of 14 May 2025
amending Decree No. 35 / 2007 Coll., on Technical Conditions of Fire Technology, as amended
The Ministry of the Interior provides pursuant to § 24 (2) of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 203 / 1994 Coll., Act No. 237 / 2000 Coll. and Act No. 186 / 2006 Coll.:
Čl. I
Decree No. 35 / 2007 Coll., on Technical Conditions of Fire Technology, as amended by Decree No. 53 / 2010 Coll. and Decree No. 118 / 2019 Coll., is amended as follows:
1. in Article 1 (1) (c):
"(c) the tank-vehicle syringe, listed in Annex 3 to this Decree."
2. In Article 1, the following paragraphs 3 and 4 are inserted after paragraph 2:
"(3) The technical conditions laid down for the fire-fighting equipment referred to in paragraph 1 (a) to (c) shall apply mutatis mutandis to the execution of other vehicles.
(4) Unless otherwise specified in the technical conditions of the fire-fighting vehicle referred to in Annex 2 or Annex 3, the technical conditions set out in Annex 1 shall apply. ';
Paragraph 3 shall become paragraph 5.
3. Annexes 1 to 3 shall read as follows:

"Annex No 1
TECHNICAL CONDITIONS FOR PASSENGER FIRE AUTOMOBILE

ČÁST A – OBECNÉ TECHNICKÉ PODMÍNKY

I. General conditions
1) A fire truck is a special purpose vehicle intended for fire protection units.
2) All components and fire-fighting accessories of a fire-truck which together form a functional unit are compatible with each other.
3) Where a fire container is used for the same purpose as a fire truck, the technical conditions laid down for a fire truck shall apply.
(4) The types of fire-fighting vehicle and its design according to the range of fire-fighting accessories and technology equipment are shown in Table 1. Unless otherwise stated below, the technical conditions for all operations of the fire truck shall apply.

(a) Implementation of an intervention fire-truck: basic (Z), reduced (R), extended (V), technical (T), fire extinguishing (H), forest fire extinguishing (LP), large volume extinguishing (VH), chemical (CH).
5) The fire truck is classified in one of the following three classes, depending on its total weight:
a)Lehká (L):0 t < celková hmotnost ≤ 7,5 t,
b)Střední (M):7,5 t < celková hmotnost ≤ 16 t,
c)Těžká (S):celková hmotnost >16 t.
6) The foam fire extinguisher shall be equipped with a pump, foam production, water tanks of 1700 l or more and tanks or foam tanks of 1000 l or more. The pump allows to start extinguishing within 30 seconds of setting the foam fire extinguisher at the point of intervention at a distance of at least 20 m
7) The gas fire extinguisher shall be equipped with a storage tank or storage tank with a total volume of at least 480 kg of gas, a fire extinguisher with a flow-through line with a hose length of not less than 40 m and a connected current, enabling the extinguishing and partially unwound hose. The gas extinguisher shall be so designed that the extinguishing can start within 30 seconds of the vehicle being installed at the point of intervention.
8) The powder fire extinguisher shall be equipped with a container or containers with a total capacity of not less than 950 kg of powder and a fire extinguisher with a flow-through line with a hose length of not less than 40 m and a connected current enabling the extinguishing and partially unwound hose. The powder extinguisher shall be so designed that the extinguishing can start within 30 seconds of the vehicle being installed at the point of intervention.
9) The combined fire extinguishing vehicle is equipped with at least two of the following fire extinguishing technologies:
(a) establishments for the production of foams and tanks or of foaming tanks of a total capacity of 1000 litres or more;
(b) containers with a total volume of not less than 360 kg of gas,
(c) containers with a total volume of at least 250 kg of powder.
The gas or powder fire extinguisher of a combined fire extinguishing vehicle shall be equipped with a flow winch with a hose length of not less than 40 m and a connected current, allowing both extinguishing and partially unwound hose.
The pump or fire extinguisher shall enable the extinguishing to commence within 30 seconds of the installation of the combined fire extinguisher at the point of intervention at a distance of at least 20 m.
