DECLARATION
of 17 February 2025
amending Decree No 72 / 2005 Coll., on the provision of advisory services in schools and educational institutions, as amended
The Ministry of Education, Youth and Sports provides, pursuant to § 28 (6), § 121 (1) and § 123 (5) of Act No. 561 / 2004 Coll., on pre-school, primary, secondary, higher vocational and other education (Education Act), as amended by Act No. 383 / 2005 Coll., Act No. 49 / 2009 Coll., Act No. 472 / 2011 Coll., Act No. 333 / 2012 Coll., Act No. 82 / 2015 Coll. and Act No. 101 / 2017 Coll.:
Decree No. 72 / 2005 Coll., on the provision of advisory services in schools and educational advisory establishments, as amended by Decree No. 116 / 2011 Coll., Decree No. 103 / 2014 Coll., Decree No. 197 / 2016 Coll., Decree No. 248 / 2019 Coll. and Decree No. 607 / 2020 Coll., are amended as follows:
1. in § 1 (4), § 1a (3), § 2a (1) (d) and § 2b (2), the words "psychological or" shall be replaced by the words "psychological," and after the word "pedagogical," the words "or" logopedic. "
2. In Article 2 (i), the words "pedagogic-psychological and 'are replaced by the words" pedagogic-psychological, "and after the words" specifically pedagogical' are inserted the words "and professional loopedic-intervention '.
3. In the title of § 2b, "a 'is replaced by" comma' and after "pedagogical 'the words" a' are inserted.
4. In Article 4 (2), the words "a psychologist or" are replaced by the words "a psychologist," and the words "a teacher" are inserted after the words "a school speech."
5. In Article 6 (2), the word "speech" shall be inserted after the word "pedagogical."
6. In Article 6 (4) (c), the words "a 'are replaced by the words" teaching training' and the words "and speech intervention 'are inserted after the words" teaching training'.
7. In Article 6 (4) (g), the words "pedagogical and 'are replaced by the words" pedagogical,' and the words "and logopedic 'are inserted after the words" psychological'.
8. In Article 7 (1), the words "a psychologist or" are replaced by the words "a psychologist," and at the end of the text of paragraph 1, the words "or a school speech."
9. in Paragraph 7 (2) (k), "a" is replaced by "comma," and "a" is inserted after "teaching."
10. In Annex No 2, at the end of the title of Part II, the words "and speech" shall be added.
11. in Annex No 2, Part II, point II.I. (2), the words "pedagogical and" shall be replaced by the words "pedagogical," and the words "and" speech "shall be inserted after the word" psychological. "
12. in Annex 2, Part II, paragraphs 2, 4, 9, 11 and 12, the words "impaired communication capability" are replaced by "speech defects."
13. In Annex No 2, Part II, Section II.I. (3), the words "carried out by or under the guidance of a school speech 'shall be inserted after the words" diagnosis'.
14. in Annex No 2, Part II, II.I. (12), II.IV. (6) and II.V. (10), the word "care" shall be replaced by "intervention."
15. in Annex No 2, Part II, paragraphs (13) and (14), "care" is replaced by "intervention."
16. In Annex No 2, Part II, the following paragraph 16 is added at the end of Section II.I:
"16. Methodological guidance directed at special educators working with pupils with speech defects in schools and schools. '
17. in Annex No 2, Part II, paragraph 1, Section II.III, paragraph 1, Section II.IV, paragraph 1 and Section II.VI, paragraph 2, the word ', logopedic' shall be inserted after the word 'pedagogical'.
18. In Annex No 2, Part II, the following paragraph 17 is added at the end of Section II.II:
"17. Provision of speech intervention for pupils with visual impairment. '
19. In Annex No 2, Part II, the following paragraph 13 is added at the end of Section II.III:
"13. Ensuring that pupils with auditory disabilities receive speech intervention. '
20. In Annex No 2, Part II, the following paragraph 14 is added at the end of Section II.VI:
"14. Providing speech intervention to students with autism. '
21. in Annex 3, Part IV, paragraph IV (4):
"4. Concretization of the student's educational difficulties, participation in determining the content of the pedagogical support plan and the individual training plan and in determining the type, extent, frequency and duration of intervention activities. ';
22. In Annex No 3, Part IV, paragraph IV, paragraph 7, the words "in classes' shall be inserted after the words" questionnaires' and the words ", talents and extraordinary talents' shall be added at the end of the text of the paragraph.
23. In Annex 3, Part IV, Section IV.II. (4), the word "management 'is replaced by the word" Director'.
24. In Annex 3, Part IV, paragraph 5, the words ", where necessary, the design and implementation of modifications' are replaced by the words" or the design and consultation of their subsequent adaptation '.
25. In Annex 3, Part IV, Section IV.II. (6), the words "failure / education 'are replaced by the words" failure or education' and the words "pedagogical / etopedic 'are replaced by" pedagogical or etopedic'.
26. In Annex 3, Part IV, Section IV. In Article III (7), "in order to extend services and improve the quality of group care" is replaced by "u."
27. In Annex 3, Part V is added:
"V. Standard activities of school speech
V.I. Diagnostics - at the level of wax or specially educational:
1. Support in the preparation of groups of subjects specifically pedagogical care according to the recommendations of the educational institution.
2. In the case of special educational needs, pupils have the character of speech defects found in the school's advisory establishment by familiarising legal representatives with all available information in relation to the possibility of educating their child at school.
