DECLARATION
of 7 January 2015
amending Decree No. 177 / 1995 Coll., establishing the construction and technical rules of the runways, as amended
The Ministry of Transport provides pursuant to § 66 (1) of Act No. 266 / 1994 Coll., on Railways, as amended by Act No. 23 / 2000 Coll., Act No. 77 / 2002 Coll., Act No. 103 / 2004 Coll., Act No. 181 / 2006 Coll., Act No. 191 / 2006 Coll., Act No. 194 / 2010 Coll., Act No. 134 / 2011 Coll. and Act No. 64 / 2014 Coll., ("the Act ') for the implementation of § 3 (1), § 5 (3), § 6 (1) and (2), § 7 (2) and § 20 (4) Act:
Čl. I
Decree No. 177 / 1995 Coll., which issues the construction and technical rules of the runways, as amended by Decree No. 243 / 1996 Coll., Decree No. 346 / 2000 Coll., Decree No. 413 / 2001 Coll., Decree No. 577 / 2004 Coll. and Decree No. 58 / 2013 Coll., is amended as follows:
1. In Paragraph 16 (1), the sentence "Accessibility must be ensured by a building-based technical solution or a signalling and communication device and, if this is not possible, accessibility may also be ensured by organisational measures. '
2. In Paragraph 16, the sentences "Railway station platforms and stops shall be marked in a uniform manner at the end of paragraph 1. Sectors shall be marked on platforms of 100 m or more and at the same time as the entrance edge 550 and 380 mm above the rail top coupling. '
3. in Article 21 (1), points (a) and (b) are deleted;
Points (c) to (i) shall be renumbered as points (a) to (g).
4. In Article 22, the following paragraph 8 is added:
"(8) Any electrical equipment newly put into service shall be verified from the point of view of electrical safety and other requirements referred to in paragraph 1 by the initial revision. The initial revision report shall be kept with the electrical equipment or with the technical documentation of the operator until it is cancelled. ';
5. In Paragraph 26 (2) (b), the words "with the highest speed 'are replaced by the words", generally with the highest speed'.
6. In Paragraph 38, at the end of paragraph 9, the sentence "Movable steps and moving pavements shall be equipped with an auxiliary brake 'is added.
7. In Paragraph 62, the following paragraph 4 is inserted after paragraph 3:
"(4) When increasing the track load by more than 10% against the load specified in the original energy calculation, verification of the value of the loss of voltage in the rails shall be carried out by measuring. ';
Paragraph 4 shall become paragraph 5.
8. Paragraph 66 (1) reads:
"(1) The runway of the trolleybus on the road is defined in the most important part by the position of the overhead contact line and the range of the trolleybus pantographs. The section of the trolleybus track which is not so defined shall immediately follow the section defined in the first sentence. ';
9. In Paragraph 69, the following paragraph 9 is added:
"(9) The technical conditions for the calculation of risk management for the selection of the most appropriate protective measures for cableway construction shall be deemed to be met if it is carried out in accordance with a harmonised technical standard governing the safety requirements for cableway installations or their parts (2a) containing more detailed technical requirements. ';
10. in Paragraph 70 (2), the second sentence is deleted;
11. in Article 70 (11) and (12):
"(11) The distance of vehicles from terrain and ropes, the distance of the lowest points of the cableway track above the terrain and the track gauge shall allow safe operation of the runway and guarantee reliable rescue and evacuation of the passengers.
(12) The technical conditions for the spatial layout of the cableway track shall be deemed to be fulfilled if it is carried out in accordance with a harmonised technical standard governing the safety requirements for cableway cableway installations or their subsection 2a, which contains more detailed technical requirements. ';
12. In Paragraph 72, at the end of paragraph 5, the sentence "The endurance of emergency lighting shall be at least 3 hours. 'is added.

„§ 73
Technical requirements for new steel ropes
(1) New steel ropes must comply with the requirements of the Government Regulation on technical requirements for passenger transport equipment.
(2) Carrier ropes shall be made with as few connected connections as possible. The cable shall be accompanied by a diagram of the deployment of connected connections.
(3) Lifebuoys shall ensure the safety of evacuated persons and comply with the equipment system used by its construction.
