DECLARATION
of 11 February 2010
amending Decree No. 35 / 2007 Coll., on Technical Conditions of Fire Technology
The Ministry of the Interior provides pursuant to § 24 (2) of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 203 / 1994 Coll., Act No. 237 / 2000 Coll. and Act No. 186 / 2006 Coll.:
Čl. I
Decree No. 35 / 2007 Coll., on Technical Conditions of Fire Technology, is amended as follows:
1. In Paragraph 1, the following paragraph 2 is inserted after paragraph 1:
"(2) The technical conditions laid down for the fire technique referred to in paragraph 1 (b) and (c) shall apply only to the units of the fire brigade of the regions and to the units of the voluntary fire department of the municipalities."
Paragraph 2 shall become paragraph 3.
2. Annexes 1 to 3, including footnotes 2 to 6, read:

"Annex No 1 to Decree No 35 / 2007 Coll.
TECHNICAL CONDITIONS FOR PASSENGER FIRE AUTOMOBILE
1. The technical conditions of the fire truck meet the requirements of ČSN EN 1846-1, ČSN EN 1846-2, ČSN EN 1846-3, ČSN EN 1777, ČSN EN 14043, ČSN EN 14044, ČSN EN 1028-1, ČSN EN 1028-2, ČSN EN 14466, ČSN 07 8304, ČSN 38 9427, ČSN 38 9409.
2. A fire-truck may use fire-fighting equipment which meets the requirements of Czech technical standards and harmonised Czech technical standards governing the technical conditions of fire-fighting equipment, unless other technical conditions are laid down in this decree. The technical conditions of the hydraulic extrusion device, when located in an emergency fire truck, meet the requirements of ČSN EN 13204.
3. The technical conditions of the fire-fighting vehicle referred to in paragraph 1 and its fire-related equipment and the technical conditions of the hydraulic extrusion device referred to in paragraph 2 shall be deemed to have been satisfied if a conformity assessment is demonstrated under another legislative act (2).
4. Where a fire container is used for the same purpose as a fire truck, it shall be subject to the technical conditions laid down for a fire truck.
5. The execution of a fire truck shall be broken down into:
(a) basic (Z),
(b) special
1. reduced (R),
2. extended (V),
3. technical (T),
4. for extinguishing (H),
5. for forest fire fighting (LP),
6. for large-volume extinguishing (VH);
7. with fire pump (PC),
8. with a motor syringe (MS),

Special implementation of the fire truck is shown in Table 1. Unless otherwise stated, the technical conditions for all operations of the fire truck shall apply.

6. Unless otherwise specified in the technical conditions of the fire-truck intervention pursuant to Annex 2 or 3, the technical conditions set out in this Annex shall apply.
7. The instructor or command sign on the fire truck and its accessories is given in the Czech language and the symbol used is determined according to ČSN ISO 7000 (01 8024) and ISO / DIS 10085: 2000.
8. The fire truck shall be equipped with a storage compartment with gripping elements in which the fire accessories listed in Table 2 are fixed. The specified numbers and parameters of the fire-related equipment are set as minimum.

