DECLARATION
of 14 February 2003
on technical conditions for fire-fighting equipment
According to § 24 (2) of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 203 / 1994 Coll. and Act No. 237 / 2000 Coll.:
§ 1
The decree lays down the technical conditions for:
(a) fire-fighting vehicles for:
1. the transport vehicle (DA) in Annexes 1 and 2,
2. the automotive syringe (AS) in Annexes 1 and 3,
3. tank-car syringe (CAS) in Annexes 1 and 3,
4. foam fire extinguisher (PHA) in Annexes 1 and 3,
5. gas fire extinguisher (PLHA) in Annex 1,
6. a powder fire extinguisher (PRHA) in Annex 1,
7. combined fire extinguishing vehicle (KHA) in Annexes 1 and 3,
8. fast-track vehicle (RZA) in Annexes 1 and 4;
9. Car ladder (AZ) in Annexes 1 and 5,
10. automotive platform (AP) in Annexes 1 and 6,
11. hose car (HA) in Annexes 1
12. technical car (TA) in Annexes 1 and 7,
13. anti-gas vehicle (PPLA) in Annexes 1 and 8,
14. command car (VEA) in Annex 1,
15. car investigation (VA) in Annex 1,
16. rescue car (VIA) in Annexes 1 and 9,
17. automotive crane (AJ) in Annex 1;
(b) the fire container and the fire container carrier in Annexes 1 and 10. Where a fire container is used for the same purpose as a fire truck, it shall be subject to the technical conditions laid down for a fire truck;
(c) fire trailers in Annex 11.
§ 2
The technical conditions set out in Annexes 1 to 11 shall apply to fire-fighting equipment used at airports, unless the international agreements by which the Czech Republic is bound provide otherwise.
§ 3
Transitional provisions
(1) For the fire technique referred to in § 1, which was included in the equipment of the Fire Rescue Corps of the Czech Republic or of the Fire Protection Units (1) prior to the application of this Decree, the technical conditions laid down in the present legislation apply.
(2) The production of the fire-fighting technique which began before the date of application of this Decree shall be completed in accordance with the existing legislation.
§ 4
Decree No. 254 / 1999 Coll., on Technical Conditions of Fire Engineering, is hereby repealed.
§ 5
This decree shall take effect on the day of its publication.

Annex No 1 to Decree No 49 / 2003 Coll.
TECHNICAL CONDITIONS OF THE SUCCESSFUL FIRE AUTOMOBILE
1. Fire-fighting vehicles are subdivided into:
(a) basic fire-fighting vehicles; and
(b) special fire-fighting vehicles.
2. Fire-fighting vehicles shall be subdivided into:
(a) road - intended to be used primarily on reinforced roads, known as category 1 lorries,
(b) mixed - intended to be operated partly or outside reinforced communications known as category 2 vehicles;
(c) off-road - intended to operate mainly outside reinforced communications known as category 3 vehicles.
3. Fire-fighting vehicles shall be subdivided into mass classes according to the maximum technically permissible mass specified by the manufacturer of the chassis
(a) very light (UL) not exceeding 2000 kg,
(b) light (L) exceeding 2000 kg but not exceeding 7500 kg,
(c) medium (M) exceeding 7500 kg but not exceeding 14000 kg,
(d) heavy (S) exceeding 14000 kg.
4. The execution of fire-fighting vehicles shall be divided into:
(a) basic (Z),
(b) special
(1) reduced (R) as specified in Annexes 2, 3, 4, 5 and 6,
(2) extended (V), as specified in Annexes 2, 4, 5 and 6,
(3) technical (T) as specified in Annex 3,
4) to extinguish forest fires (LP) as specified in Annex 3.
5. Unless otherwise provided for in the technical conditions of fire-fighting vehicles in Annexes 2, 3, 4, 5, 6, 7, 8, 9, the technical conditions set out in this Annex of the Decree shall apply.
6. Electrical installation, fuel system, brake system and wiring of a fire truck for off-road operation are designed to protect them against mechanical damage.
7. The light, medium and heavy mass class fire truck shall be equipped with an audible warning device of at least 80 dB in order to signal reverse travel.
8. The engineering or command inscriptions on the fire truck and its accessories are given in the Czech language and the symbols used are specified according to ČSN ISO 7000 (01 8024) Tags for use on devices. Register and overview.
9. The fuel tank or bodywork of an intermediate and heavy-duty fire truck shall be permanently marked with the filler neck with the relevant type of fuel used and the neck closure permanently attached to the vehicle.
10. The heavy-duty heavy-duty fire truck is equipped with an electric power supply of 24 V.
11. Fire-fighting vehicles with the exception of fire-fighting vehicles listed in Annexes 2, 3, 4, 5, 6, 7, 8, and 9 shall be equipped with a storage compartment with gripping elements in which the fire-fighting accessories listed in the table are fixed.

