on the Trade Agreement between the Czechoslovak Socialist Republic and the United Kingdom of Great Britain and Northern Ireland
On 8 November 1967, the Trade Agreement between the Czechoslovak Socialist Republic and the United Kingdom of Great Britain and Northern Ireland was signed in London.
According to its paragraph 9, the Arrangement entered into force on 1 January 1968.

COMMERCIAL ARRANGEMENTS
between the Czechoslovak Socialist Republic and the United Kingdom of Great Britain and Northern Ireland
The Government of the Czechoslovak Socialist Republic and the Government of the United Kingdom of Great Britain and Northern Ireland, led by a common desire to promote the development of trade between the two countries, taking into account the Trade Agreement between the two countries of 14 July 1923 and recognising that it is desirable to increase the turnover of trade in both directions year after year, have decided to negotiate trade arrangements for the period from 1 January 1968 to 31 December 1972 and have agreed as follows:
1. Both governments appreciate the benefits of the growth in goods exchange between the two countries in the past and will take care to encourage trade to further increase to the mutual benefit of both traditional and new items of goods. Both governments expect that, during the period of validity of this arrangement, the scope of free licences for imports of Czechoslovak goods into the United Kingdom can be increased and the UK Government will continue to take this principle into account.
2. Representatives of both governments will meet annually or at any time at the request of one government to review progress made in trade, agree on a detailed arrangement for its implementation and to consider any problem that would arise.
3. Both governments agree to issue any import licences under the general rules in force at that time in their countries which would be necessary to implement the agreed trade provisions.
4. Both governments appreciate the important role industrial and commercial cooperation can play in the further development of trade and economic relations and expect increased cooperation in this area between the respective undertakings of both countries.
5. Each government shall refrain from measures which would limit the possibilities for ships flying the flag of another country to compete for the carriage of goods between both countries and third countries.
6. Both governments recognise that it is universally desirable and in accordance with the spirit of this arrangement to develop trade in both directions between British dependent overseas territories and the Czechoslovak Socialist Republic. The UK Government will recommend British dependent overseas territories and the Czechoslovak Government will recommend the relevant companies in Czechoslovakia to take this principle into account when setting their trade policy.
7. Persons who may conduct foreign trade on the Czechoslovak side must be duly empowered to do so under the relevant Czechoslovak laws. Czechoslovak foreign trade undertakings as independent legal entities are and other independent legal entities may be so authorised.
8. This Arrangement replaces the Trade Agreement of 7 December 1962 and the Protocols to the Agreement amending and supplementing it, subject to the fact that the effectiveness of Annex B to the Protocol on the Agreement of 8 March 1967 is hereby extended until 31 March 1968.
9. This arrangement shall be effective on 1 January 1968 and shall remain in force until 31 December 1972. It shall then be automatically extended from year to year unless one government notifies the other government in writing of its intention to terminate the arrangement three months before its expiry on 31 December 1972 or the end of any subsequent period of its effectiveness.

I confirm that my official offices understand this paragraph by providing, inter alia, that if the development of the trade envisaged by the arrangement meets the problems that would arise as a result of the European sub-regional groupings, the representatives of both governments shall meet at the request of any government to consider whether a trade arrangement will need to be supplemented.
I would be grateful if you would confirm that your offices hold the same opinion.
