Terms of Use
1. General Provisions
Tyto Podmínky používání (dále jen „Podmínky") upravují pravidla pro přístup a používání webového portálu CeskeZakony.cz (dále jen „Portál"), který provozuje spolek ROOTIO z.s., se sídlem Kurzova 2222/16, Stodůlky, 155 00 Praha 5, IČO: 14056623, zapsaný ve spolkovém rejstříku vedeném Městským soudem v Praze pod sp. zn. L 75628 (dále jen „Provozovatel").
The Portal provides free access to the legislation of the Czech Republic, case law, European Union law, international treaties, and parliamentary data. The purpose of the Portal is to make legislative content accessible to the general public in a clear and easily accessible format.
By using the Portal, you agree to these Terms. If you do not agree with the Terms, please do not use the Portal.
2. Access and Use of the Portal
Access to the Portal and browsing content is free and does not require registration. Some features (saving favorite regulations, notes, email alerts, API access) are available only to registered users.
The user agrees to:
- use the Portal in accordance with the applicable laws of the Czech Republic and these Terms;
- not interfere with the technical solution of the Portal or attempt unauthorized access to its systems;
- not use automated tools (bots, scrapers) for mass downloading of content beyond normal usage, except for permitted search engine crawlers;
- not perform activities that could compromise the security, availability, or performance of the Portal.
The Operator reserves the right to restrict or block access for any user who violates these Terms, without prior notice.
3. Registration and User Account
Registration is required to use the Portal's extended features. During registration, the user is obliged to provide truthful and current information.
The user is responsible for:
- protecting their login credentials and preventing their misuse by third parties;
- all activities performed through their account;
- immediately notifying the Operator in case of suspected unauthorized use of the account.
The Operator reserves the right to terminate the account of a user who violates these Terms, spreads inappropriate content, or abuses the Portal's features.
Only persons over 16 years of age may register. Persons under 16 may browse the Portal but may not register or submit user content.
4. Rules for Comments and Ratings
Registered users may add comments and ratings to the Portal's content. By publishing a comment or rating, the user declares that its content does not violate the rights of third parties or applicable laws.
It is prohibited to publish content that:
- is vulgar, offensive, discriminatory, or incites hatred;
- contains spam, advertising, or unsolicited commercial communications;
- infringes copyright, trademark rights, or other intellectual property rights;
- contains personal data of third parties without their consent;
- spreads false or misleading information;
- contains malicious code, links to harmful websites, or phishing.
The Operator reserves the right to remove any comment or rating without prior notice and without stating a reason. All user content is subject to moderation.
The user bears full responsibility for the content of their comments and ratings. The Operator is not responsible for content published by users.
5. Intellectual Property and Licensing
The texts of legislation, court decisions, and other official documents published on the Portal are not subject to copyright under § 3 of Act No. 121/2000 Coll. (Copyright Act). These texts are publicly accessible and may be freely distributed.
The graphic design, structure, source code, database arrangement, logo, and other elements of the Portal created by the Operator are protected by copyright and other intellectual property rights. Their copying, distribution, or modification without the prior written consent of the Operator is prohibited.
By publishing a comment or rating, the user grants the Operator a non-exclusive, royalty-free, territorially unlimited license to display, modify, and distribute it within the Portal.
6. Limitation of Liability
The Operator makes every effort to ensure the accuracy and currency of published information. Data sources are official public sources (e-Sbírka, Justice.cz, PSP.cz, EUR-Lex). However, the Operator does not guarantee the completeness, accuracy, or currency of the content and is not liable for:
- damages arising from reliance on information provided on the Portal;
- errors or inaccuracies in the texts of legislation and court decisions;
- temporary unavailability of the Portal or its parts due to maintenance, technical issues, or force majeure;
- content of external websites to which the Portal links.
The authoritative source of legislation is the Collection of Laws and International Treaties (e-Sbírka) available at www.e-sbirka.cz.
7. API Terms of Use
The Portal provides a public REST API for programmatic access to data. API access requires registration and authentication using an API token.
The following rules apply when using the API:
- The API token is personal and non-transferable. The user must not share their token with third parties.
- The user is obliged to comply with the established limits (default: 5,000 requests/day, 5 requests/second).
- Data obtained through the API must not be used to create a competing service that copies the Portal's functionality.
- When publishing data obtained through the API, the user is obliged to credit CeskeZakony.cz as the source.
- The Operator reserves the right to restrict or revoke API access without prior notice in case of violation of these Terms.

8. Advertising and Cookies
The Portal uses the Google AdSense advertising system to display ads. Ads are displayed only after the user has given consent to marketing cookies in accordance with the GDPR.

9. Changes to the Terms
The Operator reserves the right to change or update these Terms at any time. Changes take effect upon their publication on the Portal. By continuing to use the Portal after changes are published, you agree to the updated Terms.
The Operator will inform registered users of significant changes to the Terms via email notification.
10. Governing Law and Dispute Resolution
These Terms are governed by the laws of the Czech Republic. All disputes arising in connection with the use of the Portal shall be resolved by the competent courts of the Czech Republic.
Consumers have the right to out-of-court resolution of consumer disputes. The relevant authority is the Czech Trade Inspection Authority (ČOI), website: www.coi.cz.
11. Final Provisions
If any provision of these Terms is found to be invalid or unenforceable, this shall not affect the validity of the remaining provisions.