(4) The distance between the two entanglements is at least 3,000 diameters of rope. The requirements for the length of rope entanglement, the tensile coefficient for new steel ropes in suspension cableway installations shall be deemed to have been met if they comply with a harmonised technical standard governing safety requirements for cableway installations or their parts (2a) which contains more detailed technical requirements.
(5) In the case of endless ropes, no more than two entanglements shall be allowed for the laying of new ropes and one twine shall be allowed for the final ropes.
(6) The coupling shall allow safe and reliable operation of the track, safe and reliable attachment of the wagons and unambiguous identification of the entanglement. The technical conditions for wire coupling shall be deemed to be met if they are followed in accordance with a harmonised technical standard governing the safety requirements for cableway cableway installations or their parts (2a) which contains more detailed technical requirements.
(7) The casting of ropes into cable couplings and terminals shall allow safe and reliable operation of the track, shall meet safe operation and shall carry the required loads. The technical conditions for watering the tail of ropes shall be deemed to have been met if they comply with a harmonised technical standard governing the safety requirements for cableway cableway installations or their subsection 2a, which contains more detailed technical requirements. ';
14. After Paragraph 73, the following Section 73a is inserted:
„§ 73a
Technical requirements for steel ropes used
(1) The steel rope used is a used rope which has not yet been repaired or has not been involved in the liner or spring.
(2) The steel ropes used shall be supported by the original documentation, visual inspection records, records of non-destructive checks and a short-cut draw test. The stress shall be within 80% of the initial loading, the permitted reduction of the rope cross-section being 5% to 6d, 6% to 30d, 15% to 500d, where "d" is the nominal diameter of the rope.
(3) When laying a used steel rope in the suspension cableway, one thread is permitted.
(4) The technical conditions for re-use of ropes shall be deemed to be met if they are carried out in accordance with a harmonised technical standard governing the safety requirements for cableway cableway installations or their subsection 2a, which contains more detailed technical requirements. ';
15. In Paragraph 74 (7), the second sentence is replaced by the following: "The technical conditions for the arrangement of cableway stations shall be deemed to have been met if they comply with the harmonised technical standard governing the safety requirements for cableway installations or their subsections 2a), which shall contain more detailed technical requirements."
16. The following Section 75a is inserted after Section 75:
„§ 75a
Additional conditions for the carrying and conducting of ropes and vehicles used in carried-over cableway installations
(1) Carrier welds of suspension cableway support and steel structure of stations must be subject to non-destructive control. Steel structures shall have anti-corrosion protection.
(2) Components of equipment subject to high fatigue stress shall be subjected to non-destructive control. These components include in particular pulley battery shafts, cable disc shafts or cable discs.
(3) The structure of the supports and stations must be verified by calculation. The method of verification by calculation shall be deemed to be satisfied if it is carried out in accordance with a harmonised technical standard governing the safety requirements for cableway installations or their parts (2a), which contains more detailed technical requirements. ';
17. In Paragraph 77, at the end of paragraph 4, the dot is replaced by a comma and the following points (e) to (h) are added:
"(e) unintended reverse action occurs,
(f) the engine torque shall be increased by more than 10%;
(g) the transport rope falls,
(h) other dangerous situations arise to be evaluated in the safety analysis. "
18. In Paragraph 77 (5), "0,3 'is replaced by" 0,5'.
19. Paragraph 78 (4) reads:
"(4) The requirements for the braking system and the braking performance of the propulsion device shall be deemed to be met if they are advanced in accordance with a harmonised technical standard governing the safety requirements for cableway installations or their parts (2a) which contains more detailed technical requirements. ';
20. Paragraph 80 (4) reads:
"(4) The requirements for the performance of the tensioning device shall be deemed to be met if they are followed in accordance with a harmonised technical standard governing the safety requirements for cableway cableway installations or their subsection 2a, which contains more detailed technical requirements. ';
21. In Paragraph 81, the second sentence is replaced by the following: "Requirements for the execution of electrical equipment shall be deemed to have been met if they comply with a harmonised technical standard governing the safety requirements for cableway installations or their parts (2a) which contains more detailed technical requirements. ';
22. In Paragraph 81, the present text becomes paragraph 1 and the following paragraph 2 is added:
"(2) In the case of relocated cableway installations, electrical equipment shall comply with the requirements of the Government Regulation on technical requirements for passenger transport equipment. ';
23. In Paragraph 82, the following paragraph 5 is added:
"(5) The cableway track shall be equipped with speakers. ';
24. In Paragraph 83, at the end of paragraph 1, the dot is replaced by a comma and the following point (l) is added:
"(l) there will be other adverse situations to be evaluated in the safety analysis."
