on the Long-term Economic, Industrial and Technical Cooperation Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the French Republic
On 23 January 1986 the Long-term Agreement on Economic, Industrial and Technical Cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the French Republic was signed in Prague. The Agreement entered into force on the date of its signature on the basis of Article IX thereof.
The Czech version of the Long-term agreement is being published simultaneously.

LONG-TERM AGREEMENT
on economic, industrial and technical cooperation between the Government of the Czechoslovak Socialist Republic and the Government of the French Republic

- referring to the Agreement on Economic Cooperation in the Industrial Sector concluded in Paris on 23 February 1970, as well as to the participation of both countries in the General Agreement on Tariffs and Trade,
- wishing to extend mutually beneficial and balanced economic cooperation, particularly in the fields of industry and agriculture,
- referring to the relevant principles and provisions of the Final Act of the Conference on Security and Cooperation in Europe signed in Helsinki on 1 August 1975 and to the resulting document of the meeting held in Madrid following it,
agree as follows:
The Government of the Czechoslovak Socialist Republic and the Government of the French Republic, hereinafter referred to as the "Contracting Parties," aware of the benefits that their national economies will have for their national economies the continuous and balanced expansion of economic relations between the two countries, will support, with this perspective, the development of economic, industrial and technical cooperation between undertakings and economic organisations of both countries.
Consequently, the Contracting Parties attach considerable importance to the mutual awareness of the long-term economic orientation of agricultural and industrial projects which form part of their plans.
In particular, they shall ensure that the undertakings and organisations concerned are properly and impartially informed at the appropriate time of the envisaged contracts, public tenders and international consultations of any kind which might affect them.
The Parties shall support and facilitate the conclusion of contracts and arrangements under this Agreement between Czechoslovak undertakings and organisations, on the one hand, and French undertakings and organisations, on the other hand.
They believe that this economic cooperation must concern Czechoslovak and French enterprises and organisations of all sizes, including SMEs.
The Parties take the view that, in addition to the normal economic relations between the Czechoslovak and French undertakings and organisations concerned, there are particularly favourable possibilities for cooperation in a number of areas the list of which is annexed to this Agreement and, where appropriate, in other areas of common interest resulting from the implementation of this Agreement. This list shall be reviewed after the first five years following the signature of this Agreement in accordance with the provisions contained in Article VIII.
In order to promote as effectively as possible the development of economic, industrial and technical cooperation between undertakings and organisations of both countries, cooperation may take place, within the limits of the legislature of the Parties, in appropriate forms, in particular in:
- cooperation in the construction of new economic buildings or in the extension and modernisation of existing buildings, from the stage of studies to their entry into service,
- cooperation in the manufacture and disposal of machinery, industrial equipment and installations,
- cooperation in the study of markets in third countries and the construction of production and other buildings in those countries,
- technical cooperation through the exchange of patents and documentation to improve existing or introduce new technological processes, training and exchange of experts and trainees.
The terms and manner of such cooperation shall be mutually agreed between the relevant undertakings, organisations and institutions of both countries.
The Parties consider that the development of their economic cooperation may be facilitated by the use of different forms and methods such as the transmission of technical and information missions, participation in trade fairs and the implementation of internships in the framework of technical cooperation provided for in the Agreement on Scientific and Technical Cooperation of 29 June 1965. The Parties shall express their support for initiatives aimed at better understanding and full use of the economic potential of both countries.
The financing of projects between Czechoslovak and French enterprises and organisations, including projects on third markets, will, as far as possible, be adapted to the nature of each operation in compliance with national or international rules applicable to one or the other Contracting Party.
In order to promote the achievement of the objectives of this Agreement, in a spirit of confidence and goodwill, the Contracting Parties shall entrust the implementation of this Agreement to the Joint Commission established under Article 7 of the Economic Cooperation Agreement on the Industrial Sector of 23 February 1970.
The Joint Commission may, as appropriate, set up working groups in appropriate areas of cooperation and, if it considers this to be appropriate, organise consultations on a permanent basis and with an initiative to enhance the effectiveness of its actions.
On expiry of the first five-year period following the signature of this Agreement The Joint Committee shall review the Annex to this Agreement and, if necessary, submit proposals to the Contracting Parties to amend the Annex. The Annex shall be an integral part of this Agreement.
This Agreement shall enter into force on the date of its signature. It's closed for 10 years. One year before its expiry, the Parties shall agree on measures to ensure continued economic, industrial and technical cooperation between the two countries.
In Prague on 23 January 1986, in duplicate, each in the Czech and French languages, the two texts being equally authentic.

I. AGRICULTURE, FOOD INDUSTRY.
Baby food: equipment for the production of baby food, especially in the dairy sector. Cheese factory.
Food industry in general: "chucroute 'plant (pickled cabbage).
Agricultural machinery and equipment: cooperation in the field of tractors, low-grape harvesters, plant protection facilities and small agricultural mechanisation, breeding and growing.
Biotechnology in agriculture and food.
Pesticides.

Equipment and modernization of car factories, namely automatic lines for working cylinder heads.
