GOVERNMENT REGULATION
of 26 November 2001
laying down technical requirements for products with regard to noise emissions
The Government orders the implementation of Act No. 22 / 1997 Coll., on Technical Requirements for Products and on the Amendment and Addition of Certain Acts, as amended by Act No. 71 / 2000 Coll. and Act No. 102 / 2001 Coll., ("the Act '):
REQUIREMENTS FOR NOISE EMISSIONS PRODUCTS
(1) This Regulation implements the relevant provisions of the European Union1) and regulates the technical requirements for noise emissions
(a) equipment used outdoors as listed in Annex 1 to this Regulation; and
(b) equipment used outdoors as listed in Annex 2 to this Regulation;
(hereinafter referred to as "the establishment ').
(2) Any device used in the outdoor space shall be considered to be any one of its own power-moving or transport capable of machinery according to a specific legislation, (2) as well as machinery according to a special legislature2) without a propulsion device used for industrial purposes or for the protection of nature, which, irrespective of the driving part or parts of the vehicle, is intended to be used in the outdoor space and which loads such space by noise when placed on the market as a whole and is suitable for use by the manufacturer. For outdoor use, use shall also be considered under conditions in which sound transmission is not or is hardly restricted (e.g. tents, rain shelters, or in buildings not available).
(3) This Regulation shall not apply to:
(a) equipment by the manufacturer intended for the carriage of goods or persons by road, (3) by rail (4) and by water5) or by air, (6)
(b) equipment specially designed and constructed for military and police needs7) and for emergency services, 8)
(c) accessories for self-propelled equipment which are marketed separately, with the exception of hand-held cutting and collecting hammers and hydraulic hammers;
(d) equipment shown at fairs, exhibitions, demonstration events or similar occasions, provided that the equipment indicates that it is not marketed and does not comply with the requirements of this Regulation.
(4) The activities of the manufacturer may be provided by an authorised representative (§ 2 (f) of the Act), if this is further provided for in this Regulation.
Definition of terms for the purposes of this Regulation
(1) Building lift for the transport of material means a temporarily established propulsion device intended for use by persons authorised to enter the construction site and the technical equipment of the construction site; construction elevator for
(a) the operation of certain loading points, equipped with a platform which:
1. intended only for the transport of material;
2. allows entry of persons during loading and unloading;
3. Enables the entry and transport of authorised persons during assembly, dismantling and maintenance;
4. is served;
5. moves vertically or along a line which does not deviate from the vertical direction by more than 15 °;
6. is held or carried by steel ropes, chains, motion screws and nuts, toothed combs and pinion, hydraulic cylinders (direct or indirect) or lifting articulated mechanisms;
7. has a supporting mast which is or may be supported by a special structure, or for:
(b) the service of one upper loading point or working deck located at the end of the line (for example on the roof) and equipped with a load carrier;
1. which is intended only for the transport of material;
2. which is designed so that it is not necessary to enter it during loading or unloading or during maintenance, assembly and dismantling;
3. to which persons may not enter;
4. which is served;
5. which is designed to move to a line which deviates from the vertical direction by at least 30 ° but which can be installed at any angle;
6. which is held or carried by a steel rope and mechanical drive;
7. which is controlled by button controls;
8. which has no counterweight;
9. the carrying capacity of which does not exceed 300 kg;
10. the speed of which does not exceed 1 m / s;
11. whose management is supported by a special structure.
(2) A compaction machine means a machine that computes materials such as layers of aggregate, soil or asphalt mixtures by rolling, roasting or vibrating the working tool; This machine may be self-propelled, semi-trailer, guided or semi-trailer, with or without vibration; The compacting machines shall be divided into:
(a) controlled cylinders which are self-propelled compaction machines with one or more metal rolling bodies (treads) or tyres where the driver's station is part of the machine;
(b) driven cylinders, which are self-propelled compaction machines with one or more metal roller bodies (treads) or tyres, the service equipment of which is designed to control the running or running, control the direction of travel, braking and vibration, so that the operation of the machine must be controlled and controlled by the operator accompanying the machine (walking simultaneously with the roll) or by remote control;
(c) pendant cylinders which are compaction machines with one or more metal cylindrical bodies (treads) or tyres which do not have their own independent propulsion system, the machine operating station being located on the towing vehicle;
(d) vibrating plates and vibrating paws, by which compaction machines are equipped with essentially flat base boards made so that they can vibrate; when operating, the operator ensures the operation of the machine, or this machine creates additional work equipment for another machine carrying it,
(e) compression-ignition fists, by which compaction machines are fitted with a flat shoe as a compaction tool, designed to move predominantly in the vertical direction of the ignition pressure; the operator is operated by the driver.
