amending and supplementing the Order of the Czech Mining Authority No. 22 / 1989 Coll., on Safety and Health at Work and Safety at Operation in Mining Activities and in Mining Activities in Underground, as amended by the Order of the Czech Mining Authority No. 477 / 1991 Coll. and the Order of the Czech Mining Authority No. 340 / 1992 Coll.
The Czech Mining Authority provides pursuant to § 6 (6) (a) and (d) and § 8 (5) of the Act of the Czech National Council No. 61 / 1988 Coll., on Mining Activities, Explosives and on State Mining Administration, as amended by the Act of the Czech National Council No. 542 / 1991 Coll.:
Čl. I
The Decree of the Czech Mining Office No. 22 / 1989 Coll., on the Safety and Health Protection at Work and the Safety of Operation in Mining and Mining Activities in Underground, as amended by the Order of the Czech Mining Office No. 477 / 1991 Coll. and the Order of the Czech Mining Office No. 340 / 1992 Coll., is amended as follows:
1. in Article 2 (1), point (c) shall be deleted;
2. the following paragraphs 1 and 2 shall be added to Article 6:
"(1) Only workplaces, machines, equipment, apparatus, equipment, equipment, objects and materials that comply with the rules for safety and safety at work and for safety of operations may be operated and used in the activities covered by this Decree.
(2) The use of machinery, equipment, apparatus, aids and materials shall comply with the manufacturer's instructions or technical conditions, instructions and conditions laid down in their approval or authorisation. ';
Paragraphs 1 to 4 shall become paragraphs 3 to 6.
3. in Article 6, the following paragraph 7 is added:
"(7) The organisation shall ensure at least once a year inspections of steel and wood structures and structures where they are exposed to moisture or aggressive substances. ';
Article 4 (11) is deleted.
5. the following words shall be added at the end of Paragraph 21 (1) (k): "the loss of a radioactive lamp and the proven leakage of a closed lamp,"
6. In Paragraph 39 (3), the following sentences are added at the end: "Clamp reinforcement can only be used under appropriate mining and geological conditions in accordance with the technical conditions for its use. The frequency and method of checking the loading capacity of the clamp reinforcement shall be determined by a technological procedure. ';
(7) Paragraph 44 shall be added to paragraph 4:
"(4) The stability of the flexible steel reinforcement is ensured by spacing. If mining works are pressed
(a) harvesters,
(b) in areas with a risk of mining shock or rupture of rocks, coal and gases;
(c) with a gross profile of more than 20 m2; or
(d) with a inclination of more than 10o
at least three pieces of steel beams placed on the circumference at a closed reinforcement of approximately 120o and on the open reinforcement on the ceiling of the work and on its sides shall be used. ';
8. In Paragraph 70 (1), the following sentence is inserted after the first sentence: "Only non-flammable and hygienically safe material may be used for the establishment of broken spaces. '
9. In Paragraph 158, the following paragraph 4 is inserted after paragraph 3:
"(4) The disposal of coal dust with calcium chloride is permitted only in dry mining works. When sprinkling, electrical equipment shall be protected by covering. ';
Paragraph 4 shall become paragraph 5.
10. In Paragraph 184, the following paragraph 5 is inserted after paragraph 4:
"(5) Tanks and containers of flammable liquids and solid lubricants shall be permanently closed, with the exception of pouring, spilling or removal of materials, even if they are empty. The stoppers must be pointing upwards. During transport, tanks and containers shall be properly secured and work with open fire shall not be carried out within 20 m of the road. ';
Paragraphs 5 to 11 shall be renumbered paragraphs 6 to 12.
11. in Article 184 (6), the words "or gas" shall be inserted after the words "compressed air."
12. Article 184 shall be added to paragraphs 13 and 14:
"(13) Checks and cleaning of the inside of the flammable substance tank may be carried out only after verification that the concentration of flammable gases is below 50% of the lower limit of their explosive content and ensures that this concentration is not exceeded during work. Breathing apparatus must be used when working.
(14) Repairs of tanks or equipment likely to ignite or explode flammable gases may not be carried out underground. ';
13. the following Section 184a is inserted after Section 184:
„§ 184a
Requirements for gas, flammable liquids and solid lubricants storage
(1) The storage of flammable liquids and solid lubricants can only be built according to the project. The floor shall be impermeable and chemically resistant to stored medium, impacted to an emergency sink, the volume of which corresponds to the volume of the largest tank or, where appropriate, the total volume of the interconnected tanks and which is covered by a grate.
