DECLARATION
of 2 April 2014
on the technical conditions of means of fire protection in kind
According to § 101 (a), the Ministry of the Interior provides for the implementation of § 24 paragraph 2 of Act No. 133 / 1985 Coll., on Fire Protection, as amended:
Preliminary provisions
(1) This Decree lays down the technical conditions of the fire protection devices referred to in paragraph 2, the fulfilment of which is a condition for the inclusion of fire protection devices in fire protection equipment under the Fire Protection Act (1).
(2) The material means of fire protection for the purposes of this Decree is:
(a) a terminal used in the PEGAS digital radio network which complies with the TETRAPOL standard;
(b) radio stations used in analogue radio networks of fire protection (hereinafter referred to as "radio stations"), the technical conditions of which are set out in Annex 1 to this Regulation;
(c) a portable motor syringe, the technical conditions of which are set out in Annex 2 to this Regulation;
(d) an autonomous open-circuit compressed air breathing apparatus (hereinafter referred to as "insulating breathing apparatus"), the technical conditions of which are set out in Annex 3 to this Regulation,
(e) a helmet for extinguishing in buildings and other premises (hereinafter referred to as "the helmet"), the technical conditions of which are set out in Annex 4 to this decree,
(f) protective clothing for firefighters (hereinafter referred to as "intervention clothing I"), the technical conditions of which are set out in Annex 5 to this Regulation;
(g) protective clothing for fire-fighters for the destruction of open field fires (hereinafter referred to as "intervention clothing II"), the technical conditions of which are set out in Annex 6 to this Decree,
(h) a supplement to the intervention clothing I and II (hereinafter referred to as the "supplement"), the technical conditions of which are set out in Annex 7 to this decree,
(i) working uniform II, the technical conditions of which are set out in Annex 8 to this Regulation; and
(j) lingerie for firefighters (hereinafter referred to as "underwear"), the technical conditions of which are set out in Annex 9 to this Decree.
(3) The selected technical conditions set out in the Annexes to this Decree shall be deemed to be met if they comply with a specified standard or part thereof under another law (2), as notified in the Bulletin of the Office for Technical Standardisation, Metrology and State Testing, which contains more detailed technical requirements. These requirements may also be met by other technical solutions guaranteeing the same or higher level of protection of legitimate interests under this Decree.
Transitional provision
For the means of fire protection referred to in § 1 (2), classified in the equipment of fire protection units before the date of entry into force of this Decree, the technical conditions laid down in Decree No. 255 / 1999 Coll., as effective until the date of entry into force of this Decree, shall apply.
Repeal
The following shall be deleted:
1. Decree No. 255 / 1999 Coll., on the technical conditions of material fire protection devices.
2. Decree No. 456 / 2006 Coll., amending Decree No. 255 / 1999 of the Ministry of the Interior Coll., on the technical conditions of means of fire protection in kind, as amended by Decree No. 352 / 2000 Coll.
3. Decree No. 102 / 2009 Coll., amending Decree No. 255 / 1999 of the Ministry of Interior Coll., on the technical conditions of the means of fire protection, as amended.
Final provision
This Decree was notified in accordance with Directive 98 / 34 / EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on information society services, as amended.
Efficacy
This decree shall take effect on the 15th day following its publication.