Additional notes to Table 2:
1. Mass classes L, M and S are defined by CSN EN 1846-1.
2. The pharmacy is equipped in accordance with Annex 14 to Decree No 341 / 2002 Coll., on the approval of technical competence and on technical conditions for the operation of vehicles on the road.
3. Applies to fire-fighting vehicles with a maximum of three seats.
4. Applies to fire-fighting vehicles with four or more seats.
5. The size III pharmacy is extended with a set of Kramer splints, neck collar fixation, mouth spreader and a burn pack without Kendal's mask.
6. Minimum requirements for extinguishing capacity are set out in Part 4 of the ČSN EN 3-7 + A1; the fire extinguisher is in the design for placing in a fire truck.
7. In a fire truck with seven or more seats, there are at least 2 pairs per seat.
9. The fire truck is designed for continuous recharging of battery batteries using elements located in the driver's compartment or near the driver's point of entry to the fire truck. For a fire truck with built-in computer technology, where a connection connector is required for cable data transmission from the car to the computer network and vice versa, the connector is located near the point for connecting continuous charging. The connecting points are designed to be accessible to persons standing on the ground and are visibly marked.
10. The fire truck shall be equipped with an engine of at least 11 kW specific power. 1000 kg-1 (11 w.kg-1) the largest technically permissible mass. A quick-action vehicle of light weight class and medium weight class, a command car of light weight class and a light-weight-class investigative car shall be equipped with an engine of at least 20 kW specific power. 1000 kg-1 the largest technically permissible mass.
11. Electric current is collected from the battery battery in the fire truck; when multiple battery batteries are used, the electrical current is taken from the whole battery battery assembly.
12. The fire truck has a final installation for the use of the communication device. Its electrical installation allows operation in all car modes and the final assembly space allows sufficient access to the installed equipment and its securing elements.
13. Power supply of the communication device with 12 V voltage, is provided by the current voltage converter if the direct current current of the vehicle is greater than 13,5 V. For the supply of each radio device, a separately secured electrical current voltage converter is used; the radio equipment is separately secured by a fuse behind the voltage converter.
14. If the construction of an emergency fire truck requires continuous energy replenishment, the trailer shall be positioned in such a way that it can be easily accessible, quickly and easily operated from the driver's compartment or from a point close to the driver's entry to the car.
15. The fire truck is fitted with headlights in the fog.
16. The fire truck shall be fitted with coupling and grab elements for the simultaneous position of at least two fire-extinguishing lamps to illuminate the point of intervention. These elements for headlamps may be replaced by an illuminating mast or similar lighting device with the relevant energy source. The power source shall consist of an inserted or fixed electrical control or a power generator from an engine of a fire truck.
Cabin crew
17. According to the construction design of the cabin of the crew, the antennas of the vehicle communication devices shall be placed in such a way as to ensure that they have sufficient electrical counterweight, consisting of a metal structure of the cab roof of the crew or a ossified sheet on the non-metallic structure of the cab roof of the crew.
18. Aerials of vehicle means of communication shall be placed on the cab of the crew at such a distance from the components, equipment, other means of communication and each other so that the operation of the vehicles connected to them is not affected by the design elements, devices and other means and shall not affect each other.
19. The location of the antennas of the vehicle means of communication and the activities of the vehicles connected thereto shall not affect the operation of the equipment and other vehicles of the fire truck.
20. Cabin crews for four or more persons allows installation of heating independent of engine and running.
21. The lighting for reading the documentation in place of the crew commander is designed so as not to dazzle or restrict the driver while driving the car.
22. There are at least two crew seats in the fire truck. In the case of a larger number of crew seats, these seats shall be so placed as to allow only the front or back to the direction of travel. All seats are equipped with head restraints.
23. A special blue-colour warning light device, accompanied by an audible warning device ("special warning device '), is part of the fire-fighting vehicle, which allows the word to be reproduced. In the case of a fire truck, light, medium and heavy mass class, the light part of the special warning device is also placed at the rear of the bodywork.
Purpose superstructure
24. Locking elements of the door and closure of the storage space of the special purpose superstructure are equipped with locks with the same key.
25. Fire accessories fitted with an internal combustion engine, which can be used without being removed, shall, independently of the human service, have exhaust gases exerted outside the bodywork area and outside the operating area and shall have the cooling specified by the manufacturer.
26. The bodywork of the special purpose superstructure of the fire truck is designed to allow easy and safe access to all accessories. The location of the fire-fighting accessories, including the mandatory equipment of the car, shall be such that each item can be removed separately, without removing another, unless the accessories are stored in the transport drawers or on flip-off or sliding elements.
27. The purpose superstructure is designed to allow safe access to places intended to control and replenish operating fluids and charges.
28. The fire truck referred to in points 3, 4, 5, 7 and 8 of Table 1 shall be equipped with at least one primary intervention device which allows effective action to be performed within 30 seconds at a distance of at least 20 m. This device shall:
(a) the tank syringe and foam fire extinguisher are composed of:
1. an insulated fire hose of 52 mm and a length of 20 m contained in a bed or on a winch which permanently connects the extruder neck of the fire pump with the water and foam current,
2. a flow winch with a hose according to ČSN EN 1947 and a connected current, the winch allows spraying even with partially unwound hose; or
3. a firmly built-in lafet current with a flow-lock control from the operating site and a current capable of spraying with water or foam;
(b) a gas fire extinguisher and a combined fire extinguisher are made up of a hose with a current that is firmly connected to the pressure source of the gas extinguisher;
(c) the fast-acting vehicle consists of a flow-winch with a hose and a connected current, which allows the spray even with a partially wound hose at a pressure of at least 4 MPa, a flow rate of at least 20 l.min-1 on the current, at a distance of at least 20 m from the device and continuously for more than 5 minutes.
29. All programmable or automatically operated fire-extinguishing fittings shall be equipped with emergency manual controls, accessible without disassembly of cover elements or other components.
30. The stages and platforms for easier access to fire-fighting accessories are designed to allow safe removal of fire-fighting equipment from the special-purpose superstructure. To that end, they shall be accompanied by handrails.
31. The control and locking mechanism for the fitting of fire accessories is designed to be controlled in fire-fighting gloves.
32. A special warning device or a large fire-extinguishing device placed above the cabin of the crew or above the special purpose vehicle, light, medium and heavy mass class with a chassis of categories 2 and 3 with a total height of more than 2000 mm, which exceeds the cabin of the crew or the special purpose vehicle by more than 200 mm, shall be provided with a protective element against the capture of branches which does not restrict its use and functionality.
33. The pressure vessel, equipment equipped with a pressure vessel or fire extinguisher shall be stored in the fire truck in a vertical or horizontal position. At the horizontal position of the anchorage, they are stowed laterally.
34. A legible list of fire accessories is located on the inside of the storage compartment cap. The list is placed in the cabinets near the seals when the roller shutters are installed. The list is located at each opening in the case of multiple openings.
35. At least two pieces of orange flashing lights are placed on the rear wall of the special purpose vehicle intended to act on the road, which are intended to indicate the fire car at the point of intervention as an obstacle to road operation3). They are located in such a way that no part of the intervening fire truck is covered during the intervention. The operation of orange flashing lights is controlled and indicated in the driver's field of view. The design of orange flashing lights excludes their use while driving.
Colour treatment and inscription
36. The fire truck is made uniformly in bright red. The accentuating element consists of a white horizontal stripe along the sides or along the perimeter of the bodywork. Reflective stripes 4) are used to highlight it. Another highlighting element for a fire truck of mass class M and S is the white design of the front bumper.
37. The white horizontal strip shall have a height of not less than 200 mm and not more than 350 mm. The white horizontal bar is located on the side surfaces of the crew cab and its upper line section is situated under the windows. It is followed by a strip of the same height placed on the bodywork of the special purpose superstructure, provided it is fitted with a solid bodywork and is in red colour. The white horizontal stripe is interrupted at points with a discontinuous surface or other coating of the cabin of the crew and bodywork of the special purpose superstructure. The white horizontal bar may be narrowed at the point where the fender, door glazing or front window enters it.
38. The internal storage space of the special purpose superstructure is made in a colour of light shade.
39. The inscription indicating the sponsor is placed on the right side of the bodywork in its rear part so that the upper edge of the inscription is about 50 mm below the longitudinal highlighting strip or below the window space of passenger cars. The inscription is shown on a self-adhesive film of not more than 0,08 m2.
40. The bodywork of the dedicated superstructure of the fire container shall be marked with a symbol characterising its main equipment in accordance with model No 1 of this Annex. The size of the symbol side is 250 mm. The symbol is placed on the top right of the front and rear sides of the bodywork. The bodywork of the special-purpose superstructure of the fire truck referred to in points 2, 3, 4, 5, 6, 7, 11, 12 and 13 of Table 1 shall be marked with this symbol at the top right of the rear side of the bodywork.
41. The fire truck shall be marked with a text placed on the side in the middle of the white highlighting lane, the height of the letters being at least 100 mm and at most half the height of the lane. The text shall be abbreviated as follows:
(a) type of fire truck;
(b) the value of the main power and / or dimensional parameter of the special purpose superstructure, or an indication of the quantity of the firehouse stock;
(c) by weight,
(d) category of fire truck;
(e) execution of the fire-fighting car according to the range of fire-related equipment in the fire-fighting car referred to in point 3 of this Annex.
The data referred to in point (c) shall be given after the dash.
42. The inscription used on the fire truck shall be made in perpendicular letters in the letters of the large alphabet. The width of the letter is 4 / 7 of the height of the letter and the thickness of the line 1 / 7 of the height of the letter. The gap between the letters is 1 / 7, the gap between the words 4 / 7 and the gap between the lines 8 / 7 of the height of the letter.
43. The inscription on the white surface is made in black and the inscription on the red surface is made in white; This does not apply to the inscription forming part of the fire protection unit character.

