Communication from the Ministry of Foreign Affairs on the negotiation of the Agreement between the Government of the Czech Republic and the Government of the Republic of Latvia on the visa waiver

Ministry of Foreign Affairs
The Ministry of Foreign Affairs announces that the Agreement between the Government of the Czech Republic and the Government of the Republic of Latvia on the visa waiver was signed in Riga on 22 September 1993.
The Agreement entered into force in accordance with Article 12 thereof on 12 November 1993.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
between the Government of the Czech Republic and the Government of the Republic of Latvia
on the visa waiver
Government of the Czech Republic and Government of the Republic of Latvia ("the Contracting Parties')
- wishing to continue to develop friendly contacts and mutual cooperation,
- seeking to facilitate the mutual travel of citizens of both states,
agree on the following:
Citizens of the States of the Contracting Parties holding valid travel documents listed in the Annex to the Agreement may enter the territory of the State of the other Contracting Party for a stay which does not serve gainful activities and stay there for 90 days without visas.
1. Citizens of the States of the two Contracting Parties holding a valid diplomatic or service passport and members of a diplomatic mission or consular post having their registered office in the territory of the State of the other Contracting Party may enter and reside in the territory of the State of that Contracting Party without a visa for the duration of their duties.
2. The Ministry of Foreign Affairs of the State of the Contracting Party which broadcasts these persons shall report by diplomatic channels on the secondment of such persons to the diplomatic representations of the other Contracting Party.
3. The provisions of this Article shall also apply to members of the family of such persons living with them in the common household if they themselves hold a valid diplomatic or service passport.
Citizens of a State of one Contracting Party entering the territory of the State of the other Contracting Party for the purpose of long-term or permanent residence or gainful employment must have a visa in the territory of the Czech Republic and a visa and residence permit in the territory of the Republic of Latvia.
Citizens of one Contracting Party may enter the territory of another Contracting Party at international border crossing points.
The Contracting Parties shall inform each other in advance by diplomatic means of changes to the conditions laid down by the laws of their State for entry, stay and exit from the territory of that State.
The Agreement shall be without prejudice to the right of the Contracting Parties to refuse entry into, or residence in, the territory of their State to undesirable persons or citizens of the State of the other Contracting Party who might jeopardise the security of the State, public policy or who do not have sufficient means of securing their residence.
The Contracting Parties undertake to receive citizens of that State in their territory without further formalities.
Citizens of one Contracting Party who have lost travel documents in the territory of the other Contracting Party shall leave the State of residence for a travel document issued by a diplomatic mission or consular post of their State.
1. With the exception of Article 7, each Contracting Party may temporarily suspend the application of this Agreement in whole or in part for reasons of health, state safety, public policy or other serious reasons.
2. The introduction and the repeal of such measures shall be notified immediately by diplomatic channels to the other Contracting Party and shall take effect on the date of service.
Citizens of a State of one Contracting Party shall be obliged to comply with its legislation when staying in the territory of the State of the other Contracting Party.
1. The Contracting Parties shall exchange, by diplomatic means at the latest 30 days before the entry into force of the Agreement, the models of the valid travel documents set out in the Annex to this Agreement.
2. In the event of a change in the applicable or introduction of new types of travel documents, the Contracting Parties shall, by diplomatic means, exchange models of new travel documents together with information on their applicability no later than 30 days before their exchange or introduction.
This Agreement shall enter into force 30 days after the exchange of notes informing each other of the fulfilment of the requirements of their legislation for the entry into force of this Agreement.
This Agreement shall be concluded for an indefinite period. It shall expire 90 days after the date of receipt of the written notice from one Contracting Party.
This Agreement was concluded in Riga on 22.9.1993 in two original copies, one in Czech and one in Latvian, the two copies being authentic.

Annex
to the Agreement between the Government of the Czech Republic and the Government of the Republic of Latvia
on the visa waiver
Within the meaning of the Agreement, the following travel documents and replacement travel documents shall be valid:
1. For citizens of the Czech Republic
(a) diplomatic passport;
(b) service passport,
(c) passport,
(d) a maritime book;
(e) passport.
2. For citizens of the Republic of Latvia
(a) diplomatic passport;
(b) civil passport,
(c) a temporary travel document.
