laying down the arrangements for organising work and working procedures which the employer is obliged to ensure in the forest and in workplaces of a similar nature
The Government orders pursuant to § 134e (2) of Act No. 65 / 1965 Coll., Labour Code, as amended by Act No. 155 / 2000 Coll.:
§ 1
For the purposes of this Regulation:
(a) work in the forest and in workplaces of a similar nature of work carried out on forest and non-forest land in the maintenance of forests, parks, orchards, land near the infrastructure, in the perimeter of the railway, coastal areas, cultivation, tree treatment, logging, wood concentration, handling, storage and removal of timber, work in height on standing trees;
(b) the place of work defined by the head of staff for the work activity;
(c) the vulnerable area of the area in which a person is exposed to a danger which endangers his health and safety;
(d) an employee alone who is employed during work shift at the workplace alone and without continuous supervision;
(e) wood chipped and secured in the whole length, or any assortment of wood resulting from handling or other processing of the tree, or branches thereof,
(f) portable chainsaw (hereinafter referred to as "chainsaw") portable engine tools, the cutting tool of which is an endless saw chain in a guide bar (hereinafter referred to as "saw chain"), operated by one employee,
(g) engine-operated shrubs with a rotating disc, knife or string,
h) hand tools for tools used in the forest, such as hand saws, axes, hooks, sculptures, spatters and wedges,
(i) by means of a means of transport by road and by a special vehicle designed and equipped for carrying wood;
(j) a mechanical means of working or transport, equipped with a separate engine, operated by an employee and used in working in forests and workplaces of a similar nature.
§ 2
(1) The employer shall establish working procedures and organise work in the forest and in workplaces of a similar nature, taking into account the activities carried out, technological procedures, workplace specificities, working conditions, the safety of individual work operations and the possibility of endangering workers through climatic conditions, weather conditions, animals or insects.
(2) The employer shall be informed of the work and organisation of the work referred to in paragraph 1 before starting work. It shall also be informed of the way in which first aid is provided and shall be equipped with personal protective equipment. When working alone or alone, the staff member shall be informed of the rules governing communication between staff members at the workplace or for communication with the staff member.
(3) The employer shall equip the staff member who works with portable or hand tools with a blade, bandage package. In view of the risks of work, the nature of the workplace and the number of employees, the employer shall ensure that the workplace is equipped with the means to provide first aid, including the means to call for rapid medical assistance.
(4) The employer shall ensure that a single employee or a self-employed employee breaks up the work if he cannot continue the work in a safe manner and shall inform the manager or employer without undue delay.
§ 3
Further requirements for employers in determining working procedures and organisation of work are set out in the Annex to this Regulation.
§ 4
This Regulation shall enter into force on 1 January 2003.

Additional requirements for the organisation of work and working practices in the forest and in workplaces of a similar nature
I. Cultivation
1. In the course of cultivation, the employer is obliged to ensure the organisation of work and working procedures in such a way that workers
(a) carry hand tools with blades used in cultivation, with a blade guard attached;
(b) comply with the manufacturer's instructions in the instructions for use, maintenance and repair when working with shrubs; do not use shrubs with removed cutting tool cover and not equipped with the prescribed hanging device,
(c) check the fixing of the cutting tool and the technical condition before and during work;
(d) the engine of the brush-cutting engine is stopped at a distance of more than 50 m when the conditions of safe work do not require stopping the engine at a smaller distance;
(e) transport shrubs with a disassembled cutting tool or with a protective cover attached.
2. When working with a shrub, a 15 m radius round area shall be considered as an endangered area, unless otherwise determined by the shrub-cut manufacturer.
II. Mining of timber, processing of rivets, half-gates and semi-arms
1. When cutting down trees, the employer is obliged to ensure that the work is organised and working procedures so that workers do not work
(a) a weather situation where the specified direction of felling cannot be safely observed for the felled tree;
(b) when the temperature falls below - 15 ° C throughout the period of work;
(c) under reduced visibility below twice the height of the cut-down tree;
(d) on slopes where other workers work simultaneously when there is a risk of spontaneous movement of timber;
(e) in the vulnerable area of a suspended or slit standing tree,
(f) when securing, debarring or shortening trees at a distance of less than 5 metres between each other;
(g) simultaneously on one tree.
2. In mining activities, the employer shall ensure that employees do not cut down another tree over a tree suspended, climb a hanging tree, release a hanging tree by cutting down the tree on which the hanging tree rests and not cut down the hanging tree on the blocks.
3. Employees' work in logging must be organised by the employer in such a way as to ensure that they are checked at least every 30 minutes during the working shift and that the employee does not work under conditions where he cannot ensure the safe cutting of trees himself.
4. In extractive activities, the employer shall ensure that all workers who move in an area where there is a danger of particularly falling branches and trees use protective helmets.
