on timetables for public regular services
The Ministry of Transport provides pursuant to § 41 (2) of Act No. 111 / 1994 Coll., on Road Transport, as amended by Act No. 304 / 1997 Coll., Act No. 150 / 2000 Coll., Act No. 103 / 2004 Coll., Act No. 186 / 2004 Coll., Act No. 229 / 2005 Coll., Act No. 253 / 2005 Coll., Act No. 411 / 2005 Coll., Act No. 226 / 2006 Coll., Act No. 227 / 2009 Coll., Act No. 194 / 2010 Coll., Act No. 119 / 2012 Coll., Act No. 102 / 2013 Coll., and Act No. 64 / 2014 Coll., Implementation § 17 (6):
§ 1
Basic concepts
For the purposes of this decree:
(a) by the time of arrival of the connection to the individual stop and the time of departure of the connection from the individual stop, in international regular transport as well as the time of passage through the border crossing at which no stop is set for the exit or boarding of passengers;
(b) the tariff distance between the stops of the connection, the actual distance between each stop of the line from the stop of the initial stop, rounded to the nearest kilometre;
(c) the tariff band or tariff zone part of the transport-operated territory with the same tariff conditions in relation to other parts thereof;
(d) the indication of the line number and, where appropriate, the other indication and the name of the line provided for in the decision to grant or modify the licence or permit;
(e) the connection to the order of the service of the national route contained in the timetable, which shall take place in whole or in part only if ordered in the manner specified in the timetable,
(f) a conditional link between the national route included in the timetable, which shall take place in whole or in part only under predetermined conditions specified in the timetable;
(g) by means of an exclusive timetable which replaces the applicable timetable for a transitional period;
(h) a point of entry for the entry or exit of passengers within the framework of a demand service which is not a stop.
§ 2
Method of working the timetable and its changes
(1) In the case of national transport, the carrier shall process the timetable for each line for which the licence has been granted or amended in the case of a change in the licence which will result in the need to change the content of the approved timetable. The carrier shall process the timetable with effect from the date of commencement of the regular service or the change of licence until the end of the period of validity of the licence, or, where appropriate, within one of the published dates of the changes to the timetable.
(2) In international transport, the carrier shall process the timetable for each line for which it requests the grant or modification of a licence or authorisation, in the case of such a change of licence or permit, which will give rise to the need to change the content of the approved timetable. The timetable shall be valid for the period of validity of the licence or permit.
(3) The change of timetable is processed by the carrier as a new timetable. The change of timetable shall be approved by the Transport Authority or, in the case of international transport, by the Ministry of Transport (hereinafter referred to as the Ministry) in the form of a new timetable to replace the current timetable.
(4) The timetable shall be processed by the carrier so that:
(a) has been in accordance with the licence or authorisation, including any other more precise conditions for the operation of regular services, provided that they are provided for in the decision granting or amending the licence or authorisation;
(b) road safety is ensured;
(c) the content corresponds to the adjustment of working time, driving times, safety breaks and rest periods provided for by the Road Transport Act or other legislation1);
(d) the possibility of compliance with its time data is ensured; and
e) The connection to order or transport in the framework of demand transport could be ordered in other ways than via the Internet.
(5) The timetable shall be drawn up by the carrier in such a way as to respect its time data.
(a) the construction and transport conditions of the infrastructure and the road traffic rules and their local treatment in the sections over which the line is conducted;
(b) the maximum design speed and driving characteristics of the vehicles used to ensure operation;
(c) the conditions of carriage of individual connections; and
(d) the spatial parameters of the stops of the lines and their use in time by vehicles of other lines.