3. Concretization of the student's educational difficulties, participation in determining the content of the pedagogical support plan and the individual training plan and in determining the type, extent, frequency and duration of intervention activities.
4. Indicative specifically pedagogical diagnostics, especially in educational problems of pupils, for follow-up interventions in the school environment, indicative specially pedagogical diagnostics of the assumptions for reading, writing, counting, development of literacy, analysis of data obtained and their evaluation.
5. Participation in establishing an intervention approach within the school according to the needs, possibilities and profiling of the school in educational problems.
6. Implementation of a special pedagogical diagnosis of 1st degree support measures for pupils with special educational needs and setting up a school support system.
7. Evaluation of grade 1 support measures, including pedagogical intervention.
8. Screening, surveys, questionnaires, direct observations in school classes concerning special educational needs, talents and extraordinary talents.
V.II. Consultation, advisory and intervention activities
1. Provision of consultation on enrolment in the 1st year of primary education according to the needs and possibilities of the school and the school guidance centre.
2. Support for meeting the special educational needs of school pupils, especially pupils with speech defects.
3. Intervention, in particular speech, support in the implementation of the pedagogical support plan.
4. Providing direct speech intervention.
5. Providing guidance to pupils with speech defects at increased risk of school failure.
6. Providing information, consultation, advisory and methodological support to legal representatives of pupils with special educational needs, in particular speech defects.
7. Continuous evaluation of the effectiveness of the support measures provided for pupils with special educational needs, in particular speech defects, or the design and consultation of their subsequent adaptation.
8. Providing long-term and short-term special pedagogical speech interventions for pupils with special educational needs, particularly speech defects.
9. Providing pupils with special educational needs, in particular speech defects, reeducation, compensation and stimulation activities, mainly in ensuring the management of the subject of special pedagogical care, pedagogical intervention with a focus on the development of speech and communication skills.
10. Participation in the creation of an individual training plan for pupils with special educational needs, in particular with speech defects, or a pedagogical support plan in cooperation with a teacher, a teacher of a vocational subject, a school director, legal representatives of a pupil, a pupil and other support team partners inside and outside the school.
11. In cooperation with the educational advisor of the school and the class teacher, providing pupils with diagnosed special educational needs, in particular with speech defects, career advice within the school guidance centre.
12. Preparation and assistance with implementation through the school advisory centre of preventive intervention programmes in the field of school failure, educational problems with the application of specially educational methods and forms of teaching work in cooperation with the school advisory establishment.
13. Preventive intervention programmes in the area of school failure or educational problems with the application of specially educational approaches.
14. Adjustments of school environment, provision of special aids and didactic materials.
15. Individual consultation for pedagogical staff in the field of special educational needs.
16. Intervision and Supervision.
17. Methodological management and expert supervision of the quality of the speech intervention activities.
V.III. Methodology and educational activity
1. Monitoring the training of pupils with special educational needs.
2. Methodological activities for school staff - the specificities of teaching and the possibility of pupils according to the type and degree of special educational needs, the design of methods and forms of work with pupils - their introduction into teaching, the instruction of the use of special aids and didactic materials.
3. Cooperation with school staff providing advisory services.
4. Participation in the creation of school education programmes, individual training plans, educational support plans for pupils with special educational needs.
5. Participation in the implementation of the individual training plan under the recommended support measures by the educational institution and the school.
6. Participation in methodological meetings at a school consulting establishment. '
28. in Annex 4 (II) (a) (3):
"3. a special educator with a focus on working with pupils with speech defects working under the methodological guidance of the school speech,."
29. In Annex 4, Part V is added:
"V. Schoolboy Logobed in a special pedagogical center
When providing the activities listed in Annex 2 in accordance with professional requirements for the profession
(a) carry out individual logopedic and specially pedagogical diagnostics as a basis for:
1. the processing of training recommendations in order to establish and set up support measures for the purposes of training a pupil with a speech defect;
2. the classification of children, pupils in classes, schools separately established under § 16 (9) of the Education Act for children, pupils with speech defects,
3. the determination of logopedic and specially educational intervention procedures, including their provision;
4. the student's individual curriculum,
5. evaluation of the provision of support measures / examination of special training needs associated with carrying out any control examinations;
(b) carry out speech intervention;
(c) identify children's qualifications for school attendance, carry out a diagnosis of school maturity;
(d) identify the requirements for adjusting the conditions for the completion of the graduation examination, the final examinations, the entrance examinations;
(e) contribute to the climate survey of the class as a basis for establishing targeted intervention programmes;
(f) evaluate the effectiveness of the prescribed logopedic and specifically pedagogical intervention procedures;
(g) establish follow-up measures;
(h) provide speech guidance to legal representatives of children and pupils specifically provided by the teaching centre with diagnostic and / or intervention services;
(i) provide advisory support to pedagogical staff educating children and pupils specifically provided by the teaching centre with diagnostic and / or intervention services;
j) methodically leads school-starting special educators and logopedia teachers;
(k) promote sensory, cognitive and social development to develop primary school skills and prevent specific learning disorders;
(l) methodical guidance is provided by school teachers in providing conditions for teaching pupils with speech defects, including methodological support for alternative and augmentation communication, voice education and voice hygiene. "
Efficacy
This Decree shall take effect on 1 March 2025.
