Communication from the Ministry of Foreign Affairs on the negotiation of the Supplement to the Agreement on Trade Relations between the Government of the Czechoslovak Federal Republic and the Government of the United States of America

The Ministry of Foreign Affairs states that in exchange of notes of 25 February and 7 May 1992, an amendment to the Agreement on Trade Relations between the Government of the Czechoslovak Federal Republic and the Government of the United States of America of 12 April 1990, published under No. 158 / 1991 Coll.
The Federal Assembly of the Czech and Slovak Federal Republic and the Prime Minister of the Czech and Slovak Federal Republic, acting as President of the Czech and Slovak Federal Republic, has ratified it.
The Appendix entered into force on 1 July 1994.
The Czech version of the Czech note and the translation of the American note are announced simultaneously.

The Embassy of the United States of America expresses its respect for the Federal Ministry of Foreign Affairs of the Czech and Slovak Federal Republic and has the honour to propose that the Agreement on Trade Relations between the Government of the United States of America and the Government of the Czechoslovak Federal Republic, signed in Washington on 12 April 1990, be supplemented as follows:
Article Article 1 (2) shall be deleted.
Article XI shall be deleted.
Article XVIII (2) shall be amended as follows:
"The initial period of validity of this Agreement shall be set at 10 years. It shall then remain in force until it has been terminated in accordance with paragraph 3 of this Article. ';
Article XVIII (3) shall be amended as follows:
"At the end of the initial 10-year period or at any time thereafter, each Party may terminate this Agreement by informing the other Party in writing within a period of one year in advance. '
However, the term "Czechoslovak Federal Republic 'will be replaced by the term" Czech and Slovak Federal Republic' in the Trade Relations Agreement.
Furthermore, the United States Embassy has the honour to propose that this note and your note confirming it become an agreement between our governments, which will enter into force on the date of the exchange of diplomatic notes confirming that the necessary approval procedure under the laws of both countries has been completed and that the Parties to the General Agreement on Tariffs and Trade have been notified by both countries that the suspension of GATT obligations and the right to carry out such suspension, given by the Declaration of the Parties of 27 September 1951, is no longer valid between the two countries.
The United States Embassy again uses this opportunity to reassure the Federal Ministry of Foreign Affairs of the Czech and Slovak Federal Republic of its highest consideration.

The Federal Ministry of Foreign Affairs of the Czech and Slovak Federal Republic respects the Embassy of the United States of America and has the honour of confirming the receipt of Note 49 of 25 February 1992 proposing the conclusion of an agreement between the Government of the Czech and Slovak Federal Republic and the Government of the United States of America, as follows:

The Federal Ministry of Foreign Affairs of the Czech and Slovak Federal Republic has the honour to state that the Government of the Czech and Slovak Federal Republic agrees with the proposals of the Government of the United States of America. Accordingly, the notes of the United States Embassy of 25 February 1992 constitute No 49 and this note constitutes an agreement between the governments of the two countries, which will enter into force after the above procedures have been completed.
The Federal Ministry of Foreign Affairs of the Czech and Slovak Federal Republic uses this opportunity to assure the United States Embassy of its highest consideration.