(3) Compressor means a machine designed for use with replaceable equipment that compresses air, gases or vapours to pressure higher than the input pressure, consisting of its own compressor, main drive and any part or device supplied necessary for the safe operation of the compressor; a device providing air circulation at pressures of not more than 110 kPa and a device allowing the exhaust of the enclosure air at a pressure not exceeding atmospheric pressure (vacuum pumps) and gas turbines shall not be considered as a compressor.
(4) A hand-held hammer shall mean any hammer and hammer (for any drive) intended for work on construction sites and sites.
(5) A building door means a temporarily mounted hoist powered by an internal combustion engine or an electric motor and equipped with a device designed to lift and lower suspended loads.
(6) Dozer means a self-propelled wheeled or belt machine used to exert pressure or pull force on a mounted working tool.
(7) A lamp means a self-propelled machine on a wheeled or belt chassis with an open body intended for the transport and tipping or spreading of material; a loading device may be part of the damper.
(8) For the purposes of this Regulation, the following definitions apply:
(9) Ripadle- loader means a self-propelled machine on a wheeled or belt chassis, the chassis of which is designed to install a loading device on the front and a dredging device on the rear; when used as a dredge, this machine normally mines below the machine position when the shovel moves towards each other; the shovel raises, transports and empties the material while the machine does not move; in loading mode, the machine loads or extracts the material forward movements and lifts, transports and empties the material.
(10) The Grejdr is a self-propelled machine on a wheeled chassis with adjustable pitch located between the front and rear axles, cutting, removing and spreading material as necessary.
(11) The source of the pressure fluid is a device intended for use with replacement accessories which are used to increase the pressure of liquids and which consists of the main pump drive, possibly with a container and accessories (e.g. controls, relief valve).
(12) For the purposes of this Regulation, the following definitions apply:
(13) A lawn mower (grass mower) means a lawnmower, guided or self-propelled (seated) or a machine with grass mower, the tool of which operates in a plane approximately parallel to the ground, the height of which is adjustable by means of wheels, air pillows or reptiles and so on, and which uses an internal combustion or electric motor as a source of energy; the cutting machine consists of rigid mowers or non-metallic cable or freely rotating swivel mowers of kinetic energy exceeding 10 J; The kinetic energy is determined according to the ČSN EN 786, Annex B. A lawnmower also means a guided or self-propelled (seated) lawnmower or a machine with a grassy mower with rolling tools rotating around a horizontal axis which perform the cutting function by means of a fixed mower (spindle mower).
(14) A lawnmower or lawn edge cleaner means electrically driven, guided or portable hand tools for mowing grass, the cutting element of which consists of a non-metallic string or a free rotating non-metallic knife of a kinetic energy not exceeding 10 J and used for mowing grass or similar soft vegetation; The cutting element operates in a plane approximately parallel to the ground (lawn miners) or in a plane perpendicular to the ground (lawn edge cleaners); the kinetic energy is determined according to ČSN EN 786, Annex B.
(15) For the purposes of this Regulation, the following definitions apply: it is:
(a) off-road handling trucks (anti-weight handling trucks on tyres intended primarily for working in unmodified natural terrain and on agitated terrain, for example on construction sites);
(b) other counter-weight handling trucks, except those specially designed for use with tanks.
(16) The loader means a self-propelled machine on a wheeled or belt chassis, which includes a shank fixture with an articulated mechanism; This machine is designed for loading or extracting material by moving the machine forward and lifting, transporting and discharging the material.
(17) A mobile crane means a self-propelled beam crane, which can run with or without a load, without needing a modified runway and whose mass ensures stability; The crane operates on tyres, belts or other mobile machinery; it may be supported at a stationary station by sliding supports or other stability-enhancing accessories; the crane superstructure may be fully rotating or with limited rotation or non-rotating; It is normally equipped with one or more lifting mechanisms or hydraulic cylinders for lifting and lowering beam and load; the mobile cranes are equipped with a telescopic, articulated or lattice beam or beam, which is a combination thereof, designed to allow easy lowering; the load may be suspended on the beam by means of a pulley with a hook or other special load lifting accessories.
