on cleaning, inspection and revision of the combustion process
According to Section 101 (a) of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 203 / 1994 Coll., Act No. 237 / 2000 Coll. and Act No. 320 / 2015 Coll., for implementation of Sections 44 (3), 45 (2) and 47 (3) Act:
Method of cleaning the combustion road
(1) The cleaning of the combustion road is carried out by removing solids, deposits and impurities from the combustion road and its components and by selecting solid parts of the flue gases accumulated in the soil of the chimney vent and condensates from the combustion road.
(2) If it is not possible to clean the flue gas route in accordance with paragraph 1, the combustion-resistant chimney may be cleaned by burning. Only authorised persons may burn the chimney.
Method of control of the combustion road
The control of the combustion road shall be carried out after cleaning by assessment
(a) whether the status and execution of the combustion plant at the time of inspection complies with the technical requirements according to which the combustion plant was designed, implemented and started to be used;
(b) whether the state and execution of the combustion road ensure that, under all operating conditions of connected fuel appliances, the combustion plants are safely removed and dispersed into free air;
(c) ensuring free and secure access to the combustion road and its collection, cleaning, control, measuring and cleaning holes;
(d) combustion routes with regard to compliance with safe distances from flammable objects and building materials of reaction class B to F;
(e) ensuring the fire safety of visible and accessible points of the combustion road, in particular by the passage of the combustion road through construction structures, soil space or roof, and through the perimeter of the building,
(f) its technical condition; and
(g) whether there have been significant changes in relation to the situation found during the previous inspection or revision.
Revision of the combustion road
(1) Revision of the combustion road is carried out
(a) before the introduction of a new combustion road into service or after any construction treatment of the chimney;
(b) when changing the type of fuel connected to the fuel appliance;
(c) before connecting a fuel appliance to an unused combustion road;
(d) prior to the replacement of a fuel appliance, except for the replacement of an appliance of the same type, type, design and performance, provided that the eligibility of the combustion road is confirmed by a report on the cleaning and control of the combustion road;
(e) after a chimney fire; or
(f) on the occurrence of cracks in the combustion road used as well as on reasonable grounds of suspicion of cracks in the combustion road used.
(2) The method of revision of the combustion duct is set out in Annex 1 to this Decree.
Time limits and models
(1) The cleaning and inspection periods for the combustion plant are set out in Annex 2 to this Regulation, provided that the certified documentation of the construction, the assessment of the fire hazard or the manufacturer of the connected fuel appliances does not provide for shorter periods.
(2) The model of the written report on the cleaning and inspection of the combustion road is set out in Annex 3 to this Regulation.
(3) The model of the written report on the revision of the combustion road is set out in Annex 4 to this Regulation.
Efficacy
This decree shall take effect on the day of its publication.

Method of revision of the combustion pathway
Revision of the combustion road is carried out
(a) assessment of compliance of the combustion road with the project documentation;
(b) by verifying that the incinerator is accompanied by an identification label;
(c) an assessment as to whether the design and state of the combustion process ensure that, under all the operating conditions of the connected fuel appliances, the combustion gases are safely removed and dispersed into the open air;
(d) by verifying that a declaration by the manufacturer of the stability of the characteristics is issued for the complete flue gas journey or, where appropriate, its individual components;
(e) by inspection of the flue gas road, in particular by checking:
1. compliance with the installation instructions of the combustion road manufacturer;
2. the completion and veracity of the information on the identification label;
3. completeness and assembly of individual parts of the combustion road;
4. whether they have been damaged during transport, loading or assembly of individual parts of the combustion road (cracks in ceramic liners, damaged chimney casing, damaged insulation, damaged sealing rings, etc.);
5. whether the required flue-pipe inclination is respected and its position line ensures continuous flue-gas flow;
6. whether all required openings for cleaning, checking, sweeping, collecting and measuring are made available and operational on the combustion road;