Timetable for regular passenger services other than demand services
§ 3
(1) The timetable shall include:
(a) the indication of the line; the number of the line is six-digit and its meaning is contained in Annex 1 to this decree; the name of the line shall be composed of the names of the municipalities and, where appropriate, of the local parts in which the initial, destination and, where applicable, other stops on the route are located; if the starting and destination stop of the line is located in the same municipality, the name of the line may consist of a part of the names of the initial, the destination and, where applicable, other stops on the route of the line determining the local part of the village or a closer identification of the location in the municipality,
(b) details of the carrier, the name or name and surname of the carrier, its registered office, telephone number and, where appropriate, other details, in particular e-mail address or website reference;
(c) the names of the stops from the list of stop names referred to in Article 9 (2), ranked according to their order on the route from the initial to the destination stop and arranged in the column;
(d) for all different routes of connections, the tariff data given in the columns for stop names as the tariff distances marked above the column by abbreviation "km" and, where applicable, by tariff bands or tariff zones in columns marked "TPZ,"
(e) in the columns arranged the driving time of all connections of the line, arranged according to the time sequence of departure of the connections from the first joint stop; the column of time data expresses the continuous running of the vehicle without the need for a switch-over by a defined entry and exit stop,
(f) numerical marking of connections; odd numbers shall be used for driving from the starting stop of the line to the final stop of the line and even numbers shall be used for the opposite direction; the number marking of connections is placed in the header of time data columns,
(g) the time range of operations for connections which do not operate daily throughout the period of validity of the timetable, expressed by the use of the marks and their authorised combinations referred to in point 1 of Annex 2 to this Regulation; the markings for the time range of operation are placed above the connection time data, apply to the whole connection and relate to its initial stop;
(h) the starting date and the expiry date;
(i) details of any limited or specific use of the links and stops expressed by the use of the marks listed, including their location in point 2 of Annex 2 to this Regulation; and
(j) information on any expanded transport possibilities and other services expressed by the use of the marks listed, including their location in point 3 of Annex 2 to this Decree.
(2) Time data are determined in a 24-hour time frame in hours and minutes. Time data shall indicate the times of departure of connections from each stop except for the destination stop of connections at which they indicate the time of arrival. If at the stop on the route the difference between the arrival and departure of the link is greater than 5 minutes or if this is useful in terms of switching to other lines, the time of arrival of the link shall also be indicated. If the link by a stop on the route passes without stopping or runs on another route, the appropriate mark referred to in point 2 of Annex 2 to this decree shall be used instead of the time data.
(3) If the timetable contains an order connection or a conditionally operated connection that can be conducted on different routes or only part of the route, the departure time for the shortest possible journey and arrival time for the longest possible journey shall be indicated. For the time of departure of the connection, which may be affected by the previous journey on a different route, the maximum time in minutes by which this data may be moved shall be indicated in brackets.
(4) The appearance and importance of the marks contained in Annex 2 to this Decree cannot be altered.
§ 4
(1) On the left of the timetable header, the line designation and the details of the carrier shall be indicated. The start date and the end date shall be indicated on the right next to the line designation. In addition, for the exclusive timetable, the indication "EXPLANATORY 'shall be indicated at this point.
(2) Under the heading of the timetable, in the form of a table, shall be indicated in the columns:
(a) the names of the stops with, where appropriate, details of their limited or specific use and information on extended transport possibilities and other services;
(b) tariff data; and
(c) individual connections with time data, numerical markings and relevant signs of the time range of operation of the connections and, where appropriate, signs of their limited or special use and information on extended possibilities and other services.
(3) In the lower part of the timetable, the meaning of all the marks used is explained, including the information referred to in point 3 of Annex 2 to this Decree.
(4) In the lower part of the timetable, information on the sale of seats, ordering links and conditionally operated connections and the conditions for the transport of bicycles and luggage is provided in text form. Further information needed to inform passengers may also be provided, in particular on the impact of connection management on ordering and conditional services on different routes on the contained time data, on the impact of waiting connections on connections on the contained time data, on contractual transport conditions, the way in which passengers are checked and on the tariff.
(5) The timetables contained in § 3 (1) (c) to (e) may be arranged as:
(a) a two-way timetable in which the column with stop names and tariff columns are located in the middle of the timetable; on the left are the individual connections for the direction of travel from the initial stop line to the destination stop line and on the right are the individual connections for the opposite direction; each direction of travel is marked with an arrow of direction along the column with stop names; or
(b) a one-way timetable in which the column with stop names and tariff data columns are arranged in separate parts for each direction of travel; the first part contains the elements for the direction of travel from the initial stop line to the finish stop line and the second part contains the elements for the opposite direction; column with tariff data and column with stop names are located in the left part of the timetable, along the column with stop names is marked with arrow direction, individual connections are located on the right.
§ 5
Specific provisions for the timetable for international regular services
(1) The timetable for international regular services submitted for approval shall include the elements referred to in paragraphs 3 and 4, with the differences referred to in paragraphs 2 to 5.
