GOVERNMENT REGULATION
of 12 March 1997
determining the degree of teaching obligations of teachers and the level of duty of educational work of other teaching staff in education
The Government of the Czech Republic hereby orders, pursuant to § 23 (h) of Act No. 143 / 1992 Coll., on the salary and remuneration for on-call time in budgetary and certain other organisations and bodies, as amended by Act No. 40 / 1994 Coll.:
Scope
This Regulation shall apply to teachers, educators, masters of vocational education, coaches, directors, representatives of directors and certain other teaching staff (hereinafter referred to as "pedagogic staff ') of pre-school, school and school establishments set up under special regulations (1), (2)
The level of teaching obligations of teachers and the level of educational work of other teaching staff
The degree of teaching obligations of teachers and the level of educational work of other teaching staff shall consist of:
(a) direct teaching activity (3) or direct educational activity;
(b) preparation for a direct teaching activity or a direct educational activity, work directly related to that activity and other work resulting from the organisation of education and training in schools and educational establishments under the Conditions of Employment for School and School Staff (4), up to a specified weekly working time. 5)
Direct teaching and direct education
(1) The scope of the hours of direct teaching or direct educational activities of teaching staff is laid down in the Annex to this Regulation.
(2) Within the limits set out in the Annex to this Regulation, the degree of direct teaching or training shall be determined by the school director. If there is a direct teaching activity or a direct educational activity set within a range below the upper limit of the range, the fixed weekly working hours shall not be reduced.
(3) Teachers teaching all subjects in a year in which the number of hours according to approved teaching plans is lower than the direct teaching activity set out in the Annex to this Regulation shall determine the extent of the direct teaching activity of the school director in the framework of approved teaching plans.
(4) The scope of the direct teaching or educational activity as required by the school or educational establishment shall be determined by the Director of the school or educational establishment.
(a) Chief Master of Vocational Education and Deputy Director for Practical Teaching, but not more than an average of 7 hours per week for the school period, 5a)
(b) teachers of a specifically educational centre;
(c) to the teaching staff of the Centre for the Leisure of Children and Youth, by the management of at least three interest services of the school establishment.
(5) The direct training activities of directors of leisure centres of children and young people shall be carried out by the management of at least one interest unit of this educational establishment.
(6) The direct teaching activity of directors and representatives of directors of the merged schools, preschool and school establishments (6) is determined according to the school at which the direct teaching activity is the lowest in the Annex to this Regulation.
(7) If the teacher also teaches in the years in which compulsory education is carried out, he shall be determined by the extent of direct teaching activity according to the activity prevailing. In the case of the same proportion, the scope of the direct teaching activity shall be determined according to the school in which the direct teaching activity is the lowest in the Annex to this Regulation. The same applies to teachers in schools established under § 2 (2) of the Education Act.
(8) The teacher of the subject of motor driving in practical training in secondary schools shall be determined by the degree of direct teaching in the range of 30 to 35 hours per week.
(9) Teachers who teach foreign languages in schools with selected subjects in foreign languages are reduced by three hours per week.
(10) Teachers' educationadvisors are reduced by direct teaching

(11) Teachers - Information and Communication Technologies Methodology is reducing the level of direct teaching activity with a number of pupils
(a) up to 50 by 1 hour per week,
(b) up to 150 by 2 hours per week,
(c) up to 300 by 3 hours a week;
(d) up to 500 by 4 hours a week;
(e) over 500 by 5 hours a week.
(12) If more than one teacher is responsible for the performance of the IT methodology or educational adviser, each of them shall be reduced by the extent of direct teaching activity according to the relative number of pupils per ICT methodology or educational adviser.
(13) A pedagogical worker who is not appointed as Deputy Director but who manages a school, preschool or educational establishment which is part of a legal person may reduce the degree of direct teaching or educational activity up to the amount laid down for the principal of the school, preschool or educational establishment which he manages.
(14) Representatives of the Director or of another pedagogical staff who represent the Director in full for a period of more than 4 weeks shall, from the beginning of the fifth week, be entitled to direct teaching or educational activities to the extent specified for the Director.
(15) A pedagogical worker who represents the Deputy Director in full for a period of more than 4 weeks shall be entitled, from the beginning of the fifth week, to the degree of direct teaching or educational activity to the extent specified for the Deputy Director.
(16) In a week when, on account of the employer's reasons, a teacher does not complete hours of direct teaching or direct educational activity within the scope of paragraph 1, but performs the work referred to in Article 2 (b) of this Regulation, the obligation laid down in paragraph 1 shall be deemed to have been fulfilled.
(17) In schools and educational establishments where there is a different need for educational work during the year, the employer may schedule weekly working hours, including direct teaching or direct educational activities, unevenly.
(18) The employer may, in exceptional cases, order or arrange overtime with the teacher up to 8 hours per week in each week and 150 hours per calendar year. Within these conditions, the employer may determine the scope of the direct teaching activity or the direct educational activity above the specified number of hours in the Annex to this Regulation.
(19) In the case of a contract or permit shorter than the fixed weekly working time (7), the extent of direct teaching or direct educational activity as referred to in Article 2 (a) of this Regulation shall be reduced proportionately.
Number of classes relevant for determining direct teaching or direct educational activities
(1) The following shall be included in the number of classes applicable to the establishment of direct teaching or direct educational activities:
(a) principal of primary schools, including special primary schools, special schools and school support schools in the school, the department of school satellites and school clubs set up at school, and specifically the pedagogical centre;
(b) the directors of primary schools in medical institutions from classes for children who only walk fully in classes with a teaching plan of at least 15 hours per week, for a lower school plan, two classes shall be counted as one class each time. For children lying (with individual teaching), a group of 10 children shall be considered as one class; for the directors of special schools in medical institutions in fully-trained children who have a teaching plan of at least 15 hours a week, for a lower teaching plan, two classes shall be counted as one class. A group of eight children shall be considered as one class for children lying (with individual teaching),
(c) directors who conduct a boarding special school and their representatives, the directors of school establishments for the performance of constitutional education and protection education and preventive education and their representatives of the school classes, educational groups and specially educational centres;
(d) directors of secondary schools, higher vocational schools, special secondary schools, vocational schools, schools and practical schools and their representatives of the daily and occupational classes;
(e) directors of secondary vocational schools of art and art technical disciplines and their representatives, directors of primary arts schools, conservatories and sports schools and their representatives in courses in arts schools, state language schools and public shorthand institutions 24 teaching hours per week as one class;
(f) to the directors and representatives of the directors of the merged schools, preschool and school facilities (6), all classes, educational groups and a specially educational centre.
(2) If several representatives of the Director are appointed at the school, each of them shall be determined by a direct teaching activity according to the relative number of classes; This does not apply if they are assigned a certain number of classes.
Government Decree No. 503 / 1992 Coll., laying down the degree of teaching obligations of teachers and the level of educational work of other teaching staff, is hereby repealed.
This Regulation shall enter into force on 1 September 1997.
