on the Protocol on the places and methods of crossing the national borders of the Czechoslovak Socialist Republic by military services, members and civil servants of Soviet troops temporarily located in the territory of the Czechoslovak Socialist Republic and members of their families, on the methods of control, types and models of relevant documents
On 11 February 1969, the Protocol on the places and ways of crossing the national borders of the Czechoslovak Socialist Republic was signed in Prague by military services, members and civil servants of Soviet troops temporarily located in the territory of the Czechoslovak Socialist Republic and members of their families, methods of control, types and models of relevant documents.
Pursuant to Article 7 thereof, the Protocol entered into force on 11 February 1969.
The Czech version of the Protocol and Annex No 1 shall be published simultaneously.

PROTOCOL
on the location and manner of crossing the national borders of the Czechoslovak Socialist Republic by military services, members and civil servants of Soviet troops temporarily located in the territory of the Czechoslovak Socialist Republic and members of their families, on the means of control, species and models of relevant documents
In accordance with the Treaty between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on the conditions of temporary residence of Soviet troops in the territory of the Czechoslovak Socialist Republic of 16 October 1968,
the Parties agree as follows:
Military units, members and civil servants of Soviet troops and members of their families who travel to or from the territory of the Czechoslovak Socialist Republic to the permanent crew spaces of Soviet troops temporarily located in or from the territory of the Czechoslovak Socialist Republic may cross the national borders of the Czechoslovak Socialist Republic at the crossing points listed in Annex 1 to the Protocol.
If necessary, Czechoslovak border crossing points not listed in Annex 1 to the Protocol may be opened to transport Soviet troops across the national borders of the Czechoslovak Socialist Republic by mutual agreement of the competent authorities of the Contracting Parties, to the extent and for a period agreed in advance.
1. Members and civil servants of Soviet troops travelling within the military unit cross the state borders of the Czechoslovak Socialist Republic by order of transfer and roster. The commander of the military department shall also submit a personal military card to the Czechoslovak border authorities.
2. Members of Soviet troops travelling in a group cross the national borders of the Czechoslovak Socialist Republic on the basis of a group leader's passport, roster and identity card.
3. Members and civil servants of Soviet troops and members of their families travelling individually cross the national borders of the Czechoslovak Socialist Republic on the basis of a travel licence.
Children under 16 years of age who travel with parents or other persons shall be entered in the parent card or those persons. Children who travel unaccompanied must have their own passport.
4. The travel documents referred to in this Article shall be issued by Soviet military or other competent authorities. The models are set out in Annexes 2, 3, 4, 5, 6 and 7 to this Protocol. The command of Soviet troops temporarily located in the territory of the Czechoslovak Socialist Republic will inform the relevant Czechoslovak authorities in due time of any change to any of these documents and will transmit a model of the new document to them.
Members and civil servants of Soviet troops and members of their families residing in the territory of the Czechoslovak Socialist Republic in the areas of permanent crews of Soviet troops temporarily located in the territory of the Czechoslovak Socialist Republic shall not be required to report their residence under the relevant Czechoslovak legislation.
For members and civil servants of Soviet troops and members of their families are valid documents which entitle them to stay in the territory of the Czechoslovak Socialist Republic outside the premises of permanent crews of Soviet troops:
(a) identity card or military book - for Soviet troops,
(b) travel card - for civil servants of Soviet troops and for members of the families of members and civil servants of Soviet troops.
The control of travel documents of persons crossing the border of the Czechoslovak Socialist Republic pursuant to Article 2 of this Protocol shall be carried out by the competent Czechoslovak border authorities.
In the case of the use of aerodromes not listed in Annex 1 to this Protocol, for the transport by air of members and civil servants of Soviet troops and their families to the Czechoslovak Socialist Republic and from the Czechoslovak Socialist Republic, the competent authorities of Soviet troops shall provide timely information to the competent Czechoslovak authorities on the arrival or departure of the aircraft in order to check the travel documents of the abovementioned persons.
The Protocol shall enter into force on the date of signature and shall remain in force if the Treaty is in force between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on the conditions of temporary residence of Soviet troops in the territory of the Czechoslovak Socialist Republic of 16 October 1968.
The Protocol may be amended by agreement of the Contracting Parties.
Dane in Prague on 11 February 1969 in two copies, each in Czech and Russian languages, both of which have the same validity.