5. In determining the working procedures for cutting down trees, the employer must take into account in particular the type of wood, the diameter and height of the trunk, the age and health of the tree, the shape of the crown, the nature of the workplace and the climatic conditions and the weather situation and the direction of felling.
6. Before cutting down a tree, the employer must ensure a safe retreat towards the rear of the intended direction of the tree fall so that the worker who cuts down the tree can retreat before the tree falls to the ground; At the same time, they shall ensure that the nearby surrounding of the cut-off tree is cleaned from obstacles and that the reinforced roots are cut off and that the lower part of the tree is cut up to the maximum height of the employee's shoulders.
7. When cutting down a tree with a diameter of more than 15 centimetres on the stump, the employer shall ensure that a directional cut is made to the depth of one fifth of the tree diameter; The height of the directional cut shall be equal to two thirds of its depth and the main cut shall be conducted horizontally in the upper half of the directional cut. To ensure that the tree falls safely into the specified direction, the cut-off of the main cut with a diameter of at least 2 cm shall be maintained. In the case of a tree up to 15 cm in diameter on the stump, the directional cut may be replaced by a horizontal cut. A suitable device, such as a lumberjack blade or wedge, shall be inserted against the clamping of the chainsaw and to guide the tree into the direction of fall.
8. The first cut on the pressure side shall be carried out during the working of the elastic trees, the strain being cut off on the tensile side, while the staff member shall take a position off the line of elasticity.
9. When securing and debarring trees, work must be carried out from the top of the slope above the tree.
10. The turnovers, halves, slashed standing or hanging trees shall be first released. If a hanging tree cannot be released even after all available options have been exhausted during the working shift, it must be released at the latest during the following working shift. One of the following ways can be used when releasing a suspended tree
(a) the release of the tree by means of a mechanising device or cover;
b) rotation of the suspended tree around its axis;
(c) removing the tree with a lever;
d) release with a special retractor.
11. Work in difficult working conditions, namely the felling of rotten and rotten trees, the processing of concentrated ripples, semi-gates and semi-perches, as well as the felling of trees at the roads, in the perimeter of the railway and in the protection zones, must be carried out only under permanent professional supervision by the employer.
12. Endangered area during tree felling means a circular area of at least a radius of twice the height of the felled tree, if required by the nature of the workplace, even less. Before starting the main cut and cutting down the tree itself until the tree reaches the ground, there shall be no natural persons who do not work in the endangered area in an endangered area.
13. When processing the semi-forms, the employer is obliged to ensure the organisation of the work and the working procedures so that:
(a) the employee did not work alone;
(b) all access routes and approach lines have been given priority;
(c) the extraction process was directed from the approach lines to the grassland, preferably removing suspended and half-returned trees;
(d) the rivets purchased have been processed only after the tree has been pulled out by a mechanical means;
(e) prior to each cutting operation, except in the case of sectorisation, the staff member had a safe withdrawal route prepared;
(f) when cutting off the vomit, the root cake has been secured before the tree is separated against the reverse; If the root cake is tilted in the direction of the lying tree, the strain may be separated at a distance equal to the height of the pie or further. After the stem separation, the root cake must be returned to its original position and, if necessary, separate the further usable portion of the stem.
14. In the case of mechanised logging, the work must be prepared before the application of the machinery for wood extraction in such a way that the crops are broken down, the number and direction of the clearance lines for the concentration of wood and the corresponding handling and storage areas, including their marking; the stability of the machinery for logging must be ensured at the same time. When deploying more machinery for logging in one workplace, their operation must be coordinated.
15. Endangered space when using a logging machine means a circular area with a radius of at least twice the height of the felled tree, increased by the length of the machine arm.
III. Working with chain saw
1. When working with a chain saw, the employer is obliged to ensure the organisation of work and working procedures so that employees
(a) do not carry out work from the ladder and do not hold cut wood with their hands or feet;
(b) comply with the manufacturer's instructions in the instructions for use, maintenance and repair;
(c) check the condition of the safety features of the chainsaw before and during work as required; When starting, they held the chain saw behind the front handle and held the foot, held the saw on a firm ground and verified that the chain was not touching any object,
(d) stop the engine running of a chainsaw if it passes at a distance of more than 150 m at the workplace, unless the conditions of safe work require the engine to stop running at a smaller distance. When crossing a chain saw with an engine running, the operation of the saw chain shall be blocked by the safety brake chain.
2. The employer shall keep a record of the condition of the chainsaw and the time of use throughout the operation, which shall include in particular the identification of the saw, the date of entry into service, the number of hours of operation per month and the records of the results of checks and repairs.
