DECLARATION
of 7 February 2019
amending Decree No 529 / 2005 Coll., on administrative security and on classified information registers, as amended
The National Security Authority shall determine, pursuant to Articles 23 (2) and 79 (8) of Act No. 412 / 2005 Coll., on the Protection of classified information and on security competence, as amended by Act No. 32 / 2008 Coll. and Act No. 255 / 2011 Coll.:
Decree No. 529 / 2005 Coll., on administrative security and on classified information registers, as amended by Decree No. 55 / 2008 Coll., Decree No. 433 / 2011 Coll. and Decree No. 275 / 2015 Coll., is amended as follows:
1. in Articles 3 (1) (f), 8 (7) and 16 (2), the word "containing" shall be replaced by "containing."
2. In Article 3 (4), the words "under the Electronic Signature or Labelling Act, based on a qualified system certificate issued by an accredited certification service provider and subsequently by a qualified time stamp under the Electronic Signature Act 'are replaced by the words" or the seal of a recognised electronic seal and subsequently by a qualified electronic time stamp'.
3. in Article 3 (5) (b), "containing" is replaced by "containing";
4. In Paragraph 4 (2), at the end of the text of the first sentence, the words "; in the case of classified documents provided by a foreign authority, the reference number shall contain the relevant abbreviation by originator 'and the second sentence shall be replaced by the words" These particulars or characters shall be separated from the particulars and characters referred to in paragraph 1 by the link. The abbreviation in the first sentence is "EU," the North Atlantic Treaty Organisation "NATO" and in the case of other foreign entities "OSCM."
5. In Article 7 (1), the following sentence is inserted after the second sentence: "The record shall be carried out by the person in charge of the Protocol, the register may be carried out by the processor."
6. In Paragraph 7 (2), the word "register 'is replaced by" administrative documents' and a comma is inserted after the word "readable '.
7. In Articles 7 (5) and 12 (9), the words "or in the electronic file service system 'are deleted.
8. In Articles 7 (5) and 12 (9), the words "under the Electronic Signature or Labelling Act, based on a qualified system certificate issued by an accredited certification service provider and subsequently by a qualified time stamp under the Electronic Signing Act 'are replaced by the words" or the seal of a recognised electronic seal and subsequently by a qualified electronic time stamp'.
9. In Article 7 (5) and in Article 12 (9), the sentence "Where the Protocol is conducted in an electronic file service system, all classified documents registered in the relevant calendar year shall be transferred to PDF / A format and other acts as described in the second sentence shall be added at the end of the paragraph. '
10. In Article 7a (4), the words "or annexes' shall be inserted after the words" the type of documents stored '.
11. in Paragraph 8 (6) of the fourth part of the sentence in front of the semicolon, the word "material" shall be replaced by the words "material" and the words "intended" shall be replaced by "and designated."
12. In Paragraph 8 (7), the words' the collection ark 'shall be inserted after the first occurrence of the words' in the Protocol '.

14. The heading of Section 9 reads:

In Paragraph 9 (1), the sentence "If the consignment is to be opened only by the consignee, the envelope shall be marked with the inscription" OPENER, "after the words" abbreviation in the act number "shall be inserted the words" or in another registration "and the words" if used "shall be deleted.
16. in Paragraph 9 (6):
"(6) A classified document in non-paper form shall be provided with a movement document containing the particulars referred to in Article 8 (1). When carrying a classified document in non-paper form provided in international contact, the accompanying document shall not be produced. ';
17. in Article 9, the following paragraph 7 is added:
"(7) The classified document or file may be transmitted in an envelope or solid packaging indicating the name of the authority of the State or legal person, or the name and surname of the natural person involved, and identifying the classification level or in a portable box. ';
18. In Paragraph 12 (1), at the end of the sentence of the fourth sentence, the words "the register may be carried out by the processor."
19. in Article 12 (5), the words "or carry-over" shall be inserted after the words "on transport."
20. In Article 12 (8), the words "date a 'shall be inserted after the words" point a'.
21. In Paragraph 13 (1), the second sentence is replaced by the following: "Other classified documents shall be recorded in the collection sheet in the order in which they are received or incurred, in accordance with the instructions set out in Annex 7 to this Order. 22. in Article 13 (4), the words "deposited documents" shall be inserted after the words "sheets, number and species."
23. In Article 15, the sentence "The particulars referred to in paragraph 1 and in this paragraph shall be added at the end of paragraph 2, even if the accompanying document does not contain classified information. ';
24. in Article 15 (3), the words "Annex to No..." shall be replaced by the words "Annex No... to No..." and the words "or other registration marks" shall be deleted;
25. in Article 15 (6), the words "and, if annexed, the new designation" Annex No... k....... 26. In Article 17, at the end of paragraph 3, the sentence "When carrying a classified document in non-paper form provided in international contact, the accompanying note shall not be produced."
27. in Paragraph 22 (6), "or" is replaced by "a."
28. In Paragraph 25 (2), "6 'is replaced by" 11'.
29. In Article 26 at the end of paragraph 4 and in Article 27 at the end of paragraph 6, the sentence "The classified documents of the Organisation of the North Atlantic Treaty, the European Union and other outside bodies shall be deposited separately."
30. In Article 26 (5), the words "including the names, surnames and signatures of their heads and their representatives' are deleted.
31. in Article 26 (7), the words "other classified information provided in international contact" shall be replaced by the words "other outside bodies."
32. in Paragraph 26 (9), "(g)" is replaced by "(f)";
33.In Paragraph 27 (1) (c):
"(c) the address of the object in which the register is located;"
34. In Article 27 (3), the words "the completed register sheet of the register separately 'are replaced by the words" within 15 days of the date of establishment of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the register of the Member States of the European Union';

37. ';
38. in Article 27a (5), the words "including the names, surnames and signatures of the staff of the control points" shall be replaced by the words "and shall contain their registers."
39. In Article 27b, at the end of paragraph 1, the sentence "The control point shall be sent to the register or to the ancillary register for which it was established, a completed record sheet, in accordance with the model set out in Annex 12 to this Regulation, immediately after its establishment and any amendment made to one of the entries in the register indicated. ';
40. In Article 27b, the sentence "At the end of paragraph 4, the classified documents of the Organisation of the North Atlantic Treaty, of the European Union and of other foreign entities shall be recorded in the auxiliary negotiating protocols and shall be deposited separately. '
41. in Paragraph 29 (3) (a), the word "a" shall be replaced by a comma and the words "and classified documents which are located with processors" shall be added at the end of the text of the letter.
42. In Annex No 1, the words "Signature of the Security Director or of the person responsible for signing 'are replaced by the words" Signature of the responsible person or of the authorised person or of the Security Director or of the authorised person'.

44. in Annex 13, points 3 (A), (B) and (C) shall be inserted after the word "year" after the following line: "of which classified documents provided under Paragraph 77 (3) of the Act:"
Efficacy
This decree shall take effect on the first day of the calendar month following its publication.