Annex No. 2 to Decree No. 35 / 2007 Coll.
TECHNICAL CONDITIONS FOR TRANSPORT AUTOMOBILE
1. The construction of a transport car allows the transport of a fire protection unit to the place of intervention or transport of persons in the performance of the tasks of the population protection section (5).
Transposition
2. The transport car in the design of the basic can be supplemented by a fire trailer for storage of fire accessories for intervention.
3. The construction of a transport car in the design of a special technical vehicle makes it possible to perform rescue work or work in the performance of tasks on the section of the population protection.
4. Construction of a transport car in special design with a motor syringe allows to perform
(a) fire intervention by water, medium or heavy foam, either from a free external source or from an external pressure source of water;
(b) long-distance transport of water using a portable motor syringe;
5. The transport car in special design with the motor syringe and the "PH" extinguisher trailer are equipped with portable motor sprayer 6)
(a) of a nominal capacity of 750 l.min-1 (DA 7,5),
(b) of a nominal power of 1000 l.min-1 (DA 10); or
(c) a rated output of 1500 l.min-1 (DA 15).
The value of rated power is based on ČSN EN 1028-1 and is characterized by rated pressure of 10 bar and nominal flow (l.min-1).
Undercarriage
6. The driving axle of a transport car in special design with a motor syringe and in special technical design is equipped with differential lock or similar device.
7. The vehicle is equipped with a suspension device for towing the fire trailer.
Cabin crew
8. The cab is equipped with at least 6 seats.
Fire-extinguishers
9. The transport vehicle and the extinguishing trailer are equipped with a storage compartment with gripping elements in which the essential fire accessories defined in Table 1 are fixed. The specified numbers and parameters of the fire-related equipment are set as minimum.

