on school meals
The Ministry of Education, Youth and Sports of the Czech Republic, pursuant to § 13 (l) of the Act of the Czech National Council No. 564 / 1990 Coll., on State Administration and Self-Government in Education, § 13 (k) of the Act of the Czech National Council No. 564 / 1990 Coll. in agreement with the Ministry of Labour and Social Affairs of the Czech Republic and the Ministry of Finance of the Czech Republic, § 21 (2) of the Act of the Czech National Council No. 390 / 1991 Coll. (full text of the Act No. 395 / 1991 Coll.):
§ 1
Preliminary provisions
School meals under this decree are common meals for children and pupils and pre-school, school and school staff ("pupils' and" school staff ') assigned by the Regional Office or the Ministry of Education, Youth and Sports of the Czech Republic ("Ministry of Education') to a network of pre-school, school and school establishments.
Securing school meals
§ 2
School meals provide
(a) school canteens (hereinafter referred to as "canteens"); or
(b) other food establishments (hereinafter referred to as "establishments"), where it is not possible to provide for school meals for pupils and school staff in the school cafeteria, are owned or otherwise owned by other schools, under a contract concluded between the establishment and the pre-school establishment, school establishment or school (hereinafter referred to as "school").
§ 3
The head of the dining room which has been established as a legal person (hereinafter referred to as "the manager ') or the principal of the school of which the dining room is part (hereinafter referred to as" the Director') shall determine the details of the operation according to local conditions to ensure that the tasks are carried out. Details of the operation shall be discussed by the Head or Director with the founder, representatives of parents or other legal representatives of pupils (hereinafter referred to as "legal representatives of pupils') and pupils of the age category of secondary schools, and, where the dining room is a legal person or serves more than one school and with representatives of schools.
School meals
§ 4
(1) The manager or director shall follow the nutritional standards, the average food consumption and the range of financial standards for the purchase of foodstuffs set out in the Annex, which is part of this Decree; the level of financial standards for the purchase of food (hereinafter referred to as the "financial normative ') shall be determined within the set range according to the locally reached food prices.
(2) In a school establishment for the performance of constitutional education, protective education or boarding school for children and youth, the financial standards for the purchase of food to improve the quality of meals on holidays and significant personal opportunities of pupils are increased by 110 CZK per pupil and calendar year.
(3) In order to improve the quality of school meals or to reduce the level of financial standards determined in accordance with paragraph 1, even below the lower limit of the range determined in accordance with paragraph 1, the Head or Director may use school fees or cash and food gifts from natural and legal persons, provided that they are healthy and meet the relevant standards. 1)
(4) If legal representatives of well-fed pupils and adult children agree to improve school meals above the specified level of the financial standard, they shall bear the additional costs of purchasing food from their resources.
(5) When preparing meals in the dining room, follow the recipes for meals for school meals. 2) Dining room can modify recipes in terms of the quantity of raw materials used according to their quality or delivery. The adjustment shall be marked by reference to the food dispensers. The Receptor can be expanded with additional dishes suitable for pupils, such as lace dishes.
(6) The establishment may provide for school meals provided that the amount of the financial standards, the amount of the school meals allowance provided for in Article 7 (2) and the recipes according to which the establishment progresses are specified in the contract concluded under Article 2 (b).
(7) Dining room or school keeps records and accounts according to special regulations.3)
§ 5
(1) For pupils of pre-school establishments with day-to-day or half-day operations or irregular operations, the dining room or facilities shall prepare an appropriate number of main and complementary meals according to the duration of the pre-school operation. The method of eating pupils in pre-school institutions shall be determined in accordance with a special regulation.4)
(2) For primary schools, secondary schools, schools and special schools, the dining room or facilities prepare lunch.
(3) Where a dining room or establishment serves boarding schools, (5) boarding school, (6) youth homes, (7) children's homes, special education facilities for pupils until their attendance at primary school or special school, or for minors' mothers and their children, (8) diagnostic institutes or centres of education for children and youth, (9) prepare two main meals and three additional meals.
(4) If the dining room or establishment serves a special educational facility for pupils with completed primary school or special school, 10) it prepares two main meals and four additional meals for boys; prepare the main and complementary meals referred to in paragraph 3 for the girls.