10) Quick truck:
(a) it shall be equipped with a fire extinguishing device enabling water or other fire extinguishing from its own tank, for more than 5 minutes and a flow winch with a hose of at least 20 m in length and a connected current, capable of spraying even with a partially unwound hose. When using water as a fire extinguisher, it allows a flow rate of at least 20 l.min-1 at a discharge pressure of not less than 9 MPa,
(b) it is equipped with a pump and foam plant, a water tank of at least 1000 l capacity and a flow winch with a hose length of at least 60 m and an attached current, enabling spraying with partially unwound hose, pressure water from the high pressure part of the fire pump.
The extinguishing or pumping device allows to start extinguishing within 30 seconds of the setting up of the fast-moving vehicle at the point of intervention.
11) The car ladder is designed as a car ladder with simultaneous movements and allows rescue work to be carried out at a height and above the free depth, rescue and evacuation of persons, and water or foaming from the basket or from the gripping element at the end of the ladder set. The car ladder is equipped with a rescue basket except for reduced design (R). The extended (V) vehicle ladder is equipped with articulated arm technology.
12) The car platform is designed as a hydraulic platform for fire protection units and allows rescue work to be carried out at a height and above the free depth, rescue and evacuation of persons, and water or foam discharge from the basket.
13) A technical car is designed:
(a) in the implementation of basic (Z) for the execution of rescue operations in technical accidents or at height and above free depth or below water level;
(b) in an extended version (V) for the execution of rescue operations in major road accidents or technical interventions and in S-class it is equipped with a hydraulic loading crane with a lifting torque of at least 70 kNm and unloading of at least 8 m; or
(c) in the execution of chemical (CH) for the execution of life-saving operations in accidents involving the leakage of hazardous chemicals, radiation accidents and accidents and accidents involving the release of petroleum products.
14) The anti-gas vehicle is designed to provide activities related to the use of breathing technology, protective chemical clothing and detection equipment.
15) The command car is designed for the operation of the intervention commander. The command car in the extended version (V) is equipped with a workplace for operating communication devices.
16) The investigation car is designed to provide activities in determining the causes of fires.
17) Discharge car of mass class S shall be equipped with a lifting device designed to handle loads of not less than 2500 kg when unloaded at 10 m and 7500 kg when unloaded at 5 m and at least two cable winches with a towing force of not less than 100 kN and a second of not less than 50 kN. The rescue car in the extended version (V) is equipped with a device for towing vehicles behind the axle and at least two cable winches with a towing force of at least 100 kN.
18) The mobile crane complies with the requirements for mobile cranes and is equipped with a beam with a load capacity of at least 2000 kg when unloading 15 m.
19) The container carrier is equipped with a container technology of a recessed single-arm hook, with a mechanism for internal and external securing of a container with a height of 1570 mm or 1000 mm, or a container technology for handling ISO standard containers. The vehicle container carrier in the extended version (V) is equipped with a hydraulic loading crane with unloading of not less than 8 m and a lifting torque of not less than 100 kNm in mass class S and 50 kNm in mass class M.
20) The warning on the fire truck for its proper use must be made in the Czech language or by means of internationally understandable terminology and symbols.
21) The fire truck is equipped with storage space with gripping elements in which the fire accessories listed in Table 2 are fixed. Those types, numbers and parameters of fire accessories are defined as minimum.

(a) A fire truck with a total mass of up to 3500 kg may be equipped with a two-part manual release tool.
(b) According to Part D of this Annex.
22) The battery is stored in a fire truck to be accessible for inspection and maintenance within the range specified by the battery manufacturer without having to dismantle it. When multiple battery batteries are used, the electric current is taken from the battery battery assembly.
23) The fire truck is designed for continuous recharge of the battery battery by means of an interconnector located in the driver's compartment or near the point of entry of the driver to the fire truck. The automatically detachable connection element may be located in another location which is in the driver's field of view. In the case that the fire truck is designed to recharge the pressure air, the continuous recharge system of the battery and recharge of the compressed air shall be treated as a combined recharge and recharge.
24) The fire truck has a final installation for the use of the communication device. Its electrical installation allows operation in all operating modes of the car, outside the off-mode battery disconnect mode, and the space for final installation allows sufficient access to the installed device and its locking elements.
