concerning the Agreement between the Government of the Czechoslovak Republic and the Government of the People's Republic of Romania on cultural cooperation
On 25 October 1958, the Agreement between the Government of the Czechoslovak Republic and the Government of the Romanian People's Republic on Cultural Cooperation was negotiated in Prague.
The Government approved the Agreement on 7 January 1959. The approval of the Agreement by the Government of the People's Republic of Romania was communicated by a note dated 26 December 1958 and its approval by the Government of the Czechoslovak Republic was communicated by a note dated 26 January 1959.
Pursuant to Article 10 thereof, the Agreement entered into force on 26 January 1959.

AGREEMENT
BETWEEN THE GOVERNMENT OF THE CZECH REPUBLIC AND THE GOVERNMENT OF THE HUMAN REPUBLIC OF CULTURAL COOPERATION
The Government of the Czechoslovak Republic and the Government of the Romanian People's Republic
guided by the desire to further consolidate and develop friendly relations between the Czechoslovak and Romanian people and further deepen and broaden cultural and scientific contacts between the two countries
have decided to conclude this Agreement and to this end have appointed their agents:

Vasile DUMITRESCU, Deputy Minister of Foreign Affairs,
who have exchanged power of attorney and found them in good and proper form have agreed on this:
The Parties will consolidate and develop cooperation between the two countries in science, education, culture and sport and will familiarise the people of their countries with the cultural wealth of the other country and with the results achieved in those areas.
In the field of science, the Parties will assist and promote cooperation between academics of science, universities and other scientific institutions.
(a) permanent exchange of experience;
(b) by sending mutual experts to study visits, lectures and to attend scientific meetings;
(c) exchange of scientific works, journals and study materials.
The Parties shall promote and develop cooperation in the field of education of all grades, in particular:
(a) by mutual transmission of educational staff;
(b) exchange of scientific staff to specialise in higher education and the admission of students to study;
(c) exchange of specialist materials, educational journals and works.
The Parties will assist and promote cooperation between cultural and artistic institutions and organisations in the fields of literature, theatre, music, art, education and the like, in particular:
(a) by sending cultural staff to study visits, to attend meetings, festivals and competitions;
(b) by hosting each other artists and ensembles, organising exhibitions, concerts and performances;
(c) exchange of professional books and publications, fiction, artistic reproduction, music and music recordings.
The Parties will support the issuance of translations of major works of scientific, beautiful and artistic literature of the other country.
The Contracting Parties shall ensure the protection of copyright of citizens of the other Contracting Party.
The Parties shall support the activities of representatives of the other country's press agencies as well as the exchange of journalists and press material.
In order to implement this Agreement, the Contracting Parties will negotiate for a certain period plans for the implementation of a cultural cooperation agreement in the fields of science, education and culture, setting out the financial conditions for the implementation of the planned actions. They will also encourage the negotiation of direct agreements on cooperation between academics of science, creative associations, publishers, press agencies, cinematography, radio and television, cultural institutions and organisations and sports organisations of both countries.
These conventions shall form an integral part of those plans and, where appropriate, complement them.
This Agreement replaces the Agreement on Cultural Cooperation signed in Prague on 5 September 1947.
Conventions between institutions and organisations on mutual cooperation in the fields of science, education, culture and sport concluded by the date of entry into force of this Agreement shall remain in force unless they conflict with the provisions of this Agreement.
This Agreement shall be concluded for a period of five years. It shall be extended for a further period of five years each time, unless either Party denies the Agreement six months before the expiry of that period.
This Agreement shall be subject to the approval of the governments of both countries and shall enter into force on the day on which both Parties notify each other of such approval.
Dane in Prague on 25 October 1958 in two copies, each in the Czech and Romanian languages, both texts being equally authentic.
This Agreement has been signed and sealed by the Agents of the Parties to this Agreement.
