Ministry of Transport and Communications
of 13 March 1998
on timetables and organisation of a national timetables information system
The Ministry of Transport and Communications pursuant to § 41 (1) of Act No. 111 / 1994 Coll., on Road Transport, as amended by Act No. 304 / 1997 Coll., for the implementation of § 17 (6) provides:
Method and content of the timetable and changes thereto
§ 1
(1) The timetable for public scheduled services and international scheduled passenger services must include the following elements:
(a) the name and number of the line; the name of the line consists of the names of the municipalities where the initial and final stop of the line is located, other names of the municipalities are given only if necessary in terms of routing the line; in the line number, the first three digits shall be marked by the transport office which issued the licence and the second three digits shall be marked by the serial number of the line; the name and number of the line shall be determined in the licence decision,
(b) the trade name of the carrier, its registered office or permanent residence, telephone and fax numbers;
(c) the names of the stops which must be identical to the names of the stops indicated in the licence decision, indicating at the stop whether the stop is a stop on a sign, or where its use is restricted to the exit or entry only;
(d) the tariff kilometres indicated for the stop names which indicate the distance from the starting stop, rounded up in whole numbers in the separate columns for all directions indicated in the timetable;
(e) departure times from each stop and at destination stops from the arrival time; if during the connection the break is longer than five minutes, the arrival and departure of the connection shall be indicated at the stop, the time of departure and arrivals of the connections shall be determined in a 24-hour timer; the layout of the connections shall be such that, at each stop, departure times are arranged according to the time sequence; the timetable shall include time adjustments for connections at the introduction and end of summer time, if the changes affect the connections;
(f) details of the contractual conditions of carriage and the tariff;
(g) an indication of the time and other restrictions on specific connections, in particular the dates or periods in which a connection runs or does not run;
(h) numerical marking of connections,
(i) the timetable period;
(j) the identification of barrier-free connections and accessible stops;
(k) any other information needed to inform passengers.
(2) Time-limit marks and information marks, as set out in the Annex, shall be used in the timetable for the indication of the time limit and for other data needed to inform passengers. The text, appearance and meaning of these marks cannot be altered. The marks can be combined. Only if the time limit or other limitation cannot be expressed by any of the marks or combinations thereof, another mark may be used.
(3) The organisation of connections and bus stops may be carried out by:
(a) a two-way timetable in which the stop names and the tariff distance columns are located in the middle of the timetable; in the left-hand part of the timetable, the time data for the direction of travel from the initial stop to the final stop and the numerical identification of the connections (odd numbers) are given; in the right part of the timetable, the time data for the opposite direction of travel and the numerical identification of connections (even numbers) are given; the directions are marked with arrows on both sides of the stop names,
(b) a one-way timetable in which the data for each of the two directions of the bus line are arranged in separate sections; in the first section, the time data for driving direction from the initial stop to the final stop and the numerical identification of the connections (odd connections) are given, and in the second section, the time data for connections from the final stop to the initial stop (opposite direction) and numerical identification of connections (even connections) are given; the stop names and tariff kilometres are located to the left of the time data to correspond to the direction of travel; If the one-way timetable contains such a number of connections that they cannot be integrated into a single section, it is possible to specify the different directions for the continuation.
(4) The heading of the timetable shall indicate the route and the commercial name of the carrier, its registered office or permanent residence, telephone and fax numbers. To the right, next to the line designation, the start and end date of the timetable shall be indicated. The names of the stops, the tariff distances with the time data of individual connections and their code names are given below the details of the carrier. The time limit marks shall be placed only above the coupling. The marks of another restriction and of the information mark shall be placed above the coupling unless otherwise specified in the Annex.
(5) In the lower part of the timetable, time and other restrictions and information marks are explained and data on contractual transport conditions and tariff are given.
