DECLARATION
of 2 June 2020
amending Decree No. 177 / 1995 Coll., establishing the construction and technical rules of the runways, as amended
The Ministry of Transport provides pursuant to § 66 (1) of Act No. 266 / 1994 Coll., on Railways, as amended by Act No. 23 / 2000 Coll., Act No. 103 / 2004 Coll., Act No. 181 / 2006 Coll., Act No. 191 / 2006 Coll., Act No. 194 / 2010 Coll., Act No. 134 / 2011 Coll., Act No. 64 / 2014 Coll. and Act No. 319 / 2016 Coll., ("the Act ') for the implementation of § 5 (5), § 20 (4), § 22 (5) and § 35 (4) Act:
Decree No. 177 / 1995 Coll., which issues the construction and technical rules of the runways, as amended by Decree No. 243 / 1996 Coll., Decree No. 346 / 2000 Coll., Decree No. 413 / 2001 Coll., Decree No. 577 / 2004 Coll., Decree No. 58 / 2013 Coll., Decree No. 8 / 2015 Coll., Decree No. 117 / 2017 Coll. and Decree No. 48 / 2018 Coll., are amended as follows:
1. in Paragraph 1 (1) (e), the word "e.g." shall be deleted;
2. In Article 1, at the end of paragraph 2, the dot is replaced by a comma and the following points (c) and (d) are added:
"(c) a barrier platform wall which prevents persons from falling into the track and which includes a passenger platform door at the entrance edge;
(d) the guide line tactile treatment in the platform area and other public understanding areas. ';
3. Paragraph 21, including the title, reads:
Minimum equipment of railway station and railway stop
(1) Railway stations and railway stops must be equipped with:
(a) platforms,
(b) passenger spaces or shelters and their protection against weather effects;
(c) barrier-free access to platforms, including tactile and remote-controlled acoustic marking of access to trains for persons with reduced mobility and orientation2); and
(d) lighting the passenger compartment.
(2) Where a railway station or railway station is equipped with an electronic information system, the electronic information system shall also be made available to persons with reduced orientation. ';
4. in § 27 (g) and (h):
"(g) electrical equipment which includes traction converters, distribution transformers, power lines including traction lines, supply rails with accessories, remote control devices, measuring equipment and replacement power sources;
(h) lighting comprising operational and emergency lighting at stations, tunnels and depots, distribution and replacement lighting sources, lighting control systems and lighting devices not for service and emergency lighting, ';
5. In Article 29 (6), the words "isolated contact 'are replaced by the words" railway section boundaries' and the sentence "These tracks must be completed by stops' is added at the end of the paragraph.
6. In Article 35, the following paragraph 3 is added:
"(3) The horizontal load of the dividing wall qk shall be determined in the range of 3,0 kN / m - 5,0 kN / m '.
7. In Paragraph 38, the following sentence is added at the end of paragraph 5: "A safety-belt, including tactile-sensitive marks, may not be established when the track space is protected by a platform wall. The completion of the platform by a fixed obstacle shall be visually and tactile marked. '
8. The third sentence of Paragraph 38 (6) reads: "The first and last steps of the staircase arm must be coloured. '
9. In Paragraph 38, the following paragraphs 19 and 20 are added:
"(19) The platform wall shall be so designed and located that:
(a) the passenger has not been caught between the train and the platform wall when emergency door opening is used, where appropriate;
(b) the platform door for passenger entry and exit is wider than the train door;
(c) the opening of the platform and train doors takes place after the train has stopped and the two doors have been connected;
(d) both the train and platform doors open and close in a synchronous manner; the system must enable the door to be opened by means of a radio for persons with visual impairment,
(e) the platform door has been blocked in a closed position and the surveillance of its closure has been continuous;
(f) in the event of loss of supervision of closed platform doors or of unauthorised opening, the train is automatically stopped;
(g) the fault conditions of the platform door have been actively signalled at the control centre for the control of railway traffic;
(h) the weaned platform doors are marked, closed and blocked;
(i) it was possible to open the platform door manually from the side of the platform edge and the train door in case of emergency; and
(j) emergency opening of the platform door secured against abuse is possible.
(20) In addition, a door at the ends of the platform shall be established in the platform wall to allow railway operator and carrier staff to enter the tracks. The door at the end of the platform shall be blocked from the platform side against its unauthorised opening and shall be actively signalled at the control centre for the control of railway transport. ';
10. Paragraph 40 (3) to (9) reads as follows:
"(3) The lighting of public stations with combined lighting shall be automatically controlled by the lighting control system. The lighting of the station spaces shall be provided by operational lighting and emergency lighting in the areas referred to in paragraph 4.
(4) Public station spaces, tunnels, escape routes and other operationally important spaces, including those necessary for the intervention of operators or fire protection units, must be equipped with emergency lighting. Emergency lighting of escape routes shall reliably illuminate the escape route.
(5) In areas where it is necessary to continue normal operation in the event of failure of operational lighting, replacement lighting shall be established which may be part of the emergency lighting.
(6) Emergency and replacement lighting shall have a power supply backed up from a battery source, preferably with a voltage of 220 V.
(7) The service-lighting distributors shall be adapted to be connected from two sections of the main switchboard with the possibility of switching each section of the auxiliary switchboard to any supply. The main switchboard for emergency lighting supply shall be capable of connecting via rechargeable units from two sections of the main switchboard. When the voltage is lost on both sections of the main switchboard, the main switchboard for emergency lighting shall be supplied from an emergency source.
(8) Lighting of public spaces in the station, operational and emergency lighting in the tunnel must be adjusted to control from a location designated by the railway operator.
(9) The exterior lighting of the stations shall be such that it is only directed to the lower half-space and the lighting positions. It must be switched off at a time when the station is not in operation, except for the need to ensure safety and health at work or the surveillance of property. For outdoor lighting, light sources with a colour temperature of 2,700 K and lower are used. '
11. in Paragraph 40 (12):
"(12) If the lighting values correspond to the values specified in the specified technical standard or parts thereof under the Technical Requirements for Products Act 2a), the requirements in paragraphs 1 to 11 shall be deemed to be met. ';
12. in Paragraph 41 (2):
"(2) Nominal stresses are listed in Annex 3. ';
13. in Article 41 (4) and (5):
"(4) Power stations shall be adapted for power supply from two independent power stations of 22 kV public electricity distribution.
(5) The main emergency power distribution system must be adapted for connection via a replacement power supply or rechargeable power supply from two sections of the main switchboard. In case of loss of voltage on both sections of the main switchboard, the emergency power supply is supplied from an emergency source. '
14. Paragraph 41 (6) is deleted.
Paragraphs 7 to 13 shall become paragraphs 6 to 12.
15. in Paragraph 41 (7):
"(7) All electrical sections of the supply rail are part of the technical means for shortening the supply rail, in each station the electric section passes through. This device shall be adapted for manual control and shall also be adapted for remote control on newly established or reconstructed lines. ';
16. Paragraph 41 (12) is deleted.
17. In Paragraph 43, the sentence "Those values shall not apply to the running of the first five trains on newly inserted rails' is added at the end of paragraph 6.
18. In Paragraph 43 (7), the words "or wheel sensor of the axle computer 'shall be inserted after the words" switch circuit'.
19. Annex 2 is deleted.
20. Annex 3 reads as follows:

Transitional provision
The supply rails equipped and carried out in accordance with § 41 (8) of Decree No. 177 / 1995 Coll., as effective before the date of entry into force of this Order, may be operated until their immediate reconstruction or modernisation.
Efficacy
This Decision shall enter into force on 1 July 2020.
