DECLARATION
of 10 June 2022
amending Decree No. 279 / 1999 Coll., amending Decree No. 279 / 1999 Coll., determining the categories of military air personnel, their qualifications and extent of expertise and the model of the Military Air Personnel Certificate, as amended by Decree No. 336 / 2008 Coll.
The Ministry of Defence provides for Act No. 219 / 1999 Coll., on the Armed Forces of the Czech Republic, as amended by Act No. 546 / 2005 Coll. and Act No. 46 / 2016 Coll.:
Čl. I
Decree No. 279 / 1999 Coll., determining the categories of military air personnel, their qualifications and extent of expertise and the model of the military flight crew pass, as amended by Decree No. 336 / 2008 Coll., shall be amended as follows:
1. In the title of the Order, the word "eligibility 'shall be inserted after the word" licence'.
2. In Section 1 (d), the words "Military Academy of the Faculty of Air and Air Defence of the State, the field of study of aviation pilot and study in the field of flight management, use and safety of air traffic, focus of air traffic 'are replaced by the words" University of Defence of the Faculty of Military Technology, study specialization of military pilot and study specialization of air traffic controllers'.
3. In Article 2 (6) (c), "radio security 'is replaced by" air navigation services';
4. in Article 4 (3) (a), "engineering" is replaced by "engineering."
5. in Article 4 (3) (b), the words "air navigation services" shall be replaced by the words "air navigation services."
6. in Paragraph 4 (3) (e), the words "metrology laboratories, metrology centres and technical surveillance" shall be replaced by the words "aeronautical meteorology."
7. Paragraph 4 (4) reads as follows:
"(4) Engineering air service staff shall be divided into the following specialities:
(a) a mechanic - a specialist for the dragon and engine for aeroplanes or helicopters with turbine or piston engines, for electrical and special equipment, for radio and radio equipment or for aerial equipment (mechanic A);
(b) technician - specialist for dragon and engine for aeroplanes or helicopters with turbine or piston engines (B1 technician);
(c) avionics - specialist for electrical and special equipment, radio and radio equipment or air equipment (avionics B2);
(d) technician - specialist for the organisation and management of basic maintenance and continuing airworthiness (C). ';
8. Paragraph 4 (5) reads as follows:
"(5) Air navigation service personnel shall be divided into the following specialities:
(a) specialist for surveillance equipment;
(b) a specialist for means of objective control;
(c) a specialist for means of processing and displaying data;
(d) specialist for radio navigation equipment;
(e) specialist for means of communication;
(f) specialist for light-signalling equipment,
(g) a specialist for energy resources;
(h) specialist for the organisation and management of air navigation services. ';
9. In Article 4, paragraphs 6 to 8 are added after paragraph 5:
"(6) Air technical and operational security personnel shall be divided into the following specialities:
(a) specialist for pressure and gas high pressure equipment;
(b) specialist for land-based special aggregates;
c) Specialist for air battery charging stations,
(d) a specialist for ground-based aircraft traction;
(e) a specialist for the organisation and management of aviation technical and operational security.
(7) Airport security personnel are divided into the following specialities:
(a) specialist for aircraft ground capture facilities;
(b) a specialist for measuring and evaluating the braking effects on airport motion areas;
(c) specialist for the maintenance and repair of airport areas and airport facilities;
(d) specialist for the organisation and management of airport security.
(8) Air meteorological staff are divided into the following specialities:
(a) aerial meteorologist - synaptic;
(b) the aeronautical meteorologist - observer,
(c) aerial meteorologist - meteorological ground equipment technician;
(d) specialist for the organisation and management of aerial meteorology. ';

„§ 7
(1) Air traffic controllers may achieve expertise in:
(a) airport management;
(b) approach radar control;
(c) accurate approach radar control;
(d) regional management;
(e) radar control of combat use;
(f) training activities;
(g) inspection activities.
(2) Other personnel of military air traffic services posts may achieve competence
(a) assistant to the air traffic controller;
b) Assistant Data Preparation and Repair,
(c) specialist in aeronautical information services,
(d) specialist at the air traffic services station;
(e) a specialist at the airspace management centre;
(f) the instructor,
(g) Inspector. ';
11. in Paragraph 8, the words "or military aircraft ground equipment" shall be added at the end of paragraph 3.
12. in Article 8 (4), points (a) to (c) are deleted;
Points (d) and (e) shall be renumbered as points (a) and (b).
13. in Article 10 (1) (a) and (c), "expertise" is replaced by "category."
14. in Article 10 (1) (b), the words "Head of air traffic controller" shall be replaced by the words "staff of air traffic services units" and the words "or level III technique" shall be deleted;
15. Article 11, including the title, reads:
„§ 11
Military Air Personnel Certificate
The qualifications achieved for military aircraft personnel shall be identified on the military aircraft personnel licence. The model of the military aircraft personnel licence is set out in Annex 1 to this Regulation. ';
16. Annex 1 shall read as follows:

