Ministry of Education, Youth and Sports
of 10 February 1999
on the content of the application for accreditation of the study programme
The Ministry of Education, Youth and Sports provides pursuant to § 79 (7) of Act No. 111 / 1998 Coll., on higher education institutions and amending and supplementing other laws (Act on Higher Education):
§ 1
Basic provisions
(1) A written request for accreditation of the study programme (hereinafter referred to as "the application") is submitted to the Ministry of Education, Youth and Sports (hereinafter referred to as "the Ministry") by a university or other legal person established in the Czech Republic dealing with educational and scientific, research, development, artistic or other creative activities or by a legal person requesting the grant of state consent (hereinafter referred to as "the applicant"). The application shall sign:
(a) rector of public or public higher education,
(b) the body of a private university which exercises the responsibilities of the Rector;
(c) the statutory body of another legal person established in the Czech Republic engaged in educational and scientific, research, development, artistic or other creative activities;
(d) the statutory body of a legal person requesting the grant of a state consent; or
(e) the founder or founder of a legal person who is to act as a private university.
(2) The application, specifying the name and address of the applicant, shall be submitted to the Ministry in writing and in electronic form. The application referred to in paragraph 1 shall form part of the application for the grant of the consent of a legal person requesting the granting of the State.
Content of the application
§ 2
(1) The application contains:
(a) the name of the study programme1); the name of the study programme must clearly and accurately express the content of the study programme, taking into account the objectives of the study and the possible breakdown of the study programme into fields of study,
(b) the names and characteristics of the fields of study, where the study programme for the fields is divided, including possible combinations of fields of study;
(c) the objectives of the study common to the whole study programme;
(d) the profile of the graduate of the study programme or, where appropriate, of the field of study which includes:
1. definition of output expertise ("knowledge") and professional skills ("skill") corresponding to the objectives of study in the study programme;
2. the characteristics of the profession for which the graduate is to be prepared, the other possibilities for his or her application and the characteristics of the employers for whom he / she will be able to apply the training obtained;
(e) the conditions to be fulfilled by the student during the course of his or her studies and at his or her proper completion in accordance with § 3;
(f) the name of the municipality in whose territory the study programme will be carried out in accordance with its personnel, material and technical security pursuant to § 8;
(g) for the Bachelor's study programme and for the Master's study programme, additional requirements under Section 4;
(h) for the doctoral study programme, additional requirements under Section 5.
(2) The elements of the application are also:
(a) data on the scientific, research, development and innovation, artistic or other creative activities of the applicant related to the study programme submitted for accreditation and its scope;
(b) evidence of the security of the study programme (Sections 6 to 8);
(c) the intention to develop and justify the study programme (Sections 9 and 10).
§ 3
The conditions which the student must fulfil during the course of his or her studies and when he or she is properly completed are laid down
(a) in the Bachelor's study programme or in the Master's study programme
1. the study plan, in accordance with the study and test rules;
2. the content and scope of the state final examinations;
(b) in the doctoral study programme
1. individual study plan,
2. the content and scope of the state doctoral examination and the requirements for demonstrating prescribed knowledge.
§ 4
Bachelor's study programme and Master's study programme
(1) In addition to the requirements of Article 2, the application will also include:
(a) the characteristics of the subject in the presentation form, which includes:
1. name of the study subject;
2. the definition of a study subject or part thereof as compulsory, compulsory or optional;
3. the overall scope of the study subject burden, expressed in credits divided according to the student's planned activities; one credit is assumed to correspond to 25 to 30 hours of study and the sum of credits for study subjects included in the study plan is equal to 60 credits in one academic year;
4. the list of specialised literature containing the basis of the subject;
5. in the case of compulsory and optional subjects, an annotation defining the objectives of the subject and its scope, as well as the knowledge and skills demonstrated by the students at the end of the subject in the context of the study control;
(b) the rules and conditions for drawing up the study plans which constitute:
1. identification of knowledge, skills and other conditions for admission to study;
2. definition of the period of teaching and preparation for examinations, periods of examination, professional practice and holidays in each academic year for the standard period of study expressed in weeks,
3. rules on the inclusion of individual subjects or parts thereof in the study plan in terms of their content and timing;
4. the methods and conditions of monitoring the study according to the study plan;
5. Determination of the content and scope of professional experience in the presentation form of a Bachelor's study programme, which is mainly aimed at preparing for the course of the profession, in particular at a non-university university (hereinafter referred to as the "Professional Bachelor's programme"); in other types of study programmes as required;
(c) design of topics
1. Bachelor's work, if they are part of the state final examinations in the Bachelor's studies,
2nd Master's degree.
(2) The provisions of paragraph 1 (a) on the rules and conditions for the inclusion of professional experience in the professional Bachelor's Programme study plan are valid mutatis mutandis. The annex is an overview of the design of the workplaces with an indication of their legal form where the practice will take place and, if necessary, proof of its contractual security for at least the standard period of study.
