on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Cuba on cultural, educational and scientific cooperation
On 26 May 1981, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Cuba on cultural, educational and scientific cooperation was signed in Havana. The Agreement entered into force on 5 January 1982 pursuant to Article 24 thereof.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Cuba on cultural, educational and scientific cooperation
Government of the Czechoslovak Socialist Republic and Government of the Republic of Cuba
basing itself on ideological unity, unity and brotherly cooperation between the Communist Party of Czechoslovakia and the Communist Party of Cuba, based on the principles of marxism-leninism and socialist internationalism,
determined to consolidate a lasting and inseparable friendship between the Czechoslovak Socialist Republic and the Republic of Cuba and the convergence of their peoples through the development and deepening of cooperation in the fields of culture, education and science,
in order to contribute to raising the cultural level of the people of both states and further building of a developed socialist society in the Czechoslovak Socialist Republic and the Cuban Republic,
led by the efforts to develop and deepen multilateral and bilateral cooperation in the fields of culture, education and science to contribute effectively to the consolidation of a lasting and inseparable friendship between the states of the Socialist Community and their peoples,
Desiring to contribute through its cultural, educational and scientific cooperation to strengthening peace, strengthening security, deepening the process of easing international tensions and strengthening peaceful cooperation, as well as on the basis of the development of ideological cooperation to continue the fight against bourgeois ideology,
building on the positive results and the rich experience of existing cooperation under the Agreement on Cultural Cooperation between the Czechoslovak Socialist Republic and the Republic of Cuba of 22 December 1960 in Havana,
have decided to negotiate a new agreement on cultural, educational and scientific cooperation and to this end have appointed their agents

who agreed as follows:
The Parties shall develop and deepen, on a planned basis, all-round effective cooperation and exchange of experience in science, education, culture and art, mass media, health, tourism, physical education and sport. To this end, they will promote targeted cooperation between state institutions and institutions, social organisations, the development of creative relationships between scientists and workers from those areas, as well as contacts between workers and all citizens of both states.
The Parties will focus on cultural, educational and scientific cooperation on the dissemination of Marxist-Lenin world opinion, peaceful foreign policy of the Socialist Community States, their experience and capabilities, as well as on strengthening and deepening cooperation between the Czechoslovak Socialist Republic and the Republic of Cuba, developing a socialist culture and a socialist way of life, and caring for revolutionary traditions, in order to further bring the people of both states closer together and to better satisfy their growing cultural needs in the construction of a developed socialist society.
The Parties shall promote the upbringing of citizens in a spirit of friendship between nations, socialist internationalism and patriotism.
They will cooperate with each other in carrying out cultural events to celebrate public holidays and major anniversaries.
In the field of scientific cooperation, the Parties shall promote the effective development of direct contacts between academics of science, universities and other scientific and educational institutions in order to further plan the interconnection of scientific and research potential in the field of social, natural and technical sciences as a means of accelerating scientific and technological progress and deepening socialist economic integration.
To this end, they shall support in particular:
- joint processing of current social science issues, in particular the theory and practice of socialist construction, the ideological struggle of the socialist community countries with hostile ideology,
- the development of research in the most important areas of common interest through progressive forms of scientific and pedagogical cooperation, including division of work and joint research teams,
- coordination, joint planning and development of long-term programmes and forecasting of research in selected fields,
- the joint use of knowledge, experience and results achieved in addressing scientific and scientific and technical tasks, as well as the optimum use of the scientific results achieved,
- mutual exchange of scientists, scientists and other experts on study visits, lectures and scientific meetings in the second state, and joint measures to increase the qualifications of scientists and young scientists in the field of science,
- the development of all forms of multilateral cooperation between the scientific and educational institutions of the Socialist States and the coordination of their activities in international universal organisations.
The Parties shall promote the teaching and dissemination of the Czech, Slovak and Spanish languages, history and geography in order to enhance friendship and cooperation between the two States.
The Contracting Parties will assist in the creation and activities of the departments of the Czech, Slovak and Spanish languages in their universities with a view to the preparation of professional teaching staff with a good knowledge of the language and culture of the peoples of the other state.
The Parties shall promote the exchange of teachers, scientists, translators and other staff, as well as students involved in the study, research and dissemination of the Czech, Slovak and Spanish languages.
The Parties will support the joint development of teaching tools, language courses and seminars, joint research of the Czech, Slovak and Spanish languages, as well as the publication of scientific work in this field.
The Parties shall promote all-round cooperation and exchange of experience in higher, vocational, secondary, apprenticeship and primary education.
They shall in particular assist:
- cooperation and exchange of experience on issues relating to the content of education and education, with emphasis on the communist education of the young generation, increasing the effectiveness of educational and pedagogical activities at different levels of education, on structural issues and improving the material technical basis of education,
- the development, implementation and improvement of new teaching plans, programmes and methods and teaching tools, including textbooks,
- direct cooperation between state bodies of different degrees in the field of education, universities and other educational establishments, as well as educational research institutes,
- exchange of teachers for pedagogical activities and for further education, exchange of students, youth for practice and other forms of joint work.
