on the Treaty on friendship and cooperation between the Czechoslovak Socialist Republic and the Socialist Republic of Vietnam
On 14 February 1980, the Treaty of Friendship and Cooperation between the Czechoslovak Socialist Republic and the Socialist Republic of Vietnam was signed in Hanoi.
The Treaty was approved by the Federal Assembly of the Czechoslovak Socialist Republic and ratified by the President of the Republic. The instruments of ratification were exchanged in Prague on 13 November 1980.
Pursuant to Article 9 thereof, the Treaty entered into force on 13 November 1980.
The Czech version of the Treaty is hereby published at the same time.

TREATY
on friendship and cooperation between the Czechoslovak Socialist Republic and the Socialist Republic of Vietnam
Czechoslovak Socialist Republic and Vietnamese Socialist Republic
building on existing close brotherly relationships of inseparable friendship, solidarity unity, universal cooperation and mutual assistance, based on the principles of marxism-leninism and socialist internationalism,
Convincing that further strengthening of friendship and deepening cooperation between the Czechoslovak Socialist Republic and the Socialist Republic of Vietnam fully corresponds to the best interests of the peoples of both countries and helps to consolidate and deepen the relationship between friendship and cooperation and the solidarity unity of the countries of the Socialist Community,
Recognising the opportunities for further broad and versatile development of mutual relations between the two countries, as well as the possibilities for developing mutual cooperation in all areas of both countries' lives,
confirming that mutual assistance in the development and protection of socialist amenities achieved by the heroic struggle and dedication of the people is an internal responsibility of both countries,
DETERMINING the principles and objectives of socialist foreign policy to create the most favourable international conditions for the construction of socialism and communism,
expressing the firm will to continue to contribute actively to international peace and security, the fight against imperialism, colonialism, neo-colonialism, racism and any form of domination and repression, hegemonism, expansionism and other response forces, contributing to the unity of all forces fighting for peace, national independence and social progress in the world,
attaching great importance to the further development and consolidation of the contractual legal basis of their relations,
guided by the objectives and principles of the United Nations Charter,
decide to conclude this contract and agree as follows:
In accordance with the principles of marxism and socialist internationalism, the High Contracting Parties will continue to deepen relations of lasting friendship, solidarity and brotherly mutual assistance in all areas of the life of the peoples of both countries. They will consistently develop all-round cooperation and provide mutual support on the basis of mutual respect for national sovereignty and independence, equality and non-interference in internal affairs.
The High Contracting Parties will use all possibilities to expand and intensify mutually beneficial bilateral and multilateral economic and scientific and technological cooperation, thereby contributing to better satisfying the ever-growing material and spiritual needs of their peoples.
Both sides will continue to coordinate their national economic plans for the long term in important areas of the national economy, science and technology, exchange knowledge and experience gained from the building of socialism.
The High Contracting Parties will assist cooperation between the State authorities and between social organisations working for further understanding and convergence of the people of the Czechoslovak Socialist Republic and the Socialist Republic of Vietnam.
They will plan to develop and deepen cooperation in science, culture, education, health, environmental protection, literature, art, press, radio, television, film, physical education, sport and tourism as well as in other areas.
The High Contracting Parties will consistently seek the further universal development of fraternity relations between all states of the Socialist Community and always act in a spirit of strengthening their unity and unity, making every effort to strengthen the forces of the Socialist system, to develop and defend the historical features of socialism.
The High Contracting Parties will make every effort to contribute to the protection of peace and security in Europe, Asia and the world, and will continue to seek to implement the principles of peaceful coexistence of states with a different social establishment, to extend and deepen the process of easing tensions in international relations, to stop arms races, to disarm and to actively contribute to the definitive exclusion of aggression and conquest wars from nations in the interests of peace, national independence, democracy and socialism.
The High Contracting Parties will actively combat all intentions, schemes and attacks of the enemies of peace, aggressive forces of imperialism, hegemonism, expansionism and other response forces, and will support the fight for the definitive elimination of colonialism, neo-colonialism and racism in all its forms and manifestations.
Both sides will support the fight of the countries of Asia, Africa and Latin America for strengthening independence, defending sovereignty, establishing new equal and fair international economic relations; support the desire of the people of Southeast Asia for peace, independence, prosperity and cooperation between countries in this area.
The High Contracting Parties shall inform and consult each other on issues of mutual relations and on any relevant international issues relating to the interests of both countries.
This Treaty shall not affect the rights and obligations of both Parties under the bilateral and multilateral agreements in force which have been concluded with their participation.
This Treaty is subject to ratification and will enter into force by exchange of instruments of ratification, which will take place as soon as possible in Prague.
This Agreement shall be concluded for a period of 25 years and shall be automatically extended by a further 10 years unless one of the High Contracting Parties is terminated 12 months before the expiry of the period of validity.
In Hanoi, on 14 February 1980, in two original copies, each in the Czech and Vietnamese languages, the two texts being equally authentic.
