the service of the professional soldier.
(6) Graduates of non-military schools who apply for the service of an occupational soldier or another service for which the military administration assumes the obligation to pay the costs, 16) a recruitment allowance equal to the difference between the amount paid by the military administration to another organisation and the recruitment allowance granted on admission to the service of an occupational soldier or another service.
(7) The recruitment allowance shall be granted to the applicant for admission to the service of an occupational soldier or admission to another service on condition that he undertakes to return a proportion of the recruitment allowance paid in the contract of employment if he is released from service prior to the fulfilment of the obligation taken over for the reasons set out in Sections 26 (1) (d) and 26 (2) (c) to (f) of Act No 76 / 1959 Coll., on certain service conditions of the soldiers, as amended.
(8) In calculating the amount to be recovered from the professional soldier, the period of the part of the obligation to be fulfilled shall be rounded to months, the period exceeding 15 days being considered as the whole calendar month; 15 days or less shall not be taken into account.
PROVISION OF REFUNDS ON SERVICE TRAVEL, TRANSFER, TRANSFER, TRANSFER AND SEND TO THE FOREIGN STUDY
Definition of terms
(1) Staff shall mean the period from the time of the entry of a soldier [Paragraph 1 (a) of the Act] to a mission to a place other than its regular place of work, including the performance of a duty at that place, to the return of a soldier from that journey.
(2) Foreign business trips are the period of service referred to in paragraph 1 from the Czech Republic to abroad, from abroad to the Czech Republic and the period of service abroad.
(3) A regular workplace means all premises and facilities in which the military unit is permanently or temporarily located or where the soldier is permanently employed. 17)
(4) The place of permanent residence of a soldier shall be understood as the municipality in which the soldier is declared permanent residence. 18)
(5) A member of the family of a soldier shall be considered to have permanent residence in the territory of the Czech Republic, husband or species, own children, adopted children, children entrusted to the soldier in foster care or education, their parents, adopters, guardians, foster parents, as well as other persons on condition that they live in the household 19) with the soldier.
(6) Married professional soldiers are compared to lonely professional soldiers who live and manage in their homes with at least one family member to whom they provide arrangements.
General provisions
(1) The commander of the military unit which sends a soldier on a mission shall determine the place of embarkation, the mode of transport, the place of completion of the mission, the duration, the termination of the mission and may determine other conditions of the mission.
(2) As the place of boarding and the place of termination of the mission, the commander of the military unit may designate a regular place of work or another place where the soldier is present on the day of the mission, if more economical.
(3) The time of departure and the time of arrival provided for by the timetable shall be adjusted for the proven delay for determining the taking-up and termination of a public mass transport service. When using the aircraft, the scheduled departure time for the passenger transport bus between the head office of the air transport undertaking and the airport shall be determined. When a means of transport other than public mass transport is used, the actual time of departure and the actual time of arrival shall be decisive for determining the entry and termination of the service.
(4) If a soldier requests an advance payment for compensation during a mission, the advance shall be granted up to the expected amount of compensation. The soldier shall, upon completion of the mission, submit without undue delay the written documents needed to account for the mission and return the outstanding advance.
Refunds on mission
Types of refund
(1) To a soldier sent on a mission:
(a) reimbursement of travel expenses;
(b) reimbursement of accommodation expenses,
(c) reimbursement of the necessary incidental expenses.
(2) Furthermore, the professional soldier sent on a mission belongs to:
(a) food;
(b) reimbursement of travel expenses pursuant to § 27 (4) to (6) of this Order for travelling to a permanent residence of the family or between a commander of a military unit and a soldier of a prearranged stay of the family and back, if it is more economical, if the business trip lasts more than seven consecutive calendar days, once a week.
Reimbursement of travel expenses
(1) The soldier is entitled to reimbursement of travel expenses between the place which he was assigned as the place of departure of the mission and the place to which he was seconded for the performance of his duties and the place of termination of the mission. If the soldier was unable to stay at the place where he was sent, he would also be entitled to reimbursement of travel expenses to and from the nearest place where he was staying.
(2) Travel expenses are expenses for local public transport, ticket, ticket, seat ticket and using a sleeper (couchette) car. When driving by train over a distance of 51 km in one direction, a higher-quality train surcharge shall be paid, at a distance of at least 101 km in one direction, the travel expenses for the first carriage class shall be paid. Replacement of the fare with the use of a first or second class sleeper (couchette) shall be for the soldier, subject to the condition of a distance of at least 201 km, only if the journey lasted for at least four hours between 22 and 6 o'clock and the service was immediately followed after completion. Reimbursement of expenses for the first carriage class, or use of a sleeper (couchette) vehicle is not for soldiers in the basic service and for soldiers called from an advance.
Reimbursement of expenses for use of a private road motor vehicle on business trips
(1) If a soldier, after prior agreement of the commander of the military department, uses a private road motor vehicle, he shall be entitled for every 1 km of journey to the rate of basic replacement and replacement for fuel consumed.
(2) Refunds are granted for single-track vehicles, for passenger road motor vehicles and for the use of a trailer for a road motor vehicle in accordance with a specific Regulation. 20)
(3) Reimbursement of fuel expenditure belongs to the soldier according to the fuel prices applicable at the time of use of the vehicle and converted according to consumption calculated by the arithmetic mean of the information given on the vehicle's technical licence. If such information is missing from the vehicle technical licence, the data from the comparable vehicle technical licence shall be used.
(4) A soldier is required to demonstrate to the commander of the military department the technical identification of the road vehicle to be used in the course of a business trip, the type of vehicle involved and the fuel consumption determined by the manufacturer.
(5) The commander of the military unit may agree in advance with the soldier to provide compensation for the use of a road motor vehicle at an amount equivalent to the price of a ticket for a bulk means of long-distance transport, excluding a ticket.
