GOVERNMENT REGULATION
of 30 March 1994
amending and supplementing Regulation No 253 / 1992 of the Government of the Czech Republic Coll., on the pay ratios of employees of public administrations, certain other institutions and municipalities, as amended
The Government hereby orders, pursuant to Articles 21 (1) and 23 (b), (c), (d), (f) and (g) of Act No. 143 / 1992 Coll., on the salary and remuneration for on-call time in the budget and in certain other organisations and bodies, as amended by Act No. 40 / 1994 Coll. ("the Act '):
Decree of the Government of the Czech Republic No. 253 / 1992 Coll., on the pay ratios of employees of public authorities, certain other bodies and municipalities, as amended by Decree of the Government of the Czech Republic No. 43 / 1993 Coll. and Decree of the Government No. 288 / 1993 Coll., is amended as follows:
1.
Scope
(1) This Regulation provides for the staff referred to in paragraph 2:
(a) the catalogue of works and the qualification assumptions, the way in which they are classified, the scale of the rates and the way in which they are determined;
(b) conditions for the provision, amount and maturity of additional salaries;
(c) additional management fees;
(d) the conditions for the granting and the amount of the special premium and the conditions for the granting of the personal premium and its maximum amount;
(e) the conditions for granting remuneration; and
(f) the way in which the salary is paid in a currency other than the Czech currency.
(2) This Regulation shall apply to staff members:
(a) bodies entrusted by special law with the exercise of public administration;
(b) municipalities, 1)
(c) who administer the Constitutional Court and the Courts, the Prosecutor's Office and the Register of Penalties in Prague;
(d) Office of the President of the Czech Republic,
e) Supreme Audit Office of the Czech Republic,
(f) Office of the Government of the Czech Republic,
(g) the Office for Legislation and Public Administration of the Czech Republic; and
h) Department of the main architect of the capital city of Prague
(hereinafter referred to as "the employer ').
(3) This Regulation shall not apply to:
(a) members of the Fire Protection Corps;
(b) members and staff of the Police of the Czech Republic;
(c) professional soldiers, soldiers in the next service and employees of the Army of the Czech Republic;
(d) employees of the Ministry of Interior who work in the security section and employees of the Ministry of Defence,
(e) members and civil servants of the Prison Service;
(f) members and staff of customs authorities;
(g) members and staff of the Security Information Service of the Czech Republic,
(h) staff of school offices, district offices or municipalities who work in schools and school establishments. "
2. In Article 2 (2), the words "which conduct professional management 'shall be inserted after the words" staff'.
3. In Paragraph 4 (3) (d), the words "working or similar work 'are replaced by the words" work of a predominantly manual nature'.
4. Article 4 (3) (e) reads as follows:
"(e) is classified in the eighth grade and has achieved full secondary education or full secondary vocational education (hereinafter referred to as" full secondary education ") or higher vocational education, or"
5. in Article 4 (3), the following point (f) is added:
"(f) is in ninth grade and has achieved bachelor's education."
6. Article 4 (4) reads as follows:
"(4) A staff member who has not obtained professional experience before the completion of the required degree of training may be included in the fourth grade or in the sixth grade or in the sixth grade or in the seventh grade or in the eighth grade or in the eighth grade respectively. If that classification does not comply with the first sentence of paragraph 1, the staff member may be classified in the fourth, sixth, seventh or eighth grade for a maximum period of one year from the end of the required degree of education. ';
7. in Article 5 (1) (a), the words "and higher vocational education" shall be inserted after the words "full secondary education" and, at the end, comma shall be deleted and the words "or Bachelor's education shall be added to a staff member in the 9th grade,"
8. in Article 5 (1), the following point (b) is inserted after point (a):
"(b) experience in the field of required work achieved before the completion of the level of education laid down in the catalogue or requested by the employer [Paragraph 4 (3) (d)], in the range of four fifths at the first level of the staff member,"
Points (b) to (d) shall be renumbered (c) to (e).
9. Article 5 (1) (d) and (e), including footnote 5a, read:
"(d) the exercise of military basic (replacement) service and civil service to the extent provided for by a special law for the exercise of military basic (replacement) service; and
(e) maternity and other maternity leave or permanent childcare, to the extent appropriate to the length of maternity or other maternity leave in force at the time of such care under special rules, (5a) if the woman was not at the same time preparing for a profession, or for a period of personal care for a long-term disabled minor who required exceptional care, provided that she was not placed in an institution for such children, but up to a maximum of six years.
5a) For example, Act No. 99 / 1948 Coll., on National Insurance, Act No. 58 / 1964 Coll., on Increased Care for Pregnant Women and Mothers, Act No. 65 / 1965 Coll., Labour Code, as amended. '

"(b) the eighth and higher grades which have achieved only higher vocational education, a period of two years, or a full secondary education, a period of five years, or only a secondary education, a period of seven years, or a period of nine years, provided that it has achieved only basic education."
11. in Article 5 (3), the following point (c) is added:
"(c) ninth and upper grade, which has achieved only Bachelor's education for two years."
12. In Section 6, the third sentence is deleted.