Annex No 1 to Decree No 69 / 2014 Coll.
TECHNICAL CONDITIONS OF RADIOSTANCE
1. A base radio station intended for radio communication in particular with fire protection radio stations shall comply with the following conditions:
(a) the type of broadcast 8K50F3E or 10K0F3E or 11K0F3E;
(b) the number of channels at least 99;
(c) approval for operation at least with a channel spacing of 12,5 kHz;
(d) a frequency range of not less than 146 to 174 MHz;
(e) the possibility of simplex and semi-duplex operation;
f) VF power programmable for each channel in at least 2 levels of at least 1 to 10 W;
g) NF power of the built-in loudspeaker at distortion ≤ 5% at least 3 W;
(h) possibility of connecting an additional speaker;
(i) the possibility of receiving, evaluating and sending the format of the selective VVEI I option in the range of 1 to 3 sequences with a maximum of 9 characters, different from each channel position;
(j) the possibility of entering at least one selective selection sequence by user;
(k) the possibility of displaying at least one selective selection sequence of no more than 9 characters;
(l) the use of CTCSS in the range of at least 67,0 to 254,1 Hz, including the possibility of entering a non-standard user format;
(m) the use of the SCAN function, including the possibility of defining the priority and the possibility of temporarily disabling the guaranteed channel.
2. A portable crew radio station intended for radio communications during the intervention and other activities of fire protection units shall meet the following conditions:
(a) the type of broadcast 8K50F3E or 10K0F3E or 11K0F3E;
(b) the number of channels at least 16;
(c) approval for operation at least with a channel spacing of 12,5 kHz;
(d) a frequency range of not less than 146 to 174 MHz;
(e) the possibility of simplex and semi-duplex operation;
(f) VF power programmable for each channel at least at 2 levels in the range of 1 to 5 W; in the case of a radio station in an explosion-hazard environment, the VF power is set at 1 W without requiring programme setting at least 2 levels;
g) NF power at distortion ≤ 5% at least 500 mW;
(h) use of CTCSS in the range of at least 67,0 to 254,1 Hz, including the possibility of entering a non-standard user format;
(i) cover at least IP 54;
(j) an operating temperature range of not less than -25 to + 55 ° C;
(k) the possibility of switching on the transmission / reception and control of the channel switch and volume regulator in protective gloves for firefighters;
(l) voice control (VOX),
m) the possibility of locking the keyboard if the radio station is equipped with it.
3. A portable radio station for the commander which is intended to ensure the commander's radio communication with the fire protection unit, other participants in the fire protection radio network in the event of an intervention or base radio station, shall comply with the following conditions:
(a) the type of broadcast 8K50F3E or 10K0F3E or 11K0F3E;
(b) the number of channels at least 99;
(c) approval for operation at least with a channel spacing of 12,5 kHz;
(d) a frequency range of not less than 146 - 174 MHz;
(e) the possibility of simplex and semi-duplex operation;
(f) VF power programmable for each channel at least at 2 levels in the range of 1 to 5 W; in the case of a radio station in an explosion-hazard environment, the VF power is set at 1 W without requiring programme setting at least 2 levels;
g) NF power at distortion ≤ 5%, at least 500 mW;
h) the possibility of receiving, evaluating and sending the format of the selective VVEI I option in the range of 1 to 3 sequences with a maximum of 9 characters, different from each channel position;
(i) the possibility of entering at least one selective selection sequence by user;
(j) the possibility of displaying at least one selective selection sequence with a maximum of 9 characters;
(k) the use of CTCSS in the range of at least 67,0 to 254,1 Hz, including the possibility of entering a non-standard user format;
(l) the use of the SCAN function, including the possibility of defining the priority and the possibility of temporarily disabling the guaranteed channel;
(m) cover at least IP 54;
(n) an operating temperature range of not less than -25 to + 55 ° C;
o) the possibility of switching on the transmission / reception and control of the channel switch and volume regulator in protective gloves for firefighters,
p) voice control (VOX),
q) the possibility of locking the keyboard if the radio station is equipped with it.
A vehicle radio station intended to ensure the commander's radio connection to the fire protection unit, other participants in the fire protection radio network in the event of an intervention or base radio station, shall comply with the following conditions:
(a) the type of broadcast 8K50F3E or 10K0F3E or 11K0F3E;
(b) the number of channels at least 99;
(c) approval for operation at least with a channel spacing of 12,5 kHz;
(d) a frequency range of not less than 146 to 174 MHz;
(e) the possibility of simplex and semi-duplex operation;
f) VF power programmable for each channel in at least 2 levels of at least 1 to 10 W;
g) NF power of the built-in loudspeaker at distortion ≤ 5% at least 3 W;
(h) possibility of connecting an additional speaker;
(i) the possibility of receiving, evaluating and sending the format of the selective VVEI I option in the range of 1 to 3 sequences with a maximum of 9 characters, different from each channel position;
(j) the possibility of entering at least one selective selection sequence by user;