(18) A motor cultivator means a self-propelled hand-operated machine, either
(a) with or without a load-bearing wheel, the working parts of which act as a hovering tool while at the same time ensuring forward movement (motor hoof); or
(b) moving forward by one or more wheels that are driven directly by an engine, equipped with a tiller (wheel-driven motor cyclic cyclic cyclic cyclic cyclic hydrocarbons).
(19) Road finisher means a road-building mobile machine used to cover the ground surface with building materials such as bituminous and concrete mixtures and gravel; The road finisher can be equipped with a comparative and threaded rail with high efficiency.
(20) Electric power supply equipment means a set consisting of an internal combustion engine that drives a rotary electric generator that continuously produces and supplies electricity.
(21) Tower crane means a tower beam crane, the beam of which is mounted to the top of the tower, which is as vertical as possible during the working use of the crane; This motor-powered device is equipped with means for lifting and lowering loads and for transporting such loads by changing the landing radius, turning or moving the whole crane; certain cranes perform only some of these movements; cranes may be mounted on fixed positions, others may be equipped for taxiing or climbing.
(22) A welding generator means a rotary machine for the production of welding current.
(23) A lifting platform with an internal combustion engine means a device comprising at least a working platform, a beam and a chassis; the working platform with the rail or basket may be moved by load to the required working position; with the chassis connected the beam shall carry the working platform; This structure allows the work platform to be moved to the desired position.
(24) Cane sharpener means portable hand tools powered by an internal combustion engine and equipped with a rotating metal or plastic tool for cutting weeds, shrubs, trees and similar vegetation; the cutting gear operates in a plane approximately parallel to the ground.
(25) A belt saw for a construction site means a machine with a hand-operated mass of less than 200 kg equipped with a single saw blade of the shape of an endless belt mounted and guided between two or more pulleys (rolls).
(26) A circular table saw for a construction site means a machine with a hand-operated mass of less than 200 kg equipped with a single saw blade (other than plastering) of a diameter of 350 to 500 mm, which occupies a permanent position during cutting and which is further equipped with a horizontal table which is all or part of which is in constant operation; the saw blade is fixed to a horizontal non-variable spindle in operation, the position of which does not change during machining; The machine may have any of the following:
(a) the possibility of changing the height of the disc above the table;
(b) the frame of the machine may be open or closed; or
(c) the machine may be equipped with an additional hand-operated sliding table (not directly on the disc).
(27) Portable chain saw means a mechanized tool designed for cutting wood with a saw chain consisting of a handle, drive and cutting part and designed for two-handed operation.
(28) A combined high pressure mobile dishwasher and vacuum cleaner means a vehicle which can serve either as a high pressure mobile dishwasher or as a mobile vacuum cleaner.
(29) A concrete or mortar mixer means a machinery for preparing a concrete or mortar mixture using any method of filling, mixing and emptying, not involving a concrete mixer (paragraph 56).
(30) Conveyor and pump of concrete and mortar means a concrete or mortar transport or casting machine with or without a mixing device that transmits material to its destination by pipeline, distribution device or distribution beam; the transport of the material is carried out with a mechanical piston or rotary pump for the concrete mixture and with a mechanical piston, spindle, hose and rotary pump for the mortar, or a pneumatic compressor, where appropriate, equipped with an air conditioner; these machines may be mounted on lorries, trailers or special vehicles.
(31) Belt conveyor means a temporarily located machine suitable for transporting material by means of a moving belt.
(32) A vehicle cooling device (traction cooling device) means a device for cooling the cargo hold of vehicles of categories N2, N3, O3 and O4 defined and subdivided by a specific legislation, 9) the cooling device may have its own drive forming an integral part of it, may be driven by a separate propulsion unit fitted to the vehicle body, a vehicle engine, a separate or auxiliary power source.
(33) Drill kit means a machine designed to drill holes on structures using
(a) impact drilling;
(b) rotary drilling; or
(c) rotary impact drilling;
which remains in place during drilling and can be moved from one work station to another by its own force; a set mounted on lorries, wheeled chassis, tractors, belt-bogie machines and slide-on bases (drawn by a winch) shall also be considered as a self-driving drilling rig; when the drilling rig is mounted on goods vehicles, tractors, trailers or wheeled chassis, it may be carried on public roads at higher speeds.
(34) Equipment for filling and emptying vehicles with tanks or tanks means a self-propelled machine which is attached to vehicles with tanks or tanks for filling or emptying liquid or bulk material with pumps or similar devices.
(35) Recycled glass container means a container made of any material used to collect bottles and having at least one hole for throwing bottles and another hole for emptying containers.
