on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on Cooperation in Communications
On 23 November 1967, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on Cooperation in Communications was signed in Prague.
Pursuant to Article 17 (1) of the Agreement, the Agreement entered into force on the date of signature.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on Cooperation in Communications
The Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics, in the connection sector between the two Contracting Parties, have decided to conclude the following Agreement:
Telecommunications
Contracting Parties' communication administrations shall take all necessary measures to improve the quality of the operation of the links between the two countries in order to ensure the proper technical condition of all connections and their permanent failure-free operation.
Contracting Parties' communications management will carry out further expansion of telephone, telegraph, radio and television links between the two countries as required. The time limits for implementing each measure shall be agreed by the management of the Contracting Parties' links.
Telephone and telegraph operations, photo telegraph services and renting of radio, television and other circuits will be carried out in accordance with the provisions of the International Convention on Telecommunications and other acts of the International Telecommunications Union by which the Contracting Parties are bound.
Telecommunications charges shall be determined in accordance with the provisions of the international Regulations of Telecommunications, Telephone and Telex, and other acts of the International Telecommunications Union, event. having regard to the resolutions adopted by the Ministerial Conference of the Cooperation of Socialist Countries in the Communications Sector by which the Parties are bound.
The Contracting Parties shall cooperate as closely as possible in the transit of telegrams, telephone calls, radio and television transmissions through their own territory and destined to or originating in third States.
Mail
Contracting Parties' communications will help to expand postal links, speed up postal transport and simplify the applicable regulations for the transport of mail between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
Postal charges shall be determined in accordance with the provisions of the Acts of the World Postal Union, taking into account, where appropriate, the resolutions adopted by the Ministerial Conference of the Cooperation of Socialist Countries in the Communications Sector by which the Parties are bound.
National air transport will take place free of charge in the exchange of air mail and air packages.
1. The management of the connections of the Contracting Parties shall allow the establishment of specific conclusions of letter mail in contact with the central authorities of one of the Contracting Parties with the embassies, consulates and trade representatives of that Contracting Party which are in the territory of the other Contracting Party.
2. The management of the links of the Contracting Parties shall take measures to ensure the timely transport and timely delivery of such mail to the addressees in their own territory.
The Parties shall cooperate as closely as possible in the transit of direct letter and parcel conclusions through their own territory and to third States or originating in those third States.
Deductions for connection services
Deductions for connection services covered by this The Agreement will be implemented in transferable rubles under the payment agreement between the Contracting Parties, in force on the date of payment.
Scientific and technical cooperation
1. Contracting Parties' communications administrations will further develop bilateral scientific and technical cooperation aimed at developing communication technology, planning, improving operation and expanding telecommunications and postal links between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
2. Contracting Parties' communications administrations will develop direct cooperation and will facilitate the implementation of direct cooperation between their subordinate research institutes and joint research firms in order to address the current problems in the field of communication technology, to familiarise themselves with the operation of connection equipment and objects of both networks, to exchange views and experts on these issues, as well as to exchange regulations and resort materials on technical and operational issues of all types of connection services.
Scientific and technical cooperation between the administrations of the links of both Parties shall be carried out on the basis of annual and prospective plans drawn up and approved on the basis of the procedure established by the Agreement and the conditions for carrying out scientific and technological cooperation between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
Final provisions
Contracting Parties' communications administrations will consult on issues of common interest related to the activities of international radio and television transmission organisations.
In the establishment and operation of telecommunications and postal links and in the deductions thereof, the management of the links of the Contracting Parties shall be governed by the conventions, arrangements and arrangements of the International Telecommunications Union and the World Postal Union by which the Contracting Parties are bound.
1. Service postal and telegraph correspondence, service telephone calls between the services of connections and the authorities of the connections of both Contracting Parties, as well as parcel consignments in postal and telecommunications matters sent by land, shall be exempt from charges.
2. All service correspondence and service calls shall be made in the Czech, Russian and French languages.
3. The mutual exchange of documentation and information in the framework of scientific and technological cooperation shall take place in the language of the Contracting Party providing the relevant information or documentation.
1. This Agreement shall be negotiated for an unlimited period and shall enter into force on the date of signature.
2. Each Contracting Party may terminate the Agreement; in that case, the Agreement shall expire six months after the date on which the other Contracting Party received the written notice of termination.
The date of signature of this Agreement shall cease to be the date of validity of the Agreement concerning the arrangements for postal, telegraph and telephone contact between the Czechoslovak Republic and the Union of Soviet Socialist Republics of 22 October 1945 and the Additional Agreement on the extension and development of telephone and telegraph links between the Czechoslovak Republic and the Union of Soviet Socialist Republics of 8 August 1951.
Written in Prague on 23 November 1967, in two copies, each in Czech and Russian languages, the two texts being equally authentic.