25) Power supply of a 12 V communication device is provided by a voltage converter if the direct voltage of the vehicle is higher than 13,5 V. A separately secured voltage converter is used to power each communication device; the means of communication is separately secured by a fuse behind the voltage converter. Fuses for communication devices and other electrical appliances in the cabin are concentrated in one space. Communication devices and other electrical appliances, or their rechargeable attachments, located in a fire truck cab, shall be capable of being disconnected by a common switch from the chassis electrical system.
26) A fire truck with two or three axles, with the exception of a crane and a rescue car, shall be equipped with an engine of at least 11 kW. 1000kg-1 the largest technically permissible mass.
27) Traffic vehicle in basic design (Z), fast-moving vehicle in basic design (Z), command car in basic design (Z), technical car in extended design (V) and, if designed with a total mass of up to 3500 kg, it is equipped with an engine of at least 25 kW specific power. 1000 kg-1 the largest technically permissible mass.
28) The tank-driven car syringe, with two axles, S-class, is equipped with an engine of at least 15 kW specific power. 1000kg-1 the largest technically permissible mass.
29) A fire truck for mixed operation is designed with a drive of at least one rear and one front axle and a differential lock or similar device on at least one drive axle. A fire truck for off-road operation is designed with the drive of all axles and a differential lock or similar device on each axle.
30) A Class M and S fire-truck is equipped with a speed limiter set to the maximum permitted design speed of the fire-truck.
31) The compression-ignition engine of an emergency fire-truck of class M and S may be designed for operation without a reagent of selective catalytic reduction and using a uniform fuel referred to in military standards F 34 without added additives. Where such operation does not guarantee the engine according to the emission standard currently in force, the engine may be used according to the lower emission standard. That operation shall not affect the service life of the engine, the exhaust system and the performance parameters of the fire truck.
32) If the design of the ZPA makes it possible, the exhaust pipe from the ZPA engine is shown above the purpose superstructure behind the cabin of the crew, ends with the knee with the outlet to the left and enables connection to the suction.
33) The fire truck is designed for continuous refilling of fuel and operating liquids at the point of intervention.
34) The fire truck is equipped with headlights in the fog.
35) A fire truck with a total mass of more than 3500 kg is equipped with a lighting device to illuminate the place of intervention:
(a) at least two fire-extinguishing lamps with a luminous flux of at least 3000 lm; or
(b) an illuminating mast with a luminous flux of at least 30000 lm, moved up to a height of not less than 5 m from the ground with a self-composition function to the transport position after release of the parking brake.
The illuminating mast is powered from the electric system of the fire truck or the electric centre when it is part of the accessories of the fire truck. Fire headlamps may be powered from their own accumulators if they allow recharging from the electric system of the fire truck.
II. Cabin of fire truck
1) The fire truck cab is equipped with seats for at least two persons. The command car cab in the basic design (Z) and the quick intervention car in the design for extinguishing (H) is equipped with seats for at least four persons.
2) In an emergency fire truck, the seats for the crew shall be so placed as to allow them to sit only with their head or back towards the direction of travel and to be equipped with head restraints. The distance between the seat-back and the cab interior in front of the commander's seat shall be at least 700 mm.
3) According to the design of the fire truck cab, the antennas of the vehicle's means of communication are located in such a way as to ensure that they have sufficient electrical counterweight, consisting of a metal roof construction, or other metal ossified element on a non-metallic roof construction.
4) Vehicle means of communication shall be placed on the cab of an intervention fire truck at such a distance from the components, equipment, other means and each other so that the operation of the vehicles connected thereto is not affected by the design elements, devices and other means and shall not affect each other.
5) A fire truck with a total mass of more than 3500 kg, with a cab with six or more seats, is equipped with an additional heating in the cab independent of engine and running.
6) Lighting to read the documentation on the master's spot and lighting over the second and other rows of seats is designed in such a way that it does not dazzle or otherwise restrict the driver when driving a fire truck.
7) A special warning lamp, accompanied by an audible warning device ("special warning device"), is part of the fire-fighting vehicle. The technical conditions for the special warning device of an emergency fire-truck are specified in Part C of this Annex.
III. Purpose
1) Locking elements of the door and closing of the storage space of the special purpose superstructure are equipped with locks with the same key or central locking.