Annex No 2 to Decree No 69 / 2014 Coll.
TECHNICAL CONDITIONS FOR TRANSMISSION OF ENGINE SYRINGES
1. The portable motor syringe complies with the requirements of the standards set out in Section 1 (3) for portable motor syringes using centrifugal fire pumps with a device to water its intake line.
2. The portable motor syringe shall be equipped with a fire centrifuge pump, which shall be designated as the rated power of the fire pump in accordance with the parameters specified by the rated speed, the rated displacement pressure (bar), the rated geodetic suction height and the rated pump flow (l.min-1). The marking of the portable motor syringe shall be marked by an abbreviation in the space of the service space in perpendicular capitals, letters of the large alphabet. The portable motor syringe shall be marked with:
(a) at a nominal flow rate of 750 l.min-1 PS 7,5,
(b) at the nominal flow rate of 1000 l.min-1 PS 10; or
(c) at the nominal flow rate of 1500 l.min-1 PS 15.
3. If the rated flow rate of the fire centrifuge pump is between the values described, the rated flow rate of the fire pump shall be determined according to the nearest lower rated flow rate.
Basic functions of portable motor syringe
4. The design of a portable motor syringe allows:
(a) the watering of the suction line from the external source by the watering device at a suction height of 7,5 m;
(b) drawing and transport of water by hoses from an external free source;
(c) transport of water by hoses when connected to an external pressure source with an input pressure of not less than 1,5 bar.
5. The intake throat of a portable motor syringe is 110 mm threaded according to the standard referred to in § 1 (3).
6. Suction and extrusion throats are drawn into the space in which they do not restrict the operator.
7. The portable motor syringe shall be equipped with at least one 75 mm diameter extruder, fitted with a coupling fittings according to the standard referred to in § 1 (3), drawn to the side from the longitudinal axis of the fire pump. The number of extruded throats corresponds to the rated flow rate of the fire pump. The height of the lower edge of the extruded throat shall be at least 250 mm above the ground.
8. The design of a portable motor syringe allows continuous operation for 8 hours so as to avoid exceeding the permissible temperature of the engine and any transmission to the pump.
9. If a portable motor syringe is equipped with a battery battery, it is designed for continuous recharge of the battery by means of an element located in the service space.
Fire centrifugal pump
10. The fire centrifuge pump shall be equipped with a feedback valve to protect suction hoses against pressure damage and pressure relief devices.
11. Fire centrifuge pumps, including control valves, are tilted below the horizontal for drainage.

Annex No 3 to Decree No 69 / 2014 Coll.
TECHNICAL CONDITIONS FOR THE ISOLATION OF BIRDS
1. The insulating breathing apparatus complies with the requirements of the standard referred to in Paragraph 1 (3) for open-circuit autonomous pressure breathing apparatus used as breathing protection devices.
2. The insulating breathing apparatus is classified as type 2 according to the standard referred to in § 1 (3).
3. The insulating breathing apparatus allows the use of one cylinder of water capacity between 6 and 9 litres or two cylinders of water volume of each of them 6 to 7 litres, with a filling pressure of 30 MPa (300 bar). In an emergency, a cylinder of water volume of 5 and 7 litres with a filling pressure of 20 MPa (200 bar) can also be used.
4. The maximum working pressure of the insulating breathing apparatus is 30 MPa (300 bar).
5. The design of an insulating breathing apparatus may allow a second entry and exit for a remote air supply or a second facial mask or a rescue excavator or ventilation of anti-chemical protective clothing. The provisions of this paragraph shall not apply to instruments having a maximum working pressure of 20 MPa (200 bar).
6. The straps and corpus of insulating breathing apparatus are made of materials which allow wet decontamination at temperatures below 100 ° C without damage; parts of porous materials are detachable and interchangeable.
7. The weight of the apparatus with a face mask and fully filled cylinder (s) ready for use shall not exceed 15 kg.
8. Valve control to trigger an insulating breathing apparatus is easily accessible to the wearer with both hands.
9. The insulating breathing apparatus has a hand-operated air supply.
10. Control of the additional air supply shall also be allowed in firefighters' protective gloves.
11. The insulating breathing apparatus is made of materials which make it impossible to create and discharge static electricity.
12. The insulating breathing apparatus has an acoustic pneumatic or electronic warning device.
13. The pressure gauge for checking the pressure in the cylinder for the detection of the air supply is placed on the left shoulder strap in a position enabling the wearer to be checked and is marked in MPa or in bars; The pressure gauge has a red field in the range 0 to 5 MPa (0 to 50 bar).
Pressure bottle
14. Metal pressure bottle is approved according to another legislation3.
15. The marking of cylinders must be durable. It allows a clear identification of the cylinder and its contents. The cylinders shall be marked at the same time by the colour marking of the bottle, embossing or embossing of the printed label under the plastic foil and by the removable marking of the safety stickers according to the standards referred to in Section 1 (3).
16. The composite pressure bottle is protected by a removable dark blue cover. The packaging includes a vertically positioned belt of conspicuous material of 75 mm width. The packaging and belt are made of materials with limited flame spread and are resistant to mechanical damage. The belt consists of three stripes; the upper and lower third of its width is the colour of the yellow fluorescent and middle third of the silver colour with retroreflective characteristics according to the standard referred to in § 1 (3).
17. The connection of the cylinder to the insulating breathing apparatus is made by thread G 5 / 8, "according to the standard referred to in § 1 (3).
18. Part of the cylinder or valve of the cylinder is a safety element which, in case of damage to the valve, limits the flow of leaking gas from the cylinder so that the reaction force does not cause uncontrolled movement of the bottle.
Facial mask
19. Facial mask allows for mounting with the head cross, net or quick-click.
20. The face mask may be equipped with a voice communication device using a radio station or other means of communication.