(2) Under the discharge valves of the tanks there shall be a trough or other detention device.
(3) Only fixed lamps in non-explosive design with a clearly marked switch placed in front of the storage on the towing side may be provided.
(4) The wind current of the ventilation warehouse cannot be used to verify the workplaces where it is moving or conquering.
(5) For transport and handling, only tanks and containers of tight, rigid and non-combustible material marked with a marked indication of the type, degree of flammable and quantity of liquid or solid lubricant may be used. They can only be used for a labelled substance.
(6) Each type of liquid and solid lubricant used shall be stored separately in packaging with a minimum handling gap of 0,6 m.
(7) Tanks, packaging, bases and other storage facilities must be of non-flammable material and grounded against undesirable effects of electricity; This does not apply to railway chassis on rails.
(8) Ventilation holes at warehouse premises shall be provided with close closing valves operated automatically or from the outside. Fire protection shall be provided by at least four pieces of air-foam or similar hand-held fire extinguishers, 150 kg of sand or fire powder placed in a box and shovel.
(9) It is necessary to place in the warehouse, or on the front door,
(a) a list of persons authorised to handle substances in storage;
(b) the operating rules of the warehouse;
(c) warning tables with a ban on unauthorised persons entering and a ban on working with open fire;
(d) a register of the intake and disposal of substances stored;
(e) a sufficient number of vessels to carry flammable liquids. ';
14. the last sentence of Paragraph 206 (5) shall be deleted.
15. In Paragraph 218 (1), the following sentences shall be added at the end: "A device which may cause unwanted movement by forces shall be securely anchored. Only the design of the device is permitted to allow safe anchoring. '
16. Article 222 (3) reads as follows:
"(3) The pipe shall be marked according to the purpose or type of leaking substance. The colour stripes of 20 cm wide at distances of 30 m will be sufficient to indicate the pipe,
(a) in the case of the mine fire main, dark red (red red),
(b) for compressed air pipes, light blue (blue light),
(c) in the case of yellow degationation pipe (yellow chrome medium).
The marking shall also be provided for each turnoff and fittings of these pipes. The means of identifying other pipelines shall be determined by the organisation. ';
17. Article 231 (4) is added as follows:
"(4) At least twice the independent power supply, each providing the necessary power, must be equipped with a deep-water mine
(a) with a device for the transport of persons from a depth exceeding 300 m; or
(b) the passing Class II hazard class; or
(c) classified as a mine with a risk of water drains. ';
18. The following Sections 231a and 231b are inserted after Section 231:
„§ 231a
Power systems in mine
(1) For power distribution in the mine can be used
(a) an isolated system with the protection of the earth and the containment status guard;
(b) at a voltage up to 1000 V, a system with a grounded node and a current protector protection;
(c) at a voltage above 1000 V, a system with a node grounded through a protective resistance and a quick shut-off protection.
(2) In insulated systems with a voltage up to 1000 V and a power input above 5 kVA, an insulating status monitor shall be used to indicate a fall in the insulating condition below 15 Ohms / V. In the fluent mines and in the coal dust explosion mines, the apparatus shall ensure that the system is switched off when the insulation condition falls below 15 Ohms / V.
(3) The use of a system with a grounded node or external conductor shall be permitted when spark safety parameters are maintained.
§ 231b
Ground system in mine
(1) In order to ensure protection against dangerous contact voltage, undesirable effects of electrostatic charges and false currents, a grounding system must be set up in the mine, including the main earth line.
(2) The main grounding lines must consist of a copper conductor with a cross-section of 50 mm2 or a steel galvanized wire with a cross-section of 95 mm2 or more and attached to at least two machined grinders.
(3) All non-living parts of the electrical equipment requiring protection by the earth and conductive objects shall be connected to the main earth line by means of a conductive link between the pieces of the mine (pipes, rails, etc.).
(4) The ground resistance values and the transition resistance of the earth system shall meet the requirements for the method of protection used. The bare lines of the grounding system shall allow the inspection to be carried out. ';
19. in Paragraph 232 (3), the words "designated by special legislation57)" shall be replaced by "30 m."
