DECLARATION
of 27 December 2004
determining the formalities for long-term projects and annual reports
The Ministry of Education, Youth and Sports (hereinafter referred to as "the Ministry ') provides, pursuant to Sections 11 and 12 (2) of Act No. 561 / 2004 Coll., on Pre-school, Basic, Secondary, Higher Vocational and Other Education (Education Act):

LONG-TERM EDUCATION AND DEVELOPMENT OF THE EDUCATION SYSTEM OF THE CZECH REPUBLIC AND LONG-TERM EDUCATION AND DEVELOPMENT OF THE EDUCATION SYSTEM
§ 1
Framework structure and content of the long-term intention to educate and develop the education system
The long-term objective of education and development of the education system (hereinafter referred to as the "long-term intention ') includes as separate parts:
(a) an assessment of the state of play resulting from the previous long-term plan in terms of the objectives and measures identified in the previous long-term plan;
(b) a strategy for the development of education and education systems, including the identification of the needs arising from the objectives and measures set out in the strategic documents in the field of education approved by the Government, the evaluation referred to in point (a), the analysis of the education system and the analysis of the needs of schools and educational establishments and the way in which the objectives will be pursued in the following period, in the form of specific measures to improve the situation in the area;
1. the objectives, content and education strategies of initial education;
2. promoting the professional development of teaching and non-teaching staff, including the acquisition of competences for school management and school establishments;
3. equal access to education for children, pupils and students, including those with special educational needs, gifted, extremely gifted and entitled to language training;
4. constitutional and protective education and preventive education,
5. basic artistic and linguistic education,
6. youth education activities, including interest education, and the linking of youth education within the education system with youth education outside the education system; and
7. promoting mutual cooperation, communication and coordination of actors in education and the sharing of expertise at all levels of the education system;
(c) criteria for the development and optimisation of the education system and the structure of the future educational supply of schools and educational establishments, focusing on the structure of groups of fields of education, species and, where appropriate, types of schools and educational establishments and their capacity on the basis of the expected demographic development and objectives of further development; and
(d) an overview of the specific measures, together with information on the sources of their funding, in particular the State budget or other public budgets and European Union funds.
§ 2
Long-term intention of the Czech Republic
(1) The long-term intention of the Czech Republic also includes as separate parts
(a) an analysis of the education system at the Republic level based on projected demographic developments, labour market developments and projects for further development, in particular objectives and tasks in the different areas of education and supply structure; and
(b) an analysis of the needs of schools and school establishments at the Republic level.
(2) The long-term intention of the Czech Republic is based in particular on documents relating to the state budget, employment, human resources development, socio-economic, regional and sustainable development and the annual reports of the Czech School Inspection Centre.
(3) The long-term intention of the Czech Republic will be published on the Ministry's website for a period of 30 days from the date of submission to the regions for comments.
§ 2a
Long-term intent in the region
(1) The long-term project in the county also contains as separate parts
(a) an analysis of the educational system in the region based on projected demographic developments, labour market developments and the projects of further development of the region, in particular the objectives and tasks in the different areas of education, the structure of the educational supply, in particular the structure of the fields of education, the types and, where appropriate, the types of schools and school establishments and their capacities and proposals for funding education and school services in the region;
(b) an analysis of the needs of schools and school establishments in the region; and
(c) the part concerning education in schools and school establishments established by the region.
(2) The long-term project in the region is based in particular on the long-term intention of the Czech Republic, the regional specificities of the development of the economy, the labour market and society, which influence the development of education and the state and development of the educational system of the region, and the documents relating to the regional budget.
(3) A long-term project in the county has been submitted to the Ministry for observations
(a) publish on the regional website for a period of 30 days for public consultation; and
(b) amend the results of the public consultation referred to in (a) taking into account the results.
§ 3
Dates of submission and publication of long-term projects
(1) Each fourth calendar year after the submission of a valid long-term intention by the Czech Republic to approve the Government, the Ministry will evaluate it and submit it to the regions for comments by 15 May. The counties shall send their observations to the Ministry by 30 June. The Ministry will complete the long-term intention of the Czech Republic, taking into account the expression of the regions and the results of the public consultation referred to in Section 2 (3) and submit to the Government for approval by 31 October; publish it on the Ministry's website within 30 days of its approval by the Government.
(2) Within 90 days of the approval of the long-term intention of the Czech Republic by the Government, the Regional Office will present a long-term intention in the Ministry of Justice for comments in the region. The Ministry shall send its observations to the Regional Office within 30 days of the date of submission of the long-term project in the region.
(3) Regional Authority
(a) having regard to the observations of the Ministry referred to in paragraph 2, it shall complete the long-term project in the Region and send the Ministry its final version, including an overview of the settlement of the observations contained in the Ministry's observations;
(b) by 30 June, submit to the regional council for approval a part of the long-term project in the region concerning education in schools and educational establishments established by the region; and
(c) within 30 days of the approval of the part referred to in (b), the long-term project in the county shall be published on the regional website and sent to the Ministry.