TECHNICAL CONDITIONS OF ADDITION
1. The helmet meets the requirements of the standard referred to in Paragraph 1 (3) for helmets providing protection to the user in the event of the destruction of fires and accompanying activities, even in situations which can be encountered in the event of the destruction of fires in objects.
2. The surface of the helmet and the wet helmet show electrical insulation resistance, the helmet can be classified in category E2 and E3 according to the standard referred to in Section 1 (3) on the basis of electrical properties.
3. The helmet meets the requirements of the standard referred to in § 1 (3) at -30 ° C, it can be classified according to the standard referred to in § 1 (3) as "* * * '.
4. The underside belt is part of the helmet, unzipped in firefighters gloves.
5. Part of the helmet is the neck guard (fender).
6. Part of the helmet is a face shield that provides eye protection and a substantial part of the face, so-called face protector. The helmet may also include an eye guard if it can be used independently of the face guard.
7. All parts of the helmet are replaceable within maintenance.
8. The helmet allows:
(a) the use of a facial mask of an insulating breathing apparatus with all means of attachment according to Annex 3, paragraph 19 of this Decree;
(b) the attachment of the lamp,
(c) installation of equipment enabling the combined control of the radio station by voice and pressing the button and assembly of the speaker;
(d) the placing of self-adhesive elements for the marking of firefighters on the surface of the helmet shell.
9. The shell material is made in yellow, yellow fluorescent, or yellow green luminescence.
10. The helmet in the equipment of the Fire Rescue Corps of the Czech Republic may have the shell surface in a colour other than that specified in point 9.

Annex No 5 to Decree No 69 / 2014 Coll.
TECHNICAL CONDITIONS OF THE PRINCIPLE I
1. Intervention clothing I meets the requirements of the standard referred to in § 1 (3) for body protection, with the exception of head, hands and feet in the event of the destruction of fires and accompanying activities, even in situations which can be encountered in the event of the destruction of fires in objects.
2. Intervention clothing I is made as a two-piece, consisting of a coat and pants.
3. Outer material of intervention clothing I:
(a) is abrasion-resistant, resistant to testing according to the standard referred to in § 1 (3) without damaging at least 40,000 rpm of the test equipment;
(b) is stable, reaches at least grade 4 of the grey scale when testing the stability in mechanical washing at 60 ° C, in sweat, in dry abrasion and in wet abrasion, in accordance with the standards referred to in § 1 (3);
(c) is resistant to nodding, showing resistance to nodding of at least grade 4 when tested according to the standard referred to in Section 1 (3);
(d) meets the requirements for electrostatic charge dispersion material according to the standard referred to in § 1 (3);
(e) is made in dark blue, except for conspicuous material.
4. In intervention clothing I can be integrated personal protective equipment against falling from a height.
5. Intervention clothing I may be equipped with technical elements such as shackles for attachment of the lamp, facial mask of insulating breathing apparatus or accessories of the radio station, unless they significantly alter the appearance of the clothing.
6. Intervention clothing I can be reinforced in the area of arms, elbows and knees by another layer of outer material of clothing, or by material with higher mechanical resistance in dark blue or black.
7. Intervention clothing I can be cleaned by mechanical washing at 60 ° C water temperature.
Coat
8. My coat
(a) fastening to a slide fastening device covered by a ribbon fastening device or a ribbon fastening with metal carbines; the slide and carabiner can be fastened in protective gloves for firefighters,
(b) at the bottom of the two front parts of the pocket with a covered heel with a ribbon fastening; at least one of these pockets has a loop,

(d) in the upper part of the left front pocket for the location of the radio station; the pocket is in such a way as to ensure the installation of the radio station at the work of the fireman,

9. The upper part of the right front part of the coat may be fitted with a ribbon cap with loops of 70 x 38 mm for attaching the value or functional marking and another one with dimensions of 125 x 25 mm for attaching a nameplate or a personal registration number.