(2) The common timetable shall contain specified data on all carriers and shall be drawn up in such a way as to show which connections each carrier provides.
(3) The names of the stops are given by the carrier in the language of the State in whose territory the stop is located; for international regular services operated by domestic carriers, the names of the stops located in the territory of a foreign State may also be indicated in the Czech language. The name of the stops shall include border crossing points at which no stops for passenger exit or boarding are established; in that case, the "CLO 'mark is indicated beyond the name of the border crossing.
(4) From time data it must be clear which time zone they are in. All time data shall be reported at the local time applicable at the time of departure at the stop point to which they relate.
(5) The explanatory notes shall be given in the Czech or Slovak language and in the language of the foreign State in whose territory the stops for the entry and exit of passengers are located, possibly in the English or German language.
§ 5a
Timetable for demand transport
The timetable for demand transport includes:
(a) the indication of the line; the number of the line is six-digit and its meaning is contained in Annex 1 to this decree; the name of the route outlines the territorial area and, where appropriate, the nature of the services provided,
(b) details of the carrier, the name or name and surname of the carrier, its registered office, telephone number and, where appropriate, other details, in particular e-mail address or website reference;
(c) the date of entry into force and the date of expiry of the timetable and, if the timetable is exclusive, an indication of that fact;
(d) a basic description of the transport service, where this is appropriate because of its nature,
(e) a list of stops with their names in the list of stop names referred to in Article 9 (2);
(f) a list of the points of entry, indicating their names and geographical coordinates as set out in Annex 3 to this Order;
(g) the time range of operation during the day if the range of operation during the day is limited;
(h) the scope of operation if not operated every day;
(i) information on the means of ordering transport, the minimum time in advance of the order and, where appropriate, the conditions for transporting children, baby carriages, passengers with reduced mobility, carriages for disabled persons, animals or luggage;
(j) information on the contractual conditions of carriage; and
(k) tariff data.
§ 6
Method of submission of timetable for approval
(1) The timetable for the national regular service and its changes prepared pursuant to § 2 shall be submitted by the carrier for approval with the content and in the form specified in § 3 and 4 or § 5a within a time limit to be determined by the competent transport authority so that it can be approved and transferred to the national timetable information system no later than 10 days before the start of its validity; the timetable for the demand traffic is presented by the carrier in Portable Document Format for the Long-term Archive (PDF / A) format. The Transport Authority may request, as a basis for the timetable approval, data on the daily driving time and safety breaks of drivers and other documents used for the timetable processing.
(2) In the case of international regular services, the carrier shall submit a timetable prepared in accordance with § 2 with the content and in the form referred to in § 3 to 5 together with an application for a licence or authorisation, a modification of the schedule or a change of timetable.
(3) In the absence of demand traffic, the timetable should be presented simultaneously in electronic form in a data format and in a data structure published by the Ministry in a way that allows remote access.
§ 7
Publication of timetables
(1) The carrier shall publish the timetable in the form in which it has been approved by the Transport Authority or the Ministry by hanging at the stop throughout its period of validity in such a way that it is legible under normal light conditions. In the scheduled timetable, if not for demand traffic, the name of the relevant stop will be graphically highlighted, and in the two-way timetable the appropriate arrow indicating the direction of travel will be graphically highlighted.
(2) In addition, data on connections of other lines of public regular transport or rail or water transport may be included in the columns of the time data of the routes. These data are given in a different font style.
(3) In the case of a line which is operated only during a certain period of the year, it may be displayed at the stop at the time when it is not in service, instead of the approved timetable, a warning containing the indication of the line and the start date of its operation.
(4) In cases where this is useful in terms of informing passengers, a timetable may be posted containing data on several routes of the same or different carriers. Such timetables shall contain all the particulars of the approved timetables and, where appropriate, the simplified forms of timetables of the contained lines. In the case of cumulative timetables for lines operated by different carriers, it must be clear which connections each carrier provides. The importance of the time-range signs of the operation of the connections shall correspond to the approved timetable.
