on requirements to ensure safety and health at work and safety of operation of the brown coal quarry mine track
The Czech Mining Office provides pursuant to § 6 (6) (a) of the Act of the Czech National Council No. 61 / 1988 Coll., on Mining Activities, Explosives and on State Mining Administration:
INTRODUCTORY PROVISIONS
Scope
The Decree sets out requirements to ensure safety and health at work and safety of operations (hereinafter referred to as "safety of work and operation ') of the brown coal quarry mine path.
Interpretation of certain terms
For the purposes of this decree, it shall be considered as:
(a) the railway vehicle is a means of transport dependent on its movement on specified parts of the track (track, trolleys, rope, etc.);
(b) a railway mine track with a track intended for the movement of railway vehicles with a gauge of 1435 mm and 900 mm with permanent tracks and equipment or moving tracks and equipment in a brown coal quarry and its workshop;
(c) a traction track vehicle capable of developing a towing vehicle or, where appropriate, the braking force for movement and braking itself and, as a general rule, other traction vehicles;
(d) a train assembled and hung by a group of railway vehicles consisting of at least one traction and one towed or pushed track vehicle or a separate traction track vehicle or special vehicle (1) or accompanied by at least two traction track vehicles marked with specified signs;
(e) the braking distance of the track on which the train must stop safely at the highest permitted speed in the line section;
(f) the installation of all fixed and movable parts of the mine track and their sets necessary for operation and maintenance, such as tracks on hidden and coal-fired sections and drains, tracks, means and objects for unsetting, inspection and repair of railway vehicles and for cleaning of railway wagons, communication and safety equipment and means for supplying electrical energy to lines and for maintaining railway superstructure and traction lines;
(g) the track-side ratios of the aid containing the lists and markings of the track-side sections and technical operational data relevant for the safe operation of railway transport.
Border between the runways
The boundaries between the mine track and the railway track which are interconnected by allowing for the smooth passage of railway vehicles from one track to another shall be established by agreement between their operators and shall be marked with a milestone.
Operational documentation
(1) The relevant operational documentation must be drawn up before the work or activity under this decree is started, namely the rules of the technical operation of the mine track, the transport (operational) order 2) and, where appropriate, the technological process. The rules issued by the employer, such as regulations for the operation of safety equipment, regulations for railway crossings and crossings on the mine track, traffic regulations for the mine track, rules for the track economy, signaling rules for the mine track and rules on safety and health at work on the mine track shall also be considered operational documentation.
(2) The rules on the technical operation of the mine track lay down in particular:
(a) requirements for the implementation of mining installations and installations;
(b) requirements for railway vehicles, their equipment;
(c) the organisation of transport operations;
(d) employees' responsibility for the operation and maintenance of mining installations and installations;
(e) braking distance.
(3) The technological procedure provides in particular for:
(a) the scope of the workplace with the definition of responsibility;
(b) organisation of work;
(c) the procedure and continuity of each operation;
(d) defining conditions for interaction with other working groups;
(e) how the workplace is secured;
(f) the method of weaning and securing railway vehicles;
(g) personal protective equipment;
(h) safety measures at work close to the overhead contact line;
(ch) further measures under the conditions of the workplace.
(4) A part of the operational order of the mine track is a table of track conditions.
(5) The operational documentation shall be kept for at least one year after the completion of the work or activities for which it has been drawn up.
STAFF AND EQUIPMENT
Equipment and materials for mining, railway vehicles
(1) Mining, railway vehicles, machinery, equipment, equipment, equipment and materials (rails, sleepers, etc.) may be used only if their construction, design and technical condition comply with the regulations for safety of work and operation, do not degrade the working environment above the permissible values and meet the requirements of the specific regulations (3) and the safety requirements for operation and maintenance.
(2) The device may only be put into operation or used by staff designated to operate it.
(3) The equipment and materials of the mine track must be checked within the time limits specified by the operator, unless the time limits are specified by the manufacturer, importer or supplier.
(4) Only approved types of groove vehicles may be used on the mine way.4)
Crossing the mine track
(1) The crossing of the mine track with the infrastructure at track level (crossing) must be marked and secured in accordance with a special regulation. 5) The identification and security of the crossing shall be determined by the operational documentation.
(2) At the crossing, mining transport takes precedence over traffic on the road.
Plates and sheets
(1) Indicators and signals constitute a single system of visible signals in the defined design, shape and colour and audible audible signals in the specified design (hereinafter referred to as the "signal system"). The signalling system shall allow easy, rapid and unambiguous expression and perception of signals and ensure safe operation of the mine track.
