The Federal Ministry of Foreign Affairs states that the Agreement between the Government of the Czech and Slovak Federal Republic and the Government of the Republic of Malta on the short-stay visa waiver was negotiated in Sliema in exchange for a note of 27 and 28 September 1990. The Agreement entered into force on 8 October 1990 pursuant to Article 8 thereof.
The Czech version of the Czechoslovak note and the translation of the Maltese note are announced simultaneously.

The Ministry of Foreign Affairs of Malta shows respect for the Embassy of the Czech and Slovak Federal Republic under the oral agreement reached in Malta between G. de Marco, the Deputy Prime Minister and the Minister for Foreign Affairs and Justice and Mr J. Dienstbier, the Deputy Prime Minister and the Minister for Foreign Affairs have the honour of proposing the following agreement:
Agreement between the Government of the Republic of Malta and the Government of the Czech and Slovak Federal Republic on the short-stay visa waiver:
Citizens of Malta holding valid passports or diplomatic passports issued by the competent authorities of their State may enter the territory of the CSFR through official border crossing points without a visa and stay there for a period not exceeding three months, provided that they do not engage in gainful activities.
Citizens of the Czech and Slovak Federal Republic who hold valid passports, service or diplomatic passports issued by the competent authorities of their State may enter Malta through official border crossing points without a visa and stay there for a period not exceeding three months, provided that they do not engage in gainful activities.
The provisions of this Agreement do not exempt citizens from the obligation to comply with the laws and regulations of Malta and the Czech and Slovak Federal Republic concerning entry and residence.
The competent authorities of the two States reserve the right to refuse a permit to enter or stay in their territory to persons they consider undesirable.
The two States shall transmit to each other, by diplomatic means, specimens of new or amended travel documents together with details of their use, if possible 60 days before their introduction.
Each of the two Contracting States may temporarily suspend the application of this Agreement for reasons of public security, order or health. The other Contracting State shall be immediately informed by diplomatic channels of the adoption or revocation of such a measure.
The Agreement shall remain in force until either of the two Contracting States has notified its wish to terminate it in writing through diplomatic channels. In such a case, the Agreement shall be terminated 30 days after receipt of such notification.
This Agreement shall enter into force on 8 October 1990.
The Ministry of Foreign Affairs has the honour of proposing that this note and the answer form the Agreement between the Government of Malta and the Government of the Czech and Slovak Federal Republic.
The Ministry of Foreign Affairs uses this opportunity to reassure the Embassy of the Czech and Slovak Federal Republic with its deepest respect.

The Embassy of the Czech and Slovak Federal Republic shows respect for the Ministry of Foreign Affairs of the Republic of Malta and has the honour of confirming the receipt of a note of the esteemed Ministry number 731 / 90 of 27 September 1990, proposing the conclusion of the following agreement.
Agreement between the Government of the Republic of Malta and the Government of the Czech and Slovak Federal Republic on the short-stay visa waiver:

The Embassy of the Czech and Slovak Federal Republic has the honour of saying that the Government of the Czech and Slovak Federal Republic agrees with the proposal of the Government of the Republic of Malta. Accordingly, the Note of the Ministry of Foreign Affairs of the Republic of Malta No 731 / 90 of 27 September 1990 and this Note of the Agreement constitute the Limit of the Government of the Czech and Slovak Federal Republic and the Government of the Republic of Malta on the short-stay visa waiver.
The Embassy of the Czech and Slovak Federal Republic uses this opportunity to reassure the Ministry of Foreign Affairs of the Republic of Malta with its deepest respect.