ANNUAL STATION AND DEVELOPMENT REPORT IN THE COUNTRY
§ 4
Framework structure and content of the annual report on the state and development of the education system in the region
The Annual Report on the State and Development of the Education System in the Region ("the Annual Report in the Region ') consists of:
(a) evaluation of the educational system in the county, irrespective of the school promoters; and
(b) an assessment of the implementation of the specific measures of a long-term project in the region in the past period under Article 1 (d).
§ 5
(1) The annual report in the county shows the current state of play and the evaluation of changes compared to those described in the previous annual report, in particular in the area of:
(a) pre-school education;
(b) primary education and compulsory education;
(c) secondary education;
(d) higher vocational training;
(e) support for children, pupils and students with special educational needs, gifted, extremely gifted and entitled to provide language training;
(f) basic artistic and linguistic education;
(g) youth education activities, including interest education, and the linking of youth education within the education system with youth education outside the education system;
(h) advisory services;
(i) school establishments; and
(j) continuing education of teaching staff and vocational development of non-teaching staff in education.
(2) The conclusions of the annual report in the county summarise the findings from each chapter and are formulated in such a way as to be a basis for the implementation and processing of long-term projects in the region.
§ 6
Date of submission and publication of the annual report in the county
The Regional Authority shall publish the annual report in the county on the regional website and send it to the Ministry by 31 March.

ANNUAL REPORT ON SCHOOL ACTIVITIES
§ 7
Content and preparation of the annual activity report of the school
(1) The Annual Activity Report of the School always contains:
(a) basic information on the school name, seat, characteristics of the school, the school founder, management data, remote access address, data on the school board;
(b) an overview of the fields of education taught by the school in accordance with the register;
(c) a framework description of the staff security of the school's activities;
(d) details of the admission procedure or entry into compulsory school and subsequent admission to school;
(e) a brief evaluation of the achievement of the objectives of the school education programme;
(f) data on the results of pupil education according to the objectives set out in the training programmes and the level of education provided, including the results of final examinations, final examinations and discharge;
(g) data on prevention and measures taken to address socio-pathological events, risk behaviour and to provide support for children, pupils and students with special educational needs, gifted, extremely gifted and entitled to provide language training;
(h) data on the continuing training of teaching staff and the professional development of non-teaching staff;
(i) the activity and presentation of the school in public;
(j) details of the results of the inspection activity carried out by the Czech School Inspection Office; and
(k) basic data on school management.
(2) The annual activity report of the school shall be drawn up for the period preceding the school year, except for basic data on school management, and shall be submitted to the School Board for approval by 15 October. After approval by the school board, the school director shall send the annual report to the founder within 14 days and publish it in a way that allows remote access.
§ 10
Efficacy
This decree shall take effect on the day of its publication.