(2) Only the signalling system in the prescribed shape, size, colour or number of sounds may be used for the operation of the mine track. The basic signals of the signalling system are listed in the Annex, which is part of this decree.
(3) In the operation of the mine track, additional signals may be used which are not covered by this decree. Their implementation, meaning and use must be uniform on the mine track for which the operator's authorisation has been granted and must not be interchangeable with the signs under this decree.
(4) The signs shall be given by means of a signal device, such as a signal flag, a lamp, a signal board, or by hand (hand-held visible signals) or by sound (audible signals), or by means of signs of mechanical or light signals and non-replaceable signals (visible signals) or verbal instructions.
(5) The signaling system uses lights or signaling coatings and black, blue, green, and green colours for signalling. The essential meaning of the colour of the signal light is:
(a) red - the signal "Stop,"
(b) yellow - "Warning,"
(c) green - "Free,"
(d) white - "Movements allowed."
(6) The extinguishing light of a signal which is not marked as invalid and the dubious or indistinct indicator always means a signal of a more serious nature or a signal prohibiting, unless otherwise specified by the instruction of the mine operator.
(7) Each train shall be marked with "Start of the train 'and" End of the train' signs and the first wagon of the drifting train shall be equipped with acoustic signalling.
(8) The driving track vehicle shall be marked with a white light at the front and a red light at the rear when moving under reduced visibility.
(9) A railway vehicle driving as a shift between the points on the mine track, which is used to control trains' journeys and shifts (transports), shall be marked as a train.
(10) The malfunction of the signal shall be marked in a manner specified by the operational documentation.
Visibility of signals and signals
(1) The main signals shall be clearly visible from the driver's or driver's position both during the day and under reduced visibility at a distance to be passed by the train at the greatest specified speed in 12 seconds, increased by the length of the braking distance.
(2) If visibility cannot be achieved in such a way as to be so determined, a prefix must be placed in front of the main indicator at the stopping distance.
Risk activities in the rail
(1) A risk activity in the track area shall be considered as a work in the track area in operation, shift and activity in moving, lockout and traction.
(2) The organisation shall draw up operational documentation before commencing the activities referred to in paragraph 1.
(3) Under reduced visibility, the maintenance and repair work of the track-side equipment can only be performed during lockout and when the track against vehicle entry is secured.
Work of a group of persons in the track area
(1) A group of at least two employees may work in a track-side operation, repair and maintenance of equipment. The staff member himself may, in the course of operation, carry out only such inspection or inspection activities, which allow him to monitor the operation on the track in both directions.
(2) If a working group uses the track station as a journey to and from the workplace, the whole group of employees shall make this journey together under the supervision of the head of work (the foreman). All staff members shall proceed in a specified manner, leading by a designated staff member, the last member of the working group being the foreman. Under reduced visibility, the first staff member shall have a white lamp lit in the direction of the procedure. If the staff see an approaching vehicle, they shall leave the area at risk without delay. The equipment, security and equipment necessary for the operation shall be specified in the organisation's operational documentation.
(3) During the working break, the working group shall remain in the safe area established by the rules of operation.
(4) The tools, equipment and material should be removed from the track on which the vehicle is driven in a specified manner by the staff working with them.
Supervision of a group of persons working at the track site
(1) When a group of two or more employees is working on the track, technical supervision shall be determined by the foreman.
(2) Both the foreman and the employee in charge of the operation referred to in § 9a (1) must give prior notice to the employee responsible for the operation of the relevant section of the railway (hrader) or to any other member of staff designated by the operating rules of the type and place of work or activity. In the same way, notify the termination of the work or activity. The notification shall be recorded in a specified manner.
(3) The designated staff member shall be obliged to record the operational documentation before the lockout is started and after the lockout has been completed.
(4) The foreman shall establish a security guard where:
(a) is busy driving or performing work;
(b) its view on both sides of the workplace tracks is less than the braking distance provided for by this decree;
(c) the working group shall be deployed in such a way that it cannot ensure its safety itself.
(5) The security guard shall determine the position of the forward so that it can detect the approaching vehicle at a stopping distance specified in this Regulation and can safely see the working group and the group on it. The security guard warns the working group by calling out "Attention train," or by other optical or acoustic signals. The security guard's warning will be confirmed by the foreman's handlifting. If the security guard finds that the warning task force has failed to acknowledge, he shall use all the options to stop the vehicle.
(6) The security guard shall exercise constant supervision. The security guard shall take the post before the working group commences work or activity. Until the work or activity is completed or interrupted and the track is cleared, the security guard shall remain at his post.
