on the Cultural Cooperation Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia
On 25 April 1973, the Agreement on Cultural Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia was signed in Prague.
Pursuant to Article 17 thereof, the Agreement entered into force on 7 June 1973.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
on cultural cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia
the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Mongolia,
guided by the desire to further deepen and develop friendly and brotherly relations between the peoples of the two countries on the principles of marxism-leninism, socialist internationalism and in accordance with the Treaty for Friendship and Cooperation between the Czechoslovak Socialist Republic and the People's Republic of Mongolia,
Notes that the Cultural Cooperation Agreement between the Czechoslovak Republic and the People's Republic of Mongolia of 8 April 1957 played an important role in the development of friendship and cooperation between the peoples of the two states in the enrichment and development of mutual contacts in the fields of culture, education and science,
have decided to conclude the following agreement:
The Parties will develop and deepen cooperation in the fields of education, science, education, culture, literature and art, press, film, radio, television, health, tourism, physical education, sport and other areas agreed upon.
The Contracting Parties shall continuously familiarise the working people of their countries with the achievements of socialist construction in the other country, the political, economic and cultural life of their peoples, as well as the implementation and results of cooperation between the two countries.
The Parties shall assist in the cooperation and exchange of experience in the fields of higher, secondary and secondary vocational education and apprenticeship education.
To this end:
(a) assist in the exchange of information and publications on new teaching methods and experiences and the system of teaching at higher, vocational, secondary and apprenticeship schools;
(b) to encourage exchanges of teachers and scientists to increase their qualifications, to give lectures and consultations and to transfer experience;
(c) to cooperate in the preparation of cadres with higher education, secondary education and vocational education, in the preparation and defence of candidate and doctoral dissertation in the other country;
(d) to mutually recognise, in accordance with national rules, diplomas on the termination of universities and other higher education institutions, a certificate of completion of secondary schools, as well as diplomas certifying the award of scientific degrees;
(e) promote the exchange of students, aspirants and trainees for the purposes of study, language learning, practice, participation in seminars, consultations and excursions;
(f) to assist in establishing direct cooperation between higher, secondary and vocational schools;
(g) to provide each other with practical and methodological assistance in publishing textbooks for universities and secondary schools, and to exchange textbooks.
The Parties shall assist in the recognition of national cultures and the art of the other country.
To this end, they shall support:
(a) the mutual performance of professional and helpful collective, individual artists and meetings of artistic agents;
b) organizing exhibitions of fine arts, art paintings and photographs;
(c) cooperation in the preparation and improvement of qualifications of art workers and translators of beautiful literature;
(d) cooperation in the translation of significant literary and artistic works and mutual exchange of printed matter, art journals and books in the field of culture and art;
(e) the exchange of film experts and staff, the screening and dubbing of films, the organisation of film festivals, the exchange of artistic, documentary and news films in the framework of cooperation between the film organisations of both countries;
(f) developing cooperation between creative workers and organising literature and music days.
The Parties shall facilitate cooperation between publishing organisations, press organisations, newspaper editors, scientific, cultural, artistic and professional journals, develop close cooperation in the exchange and publication of materials about the other country and assist in the exchange of journalists and correspondents.
Each Party shall provide assistance to journalists and correspondents of the other country in their stay in its territory.
The Parties shall promote cooperation between libraries, archives and museums of both countries.
The Parties shall promote the exchange of doctors, scientists and other health workers and medical science in accordance with the applicable Convention on Cooperation in Health and with a view to obtaining and exchanging experience and expanding cooperation in the various fields of health.
The Parties shall promote cooperation between press agencies, radio and television organisations to popularize and promote the success of the other country in the field of politics, economics, culture and science.
To this end, they will allow:
(a) mutual exchange of information, articles, photographs and other publishing material in the press, radio and television;
(b) the exchange of special radio and television programmes, films, music and other recordings on the occasion of public holidays and other major events;
(c) exchange of staff from those areas to discuss cooperation issues, exchange of experience and obtain scientific, technical and other study and promotion materials.
The Parties shall promote the development of relations between central body and sports organisations, the organisation of competitions and friendly meetings, the development of direct cooperation between sports organisations, the exchange of athletes and coaches, the exchange of scientific and methodological information and experience from international matches.
The Parties will promote close and effective cooperation between the Committee of Czechoslovak-Mongolian Friendship in the Czechoslovak Society for International Relations and the Society of Mongolian-Czechoslovak Friendship, between companies for the dissemination of scientific knowledge and between trade unions, women, youth and pioneers' organisations and other social organisations in both countries.
The Parties shall promote the development of cooperation between tourist organisations in order to extend and deepen the friendly relations of the peoples of both countries.
The Parties shall support the invitations of representatives of the other country to meetings, conferences, art festivals and meetings of an international nature to be held in their country.
The Contracting Parties shall:
- to help further improve universal cultural cooperation between the countries of the Socialist Community;
- exchange information on cultural contacts with third countries;
- to assist each other in international organisations, to consult on the preparation and participation in meetings of meetings and conferences of international importance in the field of culture.
In order to implement this Agreement, both Parties will negotiate cultural cooperation plans, including financial collateral, for certain periods of time. Cultural cooperation plans will be negotiated alternately in the Czechoslovak Socialist Republic and the Mongolian People's Republic. The Contracting Parties shall assess the results of the implementation of the previous plan when discussing the new plan.
The date of entry into force of this Agreement will be the expiry of the Cultural Cooperation Agreement between the Czechoslovak Republic and the People's Republic of Mongolia of 8 April 1957.
This Agreement shall be negotiated for a period of 10 years and shall be extended by another five years each time unless one of the Contracting Parties denies it six months before the expiry of the relevant period.
This Agreement shall be subject to approval under the national provisions of the Contracting Parties and shall enter into force on the date of the exchange of notes on its approval.
This agreement was signed in Prague on 25 April 1973 in two copies, each in Czech and Mongolian languages, the two texts being equally authentic.