The Parties will pay particular attention to the improvement of direct cooperation between the universities of both countries.
The questions of mutual recognition of the equivalence of education documents and scientific evaluations shall be governed by a specific agreement.
The Parties shall promote further versatile cooperation in the field of culture and art in order to mutually enrich socialist culture in the Czechoslovak Socialist Republic and in the Republic of Cuba and increase its political and ideological effectiveness.
They shall help in particular:
- the development and deepening of direct contacts between competent authorities in the field of culture, cultural institutions and organisations, creative associations, as well as the deepening of creative cooperation between representatives of culture and art,
- any effective forms of cooperation in the cultural field, including the organisation of art festivals, cultural days and similar events,
- the demonstration and promotion of musical and film works, theatrical plays and the organisation of art exhibitions, as well as exchanges of artistic publications, films, music records, music materials and works of art,
- the mutual transmission of artistic sets, sets of artistic activities and individual artists,
- cooperation and exchange of experience in the field of cultural education and interest in artistic activities of the population,
- deepening cooperation and exchange of experience in the implementation of socialist cultural policy, management, planning and scientific and technological development in the field of socialist culture and dissemination of the achievements of socialist culture in both countries.
The Parties shall facilitate cooperation in the field of publishing and book trade in order to contribute to the effective promotion of socialism and the dissemination of Marxist-Lenin ideas.
To this end, they shall in particular support:
- bilateral cooperation and cooperation between the competent authorities of the two States on the section of book culture and trade,
- publishing important publications in the field of beautiful literature, political and social sciences, literature for children and youth, scientific and popularly educational literature and other professional literature,
- publishing joint work on the history, culture and life of the people of the other state,
- the expansion and promotion of the literature of the other state including the organisation of book exhibitions.
The Parties shall, in accordance with the provisions in force in both States, facilitate the expansion and deepening of cooperation between the archives of their States, the exchange of information and copies of archive material between them for scientific purposes, as well as the exchange of experts in the field of archiving.
The Parties shall promote cooperation between trade organisations and agencies in the field of their activities concerning the areas covered by this Agreement.
The Parties shall promote the further expansion of contacts between press agencies, radio and television networks of both States on the basis of direct cooperation agreements between these organisations. They will also promote cooperation between the competent press authorities and the associations of journalists of both states.
To this end, they shall in particular support:
- promoting the achievements and achievements of socialism, as well as the popularisation of revolutionary traditions, culture, languages and socialist ways of living the peoples of both states in their mass media,
- wider cooperation in programming, coverage of the second state, radio and television broadcasting, as well as films aimed at promoting the development of the material and spiritual resources of socialist states and the convergence of their peoples.
The Parties shall promote cooperation between the cinematography bodies of both States in order to enhance the ideological and artistic effectiveness of socialist film art and to promote the Marxist-Lenin world view. In order to implement the above, the relevant direct cooperation agreements will be concluded.
Cooperation shall include in particular:
- the organisation of film performances,
- mutual participation in international film festivals,
- exchange of experience in the field of economic, technical, distribution and education of cadres,
- cooperation of film institutes and archives.
In accordance with the objectives of this Agreement, the Parties shall promote the activities of cultural and information centres of both States on the basis of a specific agreement. They will promote synergies between the state authorities involved in cultural and scientific cooperation and cultural and information centres.
The Parties shall promote cooperation in the field of health and medical sciences on the basis of a specific agreement.
The Parties shall develop cooperation in the field of tourism on the basis of a specific agreement.
The Parties shall endeavour to increase the educational and educational value of all forms of tourism.
The Parties shall promote the development of cooperation in the field of physical and sports on a broad scale on the basis of direct agreements between the relevant organisations. In particular, they will assist the exchange of sports cooperatives for friendly matches, international competitions and tournaments, as well as the exchange of experience between officials and coaches.
The Parties shall promote cultural cooperation between trade unions, youth and children, women and other social organisations of both States.
The Parties shall promote close synergies between national authorities and social organisations in order to optimise the use of cultural and scientific contacts to enhance friendship and improve cooperation, to bring the peoples of both states closer together.
The Parties shall facilitate the protection of copyright in order to facilitate the dissemination of literary, scientific and artistic works created by citizens of both States.
The Contracting Parties shall inform each other of the meetings, conferences, festivals, exhibitions, competitions and other events undertaken in each of the two States concerning the areas of cooperation covered by this Agreement. The Parties shall invite representatives of the authorities and organisations of the other State implementing this Agreement to such actions.
The Parties shall promote further development and improvement of multilateral cooperation between socialist states in all areas covered by this Agreement. In their bilateral cooperation, they will respect the commitments resulting from multilateral agreements.
