on the Cultural Cooperation Agreement between the Government of the Czechoslovak Socialist Republic and the Government of Spain
On 7 March 1979, the Agreement on Cultural Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of Spain was signed in Madrid. The Agreement entered into force on 8 October 1979 pursuant to Article 15 thereof.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
on cultural cooperation between the Government of the Czechoslovak Socialist Republic and the Government of Spain
The Government of the Czechoslovak Socialist Republic and the Government of Spain,
led by the desire to further develop and consolidate friendly relations between the two countries and their peoples in a spirit of friendship and mutual cooperation,
Recognising that the development of relations in the fields of culture, art, education, science and health contributes to a better understanding between nations and thus to good relations between states,
agree in accordance with the principles contained in the Final Act of the Conference on Security and Cooperation in Europe as follows:
The Parties shall promote mutual cooperation in the fields of culture, art, education, science, health, film, mass media, social social development, youth and sport.
The Parties shall promote the development of cultural relations in the form of:
a) performance of artistic ensembles and artists at theatre performances, concerts and other artistic gatherings,
(b) cooperation between museums, art galleries and other cultural organisations;
c) presentation of theatrical and musical works of the other party in theatres and concert halls,
(d) organisation of exhibitions;
(e) translations of literary, scientific and professional works of the other Party;
(f) mutual recognition of publications and phonographic recordings of their countries, thereby promoting cooperation in the field of copyright,
(g) cooperation between libraries, bibliographic institutions and archives,
(h) exchanges of publications, books, microfilms and information of a professional nature;
(i) cooperation between youth organisations.
The Parties shall promote the exchange of librarians and archivatives in order to contribute to a better understanding of both countries' library and archive systems, as well as bibliographic exchange.
The Parties shall develop mutual cooperation in the field of education and shall in particular:
(a) to promote the teaching and dissemination of Czech, Slovak and Spanish in their countries;
(b) to promote contacts between universities and educational institutes;
(c) to provide scholarships for study visits to universities;
(d) to promote the exchange of scientific and pedagogical literature, teaching and visual aids and to support each other in organising the relevant exhibitions.
The Parties shall endeavour to secure objective information on the other country in textbooks and curriculum, thereby helping to improve mutual understanding between the peoples of both countries.
In order to further develop cooperation in the field of teaching and research, the Parties shall examine the issue of mutual recognition of university diplomas, diplomas of other universities and other scientific degrees.
If necessary, they shall conclude a specific agreement.
The Parties shall promote mutual cooperation in the field of science and the exchange of scientific staff, in particular through direct arrangements between the Czechoslovak Academy of Sciences and the Supreme Council for Scientific Research.
The Parties shall promote mutual cooperation in the field of health.
They shall help in particular:
(a) exchange of information of common interest in this field;
(b) exchange of experts for the purposes of study and consultation;
(c) direct contacts between the institutions and organisations of both countries.
The Parties shall promote cooperation in the field of film. To that end, they shall:
(a) assist the organisation of "film weeks" of the other country;
(b) to promote the exchange of playful, documentary and weekly films;
(c) to carry out, where appropriate, joint production of films and documentaries;
(d) to promote mutual direct cooperation between film organisations of both Parties.
In order to improve mutual understanding and consolidation of friendly relations, the Parties shall promote direct cooperation in the field of mass media, in particular:
(a) facilitating cooperation between press agencies, radio and television organisations;
(b) by mutual exchange between representatives of press agencies and radio and television organisations,
(c) facilitating the exchange of printing material, radio and television programmes.
The Parties shall promote the participation of representatives of the other Party in scientific conferences, art festivals and other international artistic events held in their country. The Parties shall also promote the exchange of documentation and material on such international actions.
The Parties shall promote the development of mutual contacts in the field of sports and sports. These contacts will be drawn up by bilateral agreements between the governing bodies of both the physical and sports sectors and will focus in particular on the exchange of experts in the field of physical and sport and on sporting events in those disciplines where sport performance is about the same.
The Parties shall cooperate in order to prevent the illicit import, export and illicit sale of cultural goods.
The Parties shall appoint their representatives to a Joint Committee meeting at regular meetings. The meeting of the Commission shall be agreed by diplomatic channels.
The Joint Commission shall adopt decisions on the implementation of the provisions of this Agreement and on the conditions for financing and organising exchanges which are the subject of this Agreement and shall draw up programmes for the implementation of this Agreement.
This Agreement shall be subject to approval in accordance with the national provisions of both Parties and shall enter into force on the date of exchange of the second note of such approval.
This Agreement shall remain in force five years after its entry into force and shall then be tacitly extended for another five years, unless one of the Contracting Parties denies it in writing at least six months before the expiry of the current period.
Done at Madrid, 7 March 1979 in duplicate, each in the Czech and Spanish languages, the two texts being equally authentic.
