on the adoption of an amendment to Article 1 of the Agreement establishing the European Bank for Reconstruction and Development
The Ministry of Foreign Affairs announces that on 18 May 2023 an amendment was adopted to Article 1 of the Agreement establishing the European Bank for Reconstruction and Development 1), resulting from Resolution No 259 of the Governing Council of the European Bank for Reconstruction and Development.
The Parliament of the Czech Republic agreed to the amendment and the President of the Republic signed the instrument of acceptance of the amendment.
The amendment entered into force on 22 July 2025 on the basis of Article 56 (3) and entered into force on that date for the Czech Republic.
The English version of the amendment and its translation into the Czech language are announced simultaneously.

Translation of international contract into Czech language
Appendix to the Agreement establishing the European Bank for Reconstruction and Development - Article 1
Article 1 of the Agreement establishing the European Bank for Reconstruction and Development shall be added as follows:
"In support of economic progress and reconstruction, the Bank's aim is to promote the transition to open market-oriented economies and to promote private and business initiatives in the countries of Central and Eastern Europe, which have applied to the principles of parliamentary democracy, pluralism and the market economy and which have applied these principles in practice. Under the same conditions, the Bank's objective may also be met in (i) Mongolia, (ii) in the Member States of the Southern and Eastern Centres and (iii) in a limited number of sub-Saharan African countries, in any case, in accordance with points (ii) and (iii) of the Bank's decision, approved by at least two thirds of the governors representing at least three quarters of the total number of members. Therefore, any reference to" countries of Central and Eastern Europe, "" countries of Central and Eastern Europe, "" beneficiary country (or countries) "or" recipient Member State (or countries) "in this Agreement and its Annexes shall apply to Mongolia and to any such country of South and Eastern Central and Sub-Saharan Africa. '
