DECLARATION
of 25 September 2023
on the procedure for the service evaluation of soldiers in reserve in service and its aspects
According to § 13 (2) of Act No. 45 / 2016 Coll., the Ministry of Defence provides:
Evaluator
(1) In the processing of professional evaluations, the service body (hereinafter referred to as "the evaluator ') shall assess the performance of the duties and duties of a soldier in reserve in the performance of a military active service (hereinafter referred to as" the service'), its professional and psychological competence for the service and its medical fitness and physical fitness for the further performance of the service.
(2) The evaluator is the closest direct superior in-service ("soldier").
(3) In the event that, during the evaluation period, the rated soldier performs a subordinate service of two or more closest direct superiors, the assessor shall use the documentation provided for in Section 3, which is continuously processed by the previous direct superior soldiers.
Processing of professional evaluations
(1) The evaluator shall process the service evaluation using the form set out in the Annex to this Regulation for the calendar year (hereinafter referred to as "period") from 1 November of the calendar year to 31 January of the following calendar year (hereinafter referred to as "period of evaluation") where the soldier has performed the service during the evaluation period or since the last service.
(2) The evaluator shall process the service evaluation outside the evaluation period within the last planned service in the evaluation period.
(a) prior to the transfer of a soldier to the subordination of another service body, where the soldier is not planned to perform the service during the remainder of the evaluation period; or
(b) if the period of inclusion of a soldier in an active backup expires outside the evaluation period or is excluded from the active backup beyond the evaluation period.
Service evaluation documentation
(1) The supporting documents for the service evaluation are:
(a) an evaluation of the results of the training and the performance of other tasks of the unit in which the soldier is assigned, if he or she participated in or participated in them personally;
(b) an assessment of the results of a soldier in preparation or in the performance of specific tasks for the period of assessment, in particular an evaluation at the end of the military preparation to obtain basic military knowledge and skills or to perform operational tasks; and
(c) evidence of service in military records.
(2) A written verification of the knowledge of legal or internal regulations or of military expertise may be the basis of the professional evaluations, if they relate to the performance of the service of the rated soldier.
(3) The evaluator shall inform the rated soldier orally of the documentation for the service evaluation when evaluating the individual tasks, or in writing if the soldier has expressed his opposition to the content of the oral assessment.
Classification of performance areas
(1) The valuer shall classify the rated area by the rating level.
(2) The assessment area is classified by the evaluation stage
(a) 4 - the area is filled in an excellent way if the performance of the rated soldier is far above the requirements laid down for the performance of the service; the soldier makes the most of his personal potential,
(b) 3 - the area is filled in a very good way if the performance of the rated soldier is still beyond the requirements of the service; the soldier makes average use of his personal potential and is extremely hardworking,
(c) (2) the area is filled in a good way if the performance of the rated soldier complies with the requirements for the performance of the service; the soldier performs the tasks assigned and is at least as active in the performance of them;
(d) (1) the area is filled in a satisfactory manner if the performance of the rated soldier reaches the minimum level of service requirements; the soldier partially performs the tasks assigned and does not perform actively; or
(e) 0 - the area is filled in an unsatisfactory manner if the performance of the rated soldier does not fully meet the requirements for the performance of the service; the soldier does not perform the tasks assigned and is passive, the performance of his service requires constant control and assistance of another person and does not appear to be an attempt to improve.
Conclusion of service evaluations
At the end of the service evaluation, the evaluator shall, on the basis of the arithmetic mean of the evaluation rates of each area evaluated (hereinafter the arithmetic mean), set the overall assessment verbally. In the case of an active reserve soldier, the overall assessment shall be based on the arithmetic average and other criteria set out in Section 7 (1).
The soldier is generally classified as
(a) excellent if the arithmetic mean is at least 3,5;
(b) very good if the arithmetic mean is at least 2,5;
(c) good if the arithmetic mean is at least 1,5;
(d) satisfactory if the arithmetic mean is at least 1; or
(e) not satisfactory if the arithmetic mean is less than 1.
(1) An active reserve soldier is generally assessed as
(a) excellent, if the arithmetic mean is at least 3,5, to perform military exercises for at least 21 calendar days or service in operational deployment for at least 1 day and to achieve the result of the physical fitness assessment at least well;
(b) very good, if the arithmetic mean is at least 2,5, carry out military exercises for at least 21 calendar days or service in operational deployment for at least 1 day and achieve the result of a physical fitness assessment at least satisfactory;
(c) good, if the arithmetic mean is at least 1,5, carry out a military exercise of at least 14 calendar days or service in an operational deployment of at least 1 day and achieve the result of a physical fitness assessment at least satisfactory;
(d) satisfactory, if the arithmetic mean is at least 1, to perform military exercises for at least 7 calendar days during the evaluation period or service in operational deployment of at least 1 day; or
(e) non-compliant if the arithmetic mean is less than 1 or if, during the evaluation period, the military exercise is not carried out for at least 7 calendar days or service in operational deployment of at least 1 day or in two consecutive physical fitness assessments is not satisfactory.
(2) The evaluator at the end of the service evaluation of the soldier in active reserve shall further indicate:
(a) recommendations for a further career as a soldier or for personnel measures; and
(b) the tasks and objectives of professional and personal development for a further evaluation period.
Evaluation interview
The rated soldier shall be informed by the evaluator of the service evaluation without undue delay after his preparation orally during the evaluation interview. If, during the evaluation interview, the evaluator with an assessment identical to the change in the service evaluation, the evaluator shall adjust the service evaluation before the end of the evaluation interview.
End of evaluation process
(1) The evaluation process ends with the futile expiry of the opposition period.
(2) In the event of objections to the service evaluation, the evaluation process ends with the presentation of the soldier with the result of the assessment of the objections.
(3) After completion of the evaluation process, the service evaluation shall be included in the soldier's personal file.
Repeal
Decree No. 220 / 2016 Coll., on the procedure for the service evaluation of soldiers in reserve in the service and its aspects, is hereby repealed.
Efficacy
This decree shall take effect on 1 October 2023.