2) Fire accessories equipped with an internal combustion engine which can be used without being removed from the fire truck shall, independently of the operator, have exhaust gases exerted outside the body compartment and outside the operating area and shall have the operating conditions specified by the manufacturer.
3) The purpose of the fire truck is designed to allow easy and safe access to all fire truck accessories. The location of the fire-fighting accessories shall be such that each item can be removed separately, without removing another, unless the accessories are stored in the transport drawers or on flip-off or sliding elements.
4) The purpose superstructure is designed to allow access to the places intended to control and replenish the operating fluids and charges and to the space with the control points for attachment of the special purpose superstructure and its essential groups to the chassis.
5) All indirectly controlled fittings of the special purpose firehouse are equipped with emergency control. The closure of the water supply from a fixed water tank to the pump can be controlled manually and is located in an easily accessible location for this purpose.
6) The pressure vessel, equipment equipped with a pressure vessel or fire extinguisher shall be located in the fire truck in a transverse direction to the longitudinal axis of the fire truck.
7) If the bodywork design makes it possible, at least four pieces of orange flashing lights combined into a single unit are placed on the rear side of the bodywork with a total mass of more than 3500 kg, a fast-moving car and a technical car in an extended version (V), which allow for warning flashing, routing to the left and routing to the right. They are located in such a way that no part of the fire truck is covered during operation. The operation of the orange flashing lights is controlled and indicated in the driver's field of view and in the rear of the fire truck.
IV. Pumps
1) A fire truck with a fire pump is equipped with a permanently built-in gas pump, which forms a fire pump with a device for watering, valves, taps and fire manifolds.
2) The pump is equipped with a fire pump with a rated discharge pressure of 1 MPa and is classified in the following categories according to the nominal flow:
a)750 l.min-1(7,5),
b)1000 l.min-1(10),
c)1500 l.min-1(15),
d)2000 l.min-1(20),
e)3000 l.min-1(30),
f)4000 l.min-1(40), nebo
g)6000 l.min-1(60).
Where the rated flow rate of a fire pump is between the values referred to in points (a) to (g), the fire pump shall be classified in the category of fire pumps with the nearest lower rated flow rate.
3. The pump is designed for:
(a) watering of the suction line from an external free source;
(b) spraying with pressure water from the low-pressure part of the fire pump and additive water, such as wet water,
(c) filling its own tank if the fire truck is equipped with it;
(d) connection to the external pressure source of water.
4) The pump system has extruders with couplings B according to the standard ČSN 38 9427 Fire fittings - Links. Extruders are drawn to both sides of the pump, outside the operating area of the pump. The number of extruded throats on each side corresponds to the nominal flow rate of the fire pump. In the case of a fire pump with a rated flow rate of 1500 l.min-1 or more, at least two extruders shall be drawn to each side.
5) If the pump is equipped with a fire pump with a high pressure part, the extruding throat of the high pressure part is fitted with an unmistakable clutch.
6) The pump shall be equipped with a return valve or similar device to protect the pump from pressure damage and pressure relief device.
7) The suction throat of the pump is equipped with a coupling according to the standard ČSN 38 9427 Fire fittings - Coupling or screw assembly according to the standard ČSN 38 9419 Solid suction screw. Dimensions. The rated parameters of a fire pump with a rated flow rate of 750 to 3000 l.min-1 are achievable by sucking one suction throat. If the suction throat is fitted with a clutch, the fire truck is equipped with a switch from the clutch to the screw.
8) The suction and extruding throat of the pumping device and the filling throat of the tank are carried out in such a way as to enable the operator to move safely; the distance between the lower neck edge and the ground is at least 500 mm. The suction throat is drawn back or on both sides of the special purpose superstructure.
9) The service station shall be equipped with at least:
(a) a manovacuometer of the watering device,
(b) a low pressure pressure manometer for the fire pump;
(c) a pressure manometer of the high pressure part of the fire pump, if the fire pump is equipped with it;
(d) an indicator of the amount of extinguishers in the tanks at least 1 / 4, 2 / 4, 3 / 4 and 4 / 4;
(e) an indicator of the speed of the fire pump with a marked value of the maximum speed,
(f) an operating time meter;
(g) pump speed control;
(h) connecting points for the additional installation of at least a loudspeaker for the monitoring of the means of communication.