§ 8
Specific provisions for the publication of timetables for urban bus transport lines and lines included in integrated public services other than demand transport
(1) The timetable for an urban bus service or an integrated public service line may be posted by the carrier in a simplified form or in a graphically different form to the approved timetable. All data contained shall be identical to those of the approved timetable. The simplified timetable can consist of the following differences:
(a) instead of the six-digit number of the line, it is possible to use only another indication if it has been provided for in the decision to grant or modify the licence and if such an indication is also used to indicate the line's vehicles;
(b) instead of all stop names, only stop names may be given, which follow in the direction of the route of the line behind the stop in which the timetable is posted and in which the link stops;
(c) instead of all time data, only times of departure from the stop at which the timetable is posted may be indicated; in that case, the numerical marking of the connections need not be indicated,
(d) for stop names, tariff data need not be included if a single tariff is introduced on the line, regardless of the distance travelled, or tariff distances, if a band or zone tariff is introduced on the line and the tariff zones or zones are included on the stop names;
(e) further information on the restricted or special use of connections and stops or the extended transport possibilities and other services may also be expressed by graphic marks, which may not, however, be confused with those contained in Annex 2 to this Decree;
(f) the expiry date of the timetables need not be indicated; or
(g) jointly for all timetables posted may be indicated
1. details of the carrier where the stop is used by only one carrier;
2. the dates of the beginning and end of the timetables, if they are identical for all lines; and
3. an explanation of the importance of all the marks used.
(2) If only the departure times from the stop at which it is displayed are indicated on the timetable, such timetable shall also include the time between stops. For the indication of times of departure of connections, then,
(a) for connections which do not travel daily, the data on the time range of operations shall be expressed using the marks referred to in point 1 of Annex 2 to this Regulation or the departure times may be divided into separate chronological groups according to their common time range of operations, in particular working days, Saturdays, Sundays and public holidays,
(b) if not all connections of the line are guided along the same route or are not operated by all stops, this is indicated in an appropriate manner at the time of departure;
(c) if the departure interval or the upper limit of its range is less than or equal to 10 minutes in the complete periods of time, only the first departure time in each hour may be indicated and a repetitive interval with a maximum of two minutes may be marked; and
(d) if departure times are located in one row or column for each hour, the time indication may be given only in the first column or row and the time of departure shall be given only in the minutes of the relevant time.
(3) The name of the municipality can be deleted from the name of the stops for the urban bus transport line operated on the territory of the city.
(4) The provisions of paragraphs 1 to 3 also apply to the combined timetables of urban bus transport lines and lines included in integrated public services.
§ 8a
Publication of timetable of demand traffic
The timetable for the demand line may be posted by the carrier in a simplified form or in a graphically different form from the approved timetable. All data contained shall be identical to those of the approved timetable. The simplified form of the timetable may consist of:
(a) instead of a six-digit number of the line, only a further indication shall be used if it has been provided for in the decision granting or amending the licence and if such an indication is also used to indicate the line's vehicles;
(b) the expiry date of the timetables is not indicated;
(c) instead of the list of stops and the list of points of entry, the information on the area served, stops and points of entry shall be provided, including, where appropriate, a map; or
(d) the information referred to in Article 5a (d) and (g) to (k) shall be expressed in a different manner, including the expression of graphic marks, which may not be confused with the marks contained in Annex 2 to this Decree.
§ 9
Organisation of a national information system on timetables
(1) The nationwide timetables information system contains approved timetables for national regular transport lines and international regular transport lines, which have a stop on the territory of the Czech Republic for boarding or leaving passengers.
(2) A list of complete and shortened stop names is part of the national timetables information system. The full name of the stop consists of the unabridged name of the municipality and, where appropriate, the unabridged name of the local part and a closer location determination in the municipality. The abbreviated stop name is created from the full name according to the general rules for shortening words. In addition, the list of stops includes selected information on the expanded transport possibilities and other services at the stop in accordance with point 3 of Annex 2 to this Decree.
(3) The inclusion of a new stop, the elimination of the cancelled stop, the change in the name of the existing stop or the change in the scope of the provision of transport and other services at the stop shall be notified by the transport authority to the national timetable information system, together with the date on which the measure enters into force.
(4) The timetable for national regular services shall be forwarded by the Transport Authority in electronic form in accordance with Article 6 (3) to the national timetable information system immediately after its approval. For the purposes of this provision, an exclusive timetable, the approval of which has been given by a decision that is provisionally enforceable, shall also be deemed to be approved.
