on the Arrangement between the Government of the Czechoslovak Socialist Republic and the Government of the Federal Republic of Germany on cooperation in the field of environmental protection
On 5 October 1987 Bonn was signed Arrangement between the Government of the Czechoslovak Socialist Republic and the Government of the Federal Republic of Germany on cooperation in the field of environmental protection. The Arrangement entered into force on the date of signature of the Arrangement pursuant to Article 9 thereof.

ARRANGEMENTS
between the Government of the Czechoslovak Socialist Republic and the Government of the Federal Republic of Germany on cooperation in the field of environmental protection
Government of the Czechoslovak Socialist Republic and Government of the Federal Republic of Germany,
building on the Treaty on Mutual Relations between the Czechoslovak Socialist Republic and the Federal Republic of Germany of 11 December 1973,
in order to develop and promote cooperation in the field of environmental protection,
the decision to contribute effectively to environmental protection in accordance with the Final Act of the Conference on Security and Cooperation in Europe, the agreements concluded in Geneva in 1979 and Helsinki in 1985 to environmental protection and improvement, and the conclusions of the Munich Multilateral Conference on the Environment in 1984, in particular to avoid barriers to environmental burdens;
they have agreed as follows:
Both sides will promote cooperation on selected environmental issues of interest to both parties. Their efforts will focus in particular on the exchange of scientific and technical information and experience, as well as on discussing environmental protection and conservation measures.
Cooperation shall, in particular:
- measures and technologies to reduce and measure harmful substances in the air,
- measures and technologies to protect surface and groundwater,
- identification of the causes of forest damage and ways of reducing them,
- prevention, recovery and disposal of waste,
- environmental observation of changes in the environment.
To this end, meetings of experts, scientific events, exchanges of experts, mutual information and further improvement of expertise, as well as the transmission of scientific and technical information, including research results, will be carried out on a reciprocal basis.
In order to implement this arrangement, the State Commission for the Scientific, Technical and Investment Development of the Czechoslovak Socialist Republic and the Federal Ministry for the Environment, Nature Protection and Safety of the Federal Republic of Germany will always draw up a work plan for a period of two years. The work plan with its annexes (work programmes) will be specified annually. It shall include in particular specific topics, participants and the duration of the relevant actions.
Further negotiations necessary for the implementation of this arrangement will be conducted under the Czechoslovak Socialist Republic of the State Commission for Scientific, Technical and Investment Development and under the Federal Republic of Germany by the Federal Ministry of Environment, Nature Protection and Reactor Safety.
The Parties may, by mutual agreement, transmit the results of cooperation to third parties.
The use of protective and protective information will be governed by specific rules.
When sending experts, the sending Party shall cover travel and subsistence costs, unless otherwise agreed on a case-by-case basis.
According to the four-party agreement of 3 September 1971, this arrangement will be extended to Berlin (West) in accordance with the procedures laid down.
This arrangement shall be concluded for a period of five years. It shall be extended by five years each time unless one of the two Parties to the Arrangement denies in writing at the latest three months before its expiry.
This arrangement and the first working plan with the Annex referred to in Article 3 shall enter into force on the date of signature. The following work plans shall be agreed in accordance with Article 4 and shall enter into force on the basis of the Joint Protocol.
Done at Bonn, 5 October 1987, in two original copies, each in the Czech and German languages, the two texts being equally authentic.