Additional notes to Table 1:
1. Autonomous open circuit compressed air breathing apparatus (insulating breathing apparatus). In the case of a unit of a voluntary fire department of the municipality or a group of voluntary fire department of the enterprise, a breathing apparatus with a minimum supply of 1400 litres of air may be used.
2. The transport vehicle need not be equipped with breathing devices or appropriate anchorages, but a spatial and mass reserve with marked anchorage points must be defined for the storage of breathing apparatus.
3. The size III pharmacy is extended with a set of Kramer splints, neck collar fixation, mouth spreader and a burn pack without Kendal's mask.
4. Minimum requirements for extinguishing capacity are set out in Part 4 of the ČSN EN 3-7 + A1; the extinguisher is in the vehicle position.

Annex No. 3 to Decree No. 35 / 2007 Coll.
TECHNICAL CONDITIONS FOR THE CISTERN AUTOMOBILE SYRINGE
1. The construction of a tank car syringe allows
(a) the transport of the fire protection unit;
(b) distance transport of water;
(c) fire intervention by water from its own tank, external free source and external pressure source of water;
(d) fire-extinguishing with medium and heavy foam, except for a tank-type car syringe specially designed to extinguish forest fires, from a free external source of foam and excluding a tank-type car syringe in a special reduction from its own foam tank;
(e) carrying out rescue work.
2. The construction of the pump equipment of the tank-car syringe allows
(a) watering of the suction line
1. from its own tank,
2. from an external source,
(b) squirt
1. pressure water with working pressure not exceeding 1,7 MPa;
2. pressure water from the high pressure part of the fire pump with a nominal pressure of 4 MPa per pump and a flow rate of the fire extinguisher at the end of the hose of at least 150 l.min-1, except for the tank car syringe in a special reduced version and in a special design for large volume extinguishing,
3. water with ingredients such as wetting,
4. medium and heavy foam, with the exception of a tank-mounted car syringe, specially designed to extinguish forest fires,
(c) filling of its own tank;
(d) connection to the external pressure source of water.
Transposition
3. The tank car syringe is equipped with a fire pump
a. Of a nominal capacity of 750 l.min-1 (CAS 7,5),
(b) a rated output of 1000 l.min-1 (CAS 10),
(c) a rated output of 1500 l.min-1 (CAS 15),
(d) of a nominal power of 2000 l.min-1 (CAS 20),
(e) having a rated output of 3000 l.min-1 (CAS 30),
(f) a rated output of 4000 l.min-1 (CAS 40); or
(g) having a rated output of 6000 l.min-1 (CAS 60).
The value of rated power is based on ČSN EN 1028-1, Table 4 and is characterized by the nominal pressure of 10 bar and nominal flow (l.min-1) after incorporation into the tank car syringe. Where the rated power of a fire pump is found between the values referred to in points (a) to (g), the fire pump shall be classified in the category of fire pumps with the nearest lower rated power.
4. The tank-car syringe in special technical design in addition to the requirements laid down for the tank-car syringe in basic design meets the following requirements:
(a) has a special purpose superstructure equipped with an illuminating mast or similar lighting device with an appropriate energy source;
(b) be equipped in front with a rope winch with a tension force of not less than 35 kN for the middle and heavy weight classes and not less than 20 kN for the light weight class;
(c) the rear part of the special purpose superstructure is adapted for the possible installation of a coupling element for the fitting of a removable wheel hose winch intended for the formation of a transport line 75 with a length of not less than 100 m
