The Czechoslovak Academy of Sciences provides, pursuant to § 52 (1) of Act No. 39 / 1977 Coll., on the Education of New Scientists and on the Further Improvement of Qualification of Scientists ("the Act '), in agreement with the Federal Ministry of Labour and Social Affairs:
Čl. I
The Decree of the Czechoslovak Academy of Sciences No. 54 / 1977 Coll., which regulates certain details of the employment relations of participants in scientific education and study visits and the provision of scholarships, is amended as follows:
„§ 3
(1) The internal aspirant is entitled for the duration of the internal aspirant scholarship, which is assessed as wages. 9)
(2) An internal aspirant whose length of experience is less than two years before being admitted to an internal aspirant is a scholarship
(a) in the first year of internal aspiration in the range of KKS 1700 to 2000 per month;
(b) in the second year of internal aspiration, between 1900 and 2200 per month;
(c) in the third (or fourth) year of internal aspiration in the range of KKS 2100 to 2400 monthly.
(3) An internal aspirant whose length of professional praxe10) before being admitted to an internal aspirant is at least two years old belongs to a scholarship in the range of Kčs 1900 to 2500. These internal aspirants belong to a scholarship of at least Kčs 2200 in the third (or fourth) year.
(4) The level of the scholarship shall be determined when the internal aspirant is accepted by the training centre within the range set out in paragraph 2 (a) or paragraph 3. In determining the level of the scholarship, account shall be taken of the length and applicability of the previous practice, the results achieved, or the results of the study at the university, and the results of the internal aspirant admission exam.
(5) Adjustments of the scholarship during the internal aspiration period within the range set out in paragraph 2 or paragraph 3 shall be determined by the training centre, on a proposal from the instructor, according to the results obtained by the internal aspirant (carrying out the prescribed tests, the results obtained in the research activity, the procedure for the processing of the final scientific work, etc.).
(6) The internal aspirant may be increased on a one-off or repeated scholarship determined in accordance with paragraphs 2 to 5 for a particularly successful and innovative task in scientific education, which provides for a possible reduction in the duration of its internal aspirant, or for exceptional results in research activities. This increase in the scholarship is determined by the training centre on the basis of the trainer's proposal. In the course of one year of internal aspiration, such increase in the scholarship may be granted up to the amount corresponding to the one-month scholarship which was due to the internal aspirant in accordance with paragraphs 2 to 5 in the last month of the relevant year of the internal aspirant.
(7) An internal aspirant performing the tasks laid down in scientific education in a harmful environment shall be increased by an amount corresponding to the allowance payable to workers in employment provided that the internal aspirant performs its tasks under the same conditions. 11)
(8) An internal aspirant to whom reimbursement of expenses (diets) is granted by the Czechoslovak organisation in accordance with the relevant regulations or by a foreign organisation the equivalent of such compensation (reciprocity) under the applicable exchange-free agreement shall belong to the scholarship determined in accordance with paragraphs 2 to 5 unchanged.
(9) The internal aspirant sent abroad for a fellowship will be adjusted to the scholarship paid in the Czechoslovak Socialist Republic according to the principles applicable to workers in employment who increase their qualifications abroad. 12) In cases where the internal aspirant is granted compensation for a scholarship in the Czechoslovak Socialist Republic and in cases where it is granted a proportion of the scholarship in the Czechoslovak Socialist Republic due to its personal and family circumstances, it shall form the basis for calculating the compensation and for calculating the proportion of the scholarship paid immediately before being sent abroad without increases in accordance with paragraphs 6 and 7. In individual justified cases where hardness would arise or arise in the implementation of the provisions of this paragraph, the authority referred to in paragraphs 1 and 2 of Section 44 of the Act may, on a proposal from the competent training centre and after consultation with the competent Ministry of Finance, authorise an exemption from the provisions of this paragraph. ';

This Decree shall take effect on 1 April 1979.

9) The scholarship provided to the internal aspirant is partially exempt from payroll tax under the provisions of § 4 (4) (j) of Decree No 161 / 1976 Coll.
10) Article 11 (a) of the Law.
11) For budgetary organisations, the provision of health-care supplements is regulated by the Health Ministry Directive No 20 / 1967 of the Ministry of Health Bulletin, on the provision of health-care supplements to health workers and certain budgetary organisations.
12) The adjustment of salaries of workers posted abroad in the context of increasing their qualifications is governed by Sections 4 and 5 of the Decree of the Federal Ministry of Finance of 20 March 1978, No II / 6000 / 78, on the remuneration and physical security of certain workers during their stay abroad.