Special surcharge
(1) Employees who work in difficult and healthy working conditions provide an employer with a surcharge of the amount and under the conditions laid down in the special regulation. 6)
(2) Employees to whom the employer, in the course of two-shift, three-shift or continuous operations, has planned working hours in such a way that they are working alternately on the morning, afternoon or night shift, a surcharge of CZK 100 to CZK 500 per month. The amount of the surcharge shall be determined by the employer within the specified margin.
(3) The guard is provided with a surcharge of CZK 500 to CZK 2000 per month for the risk associated with the provision of local public order matters within the jurisdiction of the municipality.
(4) Employees whose work is linked to an exceptional risk in protecting the interests of the State against unjustified individual interests and consisting of:
(a) continuous review, control and search activities outside the employer's head office and its organisational departments shall be granted an additional fee of between CZK 200 and CZK 800 per month, unless the activity is carried out by a legal person whose employer is the founder or founder, or under a special law managed by him,
b) Revision, control and search activities in verifying the accuracy of the data for tax and tax payers, health and social insurance premiums and the contribution to the state employment policy provide a surcharge of CZK 100 to CZK 500 per month.
(5) Staff of the Office of the Government of the Czech Republic will be granted a special surcharge of between CZK 200 and 1500 per month for the performance of specific tasks for a military emergency or in exceptional measures outside the period of a military emergency and for work related to the security of the state according to the level of risk and exceptional requirements arising from working conditions.
(6) Staff of the Mining Office supervising
a) above mining and mining activities, a surcharge of CZK 200 to CZK 1000 per month is provided,
b) in underground workplaces in conditions requiring the use of insulating breathing apparatus and participating in rescue and emergency work, a surcharge of CZK 300 to 1500 per month is provided.
(7) Staff
a) performing geodetic work in the underground connected with map creation, a surcharge of CZK 200 to 1000 per month is provided,
b) conduct photographic evaluation and redrawing, a surcharge of CZK 100 to CZK 500 per month is provided.
(8) Employees whose performance is linked to an extraordinary neuropsychological burden consisting of continuous direct personal contact with jobseekers or citizens in crisis social situations are granted a surcharge of between CZK 100 and CZK 500 per month.
(9) Employees who are in contact with detainees, accused or convicted persons in the performance of their duties are granted an additional fee of CZK 100 to CZK 500 per month.
(10) Staff performing the tasks required for the execution of the decision, 7) a surcharge of CZK 200 to CZK 800 per month is provided.
(11) Staff performing the duties of an executive flyer are granted an additional fee of 500 CZK to 6000 CZK per month.
(12) Staff shall be responsible only for one of the supplements provided for in paragraphs 3 to 11. The amount of the special supplement shall be determined by the employer's staff within the range most favourable to the staff member if the conditions laid down are met. ';
14. in Article 10 (b), the words "where appropriate, in the context of his release from existing employment, if the staff member fulfils the conditions of exceptional retirement pension provided for in the special regulation.8)" shall be deleted.
15. The following Section 10a is inserted after Section 10:
Further salary
(1) Staff members shall be paid a further salary in each half of the calendar year if they work for at least 66 days for one employer. The day on which the staff member worked the bulk of his shift shall be deemed to have been worked; parts of shifts worked on different days shall not be counted.
(2) A staff member who terminates his employment before 30 June shall not be entitled to another salary in the first half of the year and a staff member who terminates his employment before 30 November shall not be entitled to another salary in the second half of the year.
(3) The amount of the additional salary is the sum of the amounts of the fixed fee, the designated charge for management, the special and personal premium, unless otherwise specified.
(4) The next salary for the first half of the calendar year shall be payable together with the salary for the month of June and the second half of the calendar year together with the salary for the month of November. If entitlement is established in the second half of the calendar year until December, the additional salary shall be payable together with the salary for that month. ';
16. In Article 14, "from § 5 (1) (b) 'is replaced by" from § 5 (1) (c)';

Salary abroad
Staff with a place of work abroad who agrees to provide a salary or part thereof in a non-Czech currency, the salary (part of it) determined in Czech currency shall be recalculated according to the foreign exchange rate - the sale indicated on the Czech National Bank's exchange card on the date on which the employer buys the foreign exchange exchange for the purposes of paying the salary. If the Czech currency exchange rate is not declared by the Czech National Bank to the currency of the country in which the employee is engaged, the employer shall agree with the employee to provide the salary or part of the salary in a replacement, freely convertible currency. The provisions on the conversion of the foreign exchange rate according to the first sentence shall apply mutatis mutandis. ';
Annex 2 to this Regulation shall be deleted and Annexes 1, 3 and 4 to this Regulation shall be replaced by Annexes 1, 2 and 3.
1. The employer shall re-evaluate the period for which the staff member shall be assigned in accordance with this Regulation only if it is more favourable for the staff member.
2. The salary referred to in this Regulation shall be paid for the first time for April 1994.
3. Another salary (Paragraph 10a) shall be paid for the first time in 1995 and only half the amount to which employees would otherwise have been entitled in that year.
They shall be deleted:

Government Regulation No. 288 / 1993 Coll., amending the Government of the Czech Republic Decree No. 251 / 1992 Coll., on the pay ratios of employees of budgetary and certain other organisations, and the Government of the Czech Republic Decree No. 253 / 1992 Coll., on the pay ratios of employees of public authorities, certain other institutions and municipalities, as amended by the Government of the Czech Republic Act No. 43 / 1993 Coll.
2. Decree of the Government of the Czech Republic No. 43 / 1993 Coll., amending and supplementing the Decree of the Government No. 253 / 1992 Coll., on the pay ratios of employees of public administrations, certain other institutions and municipalities.
This Regulation shall enter into force on the day of its publication.

1. COMMON ECONOMIC, OPERATIONAL TECHNICAL AND SCIENTIFIC RESEARCH WORK
1. PAYMENT CLASS
Administrative and operational technical work
1.01. Classification of documents and received mail in respect of destination, entry in the record, delivery of sorted documents and similar materials, brokering of files and printed matter.
2. PAYMENT CLASS
Administrative and administrative work
2.01. Performing regular administrative, administrative or operational handling work.
2.02. Acquisition and addition of inventory lists, monitoring of their movements, including accounting and reporting.
2.03. Writing text from manuscript or writing according to dictate.
2.04. Operational reporting and stock records, inventories, basic funds, etc.
2.05. Compilation of simple statistics and records.

3.03. Works on electronic typewriters with RAM memory (Random Events Memory); Recording of memory media (FD, HD, mg tape) including the use of pre-programmed operations and operations such as page formatting, alignment of the right edge, centering, repairs, printing, tables and graphs.
3.04. Working on computers of different types, such as PC XT and PC AT in a text system environment, or creating and supplementing data and text databases controlled by the user program or system including their control, repair, sorting and listing, possibly with the creation of preprogrammed tables and graphs.
3.05. Reporting (keeping accounts) of stocks, resources, costs and so on.
3.06. Ensuring the operation of the Registry, Podestal, Organisation archive and shipping, including the setting of charges in national and international contact.
3.07. Simple inventory activity; inventory status check and quantification of differences in the natural and small-scale files.
3.08. Providing simple information from the organisation's professional agenda.
3.09. Delivery of money and other valuable consignments of the organisation.
Operational technical work
3.10. Service, maintenance and routine repair of rotational xerographic and diazographic machines with attached bearing device (profiler).
3.11. Expedition of finished shipments and products.
4. PAYMENT CLASS
Administrative and administrative work
4.01. Processing of travel documents for foreign travel.
4.02. Handling of correspondence in accordance with general procedures; the management organisation's administrative agenda.
4.03. Implementation of more complex calculations according to formulas, regulations and methodologies such as rent, prescribing payments for the use of flats and non-residential premises.
4.04. Separate work on PC XT, PC AT computers and comparable in database systems, spreadsheets, editors, etc.

5.01. Management of personnel records, processing of surveys, reports or statistics.
5.02. Preparation, processing and control of statistical data in statistical lists.
5.03. Registration and storage of serious documents, including supervision of compliance with file standards.
5.04. The performance of professional work on occupational safety and health, civil defence and fire protection; carrying out checks on compliance with safety regulations and on fire preparedness of individual workplaces and on compliance with fire-fighting regulations.

5.09. The implementation of comprehensive technical work or partial technical agendas, such as the execution of topics, sub-analyses and tests, including the evaluation of results, the implementation of technical control according to technical standards and conditions, the revision of the state of the technical equipment.
5.10. Operational (dispatcher) provision of production or operation with simple technological connections.
5.11. Provision of operation, maintenance, repair, insurance and economical use of means of transport, mechanisation and the like.
5.12. Technical provision of operations in school, catering or accommodation.
5.13. Ensuring the operation of the computer station, including the organisation of the processing of the distribution of input and output data and ensuring their safety.
5.14. Professional observation and monitoring in the field of meteorology, climatology, hydrology and air protection.

6. PAYMENT CLASS
Economic and economic work
6.01. Separate execution of economic or economic work or provision of less complex agendas, such as self-provision of accounting, processing of accounts for groups of accounts and carrying out economic analyses according to instructions, security of property management (offices, buildings), provision of individual sections of the staff and salary agenda.
6.02. Comprehensive provision of classified information forming the subject of state, economic or professional secrecy.
6.03. Preparation of supporting documents for the conclusion and monitoring of economic and copyright contracts.
