on the Agreement on Cultural and Scientific Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan
On 19 December 1981, the Agreement on Cultural and Scientific Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan was signed in Kabul. The Agreement entered into force on 16 March 1982 pursuant to Article 12 thereof. The Agreement on Cultural Cooperation between the Czechoslovak Socialist Republic and the Kingdom of Afghanistan of 23 April 1961, published in Sb.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
on cultural and scientific cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Afghanistan

led by the desire to develop and consolidate brotherly relations between the Czechoslovak Socialist Republic and the Democratic Republic of Afghanistan, based on the principles of internationalism, to expand cultural and scientific contacts between the two countries, to develop links of friendship and to strengthen mutual understanding between the peoples of the two states,
they have agreed as follows:
The Parties shall consolidate and disseminate mutual cultural and scientific cooperation on the basis of compliance with the principles of sovereignty, equality and non-interference in the internal affairs of the other Party and in accordance with the laws of both States.
The Parties shall contribute to the development of cooperation in the fields of culture, science, education, art, literature and publishing of books, film, mass media, health, physical education and sport. To this end, they will support the establishment and development of contacts between public authorities and NGOs active in those areas.
Each Party will facilitate the recognition of cultural heritage and the current national culture of the people of the other State. To this end, both Parties shall support:
(a) exchanges of artistic ensembles and artists for artistic performances;
(b) establishing contacts and expanding exchanges of experience between their national libraries, museums, publishers, archives and other cultural establishments;
(c) the translation of books and the publication of scientific literary, artistic and cultural works of the other Party;
(d) organisation of exhibitions;
(e) mutual visits to writers, painters, composers and cultural workers.
1. The Parties shall encourage exchanges of scientific staff, representatives of scientific societies and other experts to carry out scientific research, lectures and familiarisation with the activities of scientific facilities, as well as exchanges of publications and other scientific material of common interest.
2. The Parties shall facilitate the participation of experts of the other Party in national or international scientific conferences and seminars to be held in their national territory.
1. The Parties shall develop cooperation in the field of education. To this end, they shall support:
(a) exchange of information on their education systems and curriculum;
(b) exchange of school textbooks, teaching and laboratory supplies;
(c) the exchange of professors and other teachers on traineeships to increase their professional qualifications, as well as their posting to teach or lecture;
(d) the mutual provision of scholarships for proper and postgraduate studies, as well as the exchange of information on the courses offered and the conditions for admission of students to school.
2. The conditions for mutual recognition of the equivalence of evidence of education, the award of scientific degrees and titles obtained in the national territory of the other Contracting Party shall be governed by a specific agreement.
The Parties will develop active cooperation in the area of press, radio and television. To this end, they will promote direct cooperation between their press agencies, television, radio and press organisations. They will also make exchanges of journalists and press rapporteurs, as well as exchanges of information material and documentation from the political, economic and cultural lives of their states.
The Parties shall facilitate the development of cooperation in the field of film. They will promote the exchange of films on a commercial and non-commercial basis as well as the organisation of film weeks and premier films of the other Party.
The Parties shall develop cooperation in the field of health in accordance with a specific agreement.
The Parties shall promote the development of contacts between physical and sports organisations of both States.
The Parties shall facilitate the development of direct contacts between trade union, youth and women's organisations of both States.
In order to implement this Agreement, the Parties will always negotiate cooperation plans for a specific period, which will also specify the financial conditions for the implementation of individual actions.
The Agreement shall be subject to approval in accordance with the constitutional provisions of both Parties and shall enter into force on the date of the exchange of notes on such approval.
This Agreement shall be concluded for a period of five years. It shall be tacitly extended for a further five-year period until it has been terminated in writing by either Party at least six months before the expiry of the relevant period of validity.
The date on which this Agreement enters into force shall cease to be the date of the Cultural Cooperation Agreement between the Czechoslovak Socialist Republic and the Kingdom of Afghanistan of 23 April 1961.