(5) The timetable for international scheduled services approved by the Ministry shall be forwarded by the Ministry in electronic form in accordance with Article 6 (3) to the national timetable information system immediately after its approval.
(6) The timetable for international regular services approved by an authority of a State other than the Czech Republic shall be forwarded by the Ministry to the national information system on timetables immediately after it has been informed of its approval. Where a legal person is entrusted with the management of a national timetable information system, the Ministry shall notify it of the approval or change of timetable; on the basis of this notification, the relevant data will be included in the national timetable information system.
(7) The competent transport authority or, in the case of international transport, the Ministry shall notify to the national timetable information system the expiry of the timetable due to the expiry of the licence or permit issued, as soon as it becomes aware of this fact.
(8) Timetables shall be published immediately after being transferred to the national timetables information system in a way that allows remote access. The timetables referred to in paragraphs 4 and 5 shall be published in the form referred to in Article 6 (3) in a manner which allows automated processing and at the same time in the form referred to in paragraphs 3 to 5. The timetable referred to in paragraph 6 shall be published in the form in which the Ministry has been referred to the national timetable information system.
§ 10
Transitional provisions
(1) The procedure for the approval of the timetable or its amendment, which was not definitively terminated before the date of entry into force of this Decree, shall be completed in accordance with Decree No. 388 / 2000 Coll.
(2) Procedure for changing the timetable for national scheduled services, with the exception of urban bus services approved under Decree No 388 / 2000 Coll. with effect from 13 December 2014 at the latest, it shall be conducted in accordance with Decree No. 388 / 2000 Coll.
(3) The timetable for national scheduled services approved under Decree No 388 / 2000 Coll. without expiry date or with expiry date after 30 June 2015 expires on 30 June 2015.
§ 11
Repeal
Decree No 388 / 2000 Coll., on timetables for public regular passenger transport, is repealed.
§ 12
Efficacy
This Decree shall enter into force on 1 September 2014, with the exception of Article 9 (8), which shall take effect on 1 September 2015.

Numerical indication of lines
Each line is marked with a unique six-digit number. Its first three digits shall be determined by the licensing authority, in the case of an international line, by the Ministry of Licensing or Authorisation, in the numerical rows contained in the table. The second number shall be determined by the competent administrative authority in the decision granting the licence or authorisation.
The regional authorities will retain some of the listed numbers for the needs of their transport office and assign one or more of them to each city bus transport office in their territory.

The marking marks for days may be combined, and the symbol combinations,,, and mark combinations, are inadmissible. The above marks shall be used in a logical combination with the marks referred to in point (b) for the expression of the time range of the connections in specific dates or at certain intervals of days.
(b) Markings for expressing the time range of connection operation in specific data days or at certain intervals of days
In addition to the marks referred to in (a) and their authorised combinations, one two-digit white colour number placed in a rectangle with a black fill from interval to ("negative mark ') shall be used to express the time range of operation of the connections. The negative mark may be combined with the marks referred to in (a) only for specified days (also goes..., goes only..., does not go..., does not go...,...,...) or for a certain interval of days (does not go from... to...) or for certain intervals of days (does not go from... to..., from..., from..., from... to...). The indication of the interval of days as odd or even weeks is also permitted, the method of numbering even and odd weeks is determined according to ČSN EN 28601. The Arabic numerals shall be used for the month designation, for the year designation by the last two digits of the year. The number of days (e.g. 25.12.14 or 28.10.14, 25.12.14, 1.1.15) or the number of intervals (e.g. 1.7.14 to 31.8.14, 28.10.14, 23.12.14 to 2.1.15) for each brand is not limited.
The meaning of negative marks is not fixed and only the following text wording or combinations thereof are permitted for its expression:

Annex No 3
Definition of full and shortened names and geographical coordinates of points of entry
The full name of the point of entry shall consist of the unabridged name of the municipality and, where appropriate, the unabridged name of the local part and a closer identification of the location in the municipality, the number of the line and the designation "point of entry '.
The short name of the starting point shall be made up of a full name according to the general rules for shortening words; the designation "point of entry 'shall be abbreviated" NM'.
The geographical coordinates of the point of entry shall be given in the format of latitude and longitude to the nearest 9 decimal places.