1. Minimum requirements for extinguishing capacity according to EN 3-4 Portable fire extinguishers Part 4: Quantity of filler, minimum requirements for extinguishing capability, fire extinguisher in vehicle position.
2. In cars with 7 or more seats, at least 2 pairs per seat.
3. Pharmacy in accordance with Annex 14 to Decree No 341 / 2002 Coll., on the approval of technical competence and on technical conditions for the operation of vehicles on the road.
4. Fire trucks with a maximum number of three seats.
5. Fire trucks with a number of four or more seats.
6. The size III pharmacy is extended with a set of Kramer splints, neck collar fixation, mouth spreader and a burn pack without Kendal's mask.

12. The fuel tank volume of the fire truck shall be determined for a distance of at least 300 km on the road. The volume of the fuel tank of a fire truck with a special purpose superstructure powered by an engine of a fire truck shall be determined for operation for at least four hours under normal operating conditions, if fuel consumption is higher than 300 km. The air temperature range between -15oC and + 35oC shall be considered as normal operating conditions.
13. The fire truck is designed for continuous recharging of battery batteries using well-accessible, fast and easy-to-use elements in the driver's compartment or near the driver's entry point. For fire-fighting vehicles with built-in computer technology, where a connection connector is required for cable data transmission from the vehicle to the computer network and vice versa, the connector is located close to the continuous charging connection point. If the connector is not located in the cabin of the crew, it is made up in a spray protection design. All connecting points are designed to be accessible to persons standing on the ground and are visibly marked.
14. A fire-fighting car with a tilting driver's cab is designed to enable the day-to-day inspection of the car without tilting the cab.
15. The fire-fighting vehicle in the off-road design with the tilting driver's cab shall be equipped with at least two independent devices on each other to secure the driver's cab in a folded position.
16. The fire truck in the off-road performance of the light, medium and heavy mass class shall have a driver's cab and the cabin of other crew members ("crew cab ') equipped with a protective frame.
17. A light, medium and heavy weight-class fire truck is equipped with a towing device in front and rear. This device is designed to allow the towing of an emergency fire truck by road with a total permissible mass according to EN 1846 Fire trucks.
18. The fire truck shall be equipped with an engine of at least 11 kW specific power. 1000 kg-1 (11 w.kg-1) the largest technically permissible mass. A fast-moving vehicle of a very light weight class is equipped with an engine of at least 35 kW specific power. 1000 kg-1 the largest technically permissible mass. The command car of a very light weight class and the investigative car of a very light weight class shall be equipped with an engine of at least 30 kW specific power. 1000 kg-1 the largest technically permissible mass. A quick-action vehicle of light weight class and medium weight class, a command car of light weight class and a light-weight-class investigative car shall be equipped with an engine of at least 20 kW specific power. 1000 kg-1 the largest technically permissible mass. The dynamic requirements for a fire truck are at least:

19. An engine capable of continuous operation for at least 4 hours under the normal operating conditions of the installation shall be used to drive permanently installed superstructure equipment (e.g. pump unit), provided that the fire truck is in place and operating fluids are not refilled. During this period the engine and propulsion temperatures shall not exceed the values specified by the manufacturer.
20. The permanently installed special-purpose superstructure equipment can be simultaneously powered by one propulsion, unless the sum of their power output exceeds the total power output specified by the manufacturer.
21. Electric current is collected only from the battery battery; when multiple battery batteries are used, the electric current is collected only from the whole battery assembly. Accumulator batteries are used in a capacity that, together with the power of the charging system, allows electricity to be collected at these lowest values

