The Federal Ministry of Foreign Affairs announces that on 17 October 1989, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Iraq on the mutual recognition of evidence of education, as well as evidence of scientific degrees and degrees awarded in the Czechoslovak Socialist Republic and the Republic of Iraq was signed in Baghdad. The Agreement entered into force on 2 January 1990 pursuant to Article 6 thereof.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Iraq on mutual recognition of evidence of education as well as of evidence of scientific values and titles awarded in the Czechoslovak Socialist Republic and in the Republic of Iraq
The Government of the Czechoslovak Socialist Republic and the Government of the Republic of Iraq, in accordance with the Cultural Agreement signed between the two countries on 7 April 1959, wished to further develop mutual cooperation in the field of education and science and thus contribute to further deepening the education of the people of the two states,
they have agreed as follows:
The Certificate of Graduation, issued in the Czechoslovak Socialist Republic after graduation in secondary schools providing full secondary education, and the Certificate of Education (Secondary School Certificates) awarded after graduation in schools providing full secondary education in the Republic of Iraq and required for admission to higher education schools in both countries, are recognised as equivalent.
A. Evidence of completion and achievement of higher education awarded in the Czechoslovak Socialist Republic and degrees awarded to Czechoslovak university graduates is recognised in the Republic of Iraq.
B. Academic degrees "Bachelor of Science" (B. Sc.) or "Bachelor of Arts" (B. A.) awarded by universities in the Republic of Iraq are recognised in the Czechoslovak Socialist Republic.
C. Academic title "Bachelor of Science" (B. Sc.) or the title "Bachelor of Arts" (B. A.) are the preconditions for admission to graduate studies aimed at obtaining academic degrees "Master of Science," "Master of Arts" (Al- Magistir) in the Republic of Iraq.
D. Academic degrees "Master of Science" or "Master of Arts" (Al-Magistir), awarded by universities in the Republic of Iraq, are recognised in the Czechoslovak Socialist Republic.
E. Evidence of graduation at a university, published in the Czechoslovak Socialist Republic, is recognised in the Republic of Iraq as a prerequisite for admission to graduate studies, aimed at obtaining the scientific rank of "Candidate of Sciences" (CSc.) awarded in the Czechoslovak Socialist Republic.
F. Academic degrees "Master of Science" (M. Sc.) and "Master of Arts" (M. A.) (Al-Magistir), awarded by universities in the Republic of Iraq, are a prerequisite for admission to graduate studies aimed at achieving the academic title "Doctor of Philosophy" (Ph.D.) (Al-Dukturah), awarded by universities in the Republic of Iraq.
Evidence of the award of the scientific rank "Candidate of Sciences" (CSc.), issued in the Czechoslovak Socialist Republic and evidence of the award of the scientific rank "Doctor of Philosophy" (Ph.D.), issued in the Republic of Iraq, are mutually recognised and their holders have the same rights and obligations.
The "Doctor of Sciences" (DrSc.), issued in the Czechoslovak Socialist Republic, is recognised in the Republic of Iraq as evidence of the achievement of the highest degree of science in the Czechoslovak Socialist Republic.
The Parties shall develop cooperation under this Agreement on the basis of their national rules in force. The competent authorities of the Contracting Parties shall exchange the model documents referred to in this Agreement and the data relating to the relevant systems of study, inform each other of any changes that may be made to their education systems.
This Agreement shall be subject to approval under the national law of the Contracting Parties and shall enter into force on the date of exchange of diplomatic notes on such approval.
This Agreement shall be concluded for an indefinite period. Each Contracting Party may denounce it at one year's notice.
Done at Baghdad, 17 October 1989, in two original copies, each in the Czech, Arabic and English languages, the three texts being equally authentic. In case of different interpretations, the English version will be decisive.