IV. Wood concentration
1. When concentrating timber, the employer shall ensure that the organisation of work and working procedures are such that:
(a) the permitted lateral availability of the mechanisation device is not exceeded;
(b) the natural gradient of concentrated wood is respected in landfills; staff members did not climb and cross concentrated timber while moving;
(c) there has been no free concentration of timber in the workplace where there is a risk of spontaneous movement of timber;
(d) the staff do not stay in the inner angles of the winch rope, between the ropes, under the ropes, under the suspended load and in the extended direction of the strained ropes and do not guide the load of hands when the winch ropes are in motion;
(e) the staff have not remained in the vulnerable area of raised, transported and stowed timber when concentrating by helicopter;
(f) a ban on access to the vulnerable workplace area has been observed and security marks and signals have been used and obstacles from the approach lines have been removed before the start of the concentration of timber and the areas at risk for individual operations, in particular those for filling fuel and maintenance of used equipment, and the number and location of timber landfills have been determined;
(g) when concentrating timber by helicopter, one employee from the ground navigated the helicopter and another employee fixed or disabled the cargo transported;
(h) in the workplace, where there is a risk of spontaneous movement of timber and the loss of stability of the mechanisation device during operation, the wood has been cleared with a guide pulley; the release of wood on the slope of hand tools must always be carried out from the top of the slope above the lying tree,
(i) when concentrating the wood by rope transport equipment (hereinafter referred to as the "rope equipment"), the winding drums were triggered only by the mark of the worker who attaches or releases the wood while using the specified signage and the worker who attaches or releases the wood, followed its movement and moved in such a way that it would not be affected by the released pulley, torn wire or rolling wood. When the wood is caught by an obstacle, a signal shall be given to stop the cable equipment from running.
2. When concentrating wood with a horse's cover, it must be removed from the cover on a time basis before being fixed or removed from the wood in order to avoid possible injury to the worker when the cover is moved suddenly; The staff member shall accompany the towed timber at a safe distance, on a slope from the top of the cover and in turns shall lead the horses from the inside.
3. Exceptionally, in the case of weak and short range of wood, the clearance and transfer of wood shall be carried out manually. In the case of the free start of the cuts from the slope, there shall be no other natural persons in the vulnerable area, except for the workers working here.
V. Handling and storage of timber
1. In the handling and storage of timber, the employer is obliged to ensure the organisation of work and working procedures so that workers
(a) do not place a shortening saw on the handling line unless the wood is at rest and stabilised;
(b) they have not cut the crosses; they did not handle the wood manually when rolling it to the conveyor,
(c) do not move along the construction of above-level conveyors and do not cross the longitudinal transporters when operating outside the designated crossings;
(d) do not enter stored timber;
(e) they have not manually removed the winch ropes and crossed them if they are in motion and have not remained in the vulnerable area during the restocking of timber.
2. In the case of free storage of timber in the landfill, it is necessary to maintain a tendency of stored timber to avoid its spontaneous movement; the locking wedges are used to ensure that they are used.
3. During manual roll-over of the round wood, the wood stored by the wood shall not exceed 1,5 m; the handling shall be carried out on individual pieces of wood stored in one layer.
VI. Wood transport
1. When transporting timber, the employer is obliged to ensure the organisation of work and working procedures so that the employees
(a) do not carry out loading on a means of transport or unloading from a means of transport which is not ensured against movement and rollover;
(b) do not move with the load on the hydraulic hand;
(c) do not stay in the endangered area of loaded or folded timber;
(d) they do not transport timber unsecured against movement and falling out of the means of transport.
2. The wood shall be placed on the loading surface of the means of transport in such a way that the load on the clans does not exceed more than half the shale of the strain and the centre of the load does not exceed the height of the clans by more than 35 cm. For exit to the loading area, the outboard shall be equipped with ladders or fixed steps.
VII. Working in heights
1. When working at heights on standing trees, the employer is obliged to ensure that workers organise work and work procedures
(a) have not worked in the crown of a standing tree unless they are equipped to work at altitudes; only one employee may work in the crown of a standing tree and must be secured by another employee at the foot of the tree,
(b) have not worked in a weather situation where there is a dangerous fluctuation in the trees' crowns;
(c) have not worked at a temperature below -10 ° C during the working shift.
2. At least two workers must be present at the workplace when working at the height of standing trees; for climbing into the crotch of trees are used mainly safety harness or handcuffs and steel tights.
3. Before the work begins, the employer must have defined the vulnerable area and the rules for signalling between the worker standing on the ground and the worker performing altitudes. Hand tools are transported to the tree crown by means of a rope the use of which is provided by the designated employee.
4. The cutting of the branches of the crown of the standing tree by means of a chainsaw is carried out mainly from the working platform or using other special techniques designed to work at heights. The staff member and the chainsaw shall be secured against the fall by means of separate means, fixed to the work platform or to a tree outside the work zone when entering the tree, during work and during descent.