10) The actuation of the pump allows the engine to be switched on even when the engine of the fire truck is running freely. In addition, the power of the pumping device allows switching off even at partial load of the pumping device. The visual indication of the actuation of the pump drive is located in the driver's field of view. The power of the pump can be switched on from the service space of the pump and from the driver's space.
V. Adequacy equipment
1) Adequacy devices shall comprise at least:
(a) a fixed tank or unbuilt foam receptacle;
(b) an adequate device;
(c) relevant valves and taps piping,
(d) a foaming neck fitted with a clutch D according to standard ČSN 38 9427 Fire fittings - Links.
2) Adequacy device allows spraying of at least one current of medium or heavy foam.
(3) The adequacy device shall be so designed as to enable the incorporation to be set to 1%, 3% and 6% with regard to the current expected or measured flow rate of the fire pump.
VI. Fire tank
1) The fire tank shall be so designed that:
(a) allow the fire extinguisher to be completely released;
(b) it cannot be damaged by overpressure at maximum filling by a fire extinguisher;
(c) it cannot be damaged by underpressure when the fire extinguisher is fully removed;
(d) the fire extinguisher did not escape while driving;
(e) allow the water tank to be refilled from the external pressure source while the pump is running, without affecting its performance and speed.
2) The filling device of a water tank of 1000 litres or more consists of at least one 75 mm diameter pipe with pressure fixed coupling B according to the standard ČSN 38 9427 Fire fittings - Clutches, reversing valve and cap, or a device to prevent the water from flowing back from the tank. In the case of automatic filling of the tank, the filling fittings are closed continuously to prevent pressure shock in the hoses and damage to the pump.
3) The water tank is equipped with dampening bulkheads. Connectable connections on dampening bulkheads are secured against spontaneous release.
4) The diameter of the penetrable orifice into the fire extinguisher with a capacity of 1700 l or greater is at least 450 mm, is freely accessible and is fitted with a quick-closing hatch.

ČÁST B – BAREVNÁ ÚPRAVA, NÁPISY A OZNAČENÍ

I. Highlighting elements
1) The body of the fire truck is made uniformly in bright red.
2) The main highlight elements are:
(a) a horizontal retro-reflective strip of a yellow-green colour height of 60 mm, on the front of the cab and on the side of the fire truck, located under the windows of the fire truck;
(b) a white horizontal retro-reflective stripe of 200 to 300 mm in height, on the front of the cab and on the side of the fire truck, situated 8 to 15 mm below the lower edge of a yellow-green horizontal retro-reflective stripe of 60 mm in height;
(c) a horizontal retro-reflective stripe of 80 mm high yellow-green, on the side of a fire truck, located at the bottom of the fire truck body;
3) The additional highlighting elements form if the body structure allows:
(a) a horizontal retro-reflective yellow-green stripe with a height of 250 to 310 mm, on the side of a special purpose fire truck superstructure located at the top of the special purpose fire truck superstructure;
(b) a horizontal retro-reflective white stripe with a height of 200 to 250 mm, on the side of a special purpose fire truck superstructure, situated 8 to 15 mm below the lower edge of a horizontal yellow to green retro-reflective strip with a height of 80 mm;
(c) oblique retro-reflective stripes (shrafting) in the shape of the inverted letter "V" of the yellow-green colour at the rear of the fire truck. The width of each oblique strip and the distance between them is 150 mm. The slope of the lane is 45 °,
(d) white or yellow-green design of the front bumper, fenders, rear-view mirrors and, where appropriate, other distinctive body elements.
4) Highlighting elements made up of retroreflexive stripes are also guided through storage enclosure closures.
5) The distance between the lower edge of the horizontal retro-reflective yellow-green stripe with a height of 250 to 310 mm and the upper edge of the horizontal yellow-green retro-reflective stripe with a height of 60 mm is the same as the distance between the lower edge of the horizontal white retroreflective stripe with a height of 200 to 300 mm and the upper edge of the horizontal yellow-green retroreflective stripe with a height of 80 mm.
6) In places with a discontinuous surface or other surface treatment of the fire truck body, the highlighting element is interrupted, terminated, or led in a slope respecting the edges of an uncontinuous surface. The highlighting element may be narrowed at the point where the window or door glazing interferes.
