Decree of 12 August 1949 on the Geneva Conventions for the Protection of War Victims

of 15 December 1954
on the Geneva Conventions of 12 August 1949 for the Protection of the Victims of War.
At a diplomatic conference held in Geneva from 21 April to 12 August 1949 for the purpose of negotiating international agreements to protect the victims of wars, the following international acts were negotiated and signed on 12 August 1949:
1. The Final Act of the Diplomatic Conference convened for the Revision of the Geneva Convention of 27 July 1929 on the Improvement of the Fate of the Wounded and Disabled in the Armies in the Field, the Hague Convention of 18 October 1907 on the Adaptation of the Principles of the Geneva Convention of 6 July 1906 to the Maritime War and the Convention concluded in Geneva on 27 July 1929 on the Treatment of Prisoners of War and the Convention on the Protection of Civilian Persons during War.
2. Geneva Convention to improve the fate of wounded and ill members of the armed forces in the field.
3. Geneva Convention to improve the fate of wounded, sick and survivors of the armed forces at sea.
4. Geneva Convention on the Treatment of Prisoners of War.
5. Geneva Convention for the Protection of Civilian Persons during the War.
Pursuant to Article 58 of the Convention on the Improvement of the Fates of the Armed Forces of the Wounded and Diseased Forces in the Field and similar Articles of the other Conventions, these Conventions became effective six months after at least two instruments of ratification were deposited, i.e. 21 October 1950.
Czechoslovakia did
(a) the conventions referred to under No 2 and 3 reservations concerning Article 10 of each of the two conventions;
(b) the conventions referred to under No 4 with respect to Articles 10, 12 and 85; and
(c) the conventions referred to under No 5 with respect to Articles 11 and 45.
On 22 February 1950, the National Assembly gave its consent to the reservations made at the time of signature. The conventions were approved by the President of the Republic on 26 September 1950 and the instruments of ratification of Czechoslovakia were deposited with the Swiss Federal Council on 19 December 1950. During ratification, Czechoslovakia confirmed the reservations attached to the signature. Pursuant to Article 58 of the Geneva Convention on the Improvement of the Fate of the wounded and sick members of the armed forces in the Field and similar provisions of the other Conventions, four of the aforementioned Conventions of International Efficiency for the Czechoslovak Republic became effective on 19 June 1951.
Pursuant to Article 59 of the Geneva Convention of 12 August 1949 on the Improvement of the Fate of the wounded and sick members of the armed forces in the Field, this Convention replaces, in relations between the Contracting Parties to the Convention of 22 August 1864, 6 July 1906 and 27 July 1929.
Pursuant to Article 58 of the Geneva Convention of 12 August 1949 on the Improvement of the Fate of the wounded, sick and survivors of the armed forces at sea, the Convention replaces the Convention of 18 October 1907 in relations between the Contracting Parties to the Convention of the Hague on the Adaptation of the Principles of the Geneva Convention of 1906 to the Maritime War.
Pursuant to Article 134 of the Geneva Convention of 12 August 1949 on the Treatment of Prisoners, this Convention replaces, in relations between the Contracting Parties, the Convention of 27 July 1929 and Article 135 of the Geneva Convention of 12 August 1949 on the Treatment of Prisoners, that Convention, in relations between powers bound by the Hague Convention on the Law and the Conventions of Ground War (whether it be the Convention of 29 July 1899 or the Convention of 18 October 1907) and which are Contracting Parties to the Geneva Convention of 12 August 1949 on the Treatment of Prisoners, Title II of the Order annexed to the Hague Convention.
Pursuant to Article 154 of the Geneva Convention of 12 August 1949 on the Protection of Civilian Persons in the War, this Convention will be supplemented by that Convention in relations between powers bound by the Hague Convention on the Laws and Forms of Ground War (whether it be the Convention of 29 July 1899 or the Convention of 18 October 1907) and which are Contracting Parties to the Geneva Convention of 12 August 1949 on the Protection of Civilian Persons in the War, Part II and III of the Order, annexed to those Hague Conventions.
Authentic texts of the English and French Final Act and four Geneva Conventions with annexes and reservations to them together with the Czech translation are announced as separate parts of the Annex to the Collection of Laws. *)
In addition to Czechoslovakia, until now the following States are bound by the above Conventions:
Switzerland, Jugoslavia, Monaco, Liechtenstein, Chile, India, Vatican, Philippines, Lebanon, Jordan, Pakistan (which has not mentioned the reservations made during the signing of the Geneva Convention on the Protection of Civilian Persons in the War), the South African Union, Guatemala, Spain (whose instruments of ratification of the Geneva Convention on the Treatment of Prisoners of the Federal Republic of Russia, France, Israel, Norway, Italy), Egypt, Mexico, El Salvador, Luxembourg (which did not mention the first reservations made during the signing), Belgium (which extended the use of the Geneva Conventions to protect the victims of the war to the territory of the Belgian Congo and Ruanda- Sudan), Egypt, Mexico, El Salvador, Luxembourg (which has rectified their reservations), Austria, San Marino, South Vietnam, Nicaragua, Sweden, Turkey, the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of the Republic of

It acted in Geneva from 21 April to 12 August 1949 on the basis of four draft conventions discussed and approved by XVII. the International Conference of the Red Cross, held in Stockholm.
The Conference agreed on the following conventions:
I. Geneva Conventions to improve the fate of wounded and ill members of the armed forces in the field;
II. Geneva conventions to improve the fate of wounded, sick and survivors of the armed forces at sea;
III the Geneva Convention on the Treatment of Prisoners of War;
IV. Geneva Convention for the Protection of Civilian Persons during the War.
These conventions, the text of which has been drawn up in French and English languages, are annexed to this Act. The official translation of these conventions into Spanish and Russian will be taken by the Swiss Federal Council.
In addition, the Conference adopted 11 Resolutions, which are also attached to this Act. 1)
To prove the signature, duly authorised by their governments, they signed this final act.
In Geneva, 12 August 1949, in French and English. The original and the documents accompanying it shall be kept in the archives of the Swiss Conference.
