On 7 November 1972, the Long-term Trade Agreement between the Government of the Czechoslovak Socialist Republic and the Austrian Federal Government was signed in Vienna for the period from 1 January 1973 to 31 December 1977.
Pursuant to Article 6 thereof, the Agreement entered into force on 1 January 1973.
The Czech version of the Agreement is hereby published at the same time.

LONG-TERM TRADE AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Austrian Federal Government for the period from 1 January 1973 to 31 December 1977
The Government of the Czechoslovak Socialist Republic and the Austrian Federal Government, led by their wish to promote and expand the exchange of goods between the two States, in accordance with the General Agreement on Tariffs and Trade (GATT), the two States of which are members, based on favourable assumptions for the development of mutual trade on the basis of equality and mutual benefit, have decided to negotiate for this purpose a long-term adjustment of the exchange of goods and agree to this end as follows:
The two Parties shall abide by the provisions of the General Agreement on Tariffs and Trade (GATT) and this Agreement in the mutual exchange of goods.
The Parties shall endeavour to ensure free market access for the other Party. In order to achieve this objective, they shall take measures in the field of their import policy with a view to continuously expanding import possibilities and the continued elimination of the still existing quantitative restrictions still in force for the supply of goods until 31 December 1974. From that time on, each Contracting Party shall in principle apply to the other Contracting Party only those quantitative restrictions which it applies to the GATT Contracting Parties.
Supplies of goods under this Agreement shall be made on the basis of contracts to be concluded between natural and legal persons and personal companies of commercial law established in Austria, on the one hand, and Czechoslovak Foreign Trade Organisations and other Czechoslovak legal persons authorised to do business abroad, on the other hand.
The Parties shall establish a Joint Commission composed of representatives of both governments. The Commission will have the task of examining compliance with and implementation of the arrangements made and, on the basis of experience gained, giving incentives for appropriate measures to improve economic relations between the two States and to address potential difficulties in trade and payment between them. In particular, it will also make proposals to amend and supplement the annual protocols.
The Joint Commission will meet at the request of one of the Contracting Parties, at least once a year, alternately in Austria and Czechoslovakia.
All salaries between the Czechoslovak Socialist Republic and the Republic of Austria shall be made under the Payment Agreement of 22 October 1971, or under the Payment Agreement otherwise at that time in force in accordance with the foreign exchange rules in force in each of the two States and the implementing provisions thereto, in freely convertible currency.
This Agreement shall enter into force on 1 January 1973 and shall apply until 31 December 1977. Its validity shall be extended automatically by an additional year unless one of the Contracting Parties to the Agreement denies or other arrangement has been concluded.
The denunciation shall be carried out in writing by diplomatic means no later than 3 months before the expiry of this Agreement.
With the entry into force of this Agreement, the Long-term Trade Agreement between the Czechoslovak Socialist Republic and the Republic of Austria of 18 January 1967 with the Annexes and any subsequent relevant arrangements will expire.
In evidence of the signature, duly authorized by their governments, this agreement was signed and sealed.
Done in Vienna, 7 November 1972, in duplicate, each in Czech and German languages, both texts equally authentic.

Mr. Chairman,
In view of the long-term trade agreement signed today between the Government of the Czechoslovak Socialist Republic and the Austrian Federal Government, I would like to tell you the following:
During the negotiations on the conclusion of today's long-term trade agreement between the Government of the Czechoslovak Socialist Republic and the Austrian Federal Government, you drew my attention to certain restrictions on the import of goods from the Czechoslovak Socialist Republic to the Republic of Austria which are not applied to other GATT Contracting Parties.
I would like to inform you that the Austrian Federal Government intends to continue the policy of liberalising the exchange of goods in order to gradually eliminate the quantitative restrictions still applicable to goods from the Czechoslovak Socialist Republic until 31 December 1974. However, the Austrian Federal Government cannot exclude that a certain quantitative restriction on the goods referred to in paragraph 2 of this letter will have to be maintained for special reasons exceptionally after 31 December 1974. If this were to happen, it is willing to enter into negotiations immediately on these transitional measures.

the contracting parties confirm their current concept that, in the course of economic relations, supplies of goods are always made at the prices prevailing on the most important markets. In the event of difficulties in the price area, both parties shall immediately enter into contact with each other within the Joint Commission to discuss appropriate measures to remedy the difficulties.
I ask your approval of this and I am happy to use this opportunity to assure you, Mr President, of my deep respect.