II. Characters and inscriptions
1) A unit with a height of 300 to 500 mm may be placed on the fire truck in the middle of the forward bonnet on the longitudinal axis of the car or on both sides of the car cab with a total mass of more than 3500 kg. The character of a unit of between 100 and 200 mm height may be placed on the fire truck on both sides of the car cab near the marking of the dislocation of the unit.
2) The inscription "HASIČI" of letters 100 to 250 mm shall be placed on the fire truck:
(a) the rear parts of the bodywork;
(b) on the front of the bodywork, unless the unit character is placed there according to the preceding point.
3) The inscription "HASIČI" of letters from 100 to 250 mm may also be placed on both sides of the body, at the top of the body near the vertical axis of the car or the special purpose superstructure, this inscription may be supplemented by the name of the place of dislocation of the fire truck. A "HASICHI SAFEGUARD" sign of the same letter height shall be used instead of "HASIČI" on the fire truck of the fire brigade.
4) On the fire truck, on the front and rear sides of the body and on the roof of the cab, it is possible to place, in one or two lines, the call sign of the vehicle communication device. On the roof of the cab, the inscription 210 to 280 mm shall be used. On the front and rear sides of the bodywork, a sign with a height of 65 to 100 mm shall be used.
5) The fire truck can be marked on the front and rear sides of the bodywork with letters and figures 100 to 200 mm high to identify the unit or order of the organised exit of the cooperative.
6) A fire truck can be marked on both sides with a symbol containing a telephone earpiece and an emergency number. The symbol is made of retroreflective material of bright red colour and can be placed:
(a) at the rear of the bodywork in a white stripe of 200 to 300 mm high; or
(b) near the vertical axis of the special purpose superstructure, in a horizontal retro-reflective yellow-green stripe with a height of 250 to 310 mm.
7) The inscription used on the fire truck shall be made horizontally, without heel perpendicular to the proportional letters, the letters of the large alphabet, in which case:
(a) the width of the letter and the gap between the words is 80% of the height of the letter,
(b) the thickness of the line is 12% of the height of the letter for letters up to 80 mm and 20% of the height of the letter for letters above 80 mm;
(c) the gap between the lines is 60% of the height of the letter.
8) The inscription on the white surface is made in black and the inscription on the red surface is made in white; This does not apply to the inscription forming part of the character of the fire protection unit and to the inscription "HASIČI 'which is part of the shaping in the shape of the inverted letter" V' on the rear of the fire truck.

9) The fire truck is marked on the side with a text that stands for acronym containing:
(a) type of fire truck (abbreviation);
(b) the value of the main performance and, where applicable, the dimensional parameter of the fire truck and the quantity of the fire extinguisher stock, if applicable, shall be separated by a slash without a gap;
(c) by weight,
(d) category of fire-fighting vehicle according to chassis construction,
(e) execution of the fire truck according to the range of fire accessories.
The data referred to in points (c) to (e) shall be given after the dash and may be supplemented by another text indicating the modification of the fire truck.
10) The text identifying the fire truck is located near the vertical axis of the car or the special purpose superstructure in the middle part of a white stripe 200 to 300 mm high, the letter height is at least 100 mm high and not more than 150 mm high.
The colour, marking and marking of fire-fighting vehicles dislocated in the aerodrome area and, for military fire-fighting units, may be different.

ČÁST C – TECHNICKÉ PODMÍNKY ZVLÁŠTNÍHO VÝSTRAŽNÉHO ZAŘÍZENÍ

I. Lighting part of a special warning device
1) The light part of a special warning device located on an intervention fire-truck is approved according to ECE 65 (special warning lamps) for 2 levels of luminous intensity - the basic intensity is intended for daily use, reduced intensity for night use and according to ECE 10 (electromagnetic compatibility).
2) The light part of the special warning device is made up of separate, synchronised light sources from semiconductor units. The design of the light source allows the light to emit blue, red or blue and red, with only one colour emitting light at a time.
3) The luminous part of the special warning device of the fire-fighting vehicle shall be:
(a) special warning lighting equipment (hereinafter referred to as "lighting equipment");