(3) In addition to the scope of the subject referred to in paragraph 1 (a) (3), the scope of the consultation and other forms of teaching carried out in the presence of a student shall be determined for the distance or combined form of study in the Bachelor's study programme, the professional Bachelor's programme and the Master's programme. Paragraph 1 (b) (2) and (5) shall apply mutatis mutandis.
(4) The rules and conditions for the development of the study plans referred to in paragraph 3 also include:
(a) the definition of the scope of consultation or concentration or other services offered to students in each academic year, together with the definition of their mandatory and optional parts;
(b) the scope and scope of the individual work of the students;
(c) the characteristics of study literature and other teaching tools for students, including the possibilities of using modern information technologies. The application is accompanied by models of study distance texts and possibly other multimedia aids for the study programme.
§ 5
Doctor's study programme
In addition to the requirements of Section 2, the application shall also contain:
(a) entry requirements for applicants for admission to study in the doctoral study programme;
(b) the focus and extent of the required knowledge in the study programme or in individual fields, where the study programme is divided into fields;
(c) study subjects of the doctoral study programme whose studies acquire the required knowledge;
(d) other duties to be performed by the student during the course of his studies;
(e) design of dissertation topics.
Evidence of study programme security
§ 6
(1) The evidence of staff security of the presentation form of study in the study programme for the standard period of study contains:
(a) for the guarantor of the study programme, who is a lecturer or professor responsible for the relevant university, taking into account his share in the design and evaluation of the development of the study programme, for the quality and development of the study programme (hereinafter referred to as the "guarantor of the programme"), for teachers who will participate in the provision of lectures of the compulsory or optional subject of the Bachelor's study programme or Master's study programme (hereinafter referred to as the "lecturer in the Bachelor's studies"), for teachers who will provide lectures, consultations or other forms of teaching of the study subject of the doctoral study programme (hereinafter referred to as "lecturer in the doctoral studies") and for trainers of the
1. name (s) and surname, titles and scientific rank, year of birth,
2. an overview of the subjects in whose security they will participate;
3. the nature of the employment relationship, where appropriate, the employment relationship, the applicant and the scope of the work, expressed in terms of the number of hours of work per week or, where applicable, per calendar year or other relevant period, and the period for which the employment relationship is agreed;
4. experience data from the completion of higher education;
5. an overview of the creative and publishing activities in the last 5 years,
6. the annotation of the most important publications, projects, works, artistic performances and realised results during the period of scientific, research, development and innovation, artistic or other creative activities,
7. data on foreign operations;
(b) lecturer in Bachelor's or Master's studies, lecturer in doctoral studies and trainers who are lecturees or professors or holders of scientific degrees, the field and year in which their habilitation or appointment or award of scientific degrees took place, and reports of their publications.
(2) The evidence of staff security shall include the presentation form of the study in the professional Bachelor's Programme for teachers not referred to in paragraph 1 but participating in the implementation of the study programme,
(a) the particulars referred to in paragraph 1 (a);
(b) the type of activity carried out to carry out a professional bachelor's study programme;
(c) data on the system and structure of the envisaged continuing training.
(3) The evidence of staffing of distance and combined forms of study in the Bachelor's study programme or in the Master's study programme contains:
(a) the particulars referred to in paragraph 1;
(b) for the professional Bachelor's Study Programme, the data referred to in paragraphs 1 and 2;
(c) evidence of qualifications of teachers responsible for carrying out the distance form of study and checking the results of studies.
(4) The evidence of staff security of distance and combined form of study in the doctoral study programme shall contain the information referred to in paragraph 1.
(5) The document on the staffing of the doctoral study programme contains a proposal for the composition of the trade council. The provisions of paragraph 1 (a) shall apply to the data on its staff security.
(6) The application shall be accompanied by written consent from the lecturer in the Bachelor's or Master's studies, the lecturer in the doctoral studies and the trainers who will participate in the provision of compulsory or compulsory optional subjects and who are not in the employment relationship or, where appropriate, in the employment relationship with the applicant, with their activity in teaching and with a proposal for the scope of their participation in teaching in the study programme.
(7) Where the application for accreditation of a study programme is linked to a request for national consent, the applicant's contract with the programme guarantee for the conclusion of a future employment contract and the applicant's contract with teachers for the conclusion of a future employment contract or a future non-employment agreement setting out the scope of the work defined by the expected average weekly work range or the number of hours per calendar year or other relevant period, indicating the date of taking up work.
§ 7
(1) The document on financial security for the study programme contains:
(a) a breakdown of the expected costs of carrying out the study programme for each academic year of the standard period of study divided into investment, wage and other non-investment costs;
(b) a breakdown of the estimated costs referred to in (a) per student;
(c) a breakdown of the expected costs of securing scientific, research, development, artistic or other creative activities related to the study programme divided into investment, wage and other non-investment costs;
(d) the total estimated costs of the study programme referred to in points (a) and (c) for each academic year of the standard study period divided into investment, wage and other non-investment costs.
