on the Agreement between the Government of the Czechoslovak Republic and the Government of the People's Republic of Poland on cooperation in the veterinary sector
On 8 April 1959, the Agreement between the Government of the Czechoslovak Republic and the Government of the People's Republic of Poland on cooperation in the veterinary sector was negotiated in Warsaw.
The Government approved the Agreement on 24 June 1959. The approval of the Agreement by the Government of the People's Republic of Poland was communicated by a note dated 30 May 1959 and its approval by the Government of the Czechoslovak Republic was communicated by a note dated 1 July 1959.
According to Article 9 The Agreement entered into force on 1 July 1959.

AGREEMENT
BETWEEN THE GOVERNMENT OF THE CZECH REPUBLIC AND THE GOVERNMENT OF THE POLAND REPUBLIC ON COOPERATION AT THE HEART OF VETERINARY
The Government of the Czechoslovak Republic and the Government of the People's Republic of Poland, led by a desire to deepen cooperation in the veterinary sector, in order to eliminate the dangers posed to the national economy and the health of the population of the two countries by infectious and other animal diseases, have decided to conclude this Agreement and to this end have appointed their agents:

who, having exchanged power of attorney and found them in perfect order and proper form, agreed as follows:
To extend and consolidate organisational and scientific cooperation on the veterinary section, the competent authorities of the Contracting Parties shall:
1. exchange veterinary administrative provisions and other material relating to the organisation of the veterinary service;
2. exchange experience and data of veterinary statistics and reporting;
3. inform each other of the organisation of conferences on the veterinary section;
4. to inform each other about published veterinary books and publications.
(1) The competent authorities of the Contracting Parties shall exchange their experience in the field of veterinary sciences, studies and training of veterinary staff and exchange study programmes.
(2) The exchange of scientific and other veterinary staff is carried out in principle within the framework of the agreements in force between the two Contracting Parties.
To prevent and control contagious animal diseases, the competent authorities of the Contracting Parties shall:
1. exchange periodic reports on animal diseases and report immediately on the occurrence of animal diseases with high contamination or mortality;
2. assist each other in preventing and combating infectious and invasive animal diseases, where the competent authorities of the Contracting Parties deem it necessary;
3. to assist each other in the production and procurement of means of control and treatment against animal diseases;
4. exchange strains of pathogens if necessary;
5. promote cooperation between scientific institutes in the study of animal diseases, in particular in diseases communicable from animal to human;
6. seek to unify the diagnostic methods of animal diseases as well as the standardisation of vaccines;
7. cooperate on the import, export and transit sectors of animals, raw materials and products of animal origin.
The competent authorities of the Contracting Parties shall inform each other of the progress of those diseases and of the enforcement measures in the event of other animal diseases causing major losses in their condition and performance.
The competent veterinary authorities of the Contracting Parties shall be in direct contact with the implementation of this Agreement.
The central veterinary authorities of the Contracting Parties shall organise joint consultations on the exchange of experience and the implementation of this Agreement, as appropriate, alternately in the territory of the Czechoslovak Republic and the territory of the People's Republic of Poland.
The Contracting Parties agree to negotiate an implementing arrangement for this Agreement within 3 months of the date of signature of this Agreement.
(1) Expenditure relating to the implementation of Article 1 of this Agreement shall be borne by the sending Party.
(2) The costs of residence and travel expenses of representatives of the veterinary authorities in taking part in joint meetings convened pursuant to Article 6 of this Agreement shall be borne by the sending Party. Expenditure relating to the organisation of such meetings shall be borne by the Party in whose territory the deliberations are held.
(3) The expenditure related to the implementation of Article 3 (2) of this Agreement shall be reimbursed by the Parties under conditions agreed in advance in each individual case.
(4) Expenditure relating to the implementation of Article 3 (3) of this Agreement shall be borne by the Party which received the appropriations.
(5) The payment of the expenses referred to in paragraphs 3 and 4 of this Article shall be made in accordance with the payment agreement applicable between the Contracting Parties on the date of payment.
(1) This Agreement is subject to the approval of the two Governments and will enter into force on the date of the exchange of notes on such approval.
(2) This Agreement is concluded for a period of 5 years from the date of its entry into force. It shall be extended for a further period of 5 years if one of the Contracting Parties does not terminate it at least 6 months before the end of the relevant period.
This Agreement was drawn up in Warsaw on 8 April 1959 in duplicate, each in the Czech and Polish languages, the two texts being equally authentic.
