on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on cooperation in the peaceful use of nuclear energy
On 12 June 1970, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on cooperation in the peaceful use of nuclear energy was signed in Sofia.
Pursuant to Article 8 thereof, the Agreement entered into force on the date of signature, i.e. 12 June 1970.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria on cooperation in the peaceful use of nuclear energy
The Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Bulgaria, led by an effort to expand and consolidate scientific and economic cooperation in the field of the peaceful use of nuclear energy, bearing in mind the fulfilment of scientific research tasks resulting from the multilateral cooperation of socialist states organised by the United Institute of Nuclear Research in April and the economic cooperation tasks organised by the Standing Committee on Atomic Energy, have been agreed as follows:
Both Parties will cooperate in developing scientific research and in the practical use of nuclear energy for peaceful purposes, by exchanging experience, information and documentation in areas:
- the production and use of radioactive isotopes and labelled compounds in medicine, agriculture and industry,
- physics, technology and operation of research and energy nuclear reactors,
- nuclear physics of low and high energy and theoretical physics,
- radiation chemistry,
- radiobiology protection of nuclear installations,
- nuclear equipment.
The Czechoslovak Commission on Atomic Energy and the Bulgarian Committee on the Peaceful Use of Atomic Energy at the Council of Ministers of the People's Republic of Bulgaria is responsible for the implementation of this Agreement.
The cooperation referred to in Article 1 shall be carried out by both Parties in particular in the following ways:
(a) establishing direct contacts between the plants and scientific research institutes of both countries;
(b) by the mutual recruitment of researchers and specialists in order to obtain experience in competitions and research institutes;
(c) carrying out joint research on agreed issues involving scientific and technical topics;
(d) participation in congresses, symposia and seminars organised in the other country;
(e) organising joint workshops and seminars on agreed topics;
(f) exchange of technical and scientific literature and technical documentation.
Each Party shall, at the request of the other Party, maintain conditions of confidentiality as regards the information or technical documentation obtained.
The financial and commercial issues arising from the implementation of this Agreement shall be addressed on the basis of payment and commercial contracts in force between the two States.
The mutual admission of researchers and experts to traineeships and practices will take place on the basis of exchange of non-foreign exchange reciprocal to the extent agreed by both parties in the two-year cooperation plans.
The authorities of both Parties responsible for the implementation of this Agreement shall negotiate two-year mutual cooperation plans. Negotiations on these protocols will take place alternately in both countries.
This Agreement shall enter into force on the date of signature and may be denounced by each of the Parties having three months' notice.
This Agreement was negotiated in Sofia on 12 June 1970 in two original copies, each in the Czech and Bulgarian languages, the two texts being equally authentic.