20. in Paragraph 233 (4), the words "Special Regulations 57), 59) 'shall be replaced by" paragraphs 1 and 2';
21. Article 236 (4) reads as follows:
"(4) If the tow cable outlet on a movable device carries a tow cable, it shall be equipped with a locking device to switch off the movable device when the permitted pull in the cable is exceeded. ';
22. Article 237 (5) reads as follows:
"(5) In the case of a device where the position is exceeded, the safety of work or operation may be compromised;
(a) an end switch defining the intended position involved in the force circuit; or
(b) two end switches in the control circuit; in such a case, one end switch shall be connected to the control circuit of the relevant drive and the other to the control coil circuit of the switch; or
(c) for equipment controlled by a programme processor, two end-position data in the software. ';
23. Paragraph 237 is added to paragraph 6:
"(6) If the device is equipped with electrical locking to ensure the safety of persons, the device shall be stopped when it is applied. In such a case, the device may only be restarted by conscious unlocking. ';

„§ 239
Trolley traction
The overhead traction can only be used on the coal and fluent mines in SNM-0 and SNP-0 areas. Use of overhead traction on these mines and operating conditions is approved by the Czech Mining Authority. "
25. The following Sections 240a to 240c are inserted after Section 240:
„§ 240a
Use of aluminium and its alloys
Aluminium or its alloys may only be used in continuous hazard class II mines for non-explosive conclusions or secured execution provided that they are predisposed to short circuit protection up to 100 A.
§ 240b
Use of shielding cables
(1) In the case of mobile machinery fitted with a towing cable, only the ecraninated cable or cable with a protective shielding layer may be used in SNM-2 spaces; This does not concern cables of sparkly safe circuits. Replacement machines shall be so equipped if they are to be energized when moving.
(2) The semi-layer of the ecranated cable and the protective shield layer must be connected to the grounding system at both ends of the cable.
§ 240c
Disconnection of high voltage distribution in natural connections
The cable distribution with a voltage above 1 kV power supply to the forward transformer located in the SNM-2 premises shall be equipped with a protection ensuring the disconnection of the natural connections. '
26. In Paragraph 243 (1), the following sentence is added at the end: "For equipment above 1 kV, the check of a hopelessness condition shall be considered to be working under tension."
27. In § 243 (4), the first sentence is: "In the underground, the electrical equipment above 1 kV is only allowed to verify the hopelessness state and the phasing of transformer and power lines, only in the main power stations, but only in the main power stations classified as SNM-0."
28. Article 244 (5) and (6) reads as follows:
"(5) There shall be an overcurrent protection for voltage up to 1 kV on the fluent mines of Class II danger class
(a) tested before their entry into service and at least once every six years;
(b) be functionally verified before their entry into service and at least once every two years and after each transfer.
(6) Overcurrent protection for equipment above 1 kV must be tested and functionally verified before they are put into service and at least once every three years. '
Article 29 (244) (9) reads as follows:
"(9) For relay protection and automatic tests, the organisation shall draw up operational documentation. ';
30. Paragraph 258 repeals paragraph 2 and paragraph 3 becomes paragraph 2.
31. the following Section 258a is inserted after Section 258:
„§ 258a
Lighting of mobile machines underground
(1) The mobile machine must be equipped with its own lamps to illuminate the machine's working areas. In addition to the harvesters and the rotor and drilling machines, these machines shall also be equipped with end red light and red retro-reflectors. If the machine is intended to travel over a distance of more than 50 m in both directions, it shall have a white and red lamp and red retro-reflectors on both sides of the machine; shovel loaders need not meet this requirement on the shovel side.
(2) Lighting of the mobile machine except for mining locomotives must be independent of engine operation.
(3) Mobile machinery with a permissible driving speed exceeding 20 km.h-1 shall be equipped with brake lights. ';
32. In Paragraph 259 (2), the following sentence is added at the end: "The conqueror can only move by skid on a stud conveyor if it is equipped with a mechanism to prevent it from falling off the conveyor line."
33. In Paragraph 259 (5), the following sentence is added at the end: "However, the permissible stopping distance may be at most 0,4 m '.
34. In Paragraph 259 (6), the following sentence is added at the end: "When these machines are started, the warning signal must first be automatically heard, which is significantly different from the operating signals and the operating noise, and only after a period of at least 5 but not more than 15 seconds may the machine be started. '
35. Paragraph 260, including the title, reads:
„§ 260
Mechanical reinforcement
(1) Mechanised reinforcement must ensure protection against the fall of rock and safe passage under the ceilings of the section, as well as access by crew to the reinforcement controls, the mining machine and other equipment. This passage shall have a minimum width of 0,7 m and a minimum height of 0,5 m, a minimum width of 0,6 m in the case of a power exceeding 1,5 m.