7. Whether the access to cleaning and checking of the chimney through its mouth corresponds to the standard value;
8. whether all additional devices (e.g. noise absorbers, compensators, flaps, thrust regulators, etc.) are correctly installed;
9. Whether all static elements ensuring the stability of the combustion road and components are safely installed to protect against the weather and internal environment of the construction (e.g. through the passage of the chimney body through the roof casing including a steam-tight barrier, etc.);
10. whether the space in which the Type B fuel appliance is located includes vacuum equipment which could adversely affect the operation of the flue gas discharge (e.g. vacuum fans of the ventilation device, digger, fireplaces, etc.);
11. whether any mounting holes in the chimney casing are sealed, and whether the dilation of the chimney liner in the chimney casing is ensured;
12. whether the flue gas road is passable over the whole length and its internal clearance is maintained;
13. whether the smoke pipe interferes with the chimney vent in the volcano;
14. whether the sealing elements are not released or protruded from the connection in the connections of the pressurised and high pressure chimney;
15. whether the air vent is an air vent;
16. whether the safe distances of the combustion road from flammable objects and flammable building materials of the reaction class to fire B to F are respected;
17. whether the visible and accessible points of the combustion road are penetrated by building structures, soil space or roof, and by the flue gas outlet by the perimeter of the construction in accordance with standard values;
18. whether the fire resistance (outside) required for specific parts of the building through which the combustion path passes is ensured,
(f) linear measurements to verify:
1. the requirements for internal clearance and external size of the combustion road and the position and height lines of the combustion road (in particular the effective and inefficient height of the chimney body, the length of the vertical flue-pipe with chimney function, the effective height and length of the flue-pipe and the outlet of the flue-gas, including position changes, the length of the flue-gas path in heated and unheated space, the axis height of the fallopian at the common chimney, etc.);
2. whether the maximum permissible distance of the anchorages on the flue gas road and the maximum permissible height of the chimney, vertical flue-pipe with the function of chimney or chimney attachment above the last aid;
3. whether the height of the mouth of the chimney, the vertical flue-pipe with the chimney function or chimney attachment corresponds to the standard values;
4. whether the prescribed height of the vertical part of the flue-pipe is respected;
5. whether the position of the flue gas outlet on the perimeter of the object corresponds to the standard values,
(g) by verifying the tightness of the flue gas road, this verification shall be carried out by the review techniques of the flue gas routes if the results of the previous inspection indicate that the flue gas road is showing leakage. In the context of the revision of the combustion road, verification of the tightness of the combustion road shall be carried out at the request of the client. Verification of the leakage of the combustion road shall be carried out:
1. Smoke test - smoke leak test (for chimney class N1 and N2);
2. Pressure test - gas leak test (for chimney class P1, P2, H1, H2). The combustion road pressure test shall be carried out by compressed air or inert gas at 20 ° C. The test pressure shall be 200 Pa for Class P1 and P2 pressurised flue gas; or 5000 Pa for Class H1 and H2 high pressure flue gas. The permitted leakage is specified in ČSN EN 1443,
(h) by verifying the functioning of the combustion duct and the adequacy of the combustion air supply, this verification shall be carried out by the review techniques of the combustion routes if the results of the previous inspection and measurement indicate that the combustion road is not fit to safely drain the combustion from the connected appliance to the open air. Verification of the functioning of the combustion road and the adequacy of the combustion air supply shall be carried out:
1. placing the appliance in its operating state (if technically possible) and subsequently measuring the temperature of the flue gas, chimney tension, air surplus efficiency, combustion efficiency, installation site air temperature and outdoor air temperature so that it can be verified that the combustion road will function under all the operating conditions of the connected fuel appliances;
2. Implementation 4 Pa test (gaseous fuels) or 8 Pa test (solid fuels);
3. measuring the CO value at the installation site of the appliance.

Explanatory notes and conditions
1. The operation of the combustion road shall be deemed to be seasonal for a period not exceeding 6 months in a calendar year.