(6) The timetable for international regular passenger services shall include border crossing points; the names of the stops shall be indicated in the language of the State in whose territory the stop is authorised; in the case of international regular passenger services operated by domestic carriers, the names of the stops located in the territory of a foreign State may also be indicated in the Czech language. Data under the timetable shall be given in the Czech and foreign languages. From the time data on exits and arrivals of connections it must be clear which time zone they are in. If, during the period of validity of the timetable, there is a shift in the time zone at the stop point, data on departure and arrival times shall be made clear at what time of year they apply.
(7) The provisions of paragraph 1 (d) and (h) and paragraph 2 shall not apply to the timetable for international regular passenger services.
§ 2
(1) It is permitted that the timetable for urban bus transport, if it does not also provide transport needs for suburban areas, is not processed in the manner set out in § 1 (1) to (5). In such a case, however, it shall contain the following particulars:
(a) the indication of the route containing the name of the urban transport, the name and number of the route; the name of the line is composed of the names of the municipalities or the names of the parts of the municipality where the initial and final stop of the line is located, other names are given only if necessary in terms of route direction; in the line number, the first three digits shall be marked by the transport office which issued the licence and the second three digits shall be marked by the serial number of the line; the name of the city transport, the name and the number of the route shall be specified in the licence decision; for the identification of the vehicle and stop, the carrier shall indicate the number of the line by no more than the second three digits,
(b) the commercial name of the carrier and other particulars, its registered office or permanent residence, telephone and fax numbers;
(c) the name of the stop in which the timetable is posted;
(d) the names of the stops which must be identical to the names of the stops indicated in the licence decision. The stop shall indicate whether it is a stop for a signal, or if its use is restricted only to the exit or entry. The name of the municipality may not be included in the name of the stop, if it is included in the name of the city transport,
(e) the time of departure of vehicles from the stop; If the departure interval is less than 10 minutes in complete time periods, only the first departure time can be indicated and the recurring interval marked, or only the first departure time in each hour and the recurrent interval marked; the departure times of the connections are determined in a 24-hour timer,
(f) particulars of time and other restrictions using the marks listed in the Annex;
(g) an indication of the contractual terms and conditions of carriage and the tariff;
(h) an indication of the introduction of a specific mode of operation on the line;
(i) the date from which the timetable applies;
(j) the identification of barrier-free connections and accessible stops.
§ 3
Announcement and posting of timetables and their changes
(1) The Transport Authority shall publish information on the validity of the timetables and the dates of their changes in the usual manner.
(2) The carrier shall ensure that the approved timetable is posted throughout its period of validity at all stops of the relevant line, with the exception of stops intended only for the output at which the timetable is posted with the time of arrival of the connections or shall provide information for which the lines are output. The timetable, with the exception of the timetable for urban bus transport, must be published in each bus which provides transport on this line or must be for inspection by the bus driver at the request of the passenger.
(3) The carrier which has set up a stop sign, including a timetable board, will enable the approved timetables to be posted to carriers holding a stop mentioned in the licence decision.
§ 4
National Information System
(1) The nationwide timetables information system contains approved timetables for public scheduled services and international scheduled passenger services, which have a stop on the territory of the Czech Republic for the entry or exit of passengers, except for the timetables for urban bus lines which do not provide transport needs for suburban areas.
(2) The timetable or amendment thereof shall be submitted by the carrier not later than 60 days before the date of validity of the relevant transport authority in a manner determined by that transport authority.
(3) Any change in timetable must be processed by the carrier in the form of a new timetable.
(4) The approved timetable shall be transmitted by the Transport Office to the Ministry of Transport and Communications or by it to a legal person not later than 30 days before the period of validity or validity of its amendments if the timetable is to be processed in writing and not later than 15 days before the period of validity or validity of its amendments in electronic form.
(5) The Transport Authority shall immediately notify the Ministry of Transport and Communications, or the legal person designated by it, of the expiry of the timetable for the withdrawal or termination of the licence issued or for other exceptional reasons.
§ 5
Repeal
The provisions of Sections 10 to 13 and Annex 2 of Decree of the Ministry of Transport No 187 / 1994 Coll., implementing the Road Transport Act, are hereby repealed.
§ 6
This Decree shall take effect on 1 April 1998.
