2. Calculation of harmful effects:
2.1. Relative risk of harmful effects defined as
RR = Likelihood of harmful effects in the population exposed to specific noise levels in the outdoor environment The probability of harmful effects occurring in a population not exposed to outdoor noise
where
RR is the relative risk.
2.2. Absolute risk of harmful effects defined as
AR =
where

2.3. Ischemic heart disease
The following dose-effect relationships shall be used to calculate the relative risk to noise as regards the harmful effect of coronary heart disease and the incidence rate:
| pro Ldvn > 53 dB pro Ldvn ≤ 53 dB |
for road noise

3. Evaluation of harmful effects
The exposure of the population shall be evaluated for each source of noise and the harmful effect separately. Where the same persons are simultaneously exposed to different sources of noise, such harmful effects cannot be cumulated. However, effects may be compared in order to assess the relative importance of each noise.
3.1. Evaluation for coronary artery disease
3.1.1. For ischaemic heart disease in case of road traffic noise, the proportion of cases of a particular harmful effect in a population exposed to relative risk, which is based on the fact that it is caused by noise in the outdoor environment, shall be calculated for the source of noise x (road transport), the harmful effect y (ischaemic heart disease) and the incidence using the formula:
PAFx, y = ijpj * RRj, x, y-1 ijpj * Rrj, x, y-1 + 1
where
x is road transport,
is ischemic heart disease,
PAFx, y is the proportion attributable to the population,
j is a set of noise bands consisting of each 5 dB band as defined in Annex 2 to this Decree; and
is the proportion of the total population P in the evaluated area exposed to the exposure zone j associated with the relative risk of a specific harmful effect RRj, x, y. RRj, x, y shall be calculated using the formulae referred to in point 2 of this Annex for the mean value of each noise band.
3.1.2. For ischaemic heart disease in case of road traffic noise, the total number of N cases of ischaemic heart disease (people affected by the harmful effect of y; the number of attributable cases) due to the effect of source x is equal to:
Nx, y = PAFx, y, i * Iy * P
where
PAFx, y, i is calculated for the incidence i,
Iy is the incidence rate of coronary heart disease in the area under assessment that can be obtained from health statistics in the region or country where the region is located; and
P is the total population in the area under assessment (total population in different noise zones).
3.2. Evaluation for high harassment and high sleep interference
In the case of high harassment and high sleep disturbances by noise from road, rail and air transport, the total number of N persons affected by the harmful effect of y (number of attributable cases) due to the action of the source x for each combination of the source of noise (road, rail or air) and the harmful effect of y (high noise harassment, high sleep disturbance) equal to:
Nx, y = ijnj * ARj, x, y
where
ARx, y is the absolute risk of the relevant harmful effect (high noise harassment, high sleep disturbances), which is calculated using the formulae referred to in point 2 of this Annex for the intermediate value of each noise band; and
n is the number of persons exposed to the exposure zone j. ';