(36) Grass grower or grass edge cleaner means portable tools powered by an internal combustion engine equipped with a flexible cable, string or other non-metallic flexible cutting element as a rotating cutting tool and used to nourish grass, grass or similar soft vegetation; the cutting tool operates in a plane approximately parallel to the ground (grass grower) or approximately perpendicular to the ground (grass edge cleaner).
(37) Portable self-propelled hedge shears are hand tools operated by one person, which are designed to be used for cutting hedges and shrubs using one or more straight knives with straight reversible movement.
(38) High pressure mobile cleaner means a vehicle equipped with a cleaning device, in particular, a sewer by means of a high pressure stream of water, which can either be attached to a suitable mobile supporting chassis or integrated into its own chassis; the device may be fixed or demountable as an exchange top.
(39) High pressure water jet cleaner means a machine equipped with a nozzle or other orifice to increase the current speed that allows water, including any additives, to gush with free current; This machine consists of propulsion, a source of pressure fluid, hoses, sprinklers, safety equipment, controls and gauges; high pressure water jet cleaners may be moving or stationary:
(a) mobile high-pressure water-jet washers are portable machines which are intended for use in different locations and are therefore generally equipped with their own chassis or fitted to the vehicle; all connections are flexible and easily disconnected,
(b) stationary high-pressure water-jet washers are intended for long-term use in one location but may be moved to another location using appropriate equipment; they are normally attached to the skeins or frames and equipped with detachable connections.
(40) Hydraulic cutting hammer means a device using the hydraulic energy source of the carrier (sometimes using gas) to accelerate the piston, which then meets the tool; the shock wave ignited by this kinetic event is transferred from the instrument to the material and thereby causes material destruction; hydraulic hammers need pressure oil for their operation; The whole carrying unit with the hammer is controlled by the operator, which usually sits in the cabin.
(41) A spatula cutter means a mobile machine designed to be cut into a concrete, bituminous and similar road surface; The cutting tool is a high speed disc; The cutters may be moved forward manually, manually with additional power or power.
(42) A leaf blower means a self-propelled machine suitable for cleaning lawns, paths, streets and so on from leaves and other materials through high-speed air; This machine may be portable (manual) or non-portable but shall be mobile.
(43) A leaf collector means a self-propelled machine suitable for collecting leaves and other residues by means of a vacuum cleaner, consisting of a drive that creates vacuum within the machine, suction nozzle and storage tank for collected material; This machine may be portable (manual) or non-portable but shall be mobile.
(44) A mobile trash container (mobile trash container) means containers of a suitable design equipped with wheels and a housing and intended for temporary storage of waste.
(45) Pilot assembly means a device for striking or pulling out a pilot (for example, rams, extractors, vibrator or static pushing and pulling out a pilot) which consists of a assembly of machines and components used for striking and pulling out a pilot and which also includes:
(a) a pilotage rack consisting of a carrier machine (on a belt chassis, wheeled chassis, rails or floating bodies), a control or control and guidance device;
(b) accessories such as the bonnet of the ram, the ram cover, the metal plate, the boot mechanism, the clamping mechanism, the pilot handling equipment, pilot guidance, shock and vibration absorbers, the source sets (generator) and the lift or moving platform for the operator.
(46) Pipe loader means a self-propelled machine on a wheeled or belt chassis designed specifically for handling and laying piping and transport of piping equipment; This machine is designed similarly to the tractor, but has specially designed components such as chassis, main frame of the machine, counterweight, beam and lifting mechanism, and vertically tilting side beam.
(47) Roller means a self-propelled belt machine used to tow or push snow and ice through fitted accessories.
(48) A self-propelled sweeper means a condensing collection machine equipped with a device to roll the waste into the air intake stream path, which then transmits the waste material into the container hopper at a pneumatically high airspeed or mechanical collection system; The assembly and assembly equipment may either be mounted on a suitable chassis of a freight vehicle or be incorporated into its own chassis; the device may be fixed or removable as for systems with an interchangeable superstructure.
(49) Trash collection vehicle means a wagon intended to collect household waste and other bulk waste material which is handled by means of containers (dumpsters) or manually; the vehicle may be equipped with a machine with a compaction mechanism; the garbage wagon consists of a chassis with a cab on which its own work equipment is installed; can also be equipped with a garbage container lifting device.
(50) A road milling machine means a mobile machine used to remove material from a reinforced surface by means of a driven cylindrical body (drum) to which milling knives are attached; The milling drums rotate during cutting.