The Parties shall inform each other of their cultural, educational and scientific relations with third States. They will coordinate their action with each other and other socialist states and cooperate in international scientific and cultural organisations and on the basis of multilateral conventions in the fields of culture, education and science.
In order to implement this Agreement, the Contracting Parties shall draw up appropriate cooperation plans, including financial terms and conditions.
In order to coordinate cooperation and to control the implementation of this Agreement, as well as the plans referred to in Article 21, the Parties shall establish a Czechoslovak Cuban Joint Intergovernmental Commission for Cultural, Educational and Scientific Cooperation. The Commission will also carry out analyses of mutual relations in the fields of culture, education and science and propose relevant recommendations to the responsible authorities of both States.
The activities of the Czechoslovak-Cuban Joint Intergovernmental Commission for Cultural, Educational and Scientific Cooperation shall be governed by the Statute annexed to this Agreement and shall form an integral part thereof.
The provisions of this Agreement shall not affect the rights and obligations arising from other international agreements for both Parties.
"This Agreement shall be subject to approval in accordance with the constitutional requirements of both Parties and shall enter into force on the date of the exchange of notes on such approval.
This Agreement shall be negotiated for a period of 10 years, its validity shall be extended silently for another five years, unless it is terminated in writing by either Party six months before the expiry of the relevant period.
The date of entry into force of this Agreement shall cease to be the date of the Cultural Cooperation Agreement between the Czechoslovak Socialist Republic and the Republic of Cuba of 22 December 1960.
Negotiated in Havana on 26 May 1981 in duplicate, each in Czech and Spanish, the two texts being equally authentic.

STATUT
Czechoslovak-Cuban Joint Intergovernmental Commission on Cultural, Educational and Scientific Cooperation
The Czechoslovak-Cuban Joint Intergovernmental Commission on Cultural, Educational and Scientific Cooperation ("the Commission ') shall, in particular, carry out the following activities:
(a) carry out analyses of mutual relations in the fields of culture, education, science, mass media, sport and physical education, art, tourism, health, the possibilities for their further development as well as the effectiveness of the implementation of cooperation;
(b) examine and evaluate the implementation of the draft cooperation plans as well as the contractual documents on direct cooperation between the competent authorities, organisations and bodies of the two States;
(c) propose and promote the creation of such new forms of cooperation as contribute to ensuring the highest effectiveness of cooperation;
(d) encourage each other to provide information on current cultural and educational policy issues of both States as well as other issues of interest to both parties;
(e) facilitate the development of direct cooperation between the competent authorities, organisations, institutions and schools implementing cooperation under the cultural, educational and scientific cooperation agreement, as well as the development of working relationships between the persons providing such cooperation;
(f) coordinate the most important actions according to the cooperation plans and provide support to the competent authorities, organisations and institutions ensuring their implementation;
(g) assess the activities of the cultural and information centres of the two States and promote their activities with a view to their use in the provision of mutual cultural cooperation;
(h) assess, as appropriate, the results of multilateral cooperation between the states of the Socialist Community and assist coordination of mutual cooperation within the relevant international, governmental and non-governmental organisations, meetings, conferences, symposia and other international actions.
The Commission shall consist of the Czechoslovak and Cuban parts. The names of the persons acting as Chairman, Vice-President and Secretary of each of the two parts shall be communicated by the Contracting Parties through diplomatic channels. Members shall be designated by both Parties.
The Commission shall meet by mutual agreement of the Presidents, alternately on the territory of both States.
The meetings of the Commission shall be managed by the President of the part in the territory of the State of which they are held.
The Commission shall act on a programme approved in advance by both Presidents no later than 6 months before its meeting.
The Presidents of the two parts may agree in writing to amend the agenda of the Commission, but no later than two months before the date of the meeting, except for urgent matters which may be agreed otherwise.
Consultants and experts from relevant bodies and organisations may be invited to examine expert issues and to draw up relevant documents resulting from the Commission's programme.
The supporting documents for the Commission's agenda, the processing of which the Commission has agreed to, shall be sent to the chairpersons by the Chair no later than 6 weeks before the Commission's meeting.
Comments or, where appropriate, specific opinions on the materials transmitted shall be sent not later than two weeks before the Commission meeting.
At its meetings, the Commission shall adopt recommendations and conclusions, agreed by both parts, as formulated in the Protocol signed by the Presidents of both parts.
The Commission shall monitor the implementation of the recommendations and conclusions adopted at its next meeting.
The languages of the Commission shall be Czech or Slovak and Spanish.
Protocols for Commission meetings shall be drawn up in the Czech or Slovak and Spanish languages, each of which shall be equally authentic.
The implementation of the organisational tasks associated with the preparation and conduct of the meetings of the Commission shall be carried out by the Party in whose State the meeting is held.
The costs associated with the meetings of the Commission, as well as those relating to the stay of the delegation of the other Contracting Party, shall be borne by the Party in whose territory the meeting is held. The sending Party shall reimburse the travel costs of its delegation to and from the relevant State.