(2) The hydraulic controls of the mechanical reinforcement section shall be set to zero outside the control time. The mechanical reinforcement sections can only be controlled from the secured space, from a common control block or from blocks located on sections adjacent to the sections that are moving.
(3) The section of the mechanised reinforcement in steep compositions shall be equipped with a device to prevent the transverse and longitudinal movement of the ceiling. A rope shall not be used as a coupling element.
(4) Mechanised steeply folded reinforcements shall be fitted with transparent protective buckles whose distance shall not exceed 10 m.
(5) In the case of failures equipped with mechanised reinforcement, at least one operational replacement pressure fluid source or two separate hydraulic aggregate pumps shall be available.
(6) Mechanised reinforcement for defaults with the risk of mining shocks must be equipped with a device for passive securing the working space before the effects of mine shock.
(7) The mechanised reinforcement used to ensure the degraded space of the wall failure of a power exceeding 2,5 m must be equipped with pillar restraints which must be used against the exit of the pillar. "
36. Paragraph 261 is added to paragraph 1:
"(1) The mine-free rail machine shall be equipped with two independent braking systems, at least one of which shall be independent of engine operation. Both brake systems shall be equipped with an independent control device and shall be operable from the driver's station. ';
Paragraphs 1, 2 and 3 shall become paragraphs 2, 3 and 4.
37. in Article 275 (5) (a), the following words shall be inserted after the words "indicate": "sounding for at least 5 seconds which it is."
38. The following Section 275a is inserted after Section 275:
„§ 275a
Mine nail conveyors
(1) The label shall be equipped with nail conveyors which are not overlooked from the control point. The label shall be at least 5 seconds before the conveyor is started at the control points, at the propulsion, return and tensioning station of the conveyor, at the overflow and at other dangerous places. The undesired start of the conveyor shall be prevented by electrical blocking.
(2) The stopping of the conveyor must be possible from any place along the conveyor. '
39. Paragraph 313 is added to paragraph 7:
"(7) Only persons whose activity is linked to the transport may be present when transmitting and transporting closed radioactive radiators. Radioactive radiators can only be transported in vehicles for the transport of persons, except for conveyor belts. The transport of radioactive radiators shall be carried out preferably. ';
40. In Paragraph 322 (7), the following sentences are added at the end: "The platforms must be safely accessible and fitted with railing according to § 291 (9) and (10). If a tilting bridge is not used for the entry and exit, there shall be a handle on the platform to facilitate the entry and exit. It shall be possible to stop the conveyor directly from the platform. '
Paragraph 327 (9) reads as follows:
"(9) The fastening and unlocking of the binder during handling of the material shall be carried out from the ground or safe platforms or floors so that the binding is not carried out at a height greater than 1,5 m. Binding agents from the surface of the stored material can only be clamped on and off when the spontaneous movement of the stored material is excluded. Manipulating material is possible only after the worker has moved away to a safe place. '
42. Paragraph 327 is added to paragraph 11:
"(11) The organisation may store radioactive radiators only on premises approved for that purpose. ';
43. In § 8 (4), § 82 (1), § 83 (3), § 83 (5), § 83 (6), § 90, § 99 (4), § 127, § 171 (2), § 182 (2) (c), § 186 (4), § 199 (2), § 206 (2), § 209 (2) and § 209 (3), the words "head of organisation or authorised worker" and "head of organisation or authorised worker" shall be replaced by "factory mine" and "racing mine."
44. in § 4 (7), § 10 (1), § 10 (3), § 12 (1), § 12 (3), § 15 (2), § 23 (2), § 307 (1), § 312 (9) and § 320 (9), the words "or the manager shall be deleted."
45. in § 19 (2), § 45 (1), § 60 (1), § 63 (6), § 87 (4), § 96 (3), § 99 (5), § 120 (3), § 136 (2), § 159 (1), § 168 (4), § 197 (3), § 201 (1) and § 329 (2), the words "head of organisation" and "head of organisation" are replaced by "racing mines" and "racing mines."
46. in § 172 (2), § 186 (4), § 190 (2) and § 193 (1), the words "Main Mining Rescue Station" and "Main Mining Rescue Station" shall be replaced by "Regional Mining Rescue Station" and "Regional Mining Rescue Station."

This Decree shall take effect on 1 March 1994.