(51) A self-propelled guided or controlled machine which uses the ground surface to adjust the depth of the cut and which is equipped with a device to cut off or disturb the lawn surface in gardens, parks and similar areas.
(52) A self-propelled shredder or chipper means a self-propelled machine designed for stationary use, comprising one or more cutting or cutting machines for organic waste into smaller pieces; It is generally composed of a feeding hole used for the administration of material (which may possibly be held by the preparation) to a machine, cutting gear which cuts the material in any way (cutting, chipping, crushing or other method), and droppings used to remove crushed material or chips; a collection device may be connected to it.
(53) Snow milling means a machine for removing snow from traffic places by means of a rotary device and for moving and removing snow by means of a ventilation device.
(54) A mobile vacuum cleaner means a vehicle equipped with a device for extracting water, mud, sludge, waste or similar materials from channels or similar installations by vacuum; the device may either be mounted on a suitable chassis of a freight vehicle or be built into its own chassis with superstructure.
(55) A striker means a self-propelled machine on a wheeled or belt chassis with operator or guided, having a lever mechanism and a depth working tool designed primarily for continuous stripping with a uniform movement of the machine at the front or rear.
(56) Concrete mixer means a vehicle equipped with a drum to transport a premixed concrete mixture from the concrete mill to the site of use; the drum may be rotated or still during transport; the drum is emptied at the site of use of the concrete mixture by rotation; it is either driven by a vehicle engine or has its own auxiliary engine.
(57) Water pump means a device designed for non-submersible use, consisting of its own water pump and propulsion; water pump means a machine for pumping water from a lower energy level to a higher level.
(58) The guaranteed sound power level is the sound power level determined in accordance with the requirements set out in the directly applicable European Union14), including uncertainties resulting from variations in production and measurement, for which the manufacturer confirms that, according to the technical instruments described in the technical documentation, this level is not exceeded.
Equipment are specified products pursuant to § 12 (1) (a) of the Act.
Equipment may only be placed on the market or put into service if it meets the following technical requirements:
(a) are visibly, legibly and permanently marked with an indication of the guaranteed sound power level corresponding to the model set out in Annex 10 to this Regulation;
(b) the guaranteed sound power level of the equipment listed in Annex 1 to this Regulation does not exceed the maximum permissible noise emission values set out in Annex 4 to this Regulation.
(1) Before placing on the market the equipment listed in Annex 1 to this Regulation, the manufacturer or, where applicable, the authorised representative shall provide for an assessment of the conformity of each type of equipment with the requirements of this Regulation by one of the following procedures:
(a) internal production control with an assessment of the technical documentation and periodic checks referred to in Annex 5 to this Regulation;
(b) verification of an individual installation as referred to in Annex 6 to this Regulation; or
(c) full quality assurance in accordance with Annex 7 to this Regulation.
(2) Before placing on the market the equipment listed in Annex 2 to this Regulation, the manufacturer or, where applicable, the authorised representative shall ensure that the conformity assessment of each type of equipment with the requirements of this Regulation is carried out by internal control of the production referred to in Annex 8 to this Regulation.
(3) When assessing conformity in accordance with paragraphs 1 and 2, the methods set out in the directly applicable European Union14 shall be used to determine the sound power level of the equipment.
(1) The certificates of conformity referred to in Article 13 (7) of the Act include technical documentation to the extent set out in Annexes 5 to 8 to this Regulation, copies of certificates issued when assessing conformity by an authorised person in accordance with Annex 6 to this Regulation and the documentation, results and reports referred to in Annex 7 (5).
(2) The manufacturer or, where appropriate, the authorised representative shall keep the evidence of conformity assessment for the period laid down in Annexes 5 to 8 to this Regulation and shall provide it to the supervisory authority on request.
Authorisations under Article 11 of the Act to carry out conformity assessment activities under this Regulation may be granted only under the conditions set out in Annex 9 to this Regulation.
(1) A device complying with the technical requirements laid down in this Regulation shall be affixed by the manufacturer or, where appropriate, by an authorised representative to the visible, legible and durable CE marking in accordance with the specific legislation10) and shall issue an EC declaration of conformity containing the particulars set out in Annex 11 to this Regulation. Issue of the EC declaration of conformity is a condition for the affixing of the CE marking.
(2) A copy of the EC declaration of conformity shall be kept by the manufacturer and, where appropriate, by the authorised representative for a period of 10 years from the end of the production of the equipment and shall be provided for surveillance purposes upon request.