When a licence is issued, a specific category of military aircraft personnel shall be designated:
PERSON LICENCE

Notes:
The sentence "Duration of medical fitness assessment shall correspond to the period of validity of the licence. 'is replaced by the following:
The privileges of the licence shall be limited to executive military pilots, cabin crew and air traffic controllers.
The local endorsement shall be limited to air traffic service unit personnel, air navigation service personnel, air technical and operational security personnel, airport security personnel and meteorological staff. ';
17. Annex 2 shall read as follows:

Scope of expertise and qualification requirements for the relevant expertise of individual categories of military aircraft personnel

Část I

Scope of expertise and qualification requirements for each category of powerful military airmen in relation to individual expertise
A.
Pilot - Aeroplane Commander
3. class - has adequate theoretical knowledge, has completed basic flight training on a particular type of military aeroplane, meets a minimum total charge of 250 hours and must further demonstrate the capability of:
(a) manage the aeroplane within its limitations and in such a way that the manoeuvres carried out are successful;
b) conduct all maneuvers smoothly and accurately;
(c) apply aeronautical knowledge to a specific type of military aeroplane;
(d) carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of an aeroplane pilot licence.
2. class - has adequate theoretical knowledge, carry out continuous training on a particular type of military aeroplane, is partially combat-usable and meets a minimum total charge of 350 hours and must further demonstrate the capability of:
(a) manage the aeroplane using its manoeuvring capabilities and instrumentation within the scope of Class 2 requirements;
(b) make full use of aeroplane and weapon systems for the performance of combat use tasks within the scope of Class 2 requirements;
(c) apply aeronautical knowledge to a specific type of military aeroplane;
(d) carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of an aeroplane pilot licence.
1. class - has adequate theoretical knowledge, is fully trained on a specific type of military aeroplane, is fully combat-usable and meets a minimum total charge of 500 hours and must further demonstrate the capability of:
(a) manage the aeroplane using its full manoeuvring capabilities and instrumentation;
(b) make full use of aeroplane and weapon systems to perform combat use tasks;
(c) apply aeronautical knowledge to a specific type of military aeroplane;
(d) carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of an aeroplane pilot licence.
B.
Pilot - helicopter commander
3. class - has adequate theoretical knowledge, has completed basic flight training on a particular type of military helicopter, meets a minimum total charge of 250 hours and must further demonstrate the capability of:
(a) manage the helicopter within its limits and in such a way that the manoeuvres carried out are successful;
b) conduct all maneuvers smoothly and accurately;
(c) apply aviation knowledge to a specific type of military helicopter;
(d) carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of a helicopter pilot licence.
2. class - has adequate theoretical knowledge, carry out continuing training on a specific type of military helicopter, is partially combat-usable and meets a minimum total charge of 350 hours and must further demonstrate the capability of:
(a) manage the helicopter using its manoeuvring capabilities and instrumentation within the scope of the 2nd class requirements;
(b) to make full use of aircraft and weapon systems for the performance of combat use tasks within the scope of Class 2 requirements;
(c) apply aviation knowledge to a specific type of military helicopter;
(d) carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of a helicopter pilot licence.
1. class - has adequate theoretical knowledge, is fully trained on a particular type of military helicopter, is fully operational and meets a minimum total charge of 500 hours and must further demonstrate the capability of:
(a) operate a helicopter with full use of its manoeuvring capabilities and instrumentation;
(b) make full use of aircraft and weapon systems to perform combat use tasks;
(c) apply aviation knowledge to a specific type of military helicopter;
(d) carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of a helicopter pilot licence.
C.
Second pilot
3. class - has adequate theoretical knowledge, has completed basic flight training on a particular type of military aircraft, meets a minimum total charge of 150 hours and must further demonstrate the ability:
(a) to drive an aircraft from its pilot seat;
b) conduct all maneuvers smoothly and accurately;
(c) apply aviation knowledge to a specific type of military aircraft;
(d) as a co-pilot of an aircraft, carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of a co-pilot licence.
2. class - has adequate theoretical knowledge, carry out continuing training on a particular type of military aircraft and is partly combat-usable as a crew member on a particular type of military aircraft and meets a minimum total charge of 200 hours and must further demonstrate the capability of:
(a) to drive an aircraft from its pilot seat using its manoeuvring capabilities and instrumentation within the scope of Class 2 requirements;
(b) to make full use of aircraft and weapon systems for the performance of combat use tasks within the scope of Class 2 requirements;
(c) apply aviation knowledge to a specific type of military aircraft;