Train braking
(1) The braking performance of the train shall ensure a safe stopping of the train at a specified stopping distance.
(2) The braking distance shall be determined in a uniform manner according to the technical parameters of the line and of the train tracks used and shall be shown in the track ratios tables. The stopping distance shall be less than:
a) 150 m for lines with a speed of 30 km.h-1 or less;
(b) 400 m for lines with a speed exceeding 30 km.h-1.
Transport of persons
The transport of persons on the mine track is prohibited. The carriage of persons is not considered to be co-driving in cabs of traction vehicles and special traction vehicles.
TRANSITIONAL AND FINAL PROVISIONS
Transitional provision
The mining installations and installations put into service before the entry into force of this Decree may be used if they comply with the requirements of the legislation in force at the time of entry into service.
Exceptions
A derogation from the provisions of this Decree may be granted for the period necessary where there is a risk of delay in the rescue of persons or in the liquidation of a serious accident (accident), provided that the most necessary safety measures are implemented.
Efficacy
This Decree shall take effect on 1 April 1998.

Marking system
The tell-tale is a technical device, device or article which gives the warning to the train crew and other staff during the train transport or shift.
The signal shall be a visible or audible expression of the order or message as specified by the signal sign.
The signal character is a way of expressing a signal, consisting for example of light colour, a group of lights, a colour and shape of a signal, a kind of sound, an interruption of sound etc.
Basic signals
1. The signal "Stop, stop by all means," given by circling the signal flag, by any object, or even by hand, under reduced visibility by circling the light of any colour other than green, or by audible signals consisting of three short sounds of whistle, pipes, horn, several times repeated. On the stop, stop by all means, the railway vehicle shall be stopped as soon as possible by all means available.
2. The signal "Stop," given by light, signal flag, red circular target, red rectangular plate; the warning indicates the place where the runway vehicle must stop as prescribed. If the stop signal is given in the event of an emergency stop, it shall be prelined in such a way that the runway vehicle can stop safely at the specified location.
The signal "Stop ', given by the yellow rectangular plate; the signal indicates the location where the head of the drifting train shall not pass through.
3. Sound warning "Caution" given by the long sound of a whistle or a horn of the leader of the train vehicle; the warning shall be provided by the person, the driving railway vehicle, at all times in order to warn against the driving track and to alert the persons when operating the track and rail traffic for the ride of the track.
4. Manual signals when moving:
4.1. "Remote" is a signal, given by vertical movement of hands or signal flag, under reduced visibility by vertical movement of a hand lamp with white light; supplemented, if necessary, by one long sound of signal whistles. The "Remote 'command directs the movement of the groove vehicle from the person giving it.
4.2. "Zoom in" is a signal, given by horizontal long hand or signal flag movements, with reduced visibility by horizontal long hand lamp movements with white light; accompanied, as appropriate, by two long sounds of indicated whistles. The warning signal shall direct the movement of the groove vehicle towards the person giving it.
4.3. "Push" is a signal, given by short horizontal movements of hands together and apart; in one hand, the person holding the flags, under reduced visibility, instead of the flag of a lamp with white light or two short sounds of signal whistles quickly in a row. The visible warning shall not be given by a person standing between the track vehicles. The device commands the vehicle to be compressed so that it can be attached or hung.
4.4. "Tighten" is a warning given by short vertical movements of hands raised upwards in an angle; in one hand is held by a flag person with reduced visibility of a lamp with white light. The warning shall always be supplemented by an audible signal "Distance" or "Zoom" according to the desired direction of movement. It is used for short movement of train vehicles.
4.5. "Reflection" is a reference given by the free movement of the hand, holding the flag, top down and then quickly to the right tilted upwards, at reduced visibility the flag is replaced by a lamp with white light. The warning signal shall be supplemented, if necessary, by one long and one short sound of the signal whistle, the audible signal being valid only if the signal is also visible. The warning shall be so designed as to ensure that the vehicle is able to move in the direction of the vehicle.
4.6. "Slowly" is a signal, given by the hand, holding the flag tilted upwards, at reduced visibility instead of a lamp with white light; supplemented, as necessary, by several long sounds of signaling whistles. The warning signal commands the person driving the railway vehicle to reduce the speed of the shift and to expect the signal "Stop."
4.7. "Stop" is a signal, given by circular movement by a flag in a stretched hand, or by any object or just by hand, under reduced visibility instead of a flag with a white light; or audible signals given by three short sounds of signal whistles quickly in a row. On the visible or audible "Stop 'warning, the vehicle shall be stopped as soon as possible.