(5) If the majority of legal representatives of pupils staying at a boarding school or youth home agree, the dining room or establishment may only prepare main meals and breakfast and the level of the financial standard intended for additional supplementary meals may be used to increase the level of the financial standard for main meals or to reduce the student contribution.
(6) For the purposes of this decree, the main meals are lunch and dinner and additional meals breakfast, breakfast and snacks.
(7) The meals of pupils participating in competitions and shows and their pedagogical escort shall be governed by the financial standards for pupils and by the financial standards for school staff referred to in Article 6 (2) or by an agreement between the organiser of the competition or the show with the head or director.
§ 6
(1) School staff may take one main meal during their shift in the dining room or establishment; If the working shift lasts more than 11 hours, the school staff may remove two main meals if they are prepared for pupils at the price referred to in Section 7 (4). Additional meals may be collected by school staff at least for full payment of food costs and other costs in kind and wages.
(2) The level of the financial standard for school staff is the same as the level of the financial standard for the age category of pupils in the 5th to 9th years of primary school. The level of the financial standard for school staff shall be equal to the level of the financial standard intended for those pupils when eating in a dining room or establishment.
(3) School staff may agree to improve the quality of their meals provided that they pay the costs associated with this by means of their own resources or by means of specific rules. 11)
§ 7
Food prices and school meals allowance
(1) The full price of one portion of a meal is determined by calculating the cost of the food at the level of the financial standard of the other costs in kind and the wage costs.
(2) The legal representatives of pupils or pupils who are of age shall pay the school allowance equivalent to the financial standard referred to in Article 4 (1) and (3).
(3) The financial standards and the allowance for school meals for pupils of secondary vocational education, vocational training and vocational training are determined in accordance with a specific regulation. 14) The allowance for school meals for pupils of educational establishments for the performance of constitutional, protective and boarding schools shall be paid in accordance with a special provision. 15)
(4) School staff shall pay a school allowance equal to the financial standard determined in accordance with Section 6 (2).
(5) In order to reduce the amount of school meals allowance for school staff, appropriations may be used under special rules. 11) The school allowance may be reduced by additional amounts granted by the municipality or other legal or natural persons.
§ 8
Economic activity of the dining room
In the dining room, economic activity can be carried out, 16) if the sale of canteen products and the provision of catering services to the public are separated by time or space from school meals and catering services provided to pupils in addition to school meals will comply with the principles of child and youth nutrition. 2)
Common and final provisions
§ 9
Pupils of private schools and school establishments included in the school network, preschool establishments and school establishments shall be provided with school meals under the same conditions under this Decree.
§ 10
They are cancelled except for school meals for pupils and school staff in the field of the Ministry of Health of the Czech Republic

§ 12
This Decree shall take effect on 1 March 1993.

2.4. - The average food consumption is calculated from the basic range of foods to ensure that the relevant nutritional standards are achieved. It is indicated in "both purchased 'and therefore includes natural waste by cleaning and further processing
2.5. - Food consumption corresponds to a monthly average with a tolerance of ± 10%, except for fats where the quantity of free fats is the upper limit which can be reduced. The ratio of consumption of vegetable and animal fats is about 1: 1 with an emphasis on increasing the proportion of fats of plant origin.
2.6. - This quantity of vegetables, fruit and leguminous vegetables is a lower limit of consumption which is desirable to increase. When calculating the average consumption, the weight of sterilised and frozen vegetables is multiplied by 1,42, because they do not result in losses by cleaning as raw vegetables. For dried vegetables, the weight is multiplied by 10 (10 dkg = 1 kg). Annual periods shall be taken into account when assessing vegetable consumption.
2.7. - In order to achieve the desired vitamin C values, drinks, compotes and vegetable salads produced for school meals with an addition to the vite should be included in the diet. C.
2.8. - Meals according to Table 2.3 can be used if all parents of children and workers are agreed to this, or in school canteens, where meals can be served to choose from.
2.9. - Average food consumption according to Table 2.3 may be supplemented by poultry and fish meat.
2.10. - Meals for pupils in sports schools and dance schools are governed by doctor's instructions; The publication "Model menus and food schedules for pupils of sports schools," MŠ ČSR 1984 Prague is used as an aid. The content of individual daily meals depends on the distribution of training during the day and on the actual sports performance. The total daily nutrition levy is calculated on average: about 18% for breakfast, 15% for breakfast, 35% for lunch, 10% for afternoon snack, 22% for dinner.