(d) as a co-pilot of an aircraft, carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of a co-pilot licence.
1. class - has adequate theoretical knowledge, is fully trained on a particular type of military aircraft and is fully combat-usable as a crew member and meets a minimum total charge of 250 hours and must further demonstrate the capability of:
(a) drive an aircraft from its pilot seat using its full manoeuvring capabilities and instrumentation;
(b) make full use of aircraft systems to perform combat use tasks;
(c) apply aviation knowledge to a specific type of military aircraft;
(d) as a co-pilot of an aircraft, carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of a co-pilot licence.
D.
Pilot Operator
3. class - has adequate theoretical knowledge, has completed basic flight training on a particular type of military aircraft, meets a minimum total charge of 150 hours and must further demonstrate the ability:
(a) to drive an aircraft from its pilot seat;
b) conduct all maneuvers smoothly and accurately;
(c) apply aviation knowledge to a specific type of military aircraft;
(d) as a pilot, the operator shall carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the operator's pilot licence holder.
2. class - has adequate theoretical knowledge, carry out continuing training on a particular type of military aircraft and is partly combat-usable as a crew member on a particular type of military aircraft and meets a minimum total charge of 200 hours and must further demonstrate the capability of:
(a) drive an aircraft from its pilot seat to specified meteorological minima;
(b) make full use of aircraft and weapon systems for the performance of combat use tasks within the scope of Class 2;
(c) apply aviation knowledge to a specific type of military aircraft;
(d) as a pilot, the operator shall carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the operator's pilot licence holder.
1. class - has adequate theoretical knowledge, is fully trained on a particular type of military aircraft and is fully combat-usable as a crew member and meets a minimum total charge of 250 hours and must further demonstrate the capability of:
(a) drive an aircraft from its pilot seat to specified meteorological minima;
(b) make full use of aircraft and weapon systems to perform combat use tasks;
(c) apply aviation knowledge to a specific type of military aircraft;
(d) as a pilot, the operator shall carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the operator's pilot licence holder.
E.
Instructor
The instructor of military aircraft and military helicopters has appropriate theoretical knowledge. It is a Class 1 pilot and meets a minimum total charge of 600 hours. The instructor of military ultra-light aircraft is a Class 1 pilot and meets a minimum total charge of 120 hours. The instructor operator of the military unmanned aircraft is a pilot of the 1st class operator and meets a minimum charge of 130 hours per simulator and training flights in the range of 150 hours at night and day. In addition, the instructor shall demonstrate the ability:
(a) drive a specific type of military aircraft using its full manoeuvring capabilities;
(b) make full use of aircraft and weapon systems to perform combat use tasks;
(c) apply aviation knowledge to a specific type of military aircraft;
(d) anticipate and respond correctly to the possibility of creating a dangerous flight situation by evaluating and responding to aviation parameters and their causal link;
(e) teamwork;
(f) as an instructor, conduct procedures and manoeuvres with a skill level corresponding to the privileges granted to the pilot licence holder.
F.
Inspector
The inspector of military aircraft and military helicopters shall have appropriate theoretical knowledge. It is a Class 1 pilot for the corresponding function and meets the minimum total charge of 1,000 hours. An inspector for military ultra-light aircraft is a Class 1 pilot and meets a minimum total charge of 150 hours. The inspector shall also demonstrate the ability:
(a) to drive an aircraft from its pilot seat using its full manoeuvring capabilities;
(b) make full use of aircraft and weapon systems to perform combat use tasks;
(c) apply aviation knowledge to a specific type of military aircraft;
(d) anticipate and respond correctly to the possibility of creating a dangerous flight situation by evaluating and responding to aviation parameters and their causal link;
(e) teamwork;
(f) as an inspector, carry out procedures and manoeuvres with a skill level corresponding to the privileges granted to the inspector's pilot licence holder.
G.
Pilot
He has appropriate theoretical knowledge. It is a Class 1 pilot and meets a minimum total charge of 600 hours and must further demonstrate the ability:
(a) drive a military aircraft with full use of its manoeuvring capabilities;
(b) make full use of aircraft and weapon systems to perform combat use tasks;
(c) apply aviation knowledge to a specific type of military aircraft;
(d) anticipate and respond correctly to the possibility of creating a dangerous flight situation by evaluating and responding to aviation parameters and their causal link;
e) mentally manage high loads, high flight loads and react correctly in stress situations;
f) to acquire knowledge in a short time from the material part of newly developed military aircraft and to be able to work with experts and technical personnel in research and development;
(g) teamwork;
(h) as a pilot-in-command, conduct procedures and manoeuvres with a skill level consistent with the privileges granted to the pilot-in-command of a pilot licence.
