on the Agreement between the Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics on the reciprocal exchange of students and aspirants to study in universities and research institutes.
On 17 October 1957, an Agreement was negotiated in Moscow between the Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics on the reciprocal exchange of students and aspirants to study in universities and research institutes.
The Government approved the Agreement on 8 January 1958. The approval of the Agreement by the competent Soviet authorities was communicated by a note dated 14 November 1957 and its approval by the Government of the Czechoslovak Republic was communicated by a note dated 14 January 1958.
Pursuant to Article 11 thereof, the Agreement entered into force on 14 January 1958.

AGREEMENT
between the Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics, the mutual exchange of students and aspirants to study in universities and research institutes
The Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics, based on a valid agreement on cultural cooperation between the Czechoslovak Republic and the Union of Soviet Socialist Republics and wishing to establish the mutual conditions and manner of study as well as the method of reimbursement of the costs associated with the residence and study of the citizens of the Czechoslovak Republic in universities and the scientific research institutes of the Union of Soviet Socialist Republics and the citizens of the USSR in universities and research institutes of the Czechoslovak Republic, have decided to conclude this Agreement, and have appointed their agents to that end:

who, having exchanged their powers of attorney, found in good and proper form, agreed on the following:
The Parties will, on the basis of mutual requests from the Ministry of Education and Culture of the Czech Republic and the Ministry of Higher Education of the USSR, adopt the citizens of the other country as students and aspirants of universities and scientific research institutes.
Number of students and aspirants accepted by both Contracting parties to study will be established by mutual agreement between the Ministry of Education and Culture of the Czech Republic and the Ministry of Higher Education of the USSR and will be listed in the annual cultural cooperation plan between the Czechoslovak Republic and the Union of Soviet Socialist Republics.
Students and aspirants will study in the usual way, according to the study plans in force in the beneficiary country or even at a shorter time agreed in advance by those ministries.
The term "higher education 'means all civil higher education institutions under this Agreement.
Under the terms of the Scientific Research Institute, this Agreement refers to the Scientific Research Institute of the Academy of Sciences and other Civil Institutions.
The Ministry of Education and Culture of the Czech Republic and the Ministry of Universities of the USSR shall send to each other at the latest four months before the beginning of the school year proposals for sending their citizens to the universities and scientific research institutes of the other Contracting Party, containing the following information:
(a) for students: fields, specialisation and year of study;
(b) for aspirants: fields and specialties in which they will work scientifically.
No later than two months after the date of receipt of these proposals, the Ministry of Universities shall notify each other whether they agree.
By 31 July each year, those ministries shall transmit to each other the names of the students and aspirants sent to universities and the scientific research institutes of the other Contracting Party.
Students and aspirants whose acceptance has been given shall arrive in the receiving country no later than one week before the beginning of the school year.
The Ministry of Education and Culture of the Czech Republic and the Ministry of Higher Education of the USSR will broadcast to the universities and research institutes of the other Contracting Party persons who have the following preliminary training:
(a) students: at least one year of study at a university in their country;
(b) aspirants: completed university education and certain results in scientific work, proving their eligibility for separate scientific activities.
Candidate examinations from individual disciplines carried out in their country may be recognised in the beneficiary country.
The sending students and aspirants, if they do not adequately control the language of the recipient country, will pass a 6-12 month language course organised by the receiving country.
In the first two years of the university, students will attend the teaching of the language of the recipient country to complement the language knowledge and terminology of their field.
In the first and second years of study, the receiving party will allow students to volunteer to study the second foreign language. From the third year of the university, studying a second foreign language will be compulsory for students of the second country.
Persons adopted under this Agreement for higher education and research institutes of a second country shall be subject to all the provisions applicable to students and aspirants of the respective higher education institutions and institutes of that country, with the exceptions provided for in this Agreement.
Aspirants, broadcast under this Agreement, can publish candidate works in the Czechoslovak Republic as well as in the Union of Soviet Socialist Republics.
Persons who end up studying or aspiring at universities or research institutes of the other country, and those who will be awarded a scientific rank, will be given the documents that are customary in that country.
The Parties shall grant free study to students and aspirants seconded under this Agreement.
The beneficiary countries shall pay the costs associated with the study of students and aspirants, adopted under this Agreement, including the costs of carrying out the practice and transport to the place of study in their own country, and shall provide treatment to students and aspirants, accommodation in the dorms and any other benefits granted to students and aspirants - citizens of their country.
The beneficiary country will pay students and aspirants a scholarship for the duration of their actual stay in the country at an amount to be set out in the annual plans for cultural cooperation between the Czechoslovak Republic and the Union of Soviet Socialist Republics.
The Parties shall pay each other grants paid to students and aspirants of the other Party.
The mutual compensation of these salaries will be made on the basis of a valid non-commercial pay agreement.
Reimbursement of the corresponding amounts will be made twice a year for the first half of October of the current year and for the second half of April next year.
The provisions of this Agreement may also be applied by mutual agreement of the Parties to the Agreement to pupils in vocational schools. These schools will be attended by persons with incomplete or full secondary education.
The agreement between the Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics on the study of the citizens of the Czechoslovak Republic at the universities of the USSR will expire on the date of entry into force of this Agreement, signed in Moscow on 11 April 1952.
This Agreement shall be subject to approval under the national provisions of each of the Contracting Parties and shall become effective on the date of the exchange of notes on such approval.
This Agreement may be denounced by one of the two Contracting Parties, which shall expire six months after the date of its denunciation.
Done at Moscow, 17 October 1957, in duplicate, each in the Czech and Russian languages, the two texts being equally authentic.