Pacemakers
5. The warning signal bearing the "Sink" signal is a column on which the belt is alternately red and white stripes of equal length from light reflecting material or with white reflectors in red stripes. The tell-tale shall be placed in front of unsecured crossings at a specified distance according to the technical standard and in front of places on the line sections where there is insufficient space for persons moving on the line during the train's journey, in particular from tunnels, bridges, incisions where a viable and manipulative space is not provided. The conditions of use of the "Sand 'label shall be adapted in the internal Regulation.
6. The workpiece tell-tale with the sign "Work place, whistle" is a trapezoidal-shaped warning target with a lower shorter edge and upper edge, formed by a semicircle on which is a black image of the digger over a green trapezoid; the target is placed on a column marked with horizontal red and white stripes. The tell-tale shall be placed in front of the working position on the track section, if workers need to be warned of the movement of the track vehicle at least 100 m away from the working position.
7. Indicators for permanent and transient line speed limitation:
7.1. Indicator for permanent speed reduction "Speedster," consisting of a white signal board on which the further permitted track speed in km.h-1. is marked with black digits If the speedometer requires a speed reduction, the speed reduction must be immediately followed by the speedometer.
7.2. Plates for temporary speed limitation
7.2.1. The label "Predictive Shield" is a yellow triangular plate with a white edge of light reflecting material on which the black digit is marked in tens of km.h-1 value of temporarily reduced track speed. The plate is placed preferably on the top, if there is not enough space for placing, e.g. between tracks, it is placed on the base. The marker bar shall be marked with two round yellow reflecting glasses, placed at an unequal level, the right retro-reflector being below. The tell-tale shall be placed at the stopping distance before the warning signal "Start of slow driving."
7.2.2. The "Beginning of slow driving 'label is a yellow rectangular board with a white edge of a material reflecting the height of the light on which is the black letter Z. It indicates the place where the slow driving starts, with the speed indicated by the front shield.
7.2.3. The "End of slow driving 'label is a white rectangular black-framed pane of material reflecting the height of the light on which is the black letter K. Indicates the place where the speed limitation, determined by the foresight shield, ends. The train may increase speed until the last vehicle passes the" End of slow driving' board.
8. Plates for electrical operation:
Plates for electrical operation are blue square plates built on top, framed black with white edge.
8.1. The "Cut current" signal has a signal sign in the form of a white letter "U" with broken vertical lines. Indicates the beginning of the section that must be driven without traction current.
8.2. The signal "Turn on current" has a signal sign in the form of a white letter "U." Indicates the end of the section which must be driven without the current collection from the traction line.
8.3. The signal "End of traction line" has a signal sign which forms a square white frame built on top with a white centre. It indicates the termination of the traction line and the prohibition on driving with raised pantographs.
8.4. The signal "Prepare to download pantographs" has a signal character consisting of two white short horizontal stripes, placed symmetrically, left at the bottom and right at the top of the indicator plate. The warning shall be placed before the warning signal "Download pantographs."
8.5. The "Download pantograph" signal has a signal sign, consisting of a white horizontal stripe in the diagonal of the signal plate. It indicates the beginning of a section that can only be driven with a withdrawn pantograph. The pantograph shall be withdrawn at the level of the signal.
8.6. The "Pick up pantograph" signal has a signal sign consisting of a vertical white stripe in the diagonal of the signal plate. Indicates the end of the section which can only be driven with the pantographs downloaded. The person, the driving railway vehicle, may lift the pantographs up to the last pantograph of the train (vehicle combination) misses the signal.
8.7. The "Change pantographs" bearing a signal sign, consisting of a white cross placed symmetrically. Indicates the place where the height pantographs must be replaced by the side or vice versa, or the left side by the right side or vice versa.
9. Additional indicators for the running of the groove vehicle:
9.1. The "Carrier" is a white horizontal beam with black stripes at both ends before oblique finish and denotes a border at the converging or crossing tracks through which the railway vehicle must not cross to avoid endangering the running or crossing track.
9.2. Waiting signals
9.2.1. The waiting signal "Cartridge table 'is a plate of trapezoidal shape, built on a longer base, with a black frame, placed on a pillar, marked with an oblique black and white stripe marking band, which commands the train or moving part to wait at the signal signal or other command (oral, radio, radio, etc.) to allow the ride for that signal. On the lines, the entrance signal shall be replaced by a simplified train transport.
9.2.2. "Table V" waiting signal. White letter V with black edge; The column has oblique black white stripes. The tell-tale shall prohibit the passing of the signal at the start of the train or the front of the moving part and shall wait at the signal for the signal or any other order (oral, radio, radio, etc.) allowing the ride for that signal.