25. In Paragraph 85 (1), at the end of the first sentence, the words "the number specified by the evacuation plan 'shall be added.
26. In Paragraph 87 (2), the words "in electronic format 'shall be added at the end of the first sentence.
27. in Paragraph 87 (10):
"(10) The requirements for the permissible reduction of the carrier cross-section of the rope caused by visible wire breakage, abrasion, corrosion, release of a fixed beam of wire in the rope and its damage shall be deemed to be met if it is carried out in accordance with a harmonised technical standard governing the safety requirements for cableway cableway installations or their parts (2a) which contains more detailed technical requirements. ';
28. In Paragraph 87 (13), after the second sentence, the sentence "Controlled parameters of the cableway construction are set out in Annex 7. Project documentation of all newly realized passenger cableway installations (new and transferred), hanging and ground, must contain tolerances of all controlled parameters. Tolerance of the controlled parameters for cableway installations carried out before the validity of this Decree shall be deemed to be fulfilled if they are treated in accordance with a harmonised technical standard governing safety requirements for cableway installations or their parts (2a) which contains more detailed technical requirements. ';
29. in Paragraph 87 (13), the words "at first" shall be replaced by the words "at exit" and the words "U at first" shall be replaced by "U at exit."
30. in Paragraph 87 (13) (b):
"(b) the input values of the tested parameters,"
31. In Paragraph 87, the following paragraph 14 is inserted after paragraph 13:
"(14) In the event of exceeding the tolerance of one of the test parameters referred to in paragraph 13, the results of the geodetic control shall be assessed by an authorized designer who shall determine whether the cableway is eligible for public service operations. ';
Paragraphs 14 to 16 shall be renumbered paragraphs 15 to 17.
32. In Article 87 (17), the words "including photodocumentation 'shall be inserted after the words" documentation'.
33. In Article 87, at the end of paragraph 17, the sentence "Only a competent person may carry out the activities referred to in the first sentence."
34. the following point shall be added to Annex 1, Part 1 (National and regional runway inspections and measurements):

35. in Annex 1, Part 6, the following point 14 is inserted after point 13:
„14. Výstupní geodetická kontroladráha lanováPřed uvedením do provozu po výstavbě“.
Points 14 to 16 shall be renumbered 15 to 17.
36. Annex No 4 is deleted.
37. in Annex 6, Part B. (2) (Heart Part) (a), "1 393" is replaced by "1 392."
38. the following Annex 7 is inserted after Annex 6:

"Annex No 7 to Decree No. 177 / 1995 Coll.
Controlled parameters of the rope track construction
1. Hanging cableways
(a) horizontal distance between line and station support and technological support at stations and adjacent rope support;
(b) the height (altitude or relative) of the base of the rope support on the line and at the stations and the base of the base (s) of the technological equipment in the stations;
(c) the deflection of the support bases for ropes and for technological equipment from the designed position and axis of the ropes at the location of the fit from the straight axis of the rope track;
(d) the inclination of the supports and the head supports from the plane determined by the project documentation;
(e) the angle between the vertical plane given by the insertion of the rope into adjacent outermost pulleys of adjacent supports and the vertical plane through the centre of the pulley grooves in the battery (rope deflection).
2. Ground cableway paths
(a) checking the absolute position deviation of the SKa of the track axis from its designed position;
(b) the check of the absolute height deviation of the Vk nivelet track from its designed altitude. ';
Čl. II
Transitional provisions
1. A platform of 100 m or more length and at the same time as the entrance edge of 550 and 380 mm above the rail top coupling built after the effectiveness of this decree must be marked in a uniform manner and divided into sectors no later than 5 years after the entry into force of this decree.
2. A platform of 100 m or more length and at the same time as the entrance edge 550 and 380 mm above the rail top coupling which was built before the regulation was effective shall be marked in a uniform manner and broken down into sectors at the time of their immediate reconstruction, but no later than 10 years after the entry into force of this decree.

Efficacy
This Decree shall take effect on 1 February 2015.