22. The fire truck is ready for installation by means of communication. Its electrical installation allows operation in all car modes and the installation space allows sufficient access to the installed equipment and its securing elements.
23. Power supply of the means of communication by electrical energy, e.g. radio stations, audio part of the special warning lighting device and computer, is provided by an electrical current converter if the direct current current of the vehicle is greater than 13,5 V. For the power supply of radio stations, a separate voltage converter may be used, each radio station being separately secured by a fuse.
24. The construction of an emergency fire truck, including a car with an air brake system without connection to an external air source and with empty brake dials, allows driving within 60 seconds after engine start and driving within 120 seconds after engine start in a combination with an air brake trailer without connection to an external air source and empty brake dials. If the construction of an emergency fire truck requires continuous replenishment with energy guaranteeing its full operation even under extreme conditions, the trailers shall be so located as to be easily accessible, quickly and easily operable in the driver's compartment or near the driver's entry point.
25. The fire truck is fitted with headlights in the fog.
26. A light, medium and heavy mass vehicle shall be fitted with at least two white-coloured fire-extinguishing lamps intended to illuminate the point of intervention. Fire headlamps may be replaced by a illuminating mast. The intensity of the lighting is at least 5 lux in the direction of the axis at 20 m from the car.
27. Cabin of crew and footers or boarding steps into cabin of crew are automatically lit when opening the cabin door of crew. In the cabin of the crew there is a switch allowing lighting of the cab even when the door is closed. The intensity of the lighting at the centre of the entrance step or foot is at least 5 lux.
28. A fire truck is designed to allow the use of snow chains or other similar equipment on at least one propulsion axle.
29. The minimum geometrical values measured at the mass of an intervention fire-truck equipped with fire-extinguishing accessories under this Regulation, including the mass of the fire extinguisher and crew required on the fire-fighting vehicle according to its design and mass class are:
(a) front approach angle "α" measured between the horizontal plane below the vehicle and tangent to the front axle tyre in the mass class and in the design

in the case of a fire truck in road construction with a mass not exceeding 3500 kg, the values specified by the manufacturer shall apply. With the short-term installation of the trailer on a tank-mounted car syringe, the forward approach angle may be 10 °,
(b) the rear approach angle "β" measured between the horizontal plane below the vehicle and tangent to the rear axle tyre in the mass class and in the design

in the case of a fire truck in road design, the rear approach angle may be reduced by elements which are fixed by movement. In the case of a fire-fighting car in a mixed design with a hose winch suspended at the rear, the rear approach angle may be 12 °,

In the case of a fire-fighting vehicle in road construction with a mass not exceeding 3500 kg, the contour diameter of the turn may be different from the above values. In the case of a fire-fighting vehicle of medium and heavy mass class, the design for mixed and off-road operation may be an external contour diameter of 25 m. In the case of a car ladder, the maximum external curvature diameter is 21 m,

30. A fire truck of medium and heavy mass class intended for off-road operation is equipped with an instrument for determining the angle of tilting of the vehicle in the lateral and longitudinal direction. This indicator has a dangerous area for the most unfavourable loading conditions within 80 to 100 per cent of the permissible tilt, which is clearly visible to the driver.
31. The mass of an intermediate and heavy-duty fire-truck fitted with fire-fighting accessories pursuant to this Regulation, including the mass of the fire extinguisher and crew formed by the driver and other persons (at the weight of one person 90 kg), shall not exceed 90% of the maximum technically permissible mass declared by the chassis manufacturer. The mass of a fire truck of a very light and light mass class shall not exceed 95% of the maximum technically permissible mass declared by the chassis manufacturer.
Cabin crew
32. Only safety glass is used in the windows of the cab of the fire truck crew. The window glass is glued.
33. On the crew cab, when using more antenna elements of communication devices with VF power greater than 5 W, the location is selected
(a) longitudinal - in the longitudinal axis of the cab in succession, the position of the antenna ("A") being used whenever the vehicle is equipped with only a radio station for the 160 MHz band;

34. A separate panel antenna for the mobile phone system is not used for the crew cabin with one row of seats. On a cab with multiple rows of seats, the antenna for the 380 MHz band is located on the left and the antenna is located on a fixed set of mobile phones to the right of the longitudinal axis. The position of the antenna for the 160 MHz band is not affected by this installation. When installing a mobile phone antenna system on a fixed part of the crew cab, a broadband (combined) antenna is not used when the antenna should be used simultaneously for the radio station.
35. Transmission elements for wireless data transmission from the fire truck to the computer network and vice versa are located in such a way that they do not affect the antenna system for communication via radio stations.
36. If a fire truck fitted with multiple crew cabs is connected between them by at least two independent devices, of which there is at least one sound.
37. The cab of the fire truck crew shall have at least two exits, one of which may be emergency with dimensions of at least 500 x 700 mm and shall be on the opposite side of the door side. The cab crew in the space with the second and other row of seats of light, medium and heavy weight class has doors from the left and right side.
38. The minimum dimension of the cabin door space of the crew in the space with the second and other series of fire-truck seats of the light, medium and heavy mass class is bounded by a rectangle of at least 600 mm "a" and a height of not less than 700 mm "b" (Figure 8). The smallest angle of opening the cab door of the crew member in the space with the second and other row of seats for a light-weight-class fire-truck is 75o and for a medium and heavy-weight vehicle is 80o. The door stays open.

