on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary on travel between the two countries
The Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary on travel between the two countries was signed in Prague on 11 December 1963.
Pursuant to Article 10 (1), the Agreement shall enter into force on 1 January 1964.
The Czech version of the Agreement shall be published simultaneously.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Hungarian People's Republic on travel between the two countries
the Government of the Czechoslovak Socialist Republic and the Government of the Hungarian People's Republic,
guided by the desire to further deepen the friendship of their countries; and
striving to create conditions that would allow the people of one country to become even better acquainted with the achievements of socialist construction, history, culture, lifestyle and natural beauties of the other,
have decided to facilitate their citizens' mutual travel between the two countries.
To negotiate this Agreement, their agents have appointed:
Government of the Czechoslovak Socialist Republic
Otto Klitschko,
Deputy Minister for Foreign Affairs, and
Government of the People's Republic of Hungary
Karolya Erdélyi,
Deputy Minister for Foreign Affairs,
And those who exchanged the powers of authority which they found in good and proper form have agreed:
The visa requirement as regards both entry and transit visas is completely abolished between the Czechoslovak Socialist Republic and the Hungarian People's Republic.
1. Article 1 shall apply to citizens of the Contracting Parties having their permanent residence:
(a) in the national territory of one of the Contracting Parties; or
(b) in the national territory of a third State;
if they have a valid travel document (a travel Appendix to the ID - hereinafter referred to as the "travel annex '- or any other travel document) issued by the competent authorities of the State of which they are citizens.
2. The exemption from the visa requirement shall not apply to citizens of one Contracting Party who intend to be permanently established in the national territory of the other Contracting Party.
1. The applicable legal provisions of each Contracting Party shall specify to whom the travel document may be issued.
2. The travel annex shall contain at least the following information: name, surname, date and place of birth of the citizen, identity card number, territorial and temporal validity of the Annex, residence, designation of the issuing authority and date of issue; be stamped and signed.
3. The Contracting Parties shall inform each other in advance of any changes to the travel documents.
Children who do not have their own ID and travel with their parents under the legislation of the State of which they are citizens will be registered in their parents' travel document. If they travel without parents, they will be given a separate travel document bearing a photograph.
The national borders of the Czechoslovak Socialist Republic and the Hungarian People's Republic may only be crossed by the citizens of the Contracting Parties at border crossing points.
1. The length of residence of a citizen of one Contracting Party in the national territory of the other Contracting Party shall be determined by the competent authorities issuing travel documents. The competent representative office (embassy or Consulate General) may extend the stay.
2. If the stay in the national territory of the other Contracting Party is longer than 30 days, the citizen of one Contracting Party shall be obliged to register with the competent security authorities on the 30th day following the crossing of the national borders.
If a citizen of one Contracting Party loses his travel document in the national territory of the other Contracting Party, he shall notify the competent local authorities which issue him a certificate of loss. The competent representative office shall issue a replacement travel document in this case.
1. The competent authorities of the Contracting Parties shall address issues related to the implementation of this Agreement with mutual understanding.
2. The competent authorities of the Contracting Parties shall exchange experience gained in the implementation of this Agreement and may, if necessary, agree directly on measures to ensure its uninterrupted implementation.
If exceptional circumstances so require, the implementation of this Agreement may, at the request of one of the Contracting Parties, be temporarily reduced or terminated by mutual agreement. Once the reasons for the restriction or suspension cease to exist, this Agreement shall, with the agreement of the competent authorities of the two Contracting Parties, be implemented in full again.
This Agreement shall enter into force on 1 January 1964. The entry into force of this Agreement shall cease to apply to all agreements relating to visa requirements between the Contracting Parties and to the introduction of annexes to civil certificates on private journeys.
2. This Agreement is without prejudice to the provisions of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary on border traffic arrangements negotiated in Prague on 16 October 1962. Citizens of the Contracting Parties to which the said Borders Agreement applies may apply both the provisions of this Agreement and the provisions of the Borders Agreement.
This Agreement may be denounced in writing by each of the Contracting Parties. It shall expire three months after the date of service of the notice.
This Agreement was drawn up in duplicate, each in the Czech and Hungarian languages, the two texts being equally authentic.
This Agreement has been signed by the representatives of the Contracting Parties and has been secured by official seals.