2. For single-layer (non-inserted) walled chimney for gas-fired appliances, the time limits for checking and cleaning shall be those for checking and cleaning of the combustion road intended for the removal of flue gas from the solid fuel appliance.
3. When cleaning and inspections are carried out once, twice or three times a year, these activities shall be carried out at reasonable intervals, and no less than 3 months shall elapse between the cleaning and the checks carried out twice or three times a year.
4. A chimney used for the removal of flue gas from a solid fuel appliance in cases where heating cannot be provided by other means shall be cleaned and checked within the same time limits as the flue gas road intended for the removal of flue gas from a solid fuel appliance.
5. The combustion road for the exhaust of the flue gas from the solid fuel appliance used to prepare the dishes as provided shall be cleaned and checked at least once every two months.
6. At least once a year and a check at least once every two years shall be carried out at the construction site for family recreation (1).
7. The combustion road to which a revision was carried out at the start of operations, to which the original fuel appliance has been connected and which has not been in service since prior checking and cleaning for longer than the period resulting from the cleaning periods set out in this Annex, is not necessary to check and clean up before it is put into service; the cleaning and inspection of the combustion road shall be carried out before the fuel appliance is put back into service.
8. For an unused chimney from which the fuel appliance and chimney vent are disconnected, the volcano closed and sealed and secured against rain rainfall in the mouth while maintaining ventilation, no inspection and cleaning shall be carried out.
9. The combustion road for the exhaust of gases from the condensing gas appliance shall be cleaned and checked at least once every two years.

Model written report on the revision of the combustion road
Technical protocol for the revision of the combustion road
A. Project documentation - it shall be described whether or not the combustion road project documentation has been submitted and whether the design documentation corresponds to the project documentation or if changes are to be described.
B. Description of the construction - which building is involved, the number of floors, whether it is understacked, the type of roof.
C. Description of the connected fuel appliance - the type, type, design, determination and performance of the connected fuel appliance shall be given.
D. Description of the smoke pipe - separate, common, material, light dimension, length, height of vertical part, insulation, number of knees, angles, control / cleaning / measuring holes, slope, tightness, anchoring, reduction.
E. Description of chimney - type (individual, retrofitted, system) - whether it is made according to the manufacturer's installation instructions, number of layers, shape of the vent, aspect ratio, diameter and material of the chimney liner and chimney casing, diameter of the volcano, thickness and type of insulation, dimensions of chimney casing, evisceration (number, inclination), height (total, effective, ineffective), height above the roof or ridge, chimney attachment and chimney head (material, height, design).
F. Builder of the combustion road construction - name, seat and ID.
G. Classification of combustion pathways according to CSN EN.
H. Location of the identification label.
I. Calculation of the combustion pathway - Annex to the Technical Protocol is the calculation of the combustion pathway, or a copy of the diagram of the manufacturer of the system chimney used to verify the dimensions of the combustion pathway - effective height and internal clearance. In the case of gas-fired flue gas-fired appliances, "C 'may be used to verify the size of the flue gas-fired gas-fired vehicle.
J. Safe distance from flammable substances - the distance of flammable substances and construction structures of the reaction class to fire B to F shall be described from the outer face of the combustion road.
K. Fire safety of the building - description of the construction of the combustion road including through the construction constructions, the construction of ceilings, floors under doors, heat chamber ventilation mansions, spark traps etc.
L. Safety of work - description of access to openings for cleaning, sweeping, picking, checking and measuring, ladders, chimney boards, railings etc.
M. Input of combustion air - to be reported electronically with reference to the project documentation and describe the actual implementation.
N. Exhaust electric fans, digestors - it shall be verified that there are no installations that could adversely affect the fire safety and operation of the combustion road, in particular by reversing the chimney thrust.
O. Tight test of the flue gas road (if any) - the result of the flue gas road leak test shall be reported.
P. Additional supporting documents, photo documentation, notes - the data found when measured on the flue gas road, the number or list of images and other details specifying or supplementing the technical protocol.