39. The maximum permissible height of the first step to be taken into the cabin of the crew in the space with the second and other row of seats or foot for the special purpose superstructure "d" is for

The depth of the entry surface of the step "a 'shall be at least 150 mm. The height between the stairs" b "is not more than 400 mm for the size of the lower step" c "up to 150 mm. The height between the stairs" b "is not more than 450 mm for the size of the lower step" c "greater than 150 mm. The width of the entry surface of the step shall be at least 300 mm. The edges of the entry surfaces form an angle" α' at most 85 ° with the horizontal plane (Figure 9).

40. Crew cab for four or more persons allows heating to be built independent of engine operation and running.
41. When the seat is loaded, except for the driver's seat, the distance between the seat and the cab ceiling "k 'shall be at least 1050 mm (Figure 10); if necessary by reason of the use of a fire truck for operational control, this distance may be at least 950 mm.
42. In the case of a seat of a designated crew member in a space with a second and another row of seats, the following dimensional requirements apply (Figure 8).

43. In the cabin of the crew in the space with the second and other row of seats, the space at the knee level "p 'shall be at least 300 mm wide and the floor level" r' shall be at least 400 mm wide. In the case of two rows of seats against each other, this space shall be at least 500 mm wide in the knee "n 'and 550 mm in the floor level (Figure 10). Within the reach of the person sitting on the seat, there is a handrail at least 100 mm long and a height from the floor of at least 500 mm to be held while driving, even in firefighters' protective gloves.

44. The lighting for reading the documentation in place of the crew commander shall be so designed as not to dazzle or restrict the driver while driving the car.
45. Each member of the crew inside the cabin shall have a seating position. The seat, with the exception of the driver's seat, is made in non-slip design and designed to be easily maintained and wear-resistant. Minimum width of seat at elbow height

These values may be reduced by 10% for fire-fighting vehicles and light weight classes.
46. The driver's seat on the fire truck in the excavated-type terrain is designed to allow it to be locked in a fixed position.
47. There are at least two crew seats in the fire truck. In the case of a larger number of crew seats, these seats shall be so placed as to allow only the front or back to the direction of travel. All seats for the crew are equipped with head restraints.
48. The breathing apparatus contained in the cabin of the crew shall be so placed that it does not interfere with the compartment intended for the crew (Figure 10), in the case of seating in the seat-back, allowing the seat-back to be seated and, during the preparation and after deployment, remain attached to the holder. The structure of the holder shall be such that the breathing device can be removed individually. The structure of the breathing device harness shall be so designed as not to be confused with the safety-belt lock.
49. The floor and lining of the walls and doors of the cabin of the crew in the space with the second and other row of seats are made up to a height of at least 100 mm above the floor of a material which is non-slip and resistant to abrasion and corrosion and allows easy cleaning. Other internal linings for a fire truck are made only from non-shattering and impact resistant material with reduced flammable properties, which allows easy cleaning.
50. The fire-extinguishers carried in the cabin of the crew shall be stored in a anchorage designed to reliably ensure such accessories against falling off while driving or suddenly changing position.
51. The grips for fire accessories in the cabin of the crew are designed to withstand an overload of 10 g in the direction of travel. If the crew cab is designed to accommodate breathing devices, the breathing device holder shall be designed so that the breathing apparatus remains attached to the holder even when the 10 G overload is decelerated.
52. A special blue-colour warning device, accompanied by an audible warning device ("special warning device '), is part of the fire-fighting vehicle. In the case of a fire truck, light, medium and heavy mass class, the light part of the special warning device is also placed at the rear of the bodywork.
Purpose superstructure
53. The doors and stoppers of the storage space of the special purpose superstructure are equipped with locks with the same key.
54. Doors and stoppers for storage of special purpose superstructures, sliding or tilting platforms, sockets and storage plates which, when opened, exceed the bodywork by more than 250 mm are marked with a light source or reflective element.