Equipment may be placed on the market or put into service only if:
(a) if it complies with the technical requirements set out in Section 4;
(b) if the CE marking is visible, legible and durable in accordance with a specific legislation, 10); and
(c) if it has been accompanied by an EC declaration of conformity, if any, by the manufacturer or authorised representative, containing the particulars set out in Annex 11 to this Regulation.
(1) Other markings may be affixed to the installation provided that neither the visibility and legibility of the CE marking nor the indication of the guaranteed sound power level is reduced. The equipment shall not be marked or inscribed which, by its meaning or form, could lead to confusion with the CE marking or with an indication of the guaranteed sound power level in accordance with Annex 10 to this Regulation.
(2) Where equipment is also covered by other legislation which lays down other requirements for equipment, including the affixing of the CE marking, the CE marking shall indicate that such equipment also meets the requirements of that legislation. However, if any legislation allows the manufacturer to choose for a transitional period which measures he will apply, the CE marking shall indicate that the device complies only with the requirements of the legislation under which the manufacturer has acted. In such a case, the documents, notes or instructions required by the legislation and accompanying equipment shall indicate the name and designation of the legislation under which the manufacturer followed.
Amendment of the Government Regulation laying down technical requirements for noise emission products
In Annex 1 to Decree No. 194 / 2000 Coll., laying down technical requirements for products with regard to noise emissions, paragraph 4.A is amended as follows:
"A / Sound power level emitted by dredges, loaders, dredgers and dozers and distributed by air, calculated under actual dynamic operating conditions, shall not exceed the maximum permissible sound power level A LWA in dB / 1 pW determined according to the net installed power P in kW, as specified below:
(a) machines on the belt chassis (excluding strippers): LWA = 87 + 11 lg P,
(b) dozers, loaders and strikers on wheeled chassis: LWA = 85 + 11 lg P,
(c) Rifles: LWA = 83 + 11 lg P.
These relationships apply only to values greater than the basic maximum permissible sound power levels specified for these three types of machines in the following table. These basic maximum permissible sound power levels always correspond to the lowest net installed power values of each machine type.
For net installed power values less than those specified, the basic maximum permissible sound power levels according to graph B /.

Note:
1) The value of the installed power shall be rounded to the nearest kilowatt.
(2) The sound power level calculated and the permissible sound power level shall be rounded to the nearest integer, with values less than 0,5 rounded down and values greater than or equal to 0,5 rounded up. ';
TRANSITIONAL AND REPEAL PROVISIONS
Sample examination certificates issued and results of noise emission measurements obtained pursuant to Government Regulation 194 / 2000 Coll. may be used for the preparation of technical documentation according to Annexes 5 to 8 to this Regulation during the period of validity of these certificates. Where the certificate does not indicate the period of validity, the certificate may be used together with the first sentence results within three years of the entry into force of this Regulation.
Decree No. 194 / 2000 Coll., laying down technical requirements for products with regard to noise emissions, is hereby repealed.
EFFECTIVE
This Regulation shall enter into force on 1 April 2002, except:
(a) Part Two, which shall take effect on the day of its publication,
(b) the provisions of Sections 6 (3) and 9 and 10 which shall take effect on the date of publication of the relevant sectoral annex to the Protocol to the Europe Agreement establishing an association between the Czech Republic, of the one part, and the European Communities and their Member States, of the other part, on conformity assessment and acceptance of industrial products in the Collection of International Treaties, but not later than the date of entry into force of the Treaty of Accession of the Czech Republic to the European Union,
(c) Articles 1 (6), 5 (4), 6 (4), 9 (4) and those parts of the provisions of the Annexes to this Regulation relating to an authorised representative who shall take effect on the date of entry into force of the Treaty of Accession of the Czech Republic to the European Union.

EQUIPMENT FOR WHICH THE MOST ADDITIONAL VALUES OF NOISE EMISSIONS ARE INCLUDED
(a) construction lifts for the transport of material powered by an internal combustion engine;
(b) compaction machines: vibrating cylinders or cylinders without vibration, vibrating plates and vibrators;
(c) compressors having an installed power of less than 350 kW;
(d) hand cutting and collecting hammers,
(e) construction doors powered by an internal combustion engine;
(f) dozers of installed power of less than 500 kW;
(g) dampers of an installed power of less than 500 kW;
(h) hydraulic strippers and cable shovel strippers with an installed power of less than 500 kW;
