on the Agreement on Cultural Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Socialist Republic of Vietnam
On 21 March 1977, the Agreement on Cultural Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Socialist Republic of Vietnam was signed in Hanoi. The Agreement entered into force pursuant to Article 14 thereof on 5 May 1977.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
on cultural cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the Socialist Republic of Vietnam
Government of the Czechoslovak Socialist Republic and Government of the Socialist Republic of Vietnam
in order to further consolidate and develop friendly and brotherly relations between the peoples of both countries on the basis of marxism-leninism and proletarian internationalism,
led by the desire to expand and implement cultural cooperation between the two countries,
Notes that the Cultural Cooperation Agreement between the Czechoslovak Republic and the Democratic Republic of Vietnam of 20 March 1957 played an important role in the development of friendship and cooperation between the peoples of the two States and contributed to the enrichment of mutual relations in the fields of culture, education and science,
have decided to conclude the following agreement:
Both sides will develop and deepen cooperation in the fields of culture, art, science, education, press, film, radio, television, tourism and physical education and sport.
Both sides will assist in the cooperation and exchange of experience in higher, secondary vocational and general education.
To this end:
(a) to encourage exchanges of scientists, professors and experts to increase their qualifications, to lecture and to pass on experience;
(b) cooperate in the preparation of cadres with higher education, secondary education and vocational training, in the preparation and defence of candidate and doctoral dissertation in the other country;
(c) to encourage the exchange of students, aspirants, trainees and trainees for the purpose of studying at different types of schools, to adopt a second language, to gain experience and to participate in seminars and to provide them with scholarships;
(d) to assist the establishment of direct cooperation between both countries' higher, secondary and vocational schools;
(e) to assist each other in issuing textbooks for higher, secondary and vocational schools and to exchange textbooks and other materials.
In accordance with the Convention on the mutual recognition of the equivalence of documents on the completion of secondary, secondary vocational and higher education, as well as documents on the award of scientific degrees and degrees signed in Prague in 1972, both Contracting Parties will recognise the evidence of school education completed and of scientific degrees obtained.
Both sides will assist in exploring national cultures and the art of the other country.
To this end, both Parties shall support:
(a) the posting of cultural delegations and individual staff to exchange experience and information;
(b) reciprocal performances of artistic collective, individual artists and cultural actors;
(c) the organisation of artistic and informative exhibitions;
(d) the translation of significant literary and artistic works of the other Party and the exchange of printed matter, art journals, books, photographs and slides from the fields of culture and art;
(e) in the framework of cooperation between film organisations of both countries, the exchange of film experts and workers, film screening, the organisation of film festivals, the exchange of artistic, documentary, news and scientific and popular films.
Both sides will promote cooperation and direct contacts between cultural organisations, libraries, archives and museums of both countries.
The Parties shall promote cooperation between journalists' organisations, newspaper editors, press agencies, radio and television organisations to popularize and promote the success of the other country in the fields of politics, economics, culture, science and the results of mutual cooperation between the two countries.
To this end, they will allow:
(a) mutual exchange of information, articles, photographs and other publishing material in the press, radio and television;
(b) the exchange of radio and television programmes, films and music recordings;
(c) exchange of personnel from those areas to exchange experience and information.
The Parties shall promote the development of relations between central body and sport organisations, the organisation of competitions and friendly meetings, as well as the development of direct cooperation between sports organisations of both countries.
The Parties shall promote friendly cooperation in the field of culture between trade unions, women's, youth and pioneers' organisations, partner organisations and other social organisations of both countries.
Both sides will support the development of cooperation between tourist organisations in order to expand and deepen the friendly relations of the people of both countries.
Both sides will be:
(a) to promote cooperation between leading representatives of cultural institutions in socialist countries aimed at exchanging experience resulting from the implementation of cultural policy in each country and strengthening bilateral or multilateral cooperation;
(b) coordinate activities and provide mutual assistance in international cultural organisations and consult each other on the preparation and participation of international cultural conferences.
For the implementation of this Agreement, both Parties shall negotiate cultural cooperation plans for a two-year or longer period, which shall also include the financial terms and conditions of the agreed actions.
Negotiations on these issues will take place alternately in Prague and Hanoi.
The date of entry into force of this Agreement will be the expiry of the Cultural Cooperation Agreement between the Czechoslovak Republic and the Democratic Republic of Vietnam of 20 March 1957.
This Agreement shall be negotiated for a period of five years and shall be extended by another five years, unless one of the Contracting Parties denies it six months before the expiry of the relevant period.
This Agreement shall be subject to approval under the national provisions of the Contracting Parties and shall enter into force on the date of the exchange of notes on such approval.
Done at Hanoi, 21 March 1977 in duplicate, each in the Czech and Vietnamese languages, both texts being equally authentic.