(2) The request from the State College contains a statement from the Ministry of Defence at the Military College or the Ministry of Interior at the Police College for the amount and financial security of the breakdown of the expected costs.
(3) The application of a private university or other legal entity in the Czech Republic dealing with the implementation of a study programme or part thereof contains:
(a) the particulars referred to in paragraph 1;
(b) details of the amount of fees associated with studies and other payments requested from students.
(4) The information referred to in paragraph 3 (a) must be supported by supporting documents on the financial security of the breakdown of the expected costs, broken down by financial resources from complementary activity, study fees, donations and other financial resources.
(5) A proof of the financial security of the study programme or part thereof, which will be carried out by the legal person referred to in Article 81 (1) of the Higher Education Act, shall be that legal person's statement on the amount and financial security of the planned costs of the study programme or part thereof.
§ 8
(1) Evidence of material and technical security of the study programme
(a) details of the building or buildings for the implementation of the study programme and their location, including the number and capacity of the auditorium, laboratories, studios and other teaching facilities;
(b) an inventory of specialised laboratories for teaching and a description of their technical level;
(c) a statement by the competent authority of the sanitary service of the suitability of the space for the provision of the study programme for those buildings where no teaching has taken place;
(d) copies of ownership documents or copies of lease contracts or borrowing contracts or other documents certifying the applicant's right of use to the buildings or premises in which teaching will take place for at least the standard period of study.
(2) The document submitted by the State College shall contain the information referred to in paragraph 1 mutatis mutandis. The State College does not provide proof of ownership; the right to use premises and premises is demonstrated by the Ministry of Defence Certificate for military universities and by the Ministry of Interior Certificate for police universities.
(3) The evidence of information security for the study programme contains:
(a) data on the library, its availability, technical equipment and capacity, existing equipment and the completion of study literature for the implementation of the study programme;
(b) an overview of the existing IT equipment and the possibilities for its use for the implementation of the study programme, data on the possibilities for the use of the local computer network and the Internet.
(4) Where an application for accreditation of a study programme is linked to a request for national consent, it shall include evidence of the preparedness of the material, technical and information security of the study programme.
Efforts to develop and justify the study programme
§ 9
The intention to develop the study programme shall include:
(a) the continuity and link of the study programme with the scientific, research, development, artistic or other creative activities of the institution and its development, including the relation to the application of the knowledge acquired by the institutions;
(b) conditions for evaluation and quality assurance of the study programme;
(c) data on the development of cooperation with professional practice, universities and other legal persons, including abroad, the characteristics and scope of such cooperation.
§ 10
(1) The justification for the study programme shall include:
(a) a justification for the social needs of the study programme, including, where appropriate, the expression of professional associations and legal persons and natural persons as referred to in Article 2 (1) (d) (2) for the application of graduates of the study programme;
(b) in the case of professional bachelor programmes, the economic, social and demographic characteristics of the envisaged regional catchment area and the figures on the number of unemployed graduates of higher education institutions and universities according to the qualification structure of the relevant curriculum and its individual fields for the last year (30 April and 30 September) expressed in terms of
1. by the competent territorial authorities of work; or
2. analysis by the applicant.
(2) The expected number of admission applicants for study shall be reported in each year of the standard study period.
§ 11
Application for renewal of accreditation of the study programme
(1) The application for an extension of the accreditation of the study programme contains:
(a) the name and address of the applicant;
(b) the name, type and form of the study programme and its breakdown into the fields of study;
(c) the characteristics of the study programme or fields of study, where the study programme is divided into fields;
(d) for the study programme
1. the Bachelor's or Master's characteristics of the subjects referred to in § 4 (1) (a) or, where appropriate, the professional practice referred to in § 4 (1) (b) (5);
2. the medical formalities provided for in Article 5;
(e) evidence of the personnel security of the study programme referred to in Article 6;
(f) the opinion of the university on the results of the internal quality assessment of the study programme referred to in Article 9 (b).
(2) Where changes in relation to an accredited study programme are proposed in the study programme or in the study sector, the application for extension of the accredited study programme shall also include:
(a) changes in the components of the study programme in accordance with Sections 2 to 5;
(b) changes in the documents on the security of the study programme pursuant to Sections 7 and 8;
(c) changes in the development and justification of the study programme pursuant to Sections 9 and 10.
§ 12
Application for accreditation of the extension of the accredited study programme
The application for accreditation of the extension of the accredited study programme shall include:
(a) the name and address of the applicant;
(b) the name, type and form of the study programme;
(c) components related to the accreditation of the extension of the accredited study programme, in particular the scope and focus of the extension of the accredited study programme and the evidence of its security referred to in paragraphs 6 to 8, provided that the accreditation of the extension changes the conditions for such provision. Where accreditation refers to the extension of an accredited study programme to another legal person, its name and registered office and the written consent of its statutory body shall also be indicated.
§ 13
Efficacy
This decree shall take effect on the day of its publication.
