determining the amount of the recruitment allowance, the amount of the qualification allowance, the amount and the procedure for granting travel and professional allowances and for transferring them to soldiers
The Ministry of Defence provides, pursuant to § 70, § 70a (2), § 73 (1), § 77 (4) and § 89 of Act No. 221 / 1999 Coll., on professional soldiers, as amended by Act No. 254 / 2002 Coll. and Act No. 332 / 2014 Coll.:
Recruitment allowance amount
(1) A recruitment allowance may be granted to a soldier who, in his professional capacity, has achieved the training required for a post to be assigned to him after completion of his training, and has been provided for a period of 2 years,
(a) CZK 30,000 if medium education with a certificate is required; If the duration of the service is longer, this amount shall be increased by CZK 10 000 for each additional year, up to a maximum of CZK 60 000,
b) 40 000 CZK if secondary education is required with a graduate exam; If the duration of the service is longer, this amount shall be increased by CZK 10 000 for each additional year, up to a maximum of CZK 80 000,
(c) 50 000 CZK if higher vocational education is required; If the duration of the service is longer, this amount shall be increased by CZK 10 000 for each additional year, up to a maximum of CZK 90 000,
(d) 60 000 CZK if university education is required in the Bachelor's study programme; If the duration of the service is longer, this amount shall be increased by CZK 15 000 for each additional year, up to a maximum of CZK 150 000, or
(e) CZK 70,000 if university education is required in the Master's study programme; If the duration of the service is longer, this amount shall be increased by CZK 30,000 for each additional year, up to a maximum of CZK 250,000.
(2) A recruitment allowance may be granted to a soldier on reemployment if he has not been paid in an earlier occupation, has been paid for a lower degree of education achieved or if the cases referred to in Section 69 (3) of the Law on Occupational Soldiers are cases. The amount of the recruitment allowance for the reoccupation of a soldier shall be calculated as the difference between the amount determined in accordance with paragraph 1 and the amount paid to the soldier in the previous service relationship.
Amount of the qualifying contribution
(1) A qualification allowance may be granted to a soldier who has achieved the required training at the first duty assignment to a post with a higher education than that required for the post at which he is placed before that time,
(a) 80 000 CZK, if secondary education is required with graduation exam,
b) 90 000 CZK if higher vocational education is required,
(c) 150 000 CZK if university education is required in a bachelor's study programme; or
(d) CZK 250,000 if university education is required in the Master's study programme.
(2) A qualification allowance may be granted to a soldier on a new assignment if he has been paid for a lower degree of education in the former assignment. The amount of the qualification allowance for the new classification shall be calculated as the difference between the amount determined in accordance with paragraph 1 and the amount already paid to the soldier.
(3) If a soldier who has achieved a university education in a Bachelor's study programme, by which he has increased or extended his education under an agreement concluded with a service body under Section 60 of the Law on Occupational Workers, is assigned to a post for which a university education is required in a Master's study programme and the soldier has obtained that education by studying in a Master's study programme following him through the Bachelor's degree programme without such an agreement, he may be awarded a qualification allowance of CZK 100,000, unless otherwise specified.
(4) If a soldier is assigned to a post for which a higher education is required in a Master's study programme and the soldier has obtained this education by studying in a Master's degree programme following his undergraduate Bachelor's degree programme, which has increased or supplemented his previous education, but has not concluded an agreement with the service authority in accordance with Section 60 of the Law on Occupational Soldiers, he may be granted a qualification allowance of CZK 250 000 if he has not yet been assigned to the post for which he is required.
Amount of diet
For each calendar day of the business trip, the soldier shall be entitled to a subsistence allowance equal to the average of the maximum value of the financial margin fixed for each period of the business trip in accordance with the provisions of the provisions of the provisions of paragraphs 189 (1) and (2) of the Labour Code, where the duration of the business trip corresponds to the duration of the business trip.
Procedure for granting travel allowances on mission
(1) The service authority which sends a soldier on a business trip shall grant travel compensation according to the time and place of arrival and termination of the business trip, the mode of transport and accommodation, the place of performance of the duty and, where appropriate, other conditions of the business trip; the conditions of the mission shall be laid down by the service authority before it begins.
(2) As the place of departure and the place of termination of the mission, the service authority may designate a designated place of service or another place where the soldier is present on the day on which the mission takes place, if more economical.
Amount of the fare and procedure for determining the shortest km distance
(1) The amount of the fare, depending on the km distance, is set out in the Annex to this order.
(2) A public administration information system containing data on the motorway and road network owned by the Czech Republic is used to determine the shortest distance between the place of residence and the place of service.
Transitional provisions
(1) Where a decision has been taken to grant a recruitment allowance before the date of entry into force of this Decree, the proportion of the recruitment allowance to be due shall be paid for the period from the date of entry into force of this Decree, pursuant to Decree No. 267 / 1999 Coll., as effective before the date of entry into force of that Decree.
(2) The claims incurred in the course of business and the transfer before the date of entry into force of this Order are assessed in accordance with Decree No. 267 / 1999 Coll., as effective before the date of entry into force of this Order.
(3) The claims for compensation, as in the case of business trips and daily commuting, arising before the date of entry into force of this Order are assessed in accordance with Decree No. 267 / 1999 Coll., as effective before the date of entry into force of this Decree.
Repeal
The following shall be deleted:
1. Decree of the Ministry of Defence No. 267 / 1999 Coll., determining the amount of the recruitment allowance, the transfer and subsistence allowance and the procedure for granting travel and other compensation to professional soldiers.
2. Decree No. 44 / 2001 Coll., amending Decree No. 267 / 1999 Coll., determining the amount of the recruitment allowance, the transfer and subsistence allowance and the procedure for granting travel and other compensation to professional soldiers.
3. Decree No. 457 / 2002 Coll., amending Decree No. 267 / 1999 Coll., determining the amount of the recruitment allowance, the transfer and subsistence allowance and the procedure for granting travel and other compensation to professional soldiers.
4. Decree No. 445 / 2005 Coll., amending Decree No. 267 / 1999 Coll., determining the amount of the recruitment allowance, the transfer and subsistence allowance and the procedure for granting travel and other compensation to professional soldiers.

Efficacy
This Decree shall take effect on 1 July 2015.
